A medical committee consisting of following members examined patient Shri

on 12.09.2013 at 10.00 hrs in Northern Railway Divisional Hospital, Ambala Cantt.

Shri Sanjeev Kumar s/o Shri Ram Rishi Sharma $5 Years Male / Constable / RPF /
KLK is a follow up case of Amputation Index Finger due to trauma on 31.07.2011,
while performing duty due to sudden fall of window pane.
He remained under sick list with Sr. DMO/KLK w.e.f. 31.07.2011.
On 24.11.2011, DMO/UMB DR. O.P. Patni sent a letter to Sr. DSC/UMB for trade
test whether the said constable is fit for using fire arms. On 28.12.2011,
Sr.DMO/KLK also asked for trade test, to which Sr. DSC office replied on 24.01.2012
that the trade test will be conducted after receipt of fit certificate.
He was made conditional Fit on 19/03/213 by Sr. DMO /KLK to category Bee One
with glasses for distant vision as Contable/RPF with restriction that he should not be
put in duty where use of fire arms is required until specifically allowed by Branch
Officer as advised by CMS/UMB.
There is no provision of trade test in the RPF; however a committee of two
Inspectors / RPF conducted a physical examination of operating firearms on
25.04.2012, and found him unable to operate the firearms. The same was intimated to
CMS/U<B on 11.05.2012.
Following this he was sent for Special Medical Examination by Sr. DSC/RPF/UMB
on 02/07/2013.

The patient was admitted for medical board in NRDH/UMB on 02.09.2013, his XRay Index Finger shows amputation from Middle of Middle Phalanx.
He is unable to perform pincer holding movement and fill flexion of Index finger.
The trade test/ physical examination for operating firearms conducted by RPF
(mentioned vide-supra) have found him not able to operate firearms.
The medical committee is of this opinion that he is unfit as Constable RPF in medical
category Bee One permanently. However he is fit for alternative appointment on
medical grounds (AEMG) in medical category Bee One where he does not have to
operate firearms and the work does not involve use of fine hand movements and
pincer holding/pen holding movements from Hand.
