Time Overruns

This study identified major factors behind delay in large irrigation projects in Ethiopia.  The study focused on irrigation schemes that are owned and are being financed by government entities like  Ministry of Water, Irrigation and Electricity (MoWIE) and The Ethiopian Construction Works Corporation (ECWC). The study was aimed at identifying the major causes of delay, the most frequently cited delay groups and identifying the frequently used delay resolution techniques.

A Mean Score (MS) analysis was employed and from the listed 48 (forty-eight) delay factors, poor planning and activity scheduling (MS=3.33), poor project management (MS=3.15), problems in material delivery on time (MS=3.10), poor monitoring and evaluation system (MS=3.08), poor site management (MS= 2.95), delay in payment (2.93), unfinished designs (2.93), error in estimating durations (2.9), contractor financial problems (2.88), Poor decision making (2.85) and issues related to right of way (2.85) were found to be the highest ranking delay causes. Out of the listed 11 (eleven) factors, 4(four) fall under contractor delay category, followed by 3 (three) which fall under consultants’ category, 3 (three) under clients and 1 (one) under External category. 

When it comes to resolution methods forwarded by respondents, out of the 27 (twenty-seven) resolution methods, the 6 (six) top ranked resolution methods identified were estimating realistic cost and duration, making payment timely, Strategic planning, improving supply of materials and labor, developing systematic control mechanisms, and monitoring progress during control period. These resolution methods were listed by clients, contractors and consultants as top ranking as well.

In Kurdistan region of Iraq (KRI) there are lots of construction projects including the finalized and under construction works. These projects take a tremendous role in progressing the economy and all sectors of the country. The buildings include many various fields such as constructing, roads, bridges, etc. with quick airlifts. Nevertheless, some delays are found according to different causes. There is a shortage in researches investigating the present case in KRI regarding the construction management delay reasons. Additionally, no one appears to take care of how to deduct or prevent this issue. Therefore, this research is conducted to investigate the main factors affecting construction delays and cost overruns with discussing the solutions to avoid these negative impacts. This determination will boost the finalization of projects within the usual period frame.

The study aims at identifying the factors affecting time overrun in public construction projects Saudi Arabia from consultants’ viewpoint. To do so, 70 consultants working in public construction completed a structured questionnaire survey and the factors were ranked according to their levels of severity, frequency, and importance. 34 factors were identified through interview with some local construction experts and deep literature review. The analysis of the identified 34 factors indicates that the top five important factors affecting time overrun in public construction projects are: improper planning, poor labor productivity, additional works, rework, and lack of contractor experience. The results also indicate that the top five severe factors affecting time overrun in public construction projects in Saudi Arabia are: bid award for lowest price, poor labor productivity, improper planning, additional work, and lack of contractor experience. While the top five frequent factors are: rework, improper planning, changes in material types and specifications during construction, poor contract management, and poor resource management.

We consider the supplier's strategic choice on delivery time in a public procurement setting as the result of the firm's opportunistic behavior on the optimal investment timing when production costs are uncertain. We model the supplier's trade-off between the option value to defer the contract execution and the penalty payment in the event of delays. We also take into account the issue of penalty enforcement, which in turn depends on both the discretion of the court of law in voiding contractual clauses and the " efficiency " of the judicial system (i.e. the average length of civil trials). We test our main results on Italian public procurement data showing that the supplier's incentive to delay is greater the higher the volatility of production costs and the lower the " efficiency " of the judicial system. We then calibrate the model using 123 26 C. D'Alpaos et al. parameters that mimic the Italian scenario on public works procurement and calculate the maximum amount that a supplier is " willing to pay " (per day) to postpone the delivery date and infringe the contract provisions. Our calibration results are consistent with the theoretical model's predictions and the empirical findings.

Abstract- Nowadays, highway construction suffers from delay and cost overruns, which causes traffic problems, changes of design, poor planning, disputes, cost overruns, poor safety practices and time delays. Researchers in developed countries have realized the seriousness of this shortfall and suggested solutions to resolve it. Due to the inherent risks and increasing complexity of modern construction projects, delays and cost overruns have become common facts in the industry. Researchers and practitioners have used many techniques to assess project delays and apportion delay responsibility among the parties involved. This research deals with the causes which severely effect in delay of infrastructure projects in India. The delays and cost overruns have become a hallmark of infrastructure projects in India, research in delay and cost overrun in highway projects has not been popular researched yet.
