ABU DHABI MUNICIPALITY BUILDING PERMITS DIRECTORATE INTRODUCTION DOCUMENT NO 1.0 INTRODUCTION INT-01 Rev. 1 Date 6/25/2007
The manual is a collection of procedural guidelines, application forms, worksheets and forms used by the Building Permits Directorate (BPD). The intent is that many of these individual sections will be available as handouts at the Building Permits Directorate. When all of these documents are assembled in sequential order into a larger bound document they comprise the complete policy manual for Building Permits Directorate. The policies and procedures manual have been developed to clearly define the processes in place at the BPD. This manual will be revised from time to time as improvements are made to the processes or as new rules and regulations are determine. The Abu Dhabi Municipality reserves the right to change the policies and procedures at any time. 2.0 FORMAT OF THE MANUAL
The manual is a collection of procedural guidelines and application forms used by the BPD. Developers, designers and contractors are to ensure that they are familiar with these procedures and strictly adhere to their conditions. Submittals that do not adhere to the requirements of these documents will not be processed.

The following is a list of general requirements applied to all submittals. Consultants, Contractors and Architects are required to provide all essential information and to comply with these requirements prior to submitting any drawings. 2.0 General Requirements: 2.1 Comprehensive approved Master Plan Report / Project Summary Report 2 copies of A3 size report and an electronic copy of the same shall be submitted. The report should outline and explain the following aspects of the proposal with supporting drawings and relevant illustrations: Design Concept & Intent Site Accessibility Car Parking Provision Life Safety MEP Concept Sustainability & Efficiency Utility & Services Statement Vertical Transportation Waste Management Landscaping & Greening Occupancy/Population Density Zoning & Land Use Traffic & Transportation Public & Handicap Amenities Structural Concept Utility & Services Wind Effect Assessment Day lighting Assessment Environmental Assessment Faade Lighting Strategy Faade Maintenance Schedule of Areas
The summary report shall include but not limited to the above mentioned. The consultant should by all means include additional information deem important that will facilitate the authority's approval. 2.2 Each developer shall have control on building design to achieve their master plan guidelines. Therefore, preliminary and final architectural drawings for building permit should bear the "No Objection" from the relevant developer before the submission to ADM. Approved Development Master Plan / Site Plan a copy of colored A1/A0 size print approved by Town Planning Department (scale 1:500 to 1:1000) shall be submitted, to include but not limited to the following information:

This section explains in detail the drawings and documents that are required for various permits issued by the Building Permits Directorate. Applicants shall be aware that there may be changes over time. 2.0 SCALE AND LEGIBILITY OF DRAWINGS

If any other scale is used, prior approval must be obtained from the Building Permits Directorate of Abu Dhabi Municipality Please note that the lettering on drawings must be readable and allow for reductions to be made. To accomplish this, lettering on a full size drawing must be easily readable. 3. DRAWING SUBMISSION REQUIREMENT 3.1. All drawings accompanying any application for approval shall be prepared, stamped and signed by the Qualified Consultant, who holds a valid trade license and registered with the Abu Dhabi Municipality. All drawings shall 3.2.1. Be produced in DWF format on a cd-rom complete with casing and project labels. for initial approval and review. 3.2.2. Be produced in 3 sets of paper prints and properly packaged in the prescribed box-files and clearly labeled. The drawings must reflect the final revision / correction, demonstrating full compliance with all authority comments for final building permit approval. 3.2.3. Be accompanied by a drawing list for each set of drawings. 3.2.4. Be produced in a clear, legible manner and following the drawing numbering according to the Building Permits Directorate:

Bear a title block in accordance to the format set out by the Building Permits Directorate, and reserve a space for authority's comments/signature/stamp at the bottom right corner of the title block (see DRG-01A) 3.2.6. It is crucial that the designer does not design a building using two different international codes. The designer should decide well in advance the code he intends to use and ensure that the same is used throughout the design and construction phase. If it became necessary to combine the two international standards, for example the Contractor may have to use steel produced to the British Standards for the design to AISC standards, the design consultant should carefully verify that the substitution will not have an adverse effect on the integrity of the structure designed and shall submit approval letter to BPD prior to job commencement. 4.0 MIXING OF CODE PROVISIONS

