This paper is concerned with several of the most important aspects of Competence-Based Learning (CBL): course authoring, assignments, and categorization of learning content. The latter is part of the so-called Bologna Process (BP) and can effectively be supported by integrating knowledge resources like, e.g., standardized skill and competence taxonomies into the target implementation approach, aiming at making effective use of an open integration architecture while fostering the interoperability of hybrid knowledge-based e-learning solutions. Modern scenarios ask for interoperable software solutions to seamlessly integrate existing e-learning infrastructures and legacy tools with innovative technologies while being cognitively efficient to handle. In this way, prospective users are enabled to use them without learning overheads. In the digital signal processing, digital filtering occupies an extremely important position. This paper introduces the definition and basic principles of FIR digital filters, and the design methods based on MATLAB. After the description of the process of design and simulation of a FIR band-pass filter by means of window function method, the results prove that various performance of the designed FIR filter reach the appointed requirement, the designed method is simple.

The paper presents a method of determining the Lyapunov quadratic functional for linear time-invariant system with knon-commensurate neutral type time delays. The Lyapunov functional is constructed for its given time derivative, which is calculated on the trajectory of the system with k-non-commensurate neutral type time delays. The presented method gives analytical formulas for the coefficients of the Lyapunov functional.

Learning Management Systems (LMS) have become the new norm for education at all levels. Due to the increasing popularity of LMSes, supplemental learning applications are now being tailored to work with an LMS by the use of Learning Tools Interoperability (LTI), which is a standard that helps provide the capability to connect external applications. Despite these advances in educational technology, some instructors seem to have a hard time adopting them. This thesis has two main goals: the first goal is to gauge professor and student interest in using integrated educational apps, and the second goal is to create an LTI application using the current Mechanix platform created by the Sketch Recognition Lab (SRL). In order to gauge interest in integrated software, a survey was sent out to professors and students. N1=29 professors and N2=30 students responded to the survey and gave feedback.
