The impact of the dissolution of the Austrian-Hungarian Empire on the living and working conditions of the Viennese Municipal Civil Clerks was different to the consequences of the Federal civil servants in many ways. Nevertheless, the changed position of Vienna in the newly founded Republic, pressing economical conditions and a fundamental shift in power relations in the municipal government reset the Viennese public administration. The article outlines changes and continuities between 1918 and 1920 regarding the following topics: changes in staff and personnel, reform of the municipal administration and constitution, questions regarding gender relations and national affiliations, attempts of democratization. Sources used for this article include a of publications, minutes of councils meetings as well as of the two major parties – Socialdemocratic Workers Party (SDAP) and Christian Social Party (CSP) – and archival documents. This (partly new) material allows a look also onto the lower group of municipal employees and offers therefore a new perspective on the immediate aftermath of the First World War.

La libertad comercial es un un estudio que explora el sistema de abasto de alimentos en la ciudad de México en el periodo de transición que comprende el fin del virreinato hasta la primera república federal (1810-1835). Es una obra que reconstruye los acontecimientos que motivaron la transformación de una concepción proteccionista del abasto a una postura de libertad comercial. En el plano de las ideas, el trabajo muestra un balance del pensamiento económico que estaba gestando la clase política a nivel municipal de dicho periodo. Otra importante aportación es que se logra identificar a los integrantes de las distintas comisiones que conformaban el Ayuntamiento de la ciudad de México.
Asimismo, el libro presenta un análisis minucioso de la fiscalidad municipal y sus niveles de recaudación a partir de los cuales se demuestra que la principal fuente de ingreso de la capital procedía de los impuestos que pagaban los alimentos. Este estudio sostiene que no hubo un déficit en las finanzas municipales y que gracias al ingreso de alimentos y la alta demanda de éstos, la economía de la ciudad se mantuvo fuerte durante el periodo aludido.

El presente texto se centra en el estudio de la organización del sistema de abasto alimentario en la ciudad de México durante el estallido de la guerra de independencia entre 1810 y 1812. El artículo se enfoca primordialmente al sistema de abasto desde una perspectiva normativa, y su intención es conocer las continuidades o rupturas en dicho sistema. De esta manera, las disposiciones del Ayuntamiento de la ciudad de México, así como del gobierno virreinal, son los hilos conductores de este trabajo. Entre ellas destacan la liberación de precios y el expendio de los alimentos de mayor consumo capitalino, como maíz, trigo, carne, pulque y aguardiente.

In 1862 Middlesbrough was heralded by Gladstone as a ‘remarkable place, the youngest child of England’s enterprise…an infant Hercules’. In under a century the town expanded from having been a tiny hamlet with only 25 inhabitants in 1801 to one exceeding 90,000 by 1901 and approaching 140,000 thirty years later. Central to Middlesbrough’s growth was the establishment of the town’s iron industry, which went on to dictate the economic, political and social development of the town in the ensuing decades, with the town’s ironmasters sitting on the town council, providing the first Member of Parliament and gifting to the town its first public park and urban institutions.
However, the last quarter of the nineteenth century has been seen as a period that heralded a decline in participation by British urban elites in the towns and cities that housed their businesses as they withdrew from leadership in the urban sphere and adopted a more leisurely, gentrified lifestyle. Recent work has however, challenged the extent of this elite withdrawal and it is the intention of this paper to argue the period instead saw a reconfiguration of industrialist engagement with the Victorian Boom Town rather than a decline. Taking Middlesbrough as a case study, it will be shown that through leadership of voluntary organisations, patronage of company-driven initiatives and continued involvement with municipal authorities, the town’s steel magnates played a crucial role in the fabric of the late nineteenth and early twentieth century manufacturing town alongside the petite bourgeoisie and working-class organisations that emerged during this period.