This section explains in detail the scope of the architectural approval. It elucidates on the procedures required by the Municipality to carry out an unbiased and uniform architectural assessment as part of the Municipality aim to better serve each development application. A complete set of architectural drawings in approved DWF format as described in DRG-01-Rev 4 shall be submitted for the initial architectural approval. 2.0 PURPOSE

In addition to the authorities described in BCC-01 item 6.0, other relevant authority approval may be required by the Building Permits Directorate where applicable. Subject to the type, location and complexity of the development, the Building Permits Directorate will advise the consultant accordingly. 6.0 PROJECT PRESENTATION:
Depending on the complexity of the development and dynamic nature of the design, the Building Permits Directorate will inform the project team ie. consultants, engineers, project manager to prepare a project presentation for the concerned members from the Municipality. The project team is not required to go in-depth into specialized and technical details, and should limit the presentation to less than 30 minutes and commit 15 minutes for Question & Answer. Once the municipality is satisfied, the consultants can then proceed to submit the developed design drawings for approval. In addition to the responsibility of the consultant / designer to comply with the applicable codes and standards described in DCS-01-Rev.2, the onus of ensuring quality, safety and compliance to the Master Plan guidelines shall remain the responsibility of the developer. (see GR-01-Rev.2, item 2.2 )

The municipality will process the architectural approval or issue a clear correction list / commented drawings within Ten (10) working days of receiving complete submittal as per 4.0 Documents Required for approval. If the Municipality deems the submittal as incomplete and issues the authority comments (via email and/or return of commented drawings). The Municipality will refer to this issuance as the First Correction". The applicant should respond to the corrections requested within 30 days (45 days for large projects) to avoid permit application expiration. Once the corrected documents are resubmitted, the municipality will have 10 working days to perform a 2nd review. If documents still have corrections to be made the municipality will issue a "Second Correction" and so forth up to a maximum of 3 reviews. If the same non-compliance persists after the 3rd review or resubmission, the Building Permits Directorate reserves the right to cancel the application and the applicant shall make a fresh submission and pay the applicable fees to the municipality unless the Consultant can provide valid reasons for extension. Habitable space(s) shall meet local/international standards in terms of sizes, ceiling/floor height, ventilation and daylight requirements. Provision of adequate exit/escape passageway, fire/smoke-stop lobby, firemen lifts and escape staircases, fire control room shall meet Civil Defense requirement and/or comply with approved international fire codes. Provision of adequate handicap facilities and barrierfree accessibility for special needs people (disabled) shall meet international barrier-free codes. Proposed basement space(s) shall be limited to nonhabitable usage for services (ie workshops, car parking, MEP rooms). All basement levels shall be adequately ventilated and achieves minimum headroom of 2.4m from finished floor level. Ensure the wind effect at pedestrian levels are within the comfort level (to be verified by Wind Tunnel Test), otherwise, adequate wind-breaking features shall be provided to meet the required comfort levels. Proposed building faade and embellishments shall not contradict the local culture. Ensure adequate day lighting for all habitable spaces within the development, and complying to local and/or international standards. Ensure adequate ventilation for both habitable and non-habitable spaces within the development, and complying to local and/or international standards. Provision of minimum of 1.0m wide pedestrian sidewalks or pavement at building(s) perimeter. The sidewalk/pavement shall be minimum 150mm above the surrounding road/street levels. The internal ground level of all buildings shall achieve a minimum of 450mm above the surround road/street levels. The development description shall describe the intensity of each land use. For large development whose precise mix of uses is not known at the time of preliminary architectural review application, an estimated mix of land uses shall be established as the basis of car park computation & analysis. The applicant shall follow-up with the final & updated car park analysis table during the final building permit application, ensuring sufficient parking supply to meet all of the parking demand generated by the proposed development. The local car parking rates (Roads Department) shall be adopted as the basis for car parking computation. The development description shall describe the intensity of each land use. For large development whose precise mix of uses is not known at the time of preliminary architectural review application, an estimated mix of land uses shall be established as the basis of sanitary facilities computation & analysis. The applicant shall follow-up with the final & updated sanitary facilities calculation table during the final building permit application, ensuring sufficient sanitary appliances to meet all of the amenities demand generated by the proposed development. Before starting any new construction project on any site you must first build an approved site fence around the property for protection of the site and the public. 2.0 WORK ALLOWED UNDER THIS PERMIT
The purpose of this type of permit is to allow the applicant or owner to begin construction while the full working drawings for the project are still being reviewed. The scope of construction under this permit will only include site preparation, grading, and construction of the perimeter fence. The applicant may not pour concrete or drive piling for the foundation under this permit. 3.0 APPLICATION FORM
Application form at the Building Permits Directorate (See FM-002) to be completed and submitted. 4.0 DOCUMENTS REQUIRED

