major setback in the political , economic, financial and social image in the international world.
From a highly rich and respectable country to a lowly and impoverished nation.
Commerce and Industry could not survive with this kind of environment. A nation
with civil unrest, riots, anarchy were the reasons why many businesses and industries were
almost put to a halt.
In the early 1983, the Philippines is experiencing difficult time with the IMF
holding off financial assistance or loan to the Philippines. Our Central Bank headed by Hon.
Jose Fernandez as Governor, declare Moratorium on all Foreign Loan and foreign exchange
payment including letter of credit. The local businessmen have to source their dollar for
import from the Black Market or the so-called Binondo Central Bank, because Central Bank
has established a quota system on all importation including Chemicals. Products are categorize
into Essential, Semi-Essential, Non-Essential.
The individualism of each company will never be able to survive with this condition.
Thus, something must be done immediately. Since Chemacor was the youngest and smallest
company in the chemical world, Ms. Shirley Diaz of Chemacor acted the role of the CATALYST.
Chemacor thought of inviting the giant and established importers such as: Himmel Industries,
Northern Chemicals, Neco Chemicals, Cleveland Industries, Alysons Chemical Enterprise,
Empire Chemicals, Alcon Chemicals, Als Marketing Enterprise, Atkimson Import - Export,
Tradeton Co., Solid State Corp., Suntra International Trading, and several others to a meeting.
The purpose was to get to know each other as there was never a reason to have any personal
contact except via telecommunication only. It was told that there was several attempts but
they never prospered. Upon several calls and given the seriousness of the Banking
regulations, several members acceded to meet and listen and take an active role in finding a
solution to the Dollar Allocation Problem. Ms. Shirley Diaz was acknowledge as a lead
contributor on the formation of our association. Mr. Nelson Tan of Himmel Industries takes an
active role in setting up the meeting with Himmel sponsorship. THE GIANTS FINALLY CAME
WITH ALL THEIR BIG SMILES. IT WAS THE FIRST TIME FOR MOST OF THE GIANT OWNERS TO
MEET IN THEIR COMPETITORS IN PERSON IN THE BUSINESS WORLD.
Once they extended their hands for a good handshake, POSITIVE ENERGY WAS
RELEASED AND FLOWED AMONG THE COMPETITORS: FRIENDSHIP, CAMARADERIE, TRUST,
SUPPORT, UNDERSTANDING, COMMON GOALS, AND BROTHERHOOD WITH GREAT
OPTIMISM. THESE ALL LED TO THE REASON OF ESTABLISHING A SIGNIFICANT UNION OF
MEETINGS OF THE HEADS AND ACTIONS FOR THE GOOD OF ALL!
Thus, during this period in time, leaders of the chemical importers and suppliers
group together and formed this Association, with the common goal of: Unity and Cooperation
for the Common Good and to have Proper Representation with various government unit and
the JOINT PHILIPPINE CHAMBER OF COMMERCE AND INDUSTRY-MINISTRY OF TRADE AND
INDUSTRY BALANCE OF PAYMENT TASK FORCE, who is headed by Mr. Raul T. Concepcion as
Chairman, with thebasic objectives of delivering quality chemicals raw material to various
industries and to the big and small industries alike.
All agreed to forms an Association in order to have a presentation in the business
world.

PACSI was born in 1983
First Business : REQUEST FOR DOLLAR ALLOCATION
Since Chemacors exposure in the business world was international trading and
active participation in the Philippine Chamber of Industries and Commerce; American Chamber
of Commerce, and Philippine Chamber of International Trade. Most of these activities made
CMC exposed to the several foreign entities and Philippine agencies participation. Financial
connection was one of them: Thus requesting Dollar allocation from Central Bank of the
Philippines was one of the opportunities for PACSI to have some connections with the right
people.
PACSI immediately formulated and adopted the following reasons in their position
papers to avail of the Dollar Allocation:
*Raw and vital chemicals are not available in the Philippines;
*The chemicals are vital component needed by the major industries and exporters: Central
Bank refinery and minting; Mining, agribusiness; Pharmaceutical and health products; food and
packaging; electronics and parts; and so forth and so on;
*PACSI is the only one who import, maintain inventories and supply the immediate needs
of the various industries.
THE MEETING WAS MADE AND REQUESTED WITH CENTRAL BANK OF THE PHILIPPINES, WE
REQUESTED TO MEET WITH MRS. ALITA ROMUALDEZ MARTEL, SISTER OF THE FORMER
FIRST LADY, IMELDA MARCOS.
UPON HEARING OUR APPEAL FOR CONSIDERATION, MRS. MARTEL APPROVED OUR REQUEST
FOR DOLLAR ALLOCATION.
THE VERY FIRST VENTURE OF PACSI WAS A BIG SUCCESS. THE REST WAS HISTORY.
THROUGH THE ABLE AND STRONG LEADERSHIP OF THE FOUNDING MEMBERS & OFFICERS.
PACSI WAS ABLE TO FACE THE MUCH BIGGER CHALLENGES THROUGOUT THE MANY YEARS
OF EXISTENCE.
