1. INTRODUCTION
This method statement is intended as a guideline for Balmond Studio (The Engineer) Personnel & Access
Engineering PLC Site Staff to ensure a safe and efficient road works activities up to the prime coat of design &
construction of Beira Lake Bridge and associated works at Justice Akbar Mawatha, Colombo – 02. This should
be read in conjunction with the approved drawings relevant to road works, pavement design (AEBLB-RPT-DN-
0006) and other related designs.

2. STANDARDS AND MANUALS

3. SCOPE OF WORK
This method statement describes the procedure of pavement construction upto graded aggregate base coarse
priming which is included roadway embankment construction, sub grade & sub base construction works related
to the Beira Lake Bridge Construction Project.
Work sequence as follows,
 Pavement Investigation And Testing
 Roadway excavation
 Subgrade construction(Embankment filling)
 Sub base construction
 Aggregate base coarse(graded aggregate base)
 Graded aggregate base priming(Prime coat)

4. PAVEMENT INVESTIGATION AND TESTING


Geotechnical investigation of immediate soil substrata underneath proposed pavement is an essential prerequisite
to execute the road pavement design. In order to obtain information of the geo-engineering properties of the soil
layers underneath the proposed approach road a proper investigation method will undertake.
In this case, AE will do the road construction to match the existing road at Justice Akbar Mawatha. The ground
condition is determined using available borehole (BH-09) report. This will be used to determine soil condition in
very close area after the bridge approach slab. If road work have to perform on existing asphalt road, wearing
course layer shall be laid after investigating its layer thicknesses using trail pit.

5. SITE CLEARING
 Mobilization of resources as per the site requirement and the available site space per effective handling
of resources.

 Clear site is required in order to facilitate the setting out, level marking and for other demarcation work of
the pavement construction area as a preliminary activity.
 To proceed with the bridge approach road construction, existing structures shall be demolished by the
Employer.
 Other disturbance in the bridge approach road area like trees, office containers, workers rest room, etc.
shall be removed/ relocated by AE.
 Cleaning of the either side of the road will be done by using Backhoe loader and Labors.
 Barricade the location to be cleaned & Grubbed with warning tape, traffic cones, sign board etc.

6. EARTH WORK
The Road length will be divided as right hand side & left hand side from the Centre line of the Road (Select the
sides by looking from road side to building side). If required as per the site condition, the work will be executed in
those two sections (RHS and LHS) separately. However each and every activity shall be nominated during the
execution work by using RHS or LHS identity.

6.1. Backfilling of Abutment Excavation


Refer method statement for abutment backfilling up to sub base bottom level (AEBLB-MST-CN-0007_Rev B).

6.2. Excavation for Road Work (If Any)


 Road excavation depth depends on design CBR value, so that given subgrade level and required
subgrade filling depth shall be used for the excavation work(Please add submittal no of design report).
 In order to start the excavation work, third party items for the ground such as office huts, container box,
demolitions, building shall be removed from the road construction area. Furthermore it will provide a clear
platform to do an accurate setting out and levelling work.
 Barricade the location to be excavated and with warning tape and provide traffic cones, sign board etc…
to demarcate the danger zone of the operating machinery of the working area.
 All excavation as per the design shall be carried out by using Excavator & Backhoe Loader. No need to
provide 45 degree angle in road excavation area. Whenever necessary excavated area beyond the road
construction area shall be made for slop with 45° angle to provide stability, where the nature of the soil
and depth of excavation allow it or otherwise planking/ shuttering will be placed for the safety of the
workmen
 All unsuitable material shall be disposed away from the site or temporary stored in a close proximity to
site until dispose to a proper place

7. SUBGRADE CONSTRUCTION
The approval of subgrade material shall be obtained by the Engineer and tested to ascertain whether they confirm
to Embankment soil Type 1 or Type 2.

Setting out
After the site has been cleared the limits of the sub grade shall be set out as per the limits showing in the approved
drawings and each time make sure to established level peg, control point or any other demarcation at least 2m
beyond(2m offset point) the required point otherwise it will be disturbed due to execution works. Further those

setting out or level marking shall be undergone a frequent rechecking process to make sure the accuracy by site
surveyor.
The pegs or stakes showing limits of the subgrade shall be fixed at a pre-identified distance outside the actual
limits of the fill.

Surface preparation for subgrade


On removal of the Top Soil the surface over the total bottom width of the subgrade shall be trimmed and leveled
as necessary and compacted by using 4 – 6 passes of an 8 – 10 ton roller.
Where unsuitable material is encountered after removal of top soil or if the density of compaction of the exposed
surface is found to be less than 95% of the maximum dry density as specified by the Modified compaction test,
the top soil shall be removed to a greater depth as necessary in consultation with the Engineer.

