INTRODUCTION
1.1 GENERAL
Bangka field is a deepwater gas field located in offshore East Kalimantan, Indonesia in 3200 feet of water.
The field will be developed with two well subsea completions, tie in the production to existing West Seno
(WS) Floating Production Unit (FPU) through a new 10 inch pipeline. A new umbilical will be installed for
remote subsea controls from the FPU. Modifications will be made to the existing WS FPU for processing
and handling of the Bangka gas and condensate.
1.2 SCOPE OF WORK
The Bangka field is part of Rapak PSC offshore East Kalimantan about 17 kilometers north of West Seno
Field. Peak gas production will be 115 MMscfd (109.25 MMscfd with a plant efficiency of 95%) and
condensate rate peaking at 3750 bcpd. The peak production is based on available existing, West Seno
Gas Compressor capacity. The water will be separated out, while gas and condensate will be shipped via
existing West Seno pipelines to Chevrons Santan Terminal. Bangka gas production will be exported via
West Senos existing export pipelines via Santan Terminal to the East Kalimantan Petrochemical industry
and the Bontang LNG Plant. Condensate will be exported for sales via tankers from the existing Santan
Terminal.
1.3 PURPOSE
The purpose of security plan includes but not only limited to the following:
Promptly identifying security risks and taking appropriate action to eliminate or reduce risk to
acceptable levels
Immediately reporting and investigation security incidents
Immediately responding to situations that are immediately dangerous or threaten to life, equipment and
buildings
Identifying high-risk areas and implementing appropriate engineering and administrative controls and
safe work practices necessary to eliminate or minimize security risk.
Informing project staff of security risks and the actions for eliminating or minimizing these risks.

ROLES & RESPONSIBILITIES OF CONTRACTOR

Following are the responsibility of CONTRACTOR key personnel involved in the project. All key personnel
engaged in the project work shall ensure that during each phase of project activity, all employees including
sub-contractors perform their act, demonstrate and discharge their responsibility with respect to the
security requirement of the project. SITE Manager is responsible for security matter. Communication
among the local authority is given to security leader that will be done through CONTRACTOR site
management in charge.
2.1 CONTRACTOR SITE MANAGER
The following shall be the responsibilities of CONTRACTOR SITE Manager but not be limited to the
following:

Shall be overall responsible and accountable for the security issues

Shall demonstrate and show his personnel commitment on the security matters

Shall appraise employees regularly on the security matters

Shall establish a culture of continues improvement of security during project activity to ensure
such matters are considered to be equal importance to productivity. Progress, etc.

Shall establish a monitoring regime to ensure that unsafe security arrangement are identified

and remedied at the earliest stage

Shall provide all members of his project management/ supervisory team with adequate
direction support and encouragement to fulfil their respective security duties and responsibilities

Shall provide all resources for improving security services

2.2 SECURITY LEADER

The following shall be the responsibility of Security Leader but should not be limited to the following:
Report to the Contractor Site Manager
Shall be responsible for allocation of securities project areas
Shall monitor the activities of security Guards
Shall lead in case of emergency situations
Shall lead security team in case of emergency situation.
Shall be responsible to safeguard properties of the CONTRACTOR and COMPANY material and
equipment
Shall cooperate with Company security officer assigned on the project to manage daily security
matters.
2.3 SECURITY GUARDS
The following shall be responsible of Security Guards but should not be limited to the following:

Report to Security Leader

Shall verify that only duly authorized personnel entering or departing the office, project and
accommodation areas

Shall ensure that only personnel and/or visitor with a valid ID card/or badge entering or departing
the office, project site and accommodation areas

Shall maintain a record of all personnel entering and/or leaving the office, project area and
accommodation areas

Shall carry out hourly security patrol of the office, project location and accommodation areas.
This patrol will focus on ensuring the safe and secure condition of the office, project and
accommodation facilities, identifying any anomalies and verifying, there has not been any
unauthorized access

Shall immediately notify the security Leader, SITE Manager, HES Coordinator in case of
emergency situation and must be initiating response efforts.

