Abstract:: This paper aims to present and reconstruct the arguments of the first part of the conception of international relations as a state of nature by Charles Beitz work in Political Theory and International Relations, highlighting: (i) the skepticism of realistic, (ii) the situation Hobbesian, (iii) international relations as a state of nature, (iv) the basis of international morality and (v) the skepticism of international morality States.

Parler d’un discours de valeurs du droit international peut sembler inopportun au moment où ce dernier connaît un développement normatif fulgurant qui, ironiquement, est tempéré par une énième crise de légitimité due à son incapacité de se saisir de réalités politiques complexes. Pourtant, les valeurs du droit international ou, si on se hasarde à l’avouer, son idéologie, constituent un point d’ancrage où il est possible d’identifier les éléments d’une rationalité globale qui guide l’action concrète de l’ordre juridique. Dès lors, on serait enclin à scruter la manière selon laquelle ce discours de valeurs permet d’orienter la formulation des normes juridiques internationales tout en ayant à l’esprit une approche critique et déconstructiviste.
