SECRET NEGOTIATIONS BETWEEN M. KÁLLAY AND J. TISO IN 1943 IN THE BACKGROUND OF THE HUNGARIAN-SLOVAK RELATIONS DURING THE WORLD WAR TWO.
This article deals with the Hungarian-Slovak relations during the World War Two. Special attention is given to the secret negotiations between Budapest and Bratislava in 1943, during which the possibilities to join the Anti-Hitler coalition were discussed. (In Russian)

В данной статье выделяются и характеризуются основные цели, этапы и динамика секретного сотрудничества между антихортистской венгерской левой оппозицией (преимущественно социал-демократами и т.н. «октябристами») и чехословацкими властями. Хронологически работа ограничивается периодом т.н. «консолидации» в Венгрии осуществленной под руководством премьер-министра И. Бетлена (1921–1931 гг.). Статья основаны на анализе новейшей венгерской, чешской и словацкой историографии, а также изучении архивных фондов в Праге и Будапеште. Статья заключает, что несмотря на авторитарные черты политической системы в Венгрии в 1920-х гг. левая оппозиция, разделенная на эмигрантское и «домашнее» крыло, неоднократно активизировала свою борьбу против режима Хорти-Бетлена. Эта деятельность последовательно подпитывалась поддержкой со стороны чехословацкой дипломатии. Наиболее тесное сотрудничество между антихортистскими группами и Чехословакией развилось в 1919–1921 гг. и в 1930–1932 гг. на фоне кризисов послевоенных лет и Великой депрессии. После 1921 г. влияние демократических сил на политические процессы в Венгрии значительно уменьшилось и после ликвидации левой эмиграции в конце 1920-х гг. венгерский антихортистский фронт сузился до оппозиционных фракций парламента в Будапеште. Выводы данной статьи позволяют переоценить причины конфликтов в официальных межвоенных венгеро-чехословацких отношениях.

This paper aims to define the main objectives, periods and dynamics of the secret relations that the democratic Hungarian opposition held with the government of Czechoslovakia. The paper focuses on the Prague contacts of Magyar Octobrists and social democrats, hostile to the authoritarian regime of Miklós Horthy (1919–44) and active both within the country and in exile. Covering the period of the so-called consolidation of the Horthy’s regime under Prime Minister István Bethlen (1921–31), the paper argues that the anti-Horthyist movement was consistently encouraged by Czechoslovak political and diplomatic circles. The influence of democratic forces on Hungarian politics was strongest in the early interwar years, but it greatly diminished throughout the 1920s. Mobilizing yet unknown documents from the archives in Prague and Budapest, the paper concludes that the collaboration between leftist groups and Prague was particularly intense during the political turmoil in 1919–21, and the Great Depression. The paper aspires to re-evaluate the causes of interwar tensions between Hungary and Czechoslovakia.

Данная статья освящает венгерские стратегические интересы в ПМВ. Максимальные требования Венгрии включали присоединение Северной Сербии и Западной Валахии, более умеренные – Боснии и Герцеговины и Далмации. Минимальные задачи сводились к удержанию довоенных границ Венгрии.

This article deals with Hungarian strategic interests in WWI. The largest Hungarian demands included Northern Serbia and Western Wallachia. More moderate aims targeted Bosnia and Herzegovina and Dalmatia. The minimum goal was to keep the Hungarian frontiers of 1914.

В начале 1930-х гг. авторитарный режим Миклоша Хорти в Венгрии переживал трудные времена. Глобальный экономический кризис, напряженные отношения с сопредельными государствами и оживление оппозиционных движений внутри Венгрии подрывали стабильность хортистского режима. Особую роль в «венгерском кризисе» играла Чехословакия, которая начала «таможенную войну» против Венгрии и активизировала связи с мадьярскими демократами. Данная статья рассматривает влиянию чехословацкого фактора на политической сцене Будапешта в 1931–1932 гг. Делается вывод о том, что многовекторное давление Праги вынудило хортстский режим пойти на ограничение ревизионистской кампании против Чехословакии.