Placing and compaction of subgrade material


The subgrade material transported from road excavations or borrow areas shall normally be spread in layers not
exceeding 225 mm loose thickness for compacting using 8 – 10 rollers. If rollers of higher compaction effort are
used the layer thickness shall be based on field trials of layer thickness and roller passes.
Entire thickness of each layer must be compacted and degree of compaction tested and that results should be in
required level mentioned above before a successive layer is placed.
The subgrade fill shall be compacted at ±2% of the Optimum Moisture Content Rolling shall commence at the
edges and proceed towards the center except at Super-elevated sections where rolling shall commence at the
lower edge Proceed towards the higher edge.
The top 500 mm of the subgrade shall be compacted to a density not less than 95% of the dry density and the
lower layers shall be compacted to a density not less than 93% of the maximum dry density as determined by the
Modified Compaction tests conducted in the laboratory.

Drainage and Protection of subgrade


Water shall not be allowed to accumulate at any point in the earth Work. At the end of day work the top surface
shall be finished with an adequate slope towards Beira Lake in a selected cross fall and longitudinal gradient to
drain off rain water.

8. SUB BASE, ABC AND SHOULDER CONSTRUCTION


8.1. Sub Base
 Identifying source of sub base materials as per the design and obtained approval from the Engineer for
the use.
 Set out the limit of Sub-base construction including shoulder and fix the pegs showing limit generally at
5m interval in the outside of actual limit.
 Clear the formed embankment and existing sub-grade surface.
 Surface will be suitably moisturized.
 The Sub-base material will be directly unloaded in position by the moving Tipper Truck (Directly unloading
shall not be done please check.. maintain stockpile at the site premises and take from it is the process)
 The unloaded material will be graded by motor Grader or Backhoe loader with mixing with water to the
layer for minimum 100mm thickness and not exceeding 225mm loose thickness. The thickness required
is less than 100mm then the existing sub-base to be scarified to the depth and mixed with new material.

 Moisture content of material shall be checked by and adding water if required.(Lab testing is not required,
just to make visual inspection and as per the behavior during manual handling and hand touching shall
be enough to define moisture content)
 Compact the layer until achieve 98% degree of compaction from the MDD by using 8-10 ton smooth
wheel roller as determined by BS1377 Test 13 or AASHTO-180
 Degree of compaction is not achieved to the required level by density test, same layer shall be scarified
upto previous layer and add water then compact it again. Field density shall be conducted again for that
layer and check the required compaction.

8.2. Graded Aggregate Base Construction


 Identifying source of dense graded aggregates grading requirements as per the design/ standard
specification and obtained approval from the Engineer for the use.
 Set out the limit of base construction including shoulder and fix the pegs showing limit generally at 5m
interval in the outside of actual limit
 Brush and Clear the newly formed Sub-base and existing sub-base
 Surface will be suitably moisturized
 The dense graded material will be directly unloaded in position by the moving Tipper Truck(Ask about
directly unloading method or use from stockpile)
 The unloaded material will be graded by motor Grader or Backhoe loader to the layer not exceeding 200
mm compacted thickness.(Should be used motor grader for ABC levelling)
 Backhoe loader can be used for initial rough spreading of ABC material.
 The unloaded material shall be spread by motor grader to the layer thickness not exceeding 225mm in
an uncompact condition and shall be compacted it to a 150mm compact layer thickness.
 Consider about the surface undulation tolerances (+ or – 10mm) for the final layer compaction.
 Make sure to make final level of graded aggregate base coarse by considering the cross fall and super
elevation provided. In this case vertical and horizontal alignment shall be provide by the engineer.
 Moisture content of material will be checked and adding water if required and mixed homogeneously by
motor grader.
 Compact the layer until achieve 98% dry density by using 8-10 ton smooth wheel roller as determined by
BS1377 Test 13 or AASHTO-180

8.3. Prime Coat


The prime coat acts as a temporary waterproofing layer that protects the base course and prevents it from
absorbing excess moisture during rain before paving. It also allows the base course to be used for light traffic,
binds together any dust on the surface of the granular base layer, promotes the bond between the base-course
material and the new HMA overlay, and prevents slippage of thin overlying pavement layers.
 The compacted DGAB shall be primed with CSS 1/ MC 30 at the rate of 1 liter per square meter.
 The prime coat shall generally be applied in dry weather and shall not be applied when rain is imminent
 Prior to application of MC 30/ CSS 1 Prime Coat, the surface shall be well brushed to remove all dust,
loose particles and other objectionable material. Such cleaning shall continue until the entire surface
shows a pattern of exposed large particles free of dust as far as possible.

