Social Activity

Libraries may stimulate social capital and social integration. They are institutions that enjoy a high level of social trust, which creates many opportunities. In 2018 and 2019, a survey on social capital, trust and social activity of librarians was conducted in 20 countries across the world. The research addresses the question of whether libraries as public institutions may prevent the alarming processes of social alienation of individuals. The findings show that librarians have an average level of individual social capital, but they have a relatively high level of trust in other people and often volunteer for their communities. Nonetheless, librarians tend to not believe in their own impact on the rest of the society/local community. Of most importance for them in their lives are emotional values, attachment and family values; they are less focused on material values, image, etc.

Public libraries are institutions of culture that, apart from their basic tasks, may also perform various social functions. Since they treat all customers equally and are open to all citizens regardless of their status, they enjoy a high level of trust in local communities. Thus, they may participate in social integration and activity, social capital building and civic engagement processes. This, however, requires not only adequate facilities but also outgoing and engaged personnel. The research analyzed the attitudes of public librarians and compared them to the attitudes of librarians working in other types of libraries. Differences were reported in some areas, suggesting that certain actions are needed in library management.

The purpose of this paper i to determine which group-the managerial personnel or the directors of libraries-had a more extensive social network and were more eager to engage in cooperation, in other words-had the qualities believed to be important in managerial positions. Design/methodology/approach-The paper presents the results of research on the levels of individual social capital, as well as the social activity among librarians in 20 countries across the world, which are important for integration with the local community and development of library services. Findings-The research confirmed that library directors are more active than managerial personnel or line workers, although there were areas in which line workers and managers scored higher than directors. In some areas of civic activity, line workers and managers, rather than directors, led the way. Research limitations/implications-This is the first research into the social capital and social activity of the managerial personnel of libraries conducted on such a large scale-in 20 countries across the world. The electronic survey resulted in the total of 6,593 valid responses, which were analysed statistically. The one-way analysis of variance (ANOVA) statistics were calculated, and the chi-square test of independence and the Mann-Whitney U test were applied. The level of individual social capital was calculated on the basis of a resource generator-Questionnaire for the Measurement of Individual Social Capital (KPIKS). Originality/value-This is the first research into the social capital and social activity of the managerial personnel of libraries conducted on such a large scale-in 20 countries across the world. В статье проводится анализ роли социально-политической
активности граждан в  «хорошем обществе» (или обществе, пригодном для жизни). Предполагается, что она выступает драйвером перехода к идеалу более высокого порядка. Однако в этом случае имеется в  виду не  тотальная критика настоящего, а  выборочная критика отдельных социальных институтов и процессов.
Описываются основные теоретико-методологические подходы к изучению социально-политической активности. Выделено шесть наиболее часто используемых концепций: коллективного действия (Дж. Доллард, Л. Киллиан, Г. Лебон, Н. Миллер, Н. К. Михайлов-
ский, Ф. Олпорт, Н. Смелзер, Р. Тернер и  др.), относительной депривации (Т. Гарр, Дж. Дейвис, Р. Мертон, У. Рансимен и  др.), рационального выбора (М. Личбах, М. Олсон, К. Д. Опп, Д. Чонг и др.), мобилизации ресурсов (М.Н. Залд, Д. Макадам, Дж. Маккарти, С. Тарроу, Ч. Тилли и др.), политических возможностей (П. Айзингер, Д. Майер и др.), новых социальных (общественных) движений (С. Бюхлер, С.Д. Кендалл, Н. Пичардо, А. Скотт и др.) и по-
литического рефрейминга (Б. Гладарев, А. Демидов, К. Клеман, О. Мирясова).
Представленные модели расположены в порядке их возникновения, каждая из них продолжает разрабатываться
и являет собой попытку ответа на вызовы современности. Подчеркивается, что социально-политическая активность в  «хорошем обществе» коррелирует с личным материальным благополучием и способствует усвоению демократических правил поведения, причем подобные тенденции характерны как для западного, так и  для российского социума.