The vehicle access shall be strictly controlled by Security Guard on duty and shall ensure only a
valid vehicle can enter and depart to the project area

24 hours security guard position will be occupied

2.4 COVERAGE AREAS

OFFICE AND FABRICATION YARD - Handil

CONTRACTORs temporary office and accommodation located Handil Balikpapan. The office
and accommodation area including all its facilities are 24 hours guarded by the CONTRACTOR
Security Force. All entrance people who work in this area with their belonging and or visitors and
their vehicles are subject to security check.

WORKSITE - Offshore Pipeline & Pipeline Modification work

The CONTRACTOR Security will attend the coordination join Security Team control between
COMPANY and CONTRACTOR where the most of activities will take place at the COMPANYs
site location. CONTRACTOR security with back-up from COMPANY Security shall handle the
security matters and routine security activities also other security precautions as mentioned on
the Risk Assessment Table, where available to be used within 24 hrs.

SECURITY PROVISION
The Security Leader in charge shall responsible for compliance of security provision in providing protection
of personnel, office, work/site, accommodation facilities, access routes, material, equipments, vehicles
and/or stock and purchase supplies, shall be implemented in accordance with the project requirements
until completion of the project activity.
3.1 SECURITY SERVICES
CONTRACTOR Security performs the provision of Security Services within worksite, CONTRACTOR
work premises and other areas as instructed by COMPANY including but not limited to the following
services:

Shall perform continuously the basis handling of inspection to anyone and certain groups who
may cause disturbance or disruption, and preventing any unauthorized occupation

Safeguard all COMPANY properties at all worksites as instructed by COMPANY

Shall provide guards for searching the transportation of materials in the worksite, including major
components in relation with modification job. The searching will include the permit to work,
delivery document, etc. as the security worksite requirement to control the entire activities in the
project.

To secure the security of the followings :

Workers and visitors within CONTRACTOR premises and worksite,

COMPANY Assets ( Movable and Non Movable )

Any sensitive shipment during work activities

To intervene in prevention and protection in case of emergency, including HES emergency.

Shall perform routine security checks and patrol regularly

Security Services shall be performed in cooperation with COMPANYs Security Operations

Department.

Shall make co-ordinations meeting with COMPANY security and reports which are to be
submitted to the COMPANY Representative every month or if approved by COMPANY.

Security policies and procedures shall be implemented in accordance with the principles of
Universal Declaration of Human Right, The National and International Laws and the Voluntary
Principles on Security and Human Rights. Respect for human dignity is paramount at all time.

Shall also improve his PERSONNEL qualifications and skills anticipating the security condition
and situation surrounding the WORKSITES/SITES.

Shall issue a Security Management Plan (SMP) as an integrated part of the CONTRACTORs
Project HES plan. In any case, the SMP must be issued for COMPANY APPROVAL before the
work starts effectively on the WORKSITES.

3.2 SECURITY PERSONNEL FITNESS AND QUALIFICATION

CONTRACTOR Security personnel are employed in accordance with police regulation and
requirement that has been approved by all parties, but not limited to the following criteria:

All security personnel mobilized are medically fit and MCU certified for work.

All security guards mobilized are qualified and trained in Police training center to Level 1 (Garda
Pratama) as per Peraturan Kepala Kepolisian Negara Indonesia NO POL. :18, tanggal 12
Desember 2006.

All security guards shall also improve his qualifications, skills, and experience anticipating the
security condition and situation surrounding the worksites.

Training certificates shall be available for all security personnel mobilized in the project upon
COMPANYs request.

In line with emergency or others exceptional situation, CONTRACTOR security personnel shall
be able to become member of the fire fighting team and to give first-aid to injured people.
Therefore internal basic fire fighting and basic first aid training are mandatory for all security
personnel.

All security personnel should have SKKB, no criminal record from local police and free of narcotic
tested through MCU.