V4 states are increasingly wary of Chinese intelligence, notably the threats they can pose to the region, which is reflected by reports from intelligence agencies of the Visegrad Group countries. In the EU and some V4 nations, China has a scare cultural potential yet it is capable of lobbying for

Принято считать, что Первая мировая война завершилась осенью 1918 г. серией перемирий, подписанных странами Центрального блока с Антантой. Однако с точки зрения тогдашнего права состояние  войны  между  сторонами продолжалось вплоть до вступления мирных договоров в силу. Применительно к Венгрии, юридическая» точка была поставлена 26 июля 1921 г., когда подписанный  ею с  Антантой  Трианонский  мир от  4  июня 1920 г. приобрел силу. При этом, вплоть до лета 1920  гг.,  Венгрия  неоднократно  возобновляла  боевые  действия против  союзников  Антанты  (прежде  всего  – Румынии и Чехословакии) и не отказывалась от возможности «освобождения» силовым путем ее оккупированных районов. В этом ключе, кажется правомерным рассматривать период 1918–1920 гг. как фактически завершающий этап Великой войны с точки зрения Будапешта.
Задача данной статьи – проанализировать политику Венгрии по отношению к одному из ее главных противников – Чехословацкой республике (далее – ЧСР) в 1918–1920 гг. В качестве основных источников  были  использованы  протоколы  заседаний  венгерского правительства, опубликованные сборники венгерских, чехословацких и французских дипломатических документов, а также релевантные наработки венгерской, чешской и словацкой историографии.

This article deals with the Hungarian policy on Czechoslovakia in 1918-1920. It pays a particular attention to the Budapest’ attempts to regain control over its Northern provinces (Slovakia and Ruthenia or, in Hungarian, Felvidék), which, in violation with the principles of the Belgrade armistice of 13 November 1918, were occupied by the Czech troops in December 1918- June 1919. Hoping to reintegrate these territories, Budapest guaranteed an autonomy to Ruthenia (in December 1918) and to Slovakia (in March 1919). Also, the government of Budapest supported the anti-Czech resistance movement in these territories. However, when these attempts failed, Hungary signed the Trianon Peace Treaty on 4 June 1920, which internationally legalized the detachment of Felvidék from Hungary. Thus, from the summer of 1920, Budapest tried to establish more friendly relations with Prague in order to renew the commercial exchanges and protect the Magyar minority in Czechoslovakia. The article is based on the analysis of a broad collection of sources, mainly from the Hungarian National Archives as well as the newest historiography contributions in Hungary, Slovakia and the Czech republic.

This article focuses on Slovak-Hungarian relations in the context of the Soviet-German framed antagonism (1939-1941). It tends to show that Slovakia and Hungary tried to rely on those two powers in order to achieve their revisionist aims. Reversely, they were exploited by Berlin or Moscow in their diplomatic chessboards until the Soviet-German war, which was underway by 1941. Between September 1939 and June 1941, Bratislava raised a few times territorial demands to Hungary. Those revisionist attempts were sometimes backed by Berlin, especially when, willing to recover Transylvania, Budapest tried to benefit from Soviet territorial ambitions in Romania. However, after the Second Vienna Award (30 August 1940), Germany exerted pressure on Slovakia so that she would abandon her revisionist ideas.

This paper presents an analysis of the Hungarian foreign policy towards Czechoslovakia in 1927–1930. It claims that the improved international position of Hungary in 1927 contributed to the intensification of political and economic relations between Budapest and Prague. It concludes that, during 1927–1930, the Czech-Hungarian dialogue was the most dynamic in the entire interwar period. Basically, Hungarian politicians saw three possible perspectives for their relations with Czechoslovakia – revision of the common frontiers, economic rapprochement or conflict and preparation for a war. Thus, primarily, the Hungarian Prime-Minister István Bethlen tried to intensify trade with Czechoslovakia. Secondly, he pressed the Czechoslovak authorities to improve the situation of the Magyar minority. At the same time, Bethlen started to claim for the revision of the Treaty of Trianon, what was coldly received in Czechoslovakia. Moreover, a Hungarian project for invasion of Slovakia and Subcarpathian Ruthenia was elaborated by 1929. As a result, after three short "thaws" in Czechoslovak-Hungarian relations in the first half of 1927, at the turn of 1928 and 1929 and in early 1930, Prague and Budapest renounced to their attempts of bilateral rapprochement.