Some projects are too big and might require large staging areas. In this event, a large storage area might translate into constructing a temporary fence on an adjacent property (see diagram below). The review teams will complete their review and approve the submittal or they will provide a clear correction list within five (5) working days of receiving the complete submittal, as per Section 4.0, Documents Required, for review. If the Municipality deems the submittal incomplete, and/or issues a First Correction List, the Municipality will refer to the first review of the project as the "first review" After the re-submission of the amended document to the Municipality, the review teams will have 5 working days to perform the 2nd review. The reviewing process will continue until all requirements have been complied with and the design approved by the Municipality. 7.0 END OF THIS PERMIT PHASE
Once the full building permit is issued, this permit for Foundation and Piling Works shall be terminated automatically.

Once the Municipality is satisfied that the review is acceptable, it will issue a full structural permit allowing the applicant to proceed with construction of the structural system.
5.0
The review teams will complete their review and approve the submittal or they will provide a clear correction list within twenty one (21) working days of receiving the complete submittal, as per Section 4.0, Documents Required, for review. If the Municipality deems the submittal incomplete, and/or issues First Correction List, the Municipality will refer to the first review of the project the "first review". The applicant should ensure to respond to each item listed in the Structural Engineer's review. If the comments are unclear, a meeting can be scheduled between the applicant and the engineer who reviewed the plan. The applicant should respond to the corrections requested within six months to avoid permit application expiration. Once the corrected plans are submitted back to the Municipality, the review team will have 10 working days to perform a second review. If corrections have been made, the plans will be approved. If further corrections are needed, the Municipality will issue a Second Correction List.

Detailed geotechnical investigation reports shall be submitted with the structural drawings for every project by the consultant. The consultant shall ensure that the required amount of boreholes are carried out to the required depth by the geotechnical engineer, to the requirements of the nominated Code of Practice for site investigations. Geotechnical investigation reports are to contain, but not be limited to, the following information as applicable: Parameters for the geotechnical design of piles Assessment of geotechnical conditions of pile construction and installation Potential for ground heave, damage to adjacent structures or neighbouring piles Vibration effects and potential for damage to adjacent structures Near surface conditions for lateral load design Spring stiffness of vertical and lateral soil (varying with depth), as required for design purposes (for piles and rafts) Allowable bearing capacity of the founding material Allowable shaft adhesion Recommendations for reasonable footing systems Short term and long term design parameters, in particular for retaining walls Allowable and tieback restraint parameters for shoring design Potential for slope instability Potential for liquefaction and design requirements and/or ground improvement techniques to overcome the phenomenon Assessment of site conditions on pile durability (sulphates, chlorides, PH in soil and water) Groundwater level, dewatering requirements and possible affect on surrounding buildings Earthquake ground classification factor in accordance to the requirements of the Uniform Building Code Excavation of soil and rock Porosity of the soil for possible concrete aggression Any other comments relevant to design and construction as may be revealed by the investigation and testing Subsequent to completion of soil investigation works and all necessary laboratory testing, the consultant must submit documents certifying that: All soil investigation works and laboratory works have been witnessed by a qualified representative of the consultant All works have been carried out in accordance with the nominated Code of Practice for site investigations. The requirements of the Abu Dhabi Municipality Building Regulations and Guidelines for Structural Design -1994 shall be applicable unless superseded with this document. Design of the superstructure and foundations shall be based on the requirements of the latest and relevant British, American or Australian Standards and the Uniform Building Code for earthquake loads for Zone 2A. Structural design of all projects submitted to the Municipality for approval, shall ensure that the work is carried out by licensed and qualified consultants, with structural engineers having the necessary qualifications and experience. Design philosophy, complete design criteria and assumptions shall be submitted. Whenever requested by the Structural Engineering Section of the Buildings Directorate, detailed design calculations based on the above stated Codes of Practice shall be submitted. Consultants shall ensure that structures are economically designed (as appropriate), and must ensure that designs and details are buildable. All Stage Two drawings shall be accompanied by a letter of guarantee from the certifying consultant and shall clearly identify the primary designer responsible for the design.

