Raphael Lemkin and Cultural Genocide

I will start the essay by addressing the actions of the international community during the 1994 genocide in Rwanda. This will follow with a brief history of the two ethnic groups, the Tutsi and the Hutu, dating from pre-colonial times with a view to establish how the colonial influence has impacted the two ethnic groups into conflict and rivalry, despite long periods of ‘democratic’ living. I
will then argue the IMF-World Bank structural adjustment program caused the deterioration of Rwanda’s economy as another cause, which has influenced the genocide. This will be followed by evidence showing the direct responsibility of the main actors of the international community with a focus on the U. S. and the UK  support of the Rwandan Patriotic Front to secure a legal presence in Rwanda due to geopolitical interests in having access to the Congo’s mineral wealth. I will also argue the accuracy of the officially supported narrative of the genocide, presenting conclusive evidence towards the alternative narrative, which suggests the U.S. and its allies interests in overthrowing the Hutu-based Rwandan government. Finally this essay will briefly discuss post-genocide Rwanda and the crisis in the Congo, coming to the conclusion that mass human rights violations continue to be perpetrated in the Rwanda and neighbouring Congo due to main international actors’ overpowering  geopolitical interests.

Au début des années soixante, alors que de jeunes martiniquais et guadeloupéens émigraient vers la France continentale pour occuper des emplois dans le secteur secondaire et tertiaire, l’arrivée de fonctionnaires métropolitains aux Antilles à des postes de responsabilités conduisit en 1977 Aimé Césaire, député du centre de la Martinique, à qualifier cette tendance de « génocide par substitution ». La prise de position de ce dernier reflétait la crainte de voir ressurgir le spectre du colonialisme par le transfert dans les départements d’outre-mer de fonctionnaires métropolitains et à l’inverse l’éloignement des jeunes antillais. Pour Aimé Césaire, les ressources dont disposaient les nouveaux arrivants et l’idéologie dont ils étaient porteurs, les plaçaient dans une position de force.
Quelques décennies plus tard, le concept de génocide par substitution fut repris par des représentants syndicaux et associatifs en Martinique. Ces derniers fustigèrent la politique du gouvernement qui consistait à envoyer en France hexagonale de jeunes professeurs certifiés issus des DOM et à affecter aux Antilles de jeunes professeurs venus de l’Hexagone.
Le but de cet article est de comprendre dans quelles conditions le terme « génocide par substitution » fut employé dans la seconde partie du vingtième siècle puis en 2004. Il s’agira d’établir un cadre conceptuel quant à l’emploi du terme, en s’appuyant notamment sur les travaux de Raphael Lemkin, un avocat polonais. Quel est le lien entre les deux périodes? Sur quoi s’appuyèrent les discours pour qualifier les deux phénomènes de «génocide par substitution » ?

In the early sixties, when young Martinican and Guadeloupean migrated to continental France to get jobs in the secondary and tertiary sector, the arrival of white civil servants to get positions of high responsibility, led Aimé Césaire, representative of Martinique in the National Assembly, to describe in 1977 this trend as "genocide by substitution". His standpoint reflected the fear of seeing the specter of colonialism back with the transfer of white officials in the overseas departments and conversely the departure of young West Indians to France. For Césaire, the resources available to the newcomers and their ideology placed them in a dominant position.
Decades later, the concept of genocide by substitution was taken over by representatives of trade unions and associations in Martinique. They castigated the government's policy which consisted of sending young certified teachers from the overseas departments to France and to hire young teachers from continental France in the French West-Indies.
This paper purports to understand in which conditions the term "genocide by substitution" was used in the second half of the twentieth century and then in 2004. The purpose is to establish a conceptual framework on the uses of the term, relying in particular on the work of Raphael Lemkin, a Polish lawyer. What is the link between the two periods? What were the bases to describe the two phenomena as "genocide by substitution"?

In diesem Beitrag wird nach der Bedeutung der Judenvernichtung in den Kategorien des Genozid für einen Historiker gefragt. Um die Komplexität dieser Problematik zu zeigen, werden drei Schwerpunkte erörtert. Ausgangspunkt ist die theoretische Auffassung des Begriffes Völkermord mit besonderer Rücksicht auf die Konzeption Raphael Lemkins. Dann wird ein Problem der Historisierung des Holocaust und Bedeutung dieses Prozesses für die Geschichtsschreibung und kollektives Gedächtnis besprochen. Am Ende wird die kurze Beschreibung das Schicksal des menschlichen Körpers im Konzentrationslager als Herausforderung für eine historische Interpretation dargestellt.
