Toxic Release Inventory

Objectives. We examine the spatial distribution of toxic air releases and residential demographics in California using 2000 Census data and coeval information from the Federal Toxic Release Inventory for evidence of disproportionate exposure.Methods. We use spatial analysis using GIS, and multivariate regression analysis, including ordered and multinomial logit regressions, in our study.Results. Analytical results suggest a pattern of disproportionate exposure based on race, with the disparity most severe for Latinos, which holds in a series of multivariate regressions, including attempts to test for varying levels of pollution risk and to control for spatial dependence.Conclusions. The study corroborates earlier research focused in the Los Angeles area, and suggests that recent concerns about environmental inequities affecting Latinos in California may be well founded.

Mandatory insurance requirements and/or mitigation fees (royalties) for mining companies may help reduce environmental risk exposure for the federal government. Mining is examined since the Environmental Protection Agency (EPA) Toxic Release Inventory reveals that this sector produces more hazardous waste than any other industrial sector. Although uncommon, environmental expense can exceed hundreds of millions of dollars per development. Of particular concern is the potential for mines to become unfunded Superfund sites. Monte Carlo simulation of risk exposure is used to establish a plausible range of unfunded federal liabilities associated with cyanide-leach gold mining. A model is developed to assess these costs and their impact on both the federal budget and corporate profitability (i.e., industry sustainability), particularly if such costs are borne by offending firms.

BackgroundThe authors analyse the spatio-temporal variations of the incidence of bladder cancer between 1973 and 2004 in Utah at the census tract level (496 areas) to highlight areas of high and low relative risks that remained so throughout the 32 year period. Using these identified areas, a novel strategy is used to carry out a geographical case-control study of association between the risk of bladder cancer and presence of Toxic Release Inventory sites, where areas with stable high RRs are 'case areas' and all remaining areas with stable non increased risks are 'control areas'.ResultsThe time trend of bladder cancer risk fluctuated over the study period: A steady decrease was observed, followed by an abrupt increase from 1992 to 2004. In excess of several million pounds of genotoxic and/or carcinogenic industrial wastes are released into the U.S. environment each year. Chemical characterization of these waste materials can rarely provide an adequate assessment of their genotoxicity and potential hazard. Bioassays do not require prior information about chemical composition and can effectively assess the genotoxicity of complex waste materials. The most commonly used genotoxicity assay has been the Salmonella mutagenicity assay. Results with this system have shown that the genotoxic potency of industrial wastes can vary over 10 orders of magnitude, from virtually nondetectable to highly potent. Industries employing similar industrial processes generally release wastes of similar potency. Extremely high potency wastes include those from furazolidone and nitrofurfural production. Pulp and paper mills, steel foundries, and organic chemical manufacturing facilities also discharge wastes of noteworthy potency. Treatment and remediation of some wastes, such as pulp and paper mill effluents, have been shown to reduce or eliminate genotoxicity. However, in other cases, treatment and remediation have been shown to enhance genotoxicity, such as for fungal treatment of oils. Analyses of samples collected from areas known to receive industrial wastes and effluents have shown that genotoxins can accumulate in the receiving environment and have adverse effects on indigenous biota. The evaluation of hazardous wastes and effluents by genotoxicity assays may provide data useful not only for hazard identification but for comparative risk assessment.