3.3 SCOPE OF SECURITY MANAGEMENT PLAN (SMP)

All entrance people who work in the office and plan to stayed in the accommodation with
their belonging and or visitors and their vehicles are subject to the security check.
Personal identity is required; therefore all Tenants employees shall be completed ID card
of COMPANY and CONTRACTOR, to pass the personnel entry.
All vehicles entering the office area shall be checked by security, and obligated to open
the vehicles cabin doors, baggage trunk for visual check and a massive stick mirror is
also be used for vehicles bottom to check hazardous materials.

Construction Site
Security personnel shall conduct site patrol regularly to ensure that the construction site
premises/site is well protected
3.3.2 COMMUNICATION

3.3.3 LOCAL COMMUNITIES
Worksite management (CONTRACTOR and COMPANY) team respectively is to handle the
site communities in case necessary needed. Construction Manager and security leader are
responsible to maintain communication among the local communities.
3.3.4 COMMUNICATION WITH LOCAL GOVERNMENT
Communication with local government will be coordinated by the worksite management
(CONTRACTOR and COMPANY).
3.3.5 LOCAL AGENCY SECURITY FORCES SUPPORT
CONTRACTOR shall be in coordination with COMPANY on security and the local support
issues as required.
Local agency security forces support to be communicated for consultation and assistance,
done by security leader.
3.3.6 PREVIOUS INCIDENT EXPERIENCE
Meanwhile minor security incident has to be anticipated and prevented in the earliest stage
before becoming the major security incident.
3.3.7 CRISIS EMERGENCY PLANS
Violation related activities such as brawl theft, demonstration or riot, brawl are referred to the
following but should not be limited to.
A. Theft

The Security Team conducts:
 The vehicle access shall be strictly controlled by Security Guard and shall ensure only
valid vehicle can enter and depart to the project area and control vehicles parking on (
WORKSITE)
 Verify that only on duty authorized personnel entering or departing the office, project
and accommodation areas and their belonging and or visitors are subject for security
check, including their vehicles (only applied on WORKSITE).
 Ensure that only personnel and/or visitors with a valid ID card/badge entering or
departing the office project and accommodation areas
 Monitoring of work activities and carry out hourly security patrol of the office, project
and accommodation areas. This patrol will focus on ensuring the safe secure
condition of the office, project and accommodation facilities, identifying any anomalies
and verifying there has not been any unauthorized access

B. Demonstration or Riot

The security Team to conducts:


Security Leader activates emergency alarm and asd all security members and all
personnel to standby alert, report to management on the latest situation

The management get back-up Local security forces. i.e.: Local Police and
KORAMIL

Note:
In general, a security guard has many responsibilities during a dispute, including the protection
of property damage and protection against injuries that can occur during the demonstration or
Riot. The following shall be observed by Security Guards however not limited to:
 The security guards in direct confrontation with demonstration shall not carry firearms.
 The security guards shall avoid direct contact, either physically or otherwise, with
demonstrators.
 The security guards shall stay only within perimeter of the installation which they are
protecting at all times
 The security guards shall protecting and securing the assets and employees, also shall use
only sufficient and reasonable force necessary to overcome the risk or danger posed by
demonstrators.

C. Brawl

The Security Team conducts:
Checking any personnel / visitor belonging during entering and departing the office,
project and accommodation areas. The sharpen object or any fire arm / gun shall
take from the personnel and shall take it away.
The management get back-up from Local security force, i.e.: Local Police and
KORAMIL.

3.3.8 SECURITY EQUIPMENT

Basically, security guards in this project are equipped with individual and collective standard
equipment as confirmed by Chief of Indonesia Police and Ministry of Internal Affair.
3.3.9 GUARD FORCE STRATEGY
Manning levels the numbers of guard per shift for conducted 6/6 initially
Post number or guard post to secure the site included the sensitive area and watch 2 Main
Guards and 2 Post Guard (2 MG + 2 PG).
Reporting flowchart is included, see section 2.0
Communication means:

All training followed by security personnel shall be detailed in the exhibit D1.

3.3.10 SECURITY DRILL
CONTRACTORs Security Team shall plan Security Drill once during fabrication phase with
scenario based on the project security risk assessment. Drill to be scheduled at the same time
with Emergency Drill. All personnel on the location are mandatory to attend the drill as
planned. Security Team report the drill and its evaluation to CONTRACTOR and COMPANY
Representative. COMPANY security officer assigned to project shall be invited as observer.