Buildings with basements require approval of all basement floor plans from the Town Planning Department of the Buildings Directorate and all concerned Service Departments. The submitted drawings shall clearly indicate the distance to the outer face of any permanent or temporary training system. (i.e. diaphragm walls, secant pile walls, contiguous pile walls etc.) from the inner face of the basement walls. Ground anchors supporting retaining systems for excavations, shall not extend into adjacent plots or into areas of highly concentrated utilities and service lines in all circumstances, clearances shall be obtained from the relevant service departments. Pile foundations together with shallow foundations shall not be permitted to support the same superstructure, unless isolated. Foundations calculations shall (if required by the Municipality) address the design issues of stability, durability. Serviceability and ultimate general requirements are: Stability Overturning and uplift Buoyancy Sliding. Load calculation by tributary area method and moment shear factor method should accompanied by plan drawings indicating the tributary areas. The use of software to calculate column reactions is permitted, although should be accompanied by hand calculations using the prior mentioned methods. Calculations must show if columns are short or slender, according to the code provision. All column design must be accompanied by moment interaction diagrams taking into account slenderness effects. Additional bending moments due to column beam/slab joints must be included in calculations, including any secondary effects (hyper static reactions) from unbalanced posttensioning reactions.

Edge beams around a radius and general torsionally loaded beams must allow for additional longitudinal reinforcement and stirrups. All stirrups must be closed to ensure adequate torsional resistance is achieved. Slabs modelled using the finite element method must clearly indicate all assumptions considered to predict deflections, and must ensure that full moment connections are not modelled where they can develop into pinned connections. Transfer slabs must be limit deflections to span/1000 to ensure that elements and partitions on above floors do not crack. Stability analysis for wind and seismic loads including drift The following criteria applies (and should be corrected pending a wind tunnel test): Maximum drift for a 50 year return period less than height/500 Maximum inter-story drift less than height/500 with a serviceability wind of 38m/sec. The applicant, prior to the expiration of their permit, can apply for a time extension by writing a letter to the Building Permits Directorate stating the reason for an extension. Only one extension of a building permit per project will be granted. 4.0 REVISION TO CURRENT PERMITS
It is the responsibility of the applicant to notify the Building Department about any changes to the project design or configuration. All modifications have to be revised and submitted to ADM for approval.

Once a permit has expired, the applicant has to re-apply from the beginning of the application process. Municipality employees will endeavor to minimise the time delay that re-applying may cause, but make no guarantees. This document outlines the general process adopted for inspection requests and performing inspection. This document defines ways of submission of an inspection / re-inspection request. It highlights mandatory hold points, where Municipality clearance is required prior to proceeding with construction activities (i.e., it indicates when to submit an Inspection Request). This document discusses the Inspection Request form, such as reports and/or certificates, which typically result from an inspection. This document is intended for use by Contractors, after issuance of a Building Permit. 2.0 MAKING AN INSPECTION REQUEST
The contractor or the owner may request an Inspection / re-inspection by B P D. Upon receipt of the request, the Inspection Request Desk will schedule the inspector. The inspector is normally mobilized if the provided request is received prior to 1:00 PM of any working day. The Municipality will perform all inspection within two working days. If the inspector can not be mobilized within a two days from receipt of the request, the Inspection Request Desk will inform the Contractor by fax of the next earliest available date. Emergency inspections for routine work, as determined by the Building Official, and in addition to the written request described above, shall be requested by telephone number: 678-8888. 3.0 HOLD POINTS
The following table provides a guideline to the time to call for an inspection. The Municipality Inspector may allow deviation from the standard inspection process if there is a sufficient reason or site condition(s) that allow for an adjustment, without causing adverse effects to the design of the buildings or structure. Note that at the Building Permit issuance stage, the Contractor is advised on the hold points applicable to the project in question and these are clearly listed on the Project Inspection Card. This card must be kept at the job site.