 The prime coat shall be applied by means of a mechanical sprayer called Prime Bowser as shown in
figure .
 The prescribed rate of application may be achieved by two or more repeated applications where
necessary to prevent binder flowing off the surface.
 In areas being treated precautions shall be taken to prevent surface of structures and trees being
spattered or marked, binder getting into channels, catch pits or drains.
 Traffic shall not be permitted on the primed surface until the binder has penetrated and dried up, in any
case it will require to use light traffic thin layer of sand shall be applied on top of prime coat.
 The pavement may be dampened with water to optimize emulsion penetration but it shall not be over
wet.
 Do a test area to check the level of penetration first. Adjust spray temperature if necessary. Rate of
application shall be check by using tray test during application.

8.4. Shoulder Construction


Setting out
After the site has been cleared the limits of the shoulder shall be set out as necessary. The pegs or stakes showing
limits of the shoulder shall be fixed at a pre-identified distance outside the fill limits.

Drainage and Protection of Shoulder Fill


Water shall not be allowed to accumulate at any point in the earth work. At the end of day work the top surface
shall be finished with an adequate slope in a selected cross fall and longitudinal gradient to drain off rain water.

Finishing Operation
The Shoulder shall be finished to levels, grades, slopes and cross sections shown on the drawings. The top
surface shall be finished to the specified slope to ensure that the water from the road, drains over the shoulder
freely

9. OTHER REQUIREMENTS
9.1. Quality Control
To be read in conjunction with Quality Plan for Beira Lake Bridge construction project (AEBLB-PLN-QA-001)
Hold points and witness points shall be notified to the QA/QC Engineer according to the ITP (attached to the
Quality Management Plan - AEBLB-PLN-QA-0001). QA/QC Engineer shall inspect the site work as scheduled.

Site Engineer is the person who directly engage with the site execution work and he should have clear awareness
regarding the above mentioned items and the validity and applicability of their including.
After levelling, survey dip measurement shall be taken and if there is significant variation in dip measurement it
should be informed to the engineer.
Abstracted ITP from Quality plan shall be added.

9.1.1.Inspection Procedure
Requirements relevant to this matter have been mentioned in the quality system procedure for inspection and
testing (AEBLB-PLN-QA-0002). Further details regarding to this matter are included in quality system procedure
for field inspection and test.
In some cases, it is difficult or impossible to decide about the completion time of some activity due to the available
site condition or constraints at that time, but there are some possibility to complete or not. In this kind of situation
that particular activity may not be included in the ahead IR list that is provided in previous day. Under that
consideration the revised IR list will be provided in next day morning before 10.00hrs. This is only acceptable for
activities being incomplete after cut-off time of 22.00 and 10.00 hours respectively.

9.2. HSE Requirements


 To be read in conjunction with Health & Safety Plan for Beira Lake Bridge construction project (AEBLB-
PLN-HS-001)
 All works shall comply with the safety procedure or instruction as set out in project safety plan and local
rules and regulations.
 Basic Personal Protective Equipment (PPE) shall be worn by all staff or labors.
 All operatives shall be inducted before entering the site.
 Tool box talk shall be conducted before the activity.

9.2.1.Traffic Management at Site


Basically pavement construction shall be done across the Beira Lake and bridge approach shall be connected to
the Justice Akbar Mawatha. So there are no major disturbances to the adjacent public roads. AE shall provide
necessary traffic safety gear to maintain safety at the site. The traffic into & out of site shall be control by
appropriate number of flagmen. AE will provide, erect and maintain traffic signs, lamps, barriers, lighting units and
other such measures as may be necessary for the safety of the works and third parties. Excavated area shall be
barricaded using barricade tapes, traffic cone or any other suitable recommended devices.
In addition to that, AE shall be keep all adjacent public roads free from debris, mud, soil. AE is responsible for
complying the all requirements of the Traffic Police Department, the RDA, Ministry of Defence and CMC relating
with maintaining the existing condition of the adjacent public roads and safe traffic flow during the construction of
the pavement including rectifying damages caused by the AE’s activities related to the Works.
The traffic management practice on site is reviewed daily by the AE Safety Officer. In generally, throughout the
activity AE shall maintain maximum of 3 trucks which are waiting in front of the site entrance and limit the vehicle
speed within the site premises to around 15-20 mph.
As part of the procedure for the allocation of delivery times to suppliers, care will be taken to reduce the amount
of vehicle travelling within peak periods. Similarly the latest delivery to site will be scheduled to ensure that it can
be offloaded within approved working hours and the vehicle leave site as the evening peak is subsiding and the
site closed up in accordance with the approved working hours.