ENTRY OF PERSONNEL AND VISITOR

All employee including CONTRACTOR, SUB-CONTRACTOR, COMPANY and visitors shall adhere the
requirements but should not be limited to the following:
Shall render them for searching when requested
Shall follow instruction of security services as being given
Shall not carry any confidential documents and important tools/equipment outside the office and project
premises without an authorization of key personnel
Shall not indulge in consumption of alcohol, drug and gambling, etc.

ENTRY OF VEHICLE
All vehicle/equipment leaving and entering worksite shall be checked thoroughly. Passes shall be issued
by authorized personnel. All the equipment/material/consumables is allowed to be taken in and out
through designated main gate after searching approved dispatch document completely.

PERSONNEL SECURITY AND IDENTIFICATIONS

All personnel working at the project office and worksite shall have identity card for security purposes. The
SITE Manager shall monitor and ensure that compliance to this requirement is met.

MONITORING OF WORK ACTIVITIES

Security personnel shall monitor security matters at project office and worksite properly. If any unsafe
conditions, unsafe act and malpractice observed, the essential security instructions will be raised for
attention and shall be reported to the department in charge for the activity to take immediate action.

REGULAR INSPECTION
Security personnel shall conduct frequent inspection of project office and worksite to ensure that
everything is in order with respect to the project security requirement. Security personnel shall check and
ensure that equipment; assets and access are in a safe manner but shall take immediate action on the
security hazards finding. Any violation noticed shall be reported to related department

JOINT SECURITY INSPECTION AND MEETING

Regular security inspection and meeting shall be coordinated officially, involving SITE Manager, Security
Leader and HES coordinator. Security Leader shall organize regular inspection and conduct a regular
meeting incorporate with requirements in security system as required.

SECURITY RECORDS
All records of man movement register, visitor, vehicle, equipment / material register, returnable material
register shall be maintained and the record shall be kept until completion of the project activity.

SECURITY INFRASTRUCTURE
All infrastructures of each phase of the project such as security post which is detailed in attached layout
and equipment as listed in the equipment inventory, such as handy talky radio, night lamps and torches
shall be provided to security personnel.

SECURITY PERSONNEL TRAINING

CONTRACTOR shall certify that all security personnel mobilized are qualified and trained in Police
training center, as per Peraturan Kepala Kepolisian Negara Republik Indonesia NO POL.:18, tanggal
12 December 2006. Such example for the guards should have Level 1 certificate (Gada Pratama), etc.

SMOKING, DRUG AND ALCOHOL POLICY

Smoking, drug and alcohol are a potential hazard within the workplace and such of it, is forbidden for any
person to passes and / or under influence of alcohol and non prescribed drugs at anytime and anywhere
on the work location. Personnel using prescribed medication shall inform their supervisor or medic incharge prior to arrive at work location.
It is the policy of the CONTRACTOR to maintain a work environment free from influence of drug and
alcohol constantly. Workers are prohibited to consume, use or influence of alcohol and illegal drugs
during working hours.
It is also policy of the CONTRACTOR that smoking is only allowed in designated smoking areas.

RESPOSIBILITY OF SECURITY SECTION IN CASE OF EMERGENCY

The following shall be responsibility of security section in case of emergency but should not be limited to
the following:

Security leader along with security personnel will act upon emergency situation such as incidents /
accidents, fire, explosion, natural disaster, local community disturbances, bomb threats, employee
strike, etc
Shall coordinate with HES personnel and Security Leader in case of emergency, including brawl, and
theft incident that very likely to happen.
Security personnel shall smoothly handle the emergency situation without any loss / injury to
personnel and property damage, with respect of human right.

In addition, the emergency drills shall be organized by HES Coordinator, in order to make clear the roles
and responsibilities of security personnel in case of an emergency.

REPORTING
Any serious violation on security threat and/or undesirable situations if noticed shall be immediately
reported to his/her superior using anomaly report form. This report shall be registered prior to be
submitted to COMPANY.
