Les  régulations  déontologiquesde  communication  publique  55RésuméLes  régulations  professionnelles  au  travers  d’un  certain  nombre  d’opérations éthiques  et  déontologiques  visent  à  organiser  une  représentation  d’unité  d’un positionnement  des  métiers  de  communicateur  public,  comme  les  chartes  et récemment  un  manifeste  pour  la  communication  publique.  Des  valeurs  et  des normes sont ainsi  affichées,  mais  dans  quelle  mesure  participent-elles  d’un mouvement  de  professionnalisation  interactionniste  pour  consolider  le  rôle,  la fonction,  vis-à-vis  d’autres  groupes  sociaux?  Ainsi,  plus  largement,  leur  portée  ne se résume pas à leur seul contenu, mais bien plus globalement à leur insertion dans des dynamiques de revendication sociale. Il ne s’agit pasde règles contraignantes en termes  juridiques,  aussi  leur  sens  et  leurs  incidences  sont  plus  globales.  Elles participent, avec d’autres, à la recherche d’une définition de l’exercice du métier de communicateur public. Le rôle des associations professionnelles est central, d’autant plus  que  l’on  peut  noter  certaines  évolutions  dans  le  temps,  avec  toujours  une représentation d’une éthique publique.

This paper discusses the communicative change introduced by YouTube in three main aspects: 1) the content posted in this platform; 2) the production processes of the content; and 3) the role of the citizen in the new content. This analysis is done from the perspective of Applied Sciences of Design, understanding that communication phenomena have specific aims, which seek to achieve by means of processes, to reach finally concrete results.
To undertake this study, the proposed hypothesis involves a triangulation among content producers, users and the advertising environment. This triangulation is performed taking into account the internal and external aspects of the analyzed phenomenon. The internal dimension concerns the design that guides the communicative phenomenon, leading to exceeding the mere sociological sphere of the users; and the external component analyzes the weight of the technology in this new communicative scenario and the actual use by citizens.
To test the initial hypothesis, an empirical study is carried out, to analyzed the evolution of YouTube contents, with a greater number of followers and views worldwide, during the first half of 2014.

The Dissertation published in 2014 is about the unkown brazilian collection of indian goods, organized by José Paranaguá, Ladislau Netto, Amanda Paranaguá, Conde D`Eu, J. G. Foertelle, Ermano Stradelli. The second volume of this work will be published in 2020 by Editora Edmond.

This article offers a reflection on the possible conditions of rapprochement between researchers and communicators. These actors do not obey the same expectations, however bridges can be builded, theoretically and practically between them. This is what we want to study through public communication and more particularly through the professional association of the same name. With the investment of a researcher in this association, the challenge is to determine how public communication can represent a shared legitimization space for these dissimilar actors.