Final Inspection

When a municipal inspector visits a job site an inspection report (FIN-001) will be generated. If the inspection is cancelled, the BPD inspector will indicate that it was cancelled and by whom. The inspection report is a two-part carbon form, so that the inspector can leave one copy with the superintendent and sends one copy back to the BPD office. If inspections result in a written request by the inspector to make corrective measures on the job site, then it is the responsibility of the contractor to take corrective actions and schedule for a re-inspection for that particular hold point. the inspector will clearly indicate the nature of the problem and what is expected to be done for a correction. 6.0 STOP WORK NOTICES
In case the contractor has created an unsafe condition as per ADM HSE rules and regulations on the project, or is not co-operating with the inspection department, a stop work order will be issued. This will terminate all work at the job site and may be enforced by local police. This is an extreme step and can not happen without the approval of the Director of the Building Permits Directorate. 7.0 FINAL INSPECTIONS BY MUNICIPALITY
Upon completion of all the work on a project the contractor can call for a final inspection to be done by the BPD. After having finals by all other authorities. This inspection can generally be scheduled within five (2) working days.

If the project is not yet ready for a final a correction list will be created on the Inspection Report form (FIN-001) and a copy will be given to the contractor. A reinspection will be performed upon compliance with inspector's correction report. 8.0 SAFE ACCESS TO SITE
The Contractor shall ensure safe access to the Municipality Engineer on site. The inspector may reject to carry out any inspection if deemed lacking sufficient safety measures. In such a case, the visit will be accounted for in the inspection log. The Contractor will then be asked to resubmit a second request for inspection. END OF PROCEDURE

INTRODUCTION
Prior to occupying any new building or any renovated or remodeled portion of an existing structure, the owner / applicant must obtain a Building Completion Certificate for the subject space. 2.0 PERMIT ON FILE WITH THE BUILDING PERMITS DIRECTORATE
This process assumes that the applicant has a valid permit from the Building Permits Directorate which has not expired. If either of these conditions does not apply, the applicant should meet with the Building Permits Directorate and obtain or renew a building permit. A copy of this permit must accompany a certificate of occupancy. 3.0 WHAT MUST BE COMPLETED BEFORE FILING FOR A CERTIFICATE OF OCCUPANCY
All interior and exterior work of buildings, including life-safety systems, exiting components, ventilation, sanitation, habitability, occupancy and accessibility; completed electrical, plumbing and mechanical systems, including roof-mounted equipment and site hook-ups. All specialty work provided by special inspection agencies, including soils, excavation, fireproofing, steel and concrete and final letters from associated agencies must be completed and on file with the Building Permits Directorate office; all deferred submittal items must be completed and on file with the office, including manufactured roof/floor trusses, stairs, elevators, etc. The Building Inspector will determine whether all phases of the building systems are ready to be signed off. 4.0 FINAL INSPECTIONS BY BUILDING PERMITS DIRECTORATE
Prior to applying for a Certificate of Occupancy, the applicant should pass a final inspection on the project. Upon successful completion of the final inspection, the applicant can apply to the Building Permits Directorate for a Certificate of Occupancy. 5.0 APPLY FOR THE COMPLETION CERTIFICATE
Please complete the application form for a certificate of completion, obtained from the Building Permits Directorate and submit same to the Building Permits Directorate, along with a copy of the successful final inspection noted on the project inspection card. Any approval letters from other authorities (this varies by project type) should also accompany your application.

Temporary Building Completion Certificates are sometimes issued when certain phases of a project are completed. Hence, it permits the tenants to occupy portions of the project that has been completed. Sign off approval for the whole project is still required. As is the case of a building permit, the temporary Building Completion Certificate has an expiration date. If the temporary Building Completion Certificate is allowed to expire, a notice of violation may be issued to the permit holder. END OF PROCEDURE
