Abstract
Rhodes, which has a rich history, is located between the Eastern Mediterranean basin and the Aegean
Sea. Because of this strategic value, forces seeking to establish dominance in the Mediterranean
have often attempted to control the island throughout history. Rhodes, which remained under
the Ottoman dominance for a long time, had important administrative duties due to its strategic
position. After the Ottoman conquest, the island became part of the Rumelia Governance and later
subordinated to the Eyalet of the Cezâyir-i Bahr-i Sefîd, which was formed in a short time. Having
been the center of this eyalet for a long time, it had its share of various depressions experienced by
the Ottoman Empire during the 19th century. The population structure of the island, its livelihoods,
the continuing issue of temporary immigration, the incidents of Christianization (tanassur) among
the Muslim population, and the problems in the educational activities were reflected in the
reports submitted by the state officials who came to Rhodes at different times and with various
duties. The Governor of the Eyalet of the Cezâyir-i Bahr-i Sefîd, Ibrahim Bey, conducted a 12- day
inspection on April 7-18, 1911. During this inspection, he visited many villages in Rhodes. Rhodes'
population loss was included in Ibrahim Bey's findings as well. He found out that the shortage of
livelihoods of the people living in the villages was behind the temporary immigration, and offered
his suggestions on how agricultural activities could be developed in order to prevent this. Evaluating
the deficiencies in education, İbrahim Bey pointed out that the Greeks living in the villages had their
loyalty to the Ottoman Empire damaged due to the education they received in their schools. In his
comprehensive report, which includes his solutions to gain Greeks' loyalty to the state, he made
his points on the protection of the geographical structure of Rhodes, the prevention of pine bark
smuggling, the reasons for the disruption of military service, and overcoming the troubles in the
local administration.
The aim of the study is to review, in addition to the general economic and social structure of the
island in the last quarter of the century when it was under the Ottoman rule, the impressions of
Ibrahim Bey about the villages of Rhodes, just before the Italian occupation.
Zengin bir tarihe sahip olan Rodos, Doğu Akdeniz havzası ile Ege denizi ve Boğazlar bölgesi
arasındaki yol üzerinde yer alır. Bu stratejik değerinden ötürü tarihsel süreçte Akdeniz’de hakimiyet
kurmak isteyen güçlerin adayı kontrol altına alma girişimlerine sıklıkla rastlanır. Uzun süre Osmanlı
yönetiminde kalan Rodos, stratejik konumu nedeniyle idari açıdan da önemli vazifeler görmüştür.
Osmanlı sınırlarına dahil edilmesinin ardından Rumeli Teşkilatı içinde yer alan Rodos kısa süre
içinde oluşturulan Cezâyir-i Bahr-i Sefîd Eyaleti’nin bir parçası haline getirildi. Bu eyalete uzun süre
merkezlik yapan Rodos, 19. yüzyıl boyunca Osmanlı Devleti’nin bir parçası olarak devletin geçirdiği
türlü buhranlardan nasibini aldı. Adanın sahip olduğu nüfus yapısı, geçim kaynakları, süreklilik
arzeden geçici göç meselesi, Müslüman ahali arasında yaşanan Hristiyanlaşma (tanassur) hadiseleri,
eğitim faaliyetlerinde yaşanan olumsuzluklar, farklı zamanlarda ve çeşitli görevlerle Rodos’a gelen
devlet görevlilerinin sundukları raporlara yansımıştır. Cezâyir-i Bahr-i Sefîd Valisi İbrahim Bey 7-18
Nisan 1911’de 12 gün süren bir teftiş yapmıştır. Bu teftişte Rodos’a bağlı pek çok köyü ziyaret
etmiştir. Rodos’un nüfus kaybı İbrahim Bey’in de tespitlerinde yer almıştır. Geçici göçün sebebinin
Rodos köylerinde yaşayan halkın geçim sıkıntısından kaynaklandığını, bunun önüne geçebilmek
için tarımsal faaliyetlerin nasıl geliştirilebileceğine dair öneriler sunmuştur. Eğitim konusunda
yaşanan aksaklıkları da değerlendiren İbrahim Bey, köylerde yaşayan Rumların okullarında aldıkları
eğitim nedeniyle Osmanlı Devleti’ne olan bağlılıklarının zedelediğine işaret etmiştir. Rumların
devlete bağlılıklarının arttırılmasına yönelik ürettiği çözümlerini de içeren kapsamlı raporunda
ayrıca Rodos’un coğrafî yapısının korunmasına, çam kabuğu kaçakçılığının önlenmesine, askerlik
vazifesinin aksamasının nedenlerine, yerel yönetimdeki aksaklıkların giderilmesine de yer vermeği
ihmal etmemiştir.
Çalışmada amaçlanan Osmanlı yönetimine bağlı olduğu son çeyrek yüzyılda Rodos’un genel iktisadî
ve sosyal yapısıyla birlikte İbrahim Bey’in İtalyan işgalinin hemen öncesinde Rodos’un köyleri
hakkındaki izlenimlerini değerlendirmektir.
