A case study conducted with the Canadian tourism industry identified that the level of awareness and participation in climate change mitigation strategies is low and that there is a need for further action if Canada is to position and market itself as a destination which is taking responsibility for climate change. This study used a qualitative approach that consisted of 24 in-depth interviews with Provincial Deputy Ministers of Tourism, other federal and provincial agencies, marketing bodies and industry associations across Canada. Results indicate that despite a relatively high level of awareness about climate change, the implementation of mitigation strategies was piece-meal in its approach. This non-regulatory approach to climate change action indicated that several small initiatives were taking place without significant collective action. This paper concludes that without national leadership on this issue, there is limited action occurring. A comprehensive, national regulatory framework is required in order to move the agenda forward to be able to market Canada as a responsible destination with regard to climate change.

Tarihsel olarak, Westminster modeli, yönetimleri etkileyen bir model sağlamıştır ve ilk halindeyken bile genellenemeyen kendine özgü (sui generis) özelliklere sahiptir. Türkiye Cumhuriyeti için 2007 ile başlayan parlamenter sistemindeki değişim, 2017 referandumu ile birlikte başkanlık sistemine dönüşmüştür. Çalışmanın yöntemi olarak bu makale, analizinde nitel bir yaklaşım kullanmaktadır. Bu makale, Westminster modeli ile Cumhurbaşkanlığı hükümet sistemindeki ‘Bakan Yardımcılığı’ müessesesine karşılaştırmalı olarak odaklanmakta ve incelemektedir.
In Lijphart’s conceptual scheme, the Westminster model is the prototype for majoritarianism. Historically, the Westminster model has provided a model that influences administrations, and has distinctive (sui generis) characteristics that cannot be generalized even in the first place. The change in the parliamentary system for the Republic of Turkey, which began in 2007, turned into a presidential system with the 2017 referendum. As a method of the study, this article uses a qualitative approach in its analysis. This article comparatively focuses on and examines the Westminster model and the ‘deputy minister’ establishment in the Presidential government system.

Governments all over the world and in especially modern democracies and countries declare in the government programs; how the country will be governed better, how the government departments will be managed more efficient and effective, how the people in the country will achieve the higher standards they deserve, and how the state will be more effective in terms of foreign policy and international arena. Even if they have different forms of government, the political organisations holding executive power and forming the government, clearly put forward their service concept for the state and the citizens, their aims and objectives, in their party programs. Whatever the methods and procedures of election are, the government-in-office work with the political cadres, which will carry out the party program, as well as the government program. Prime minister having the first place, the ministers whom he/she works together are parts of that political cadre. With the new regulations in 2011, The Deputy Ministry took its place in the field of Turkish Public Administration and became a part of this cadre in the fulfilment of the mentioned objectives. Deputy Ministry implementation, which has been applied under different names and forms and become the subject of various discussions initiatives, is encountered in the historical process, as well. Additionally it takes place in the administrative systems of different countries, today. This study aims to analyze position of the deputy ministers within the hierarchical organization in terms of administrative and legal dimensions, considering the historical development and to clarify those hierarchical positions of the deputy ministers by comparing the practices in different countries with the help of that analysis.
