System success is considered to be an important element in accomplishing the goals of the organization, therefore evaluation of system success need to be done to ensure that investment in IS is successful. Most of the Higher Learning Institutions (HLIs) in Tanzania have adopted the use of IS in providing service to their customers. Nevertheless, there is less evidence that system success evaluation has been done in order to identify the desired characteristics which could make IS more effective. Due to that, this study evaluates the effectiveness of Student Information System (SIS) used at the Institute of Finance Management using DeLone and McLean’s Model. Transactions are a high-level alternative for low-level concurrency-control mechanisms such as locks, semaphores, monitors. A recent proposal for integrating transactional features into programming languages is Transactional Featherweight Java (TFJ), extending Featherweight Java by adding transactions. With support for nested and multi-threaded transactions, its transactional model is rather expressive. In particular, the constructs governing transactions —to start and to commit a transaction— can be used freely with a non-lexical scope. On the downside, this flexibility also allows for an incorrect use of these constructs, e.g., trying to perform a commit outside any transaction. To catch those kinds of errors, we introduce a static type and effect system for the safe use of transactions for TFJ. We prove the soundness of our type system by subject reduction.

Le projet présenté ici est une une crypto monnaie sans dette qui serait créée ex nihilo et diffusée par une institution mondiale dédiée à la transition écologique en contrepartie de projets ou d'activités essentielles et urgentes, mais rejetées par la finance faute de rentabilité à court termes. Des projets écologiques, sociaux, humanitaires du monde entier seraient financés par cette monnaie. Une fois au bilan des banques centrales des nations participantes, ces dernières diffuseraient, de la monnaie centrale ( dans la fiat monnaie du pays concerné) en contrepartie de réserves de change (comme à l'époque du change or). Ce serait donc le revenu de ces projets.
Une fois cette crypto monnaie diffusée, elle servirait ensuite de monnaie de réserves mondiales pour le commerce international. Son taux de change serait fixe, tel que l'idée du "Bancor" de Keynes.
Elle serait uniquement dédiée aux banques centrales et servirait de réserves de change.
Trois piliers de solidités: 1) Technologique : une cryptomonnaie (or virtuel) uniquement dédié à une blockchain de banques centrales évitant ainsi les attaques spéculatives telles que celles observée sur le Bitcoin. 2) Politique : Comme une fiat monnaie internationale, elle tient en un consensus mondial des états participants la définissant comme monnaie de réserve de change. 3) Utilité écologique : sa première émission sera fléchée vers des projets écartés par la finance habituelle.
