II. Program Background and Rationale

Relative to the mission of the Department of Education in promoting quality,

equitable, safe and motivating environment for the learners, improvement of the front
liners of education which include the teaching and non-teaching personnel is in need.
This has been supported by the Republic Act No. 9155 namely Governance of Basic
Education Act of 20, which stipulates the need for sustained efforts to support the
professional growth and development of all teaching and non-teaching personnel
towards higher levels of efficiency and effectiveness in rendering basic education
services to the youngster of Region IV-A CALABARZON. With this, DEP Ed Calamba
City has been very vigilant in ensuring the welfare and development of its teachers.

As part of its move to ensure the improvement and development of its teaching
personnel, Learning and Development Need Assessment is conducted. This is to
identify the areas for improvement to fill the competency gaps of teaching personnel.

Based from the Learning and Development Needs Assessment (LDNA)

conducted in Calamba City School for the Arts, it was found out these prevailing
development need among teaching personnel is Classroom Managemen. This
development need was based from the consolidated Individual

Development Plan of all the employees in Calamba City School for the Arts. In
a study conducted by Hattie (2003), besides students themselves (50%), teachers
account for 30 percent of the influencing factor in students’ achievement, followed by
home environment (5-10%), schools (5-10%), and peer effects (5-10%). The teachers’
variance is important, as it is what teachers know, do and care that make the difference
in this learning equation.

Teachers therefore are an important asset in schools, and the greater the ability,
all the more effective the teachers will be. We should focus on the greatest source of
variance that can make the difference and have powerful and sensationally positive
effects on learners. The educational community should direct its attention to higher
quality teaching, and develop higher expectations that students can meet appropriate
challenges that occur once the classroom door is closed (Hattie, 2003).

With the information above, it is imperative that Calamba City School for the Arts
(School Head) should address the competency gaps among teaching personnel in the
school. To address the concern, DepEd Calamba City will conduct a mentoring on
Classroom Management on the teaching personnel of Calamba City School for the Arts
on 14, 2019.
