Some steps has been made by forcing Germany and by the initiative of Talat Pasha in order to gain the support of the sionist circles in the first world war. Talat Pasha commissioned one of the important names within the Committee of Union and Progress, Mr. Emanuel Karasu, a person of jewish origin, for making negotiations with the temperate sionist circles in Germany. Karasu went to Berlin in order to negotiate with the notable names of the Jewish community in Germany. The current situation and the future of the Jewish people in the Ottoman Empire were discussed in these unions. In this context, it was decided that an Ottoman-Israel Union in which the Jews in the Ottoman Empire were to be united had to be founded. However, the realities which appeared in the post-war era rendered this project impossible. One thing which is to be noted in the negotiations with the jewish circles is the Committee of Union and Progress sincere effort to the last minute for the consolidation Ottoman Empire’s power which was under the threat of disintegration. Another important result of this study is that the Committee of Union and Progress had a detailled and peaceful project for consolidating the Ottoman social order in the post-war period. The main sources of this study are the archival documents of the German foreign ministry. The reports written by the German foreign ministry officials made possible to interpret the approach of the Ottoman Empire to the jewish problem which was frequently talked by the sionist circles throughout the World War I from the German perspective.