Hungary is one of the most active proponents of cooperation with China in Europe. Sino-Hungarian political relations are thriving and Hungary participates enthusiastically in activities related to the Belt and Road Initiative (BRI), 17+1, and other Chinese initiatives. Hungary is regularly pictured in Western media as an advocate of Chinese interests and a Trojan Horse for China in the old continent. The Chinese influence in Hungary, however, is overestimated, and data shows that China plays a very limited role in Hungarian affairs. It is true that Prime Minister Viktor Orbán's government frequently makes friendly gestures towards China, but this reflects the ambitions and calculations of the Hungarian side more than China's efforts to build up influence. This article discusses the context, the motivations, and the aims of Hungary with regard to China and the BRI in order to assess the real impact of Chinese ties with the country.

Beaucoup de politiciens, diplomates et analystes d'Europe centrale et orientale s'imaginent que leur région est divisée en deux planètes distinctes. Sur l'une d'entre elles se trouveraient les pays membres de l'Union européenne (UE) et de l'OTAN, l'autre planète n'hébergeant que le « reste ». Ces réflexions les ont conduit à un déni généralisé de certaines données géographiques et des défis sécuritaires qui en découlent. Cette perception « galactique », étonnamment commune à la géopolitique européenne, est l'une des raisons majeures de la persistance de zones grises intellectuelles dans l'espace post-soviétique. Il ne fait aucun doute que la crise qui qui a émergée en Europe orientale et centrale procède, en premier lieu, de l'inexistence d'une structure institutionnelle est-européenne. Il nous est aisé d'expliquer et de décrire les tensions actuelles qui minent les relations entre Moscou et ses voisins occidentaux sans néanmoins posséder de connaissances particulières sur la région. Il nous suffit simplement de pointer du doigt la relative anarchie qui caractérise les relations internationales du monde post-soviétique. Certes, les affaires internes russes, les histoires nationales des pays situés entre Baltique, Adriatique et Mer Noire, ainsi que l'obsession pathologique de nombreux décideurs moscovites pour la politique intérieure de l'Ukraine sont des ressorts importants de la crise ukrainienne. Mais l'Europe de l'Est porte aussi en son sein une certaine insécurité, principalement du fait d'une inexistante assistance mutuelle, d'un manque de défense commune et de prévisibilité sur les potentiels conflits. En cela, il n'est guère surprenant que la zone grise géopolitique européenne, située d'une part entre l'OTAN et l'UE, d'autre part entre l'Organisation du Traité de sécurité collective (OTSC) et l'Union économique eurasiatique (UEE) dominées par Moscou, soit partiellement constituée d'Etats faillis (Moldavie, Ukraine, Géorgie et Azerbaïdjan). L'instabilité et l'insécurité persistantes de ces États leur posent des problèmes, ainsi qu'à leurs voisins membres de l'OTAN et de l'UE – comme la Pologne, la Slovaquie, la Hongrie et la Roumanie, qui ont des frontières communes avec l'Ukraine. Pourtant, malgré l'escalade des tensions alimentée par le Kremlin dans la région, la plupart des élites d'Europe centrale et orientale ont fait preuve d'une certaine insouciance quand il s'agissait de rechercher une solution au dilemme de la sécurité des pays de cette zone grise. L'une des raisons majeure de ce manque d'attention prêté au renforcement des institutions régionales est cette vision précisément « galactique » de la sécurité européenne, entendue comme allant de soi par de nombreux politiciens, diplomates et analystes post-soviétiques. Selon eux, le monde post-communiste serait divisé en deux planètes : la bonne planète UE-OTAN d'un côté, le vieux monde décati du post-socialisme de l'autre. Les habitants de cette seconde planète seraient les citoyens malheureux de ces pays d'Europe de l'Est et du Sud-Caucase exclus de facto des instances européennes et otaniennes.

