يناقش هذا الاقتراح مشروع إسكان حميرات والذي يقع في وادي مزاب بغرداية، المشروع كان لديه كل الصفات الضرورية التي كان من شأنها أن تجعل منه مشروعا ناجحا، هذه الملاحظة تقودنا إلى التساؤل عن الأسباب التي أدت إلى توقفه، وللقيام بذلك سنهتم بتحليل المشروع منذ ولادة الفكرة حتى التوقف التام له. هذا الاقتراح هو نتيجة عمل تجريبي لبضعة أشهر في وادي مزاب خلال عامي 5102 و 5102 ، اعتمدنا خلاله النهج ال كيفي كمنهج بحث، نعمل في المقام الأول مع المقابلات كأداة للتحقيق، تهدف هذه المقالة إلى إلقاء الضوء على مشاكل إدارة مشاريع الإسكان في مزاب وكذلك في الجزائر . الكلمات المفتاحية: مزاب، القصر الجديد، الحمرايات، الإدارة الحضرية، المشاركة.

The article is the result of an empirical work which deals with a housing project “Ioumed”. A project that had all the ingredients of a success but it never came into being. This led us to question the reasons that led to such a situation. In order to realize this work, we retraced the project path by advancing the hypothesis that its failure was the accumulation of a series of bad choices and the exclusion of the population in the decision making process

This proposal discusses the failure of a housing project Hamrayat located at M'Zab in Algeria. Reportedly having all the necessary qualities it would have made a nice new Ksar. This observation leads us to wonder about the reasons that made this project fail. To do this, we go throught the story Hamrayat from the birth of the idea until the project death. We put forward the hypothesis that the project is an accumulation of bad decisions, bureaucracy problems and also the exclusion of civil society in the decision making process. This proposal is the result of an empirical work of a few months in the M'Zab valley during the years 2015 and 2016. We adopted the qualitative approach as a research methodology. In which we work primarily with interviews as an investigative tool. This article aims to shed light on the problems of the management of housing projects in the region and also in Algeria.
