    The Integrated Political Crisis Response (IPCR) mechanism can be activated by the Presidency of the Council of the EU or a member state to coordinate the EU's response to a crisis, whether internal or external, natural or man-made. When activated, the IPCR brings together the European Commission, EEAS, EU agencies, affected member states and other stakeholders to share information and analytical reports through roundtables and an online platform. The Presidency guides the political response and decisions on EU actions are taken by the Council of Ministers or European Council. The IPCR has three levels of operation from information monitoring to full activation.
