RNC Parameters
Rcs::hsDschRcLostT Also controls the RCS timer for supervision of uplink synch of RLS
containing the secondary serving E-DCH radio link.
UeMeasControl::reportingRange1a These parameters are also used by UE functions for intra-frequency
measurement reporting (in CELL_DCH) on secondary frequency.

RBS Parameters
Carrier::hsdpaMcInactivityTimer The DL secondary serving HS-DSCH cell cannot be deactivated if a
corresponding UL secondary cell carrier exists and is activated. If the
UL secondary cell carrier is activated and the
hsdpaMcInactivityTimer expires, the deactivation of the DL
secondary serving HS-DSCH cell must wait until the UL secondary cell
carrier is deactivated.