Özet Okul terki, eğitimin niteliğine olan olumsuz etkisi ve olası sosyal sonuçları dikkate alındığında tüm dünyada olduğu gibi ülkemizde de üzerinde dikkatlice çalışılması ve öncelikli politikaların geliştirilmesi gereken konulardan biridir. Günümüzde konu ile alakalı çeşitli çalışmalar yapılmış ancak halen istenilen başarı elde edilememiştir. Bu çalışmada, bir Erasmus+ stratejik okul ortaklığı projesi olan ve erken okul terki ile mücadele için Kocaeli İli Körfez İlçesindeki bir meslek lisesinde yapılmış çalışmalara ve elde edilen sonuçlara yer verişmiştir. Projenin yürütüldüğü okul, bulunduğu bölgede okul terki oranının en yüksek olduğu okullardan biridir. Söz konusu okul, okul terkini azaltma amacıyla Avrupa Birliği'nin eğitim, gençlik ve spor alanındaki hibe programı olan ERASMUS+ kapsamında High School Drop Outs: 'One is too many' isimli bir proje yürütmüştür. 2014-2015 eğitim öğretim yılında başlayan proje çalışmaları, 2016-2017 eğitim öğretim yılında tamamlanmıştır. Proje süresince, risk gurubundaki öğrencilerin tespitine yönelik olarak her yıl düzenli olarak tarama yöntemiyle veriler toplanmış ve değerlendirilmiştir. Saptanan risk gurubundaki öğrencilerin devamsızlık ve başarı durumları düzenli olarak takip edilmiştir. Ayrıca yüz yüze görüşme tekniği ile bu öğrencilerin okula yönelik olarak yaşadıkları ve onları okul terkine yaklaştıran nedenler irdelenmiştir. Elde edilen verilere göre, öğrencileri okul terkine yaklaştıran başlıca nedenlerin; öğrencilerin verimli ders çalışma yöntemlerini bilmediği, ailelerinin ekonomik sıkıntılar yaşadığı, derslere ilişkin motivasyon eksikliği yaşadıkları, okulda amaçsızlık hissine kapıldıkları, okulu sıkıcı buldukları, ailelerinden yeterli destek alamadıkları, okumak istemesine rağmen 2 yıl üst üste sınıf tekrarına kalmaları nedeniyle örgün eğitimden çıkartılmaları olduğu saptanmıştır. Ayrıca, sınıf seviyesi bakımından okul terkinde en büyük risk gurubunu ise 9. sınıf öğrencilerinin oluşturduğu sonucu elde edilmiştir. Elde edilen veriler ışığında, okul terkini önlemeye yönelik olarak; kariyer günleri, risk gurubundaki öğrenciler için rehberlik çalışmaları, tüm öğrencilere yönelik sportif aktiviteler ve risk gurunda olup ailesi ile problemli ilişkisi olan öğrenci ve onların aileleriyle okul sonrası aktiviteler yürütülmüştür. Bu çalışmalar, proje uygulama yönergeleri doğrultusunda, erken okul terki sorunu yaşayan 9 farklı AB üyesi ülkedeki okullarla kurulan stratejik ortaklık kapsamında yürütülmüştür. Kısa dönemli öğrenci değişimleri, ulus ötesi toplantılar ile okullar arasında işbirliği ağları kurulmuş, çalışmalar senkronize olarak yürütülmüş, elde edilen verilen değerlendirilmiş ve böylece okulların okul terki ile mücadelede uluslararası kapasitelerinin de artırması sağlanmıştır. Yapılan bu çalışmaların okul terkini azaltıcı etkisi olduğu tespit edilmiştir. Proje çalışmalarının yürütüldüğü Türkiye'deki okulun 2013-2014 eğitim öğretim yılında %8 olan okul terki oranı, projenin birinci yılı olan 2014-2015 eğitim öğretim yılında %6,75 düşürülmüştür. 3 yıllık çalışmaların sonucunda ise söz konusu okulun okul terki oranının %6,06 olduğu saptanmıştır. Bu oran okulun son 5 yıl içerisinde yaşadığı en düşük okul terki oranıdır.
