1. Introduction
0
This specification defines the basic specification of the PFE24SB/399 ship based
PFE system. The system is designed to provide 24kWatts i.e. 12kV at 2A. The
PFE will use the Spellman High Voltage Electronics SR6 Series of high voltage
power supplies to derive the high voltage source and provide “redundancy” of the
power converters. The control and monitoring functions of the system will
normally be met by using the custom designed System Management Terminal
(SMT) which incorporates an software based ‘chart recorder’ as well as the
alarms, trips and ramping up and down functions. The system will also allow for
monitoring on the master SR6 unit and, when necessary, controlling of the
system by the master SR6 unit thus providing redundancy within the control. The
complete system provides for a 26.6kWatt capability using the four SR6 power
supplies with constant power performance over the range 9kV to 12kV. This
allows for the system to be operated at reduced numbers of units and achieving
the redundancy in the unlikely event of a failed SR6 unit. To ensure the test load
is not run at over the power level of 24kWatts the test load includes a power
limiting circuit.
2. 1 Scope
The purpose of this specification is to define the requirements for the unit against
which the product will be designed. The draft document is intended to
communicate the intentions of the design team to other parts of the company and
customers, for feedback and comment. The issued specification will be used to
verify the design and form the basis for datasheets and marketing documentation.
3. 2 Glossary
SB - ship based
PFE - power feed equipment
SMT - system management terminal
OVP - over-voltage protection
OCP - over current protection
CTC - cable termination cabinet
4. 3 Definition of Terms
a) Within the scope of the specification the word “shall” is used as an
imperative, i.e. the following text is a mandatory requirement.
b) Within the scope of the specification the word “will” is used to indicate that the
following text shows a high priority, but non-mandatory, requirement.
Deviations from such requirements will be permitted only by a change of
specification.
c) Within the scope of the specification the word “should” is used to indicate
that the following test is advisory. Deviations from such requirements will be
permitted after justification but will not require a change in specification.

d) Within the scope of the specification the phrase “Normal Operating Conditions”
is used to define conditions under which the power supply will meet full rated
performance.
e) Within the scope of the specification the phrase “Abnormal Operating
Conditions” is used to define conditions under which the power supply will
continue to operate, but certain performance criteria may be degraded.

7. Power input
In order to cope with different 3 phase supply voltages, the equipment will be
supplied with an Auto Transformer with selectable primary tappings of
380/415/440V. A single phase 230VAC will be derived from the autotransformer
to supply the test load fans and the SMT. Monitoring of input voltage per phase
and Input current per phase is supplied via suitable output connectors on the
autotransformer cabinet.
The power input required is 35kVA, current drawn at full load is 40Amps/phase
maximum, with a 100Amp circuit breaker requirement. The total heat dissipation
at full output power for the PFE and test load combined is 29kWatts.
The table below shows the levels of output current and voltage for the
number of SR6 units. The following are some of the operating
configurations (based on 24kWatts) of the system ensuring operation at
1.6Amps and 2.0Amps:
Note : These configurations can be operated via both the SMT and the
master SR6. See table in section 8.3 for maximum output current.

8.2. Voltage
13
The output voltage is linearly controllable across the range from zero to a
maximum 12kV with 9.6kV at full current and 12kV at full output power.
Local voltage control is possible via 10-turn potentiometers fitted on the
Master SR6 and remote control via the touch screen on the SMT giving a
resolution of better than 0.1%.

9. 6 General specifications
a) Digital Displays for both voltage and current is provided on the SMT and the
Master SR6 derived directly from the PFE output with an accuracy of better
than 0.5%. Test points are also provided on the Master SR6 front panel for
both current and voltage, to enable these to be measured with an external
high impedance meter and shall be scaled so that 1.20V = 12kV for voltage
and 0.1V = 1A for current.
c) The Master SR6 will incorporate a ramp up facility, the Ramp Rate controlled
by a front panel mounted potentiometer covering the similar range to the
SMT ramp rates with minimum ramp time of <6 minutes, while the maximum
ramp time is >48minutes.
d) There will be an Emergency Stop Button on the Master SR6 Unit and SMT.
There will also be contact points available on a terminal at the rear of the
main cabinet where further Emergency Stop circuits can be added.
f) The Master Unit Front Panel will provide adjustable Over-voltage Protection
(OVP) and Over-current Protection (OCP) with test point terminals to
calibrate these settings.
g) The PFE has the capability of operating in either Single or Double End Feed
mode.

The PFE will be supplied in enclosed racks with shelves to hold four SR6s,
and a Clamp Chassis. The SMT is to be used for normal operation of the
Power Feed and can be supplied to run either in the secondary rack or run
remotely up to 75m away. The Master Spare Unit will provide a back up in

case of failure of the main PFE Master Unit and installed in the secondary
rack.
The equipment is supplied such that the cooling fans permit continuous
running at the temperatures stated. In the event of a cooling fan failure, a
facility is provided to activate an alarm output. The equipment will self
protect and shutdown the PFE should the temperature rise above a
predetermined level. The customer should ensure that the ambient
temperature does not exceed 30°C.
The SMT incorporates the features to control and monitor the PFE via a
touch creen interface. Alarms will be fitted with a mute override facility and
there is an emergency stop button included on the front panel. In addition
to these features there are ramp Up/Down controls to allow control of the
voltage at a set rate determined by the operator at rates up to 10,000V per
minute. Polarity indication is also displayed
The SMT can be fitted within the Power Feed Equipment Rack or run
remotely and supplied with a remote control cable of up to 75metres in
length. The basic facilities available on the SMT comprise the following:
a) HV Switch ON/OFF.
e) An ‘electronic’ chart recorder which will record line output current and

The test load will be an active solid state design allowing the load to be
dynamically varied using manual front panel control or remotely allowing
input voltages from 750V to 12,000VDC. The power is dissipated in
element cards fitted into a backplane at the rear of the unit. These element
cards consist of FET’s fitted to aluminium based printed circuit boards.
This arrangement allows optimum transfer of power into a cooling air flow
of approximately 1m3/second. The FET’s are arranged in a fault tolerant
series parallel configuration where a single failure on an element card will
not result in complete failure of the load. The dummy load is provided with
air cooling by a fan and if the fan should fail this will result in a shut down
of the dummy load to a safe condition.

l.) Remote /Manual Control - The SMT to control up to four SR6's, with one SR6
configured to Master mode and the others as Slaves.
Various options are available to duct hot air out of the PFE cabinets however
extraction of air out of the room in which the PFE is mounted is the
responsibility of the customer.
The cabinets are of proven all steel construction suitable for shipborne use.
The cabinet colour is normally two tone grey RAL 7035 and RAL 7036 but
other options are available.
