(Abstract in English below) La estratégica localización de Navarra, entre Francia y España, y sobre todo su régimen de privilegio, con su propio espacio aduanero separado de España, explica la importancia del fenómeno del contrabando en Navarra. Pero durante las décadas finales del siglo XVIII, el período conocido como la crisis del Antiguo Régimen, los gobiernos ilustrados iniciaron una política dirigida a terminar con este viejo sistema foral. El contrabando estuvo muchas veces en el epicentro de este debate. Conocer las actividades relacionadas con el comercio ilegal es imprescindible para entender la economía navarra durante toda la Edad Moderna. El contrabando durante el siglo XVIII consistió fundamentalmente en la introducción de tabaco, así como otros productos tropicales ultramarinos de monopolio estatal; manufacturas cuya introducción se prohibió para proteger las nuevas industrias españolas; y, como contrapartida de estos tráficos, fue igualmente perseguida la saca de moneda.
ABSTRACT. The strategic location of Navarre between France and Spain and above all its privileged political status, which permitted its own systems of customs control free of Spanish interference, explain the importance of the phenomenon of smuggling in Navarre. But during the final decades of the 18th century, the period known as the crisis of the Old Regime, enlightened Spanish governments began a policy directed towards putting an end to this traditional system. Smuggling was frequently on the epicenter of this debate. The Navarrese economy during the period of the Old Regime was directly related to activities involving illegal commerce. Smuggling in the 18th century basically consisted in the contraband of tobacco and other products from the tropics under state monopoly; foreign manufactured products whose importation was prohibited to protect the new Spanish industries; and as a result of such commerce, Spanish money was illegally taken out.
