RECRUITMENT PROFILE Profile: Field Safety

Major Duties and Responsibilities 1. Advises and supports the Representative and Head of Offices in managing safety and security of UNHCR staff, its establishments and refugees or persons of concern. 2. Ensures UNHCRs participation in the UN Security Management System, including maintaining close co-operation with UN Field Security Coordination Officer(s), ensures UNHCRs compliance with MOSS requirements, co-operates closely with senior managers over the development and regular update of security plans, as well as medical evacuation plans, and supports UNHCR staff serving as members of the country Security Management Team, Area Security Co-coordinators and Wardens. 3. Undertakes periodic security assessments in close co-operation with UNHCR senior staff members, analyzing security factors and levels of risk related to UNHCR activities and evaluating existing security measures to determine their appropriateness and identify areas needing improvement. 4. Provides specific recommendations regarding measures and procedures to ensure and improve the safety of UNHCR staff, property and operations, with specific attention to agency-specific needs such as camp security, refugee convoys and security issues related to urban refugees: provides follow-up support to ensure implementation. 5. Provide safety and security briefings, advice and training to UNHCR staff members, and as appropriate, staff members of UNHCRs implementing partners; 6. As a member of the country team, contributes to efforts to ensure the physical protection and security of refugees by providing security assessments, analysis and advice in developing and implementing effective strategies which underpin the responsibilities of the host state. 7. Maintains updated security information and prepares periodic situation reports on security in accordance with UN and UNHCR standard operating procedures and as agreed with the Representative and senior managers of UNHCR. Essential Academic Qualifications Advanced university degree (MA or equivalent), with a focus on security management and/or related disciplines (business administration; political/social science; psychology; international relations). Also relevant would be a military or police academy degree (at the officer level), at the equivalent of an advanced university degree (MA or equivalent). Essential Relevant Experience At least 10 years of relevant and progressive experience with security management, if possible in the police or military; alternatively in companies providing security-related services. In addition candidates should have experience in one or more of the following: One or more years of exposure to multi-cultural, multi-national environments, including work in the UN system Work in developing countries in the field Work under hazardous conditions (e.g. conflict zones, peace-keeping operations, emergency situations) Work experience in the humanitarian field. (This experience should preferably be outside of their home countries)

The Field Safety Adviser should be fluent in English or French. Knowledge of another official UN language is highly desirable.

ANNEX MC04 COACHING AND DEVELOPING STAFF COMPETENCY Demonstrates the ability to provide effective coaching and encourage appropriate development activities in order to support staff in identifying and meeting their training and development needs. WHY IT MATTERS Staff development plays an important role in ensuring that staff are able to achieve their objectives, meet required standards of performance in their current job, and acquire skills needed for future career plans where appropriate. But staff development is not limited to formal, off-the-job training courses. Managers have a crucial role to play, by helping staff understand their training and development needs, and providing them with opportunities to meet them. In support of this, managers need to recognise the importance of good coaching skills. INDICATORS I Supports staff in identifying their training and development needs in relation to competencies required to do the job. Provides effective feedback and coaching to staff managed, with the aim of guiding them to improve their performance or acquire new competencies. Seeks to maximise the use of on-the-job opportunities for developing staff, and in lieu of formal training, supports cost effective methods of development. Encourages learning activities which foster team building and effective teamwork. Counsels staff in reviewing their future career options and identifying realistic career goals; facilitates achievement of development activities in support of goals where feasible and appropriate.

MC05 MANAGING RESOURCES COMPETENCY Demonstrates the ability to plan and use resources (people and/or finance and/or physical assets) in accordance with UNHCR/UN guidelines and delegated accountability so that objectives are achieved in the most effective manner possible. WHY IT MATTERS Resources are limited and must be used to the best effect for the benefit of refugees, to maintain the essential staff confidence in management, and government confidence in UNHCR. INDICATORS I Uses the agreed strategic direction for the area of responsibility to identify, prioritise and plan resource requirements as accurately and as early as possible. Identifies the resources currently in place which would support achievement of the strategic direction and puts plans in place to gain additional resources if required. Establishes 'indicators' to monitor the progress and effectiveness of plans and use of resources. Monitors the use of resources to ensure they are in line with UNHCR/UN rules and guidelines, and adjusts resource plans as required in response to changing circumstances. Reviews and evaluates achievements to enhance future planning and resource utilisation.