(East-Central Europe’s “Galactic” Imagining of Post-Soviet Security)

Eastern and Central European politicians, diplomats, and analysts have to get real about the security implications of their states’ geographic location. They need to coordinate far more intensely on their policies toward and with their eastern neighbors (perhaps, with support from other interested EU countries). Doing everything to make the current post-Soviet “grey zone” less grey is in the core national interest of NATO’s new eastern member states.

La période qui s’écoule entre novembre 1918 et juillet 1921 peut être caractérisée comme un temps de « ni guerre ni paix » pour la Hongrie. En effet, après la Convention militaire de Belgrade du 13 novembre 1918 qui signe la fin formelle des hostilités, l’état de guerre entre le bloc de l’Entente et la Hongrie continue au plan juridique. Il prend fin le 26 juillet 1921 avec l’entrée en vigueur du traité de paix de Trianon. Pendant ces trois années, la Hongrie et ses Etats voisins alliés à l’Entente, lesquels revendiquent certains territoires hongrois, recourent fréquemment aux armes. La Tchécoslovaquie (TS) réussit à occuper la Haute Hongrie (hong. « Felvidék »; la Slovaquie en 1918 et la Ruthénie subcarpathique en 1919). En réponse, Budapest construit l’essentiel de sa politique tchécoslovaque sur des considérations de résistance (contre-offensives diplomatiques et militaires). Les dirigeants praguois sont perçus à Budapest comme de «petits impérialistes », animés par la soif d’absorber le maximum de territoires d’une Hongrie affaiblie et la volonté d’être au centre politique du bassin du Danube. Le gouvernement hongrois ne veut pas non plus renoncer à tous les territoires occupés par la TS, où vivent 3,5 millions de personnes, dont presque 1 million de Magyars. Budapest essaye de garder des liens avec les mécontents du régime tchécoslovaque en Slovaquie et en Ruthénie et de renforcer leur loyauté envers la Hongrie. D’un autre côté, la stabilité de l’économie hongroise, surtout à cause du manque de charbon, réclame le maintien de bonnes relations avec la TS. Malgré les conflits autour des territoires « occupés », Budapest est forcé de chercher un accord avec Prague sur l’échange de carburants. Aussi, dans l’optique d’une normalisation des relations, Budapest voit en Prague un partenaire éventuel sur la scène internationale, qui pourrait permettre à la Hongrie de sortir de son isolement diplomatique.
Sur le plan chronologique, notre sujet peut être découpé en deux parties – avant et après la signature du traité de Trianon le 4 juin 1920. En 1918–1920, Budapest incline plutôt à la résistance à l’occupation de la Hongrie du Nord (le point culminant de cette politique étant l’invasion de la Slovaquie par l’Armée rouge hongroise en mai 1919). Cependant, à partir de  l’automne 1920, les Hongrois tentent de résoudre leurs litiges avec les Tchèques par des négociations : après des préparatifs secrets, les ministres des affaires étrangères des deux pays se réunissent en mars, juin et septembre 1921. Ils entament alors des pourparlers sur tous les conflits principaux (la correction des frontières, les droits des minorités et le retour des réfugiés, la coopération économique et internationale). En octobre 1921, pendant le deuxième putsch visant la restauration des Habsbourg à Budapest, Prague menace d’envahir la Hongrie ; leurs relations diplomatiques sont gelées. Cet article repose sur l’analyse des archives hongroises (en premier lieu, les protocoles des réunions du gouvernement de la Hongrie), ainsi que des documents diplomatiques hongrois, tchécoslovaques et français récemment publiés.
