1. INTRODUCTION
John Keels Holdings has awarded a contract for design and construction of Beira Lake Bridge at Waterfront
project to Access Engineering PLC (AEP). This scope requires construction of a cofferdam at Beira Lake at the
same location of the bridge and this Method Statement only covers the construction of cofferdam.
2. SCOPE OF WORK
Access Engineering PLC pledged to undertake the following works and responsibilities in relation to the
Construction of Beira Lake Bridge of the Waterfront Integrated Resort Development in Colombo.

3.1. Duration
The time frame planned for construction of The Cofferdam is 2 Months.
Emergency Arrangements:
Access Engineering Qualified First Aider – First Aid Kits Site Office & Stores.
Comply with Access Engineering Fire Safety, Fire Prevention and Evacuation Plans / Procedures
Designated vehicle to be used for emergencies shall be available at all times :- Sudesh : 077 2321239
If necessary, for further investigations / treatments injured person shall be transfer to the nearest hospital
Access & Egress:
Site: Pedestrian and site walkways controlled by Access Engineering.
Access Lighting (safety lighting):
Access lighting (safety lighting) is to be provided and controlled by Access Engineering, all access routes will
be assessed for lighting prior to carrying out works.

Task Lighting:
All task lighting will be supplied and maintained by Access Engineering

Site: Waste materials will be placed in skips, bins provided by Access.

The Access Engineering shall deploy an adequate number of dump trucks (3 cubes) to transport excavated
material to area where filling works to be carried out.
Once the adequate quantity of excavated material is delivered, the D4 capacity Dozer shall be used to push it
gradually in to the lake until the fill is completed 0.5m above the water level so that the newly formed ground shall
be used to unload the rest of material and spread away by Dozer as shown in below. The same step shall be
continued throughout the filling area as indicated.

Filling the space between retaining wall and the slope of the fill shall be carried out in the same way as described
above ensuring machinery movement does not dislocate the jumbo bags which are already in place.

Construct the temporary platform is the second step of cofferdam construction. The platform shall be constructed
to approximately 1m above the highest water level generally expected during the major part of the year. The levels
would be established with reference to historical data obtained from relevant authorities, the residence of the area
& other sources available. Finally the top level of working platforms will be decided by considering both high flood
level and the safe and efficient movements of the heavy machinery (E.g.: Dump trucks, Concrete Truck mixers,
etc.)

The edges of the platforms shall be retained by Jumbo size soil filled bags, sand bags & rubble pitching as
appropriate. Further the exact method of retaining will be chosen taking into consideration the design
requirements, space requirement, expected weather conditions and the depth of water.
The surface of the platforms will be maintained in safe and clean conditions throughout the construction period.
For additional safety requirements traffic on the temporary platform shall be controlled by Access Engineering. In
this case only one vehicle allow to enter the temporary bridge at a time.

Jumbo bags are placed near the end of temporary platform by using long arm 20T excavator.
Geotextile lays on the retaining wall of building side of the waterfront project.
In this step soil will bring through temporary platform and dump on to the geotextile.
Only one vehicle is allowed to travel through the temporary platform at a time for safety purpose.
This procedure shall be continued until completion of the stage 2.
This activity shall commenced after construction of platforms which are necessary for execution of piling and other
activities. There would be two pilling platforms approximately commencing from both lake banks (Building 1 side
and Justice Akbar Mawatha end) and these will extend at least 2.5 m beyond the edge of the outermost component
in the structure concerned.
There is a narrow point in Beira Lake just above the bridge and it is around 12m in width. So a flow area equal to
that narrow point shall be provided through temporary constructed bridge using H irons and MS plates an shown
below.

Conclusion:

Keep away from heat/ sparks/ open flames/ hot surfaces. – No smoking.

IN CASE OF FIRE
Dry powder, Carbon Dioxide and foam use a smothering technique for extinguishing fire.
A forced stream of water could scatter flames of burning Petrol. Flammable vapours will
be emitted from heated liquid.
Use a water spray (cautiously) to cool fire - exposed containers to prevent violent
rupture. Water runoff to sewer may carry combustible petrol and create a fire or
explosion hazard.
Fire fighters should use self-contained breathing apparatus and protective clothing.