MC06 POLITICAL AND ORGANISATIONAL AWARENESS COMPETENCY Identifies and understands relationships, constraints and pressures affecting others, and especially refugees. WHY IT MATTERS This competency underlines the importance for managers to be able to understand the motivations and objectives of others. It recognises the need to use both formal and informal networks to negotiate and gain commitment to the achievement of particular strategies or activities. To do this, the manager must appreciate others' concerns and requirements, and use this understanding to shape his/her approach. It involves influencing others to take personal responsibility for carrying forward ideas, and to be genuinely committed to outcomes. It is particularly important when negotiating with external contacts, such as government authorities. INDICATORS I Understands and takes due account of the political objectives of organisations and individuals with whom UNHCR must work and whose actions affect the fate of refugees. Takes time to understand the culture and hierarchies of relevant external organisations. Continually looks for opportunities to add new contacts to strengthen his/her formal or informal network within UNHCR, with government authorities and with NGO, the wider UN community and other relevant organisations. Makes consistent efforts to develop and utilise working relationships to achieve work-related goals, assisting and supporting contacts in their objectives where possible. Anticipates the effects of own actions and words in the culture/environment, and adapts own style appropriately to maximise impact and build trust.

ST01 ASSESSING THE SECURITY SITUATION COMPETENCY Demonstrates the ability to draw logical conclusions on the security situation by analysing data collected in detailed security surveys. INDICATORS I Conducts thorough research to identify appropriate local sources who can and will provide information which is reliable and relevant to the security situation. Communicates and builds rapport with contacts and sources to extract the maximum amount of information available by careful questioning and listening. Uses own direct observation of a situation to provide additional information to that from other sources, and draws logical conclusions. Collates and analyses information and makes an objective and reasoned assessment of the threat posed to UNHCR staff and property.

ST02 SECURITY REPORTING COMPETENCY Demonstrates the ability to produce reports on security situations which clearly assess the threat and provide well-argued recommendations. INDICATORS I Reports recommendations in the appropriate format, and constructs a clear, well-argued case for improvements, which will help convince those concerned to take action where this is needed. Formulates recommendations which are realistic and achievable (given possible constraints) and which are seen to flow logically from the available information as presented. Develops relations with key decision-makers in UNHCR in order to build an atmosphere of mutual trust and respect, which will help turn recommendations into action.

ST03 SECURITY BRIEFING AND TRAINING COMPETENCY Demonstrates the ability to provide suitable briefings and training packages on staff safety issues which increase awareness and transfer skills. INDICATORS I Plans and designs briefings and training courses which will convey the necessary advice and information to audiences, and which are carefully tailored to meet their specific needs. Delivers briefings and training in a professional manner, utilising the full range of techniques and resources available, presenting a realistic and relevant security picture. Seeks feedback and monitors the effectiveness of briefings training, modifying these where appropriate. Constantly seeks more effective ways of educating staff in security matters.

ST04 PROVIDING SECURITY SUPPORT AND ADVICE COMPETENCY Demonstrates the ability to provide a support and advice service on security matters which assists in resolving immediate problems and ensures preventative measures are in place. INDICATORS I Listens to requests for assistance from staff, demonstrating an understanding of and concern for their situation. Responds positively and speedily at any given time to reassure staff and to find practical and sustainable solutions to their problems, wherever possible. Maintains up to date, accurate and accessible information on the security of UNHCR offices worldwide, and utilizes this, together with own knowledge of country situations to provide the best possible advice. Demonstrates a willingness to maintain and develop knowledge of best practice in security and the latest security techniques and equipment (on own initiative) in order to provide leading edge solutions and ensure preventative action to UNHCR security problems.

HD01 FORWARD PLANNING COMPETENCY Demonstrates the ability to develop a realistic strategic plan which reflects the priorities of UNHCR and the needs of the area of responsibility. INDICATORS I Develops and keeps updated a geo political, economical, social and historical understanding of the area of responsibility to ensure that all UNHCR activities are sensitive to local requirements. II Coordinates a range of UN agencies and NGOs to develop a coherent strategy for the area of responsibility which ensures that efforts are not duplicated and that all activities are focused on long term durable solutions. III Develops a framework for operations which supports the priorities of the office and UNHCR, and reflects the needs of the area of responsibility. Communicates the strategy UNHCR, and reflects the needs of the area of responsibility. Communicates the strategy to all staff and to NGOs and Government authorities. IV Contributes to policy development within HQ by proactively putting forward ideas, suggestions, and recommendations based on an understanding and knowledge of the area of responsibility. V Through contacts with Government, NGOs and UNHCR staff, monitors developments within the area of responsibility which are of interest to UNHCR, and feeds them back to the appropriate body.
