Narrative Information
ON 05-27-19 AT APPROXIMATELY 1117 HOURS, OFFICER HERRICHT 9054 AND I WERE DISPATCHED TO
SHOPLIFTING CALL AT 1630 NORTH 36TH STREET STORE. WHEN WE ARRIVED, OFFICER WELSH #9374 WAS
STANDING WITH TWO FEMALES LATER IDENTIFIED AS IL1 RENITA LYNN BISCOE RENITA AND CHRISTINE M. LANE
AND TOLD US THE FOLLOWING:
OFFICER WELSH SAID WHEN HE ARRIVED AT THE ABOVE ADDRESS HE OBSERVED IL1 RENITA LEAVING THE
ABOVE STORE WITH A FOOD FOIL IN HER HAND. HE ADDED AS SOON AS RENITA SAW OFFICER WELSH, SHE
DROPPED THE FOOD FOIL, BEFORE LEAVING THE STORE WITHOUT PAYING FOR THE ITEM. OFFICER WELSH THEN
OBSERVED OTHER SUSPECTS WHICH RENITA WAS WITH, LEAVING THE ABOVE STORE AND THEN RUNNING INTO
VEHICLE. OFFICER WELSH STOPPED RENITA FROM LEAVING.
RENITA WAS WITH CHRISTINE WHO SHE SUPPOSE TOO TAKE CARE OFF. CHRISTINE WAS A HOSPICE
PATIENT. NEITHER RENITA OR CHRISTINE WOULD TELL US THEIR ADDRESS OR THEIR PHONE NUMBERS. CHRISTINE
STATED BEFORE I COULD ASK HER ANY QUESTIONS, THAT RENITA TOOK HER FOR A RIDE AND SHE WAS INSIDE OF
UNKNOWN VEHICLE WITH UNKNOWN PEOPLE GOING TO A STORE. CHRISTINE ADDED WHEN THEY ARRIVED TO A
STORE, RENITA LEFT HER INSIDE AND WENT WITH UNKNOWN MALE TO THE STORE. SHE THEN OBSERVED THE
UNKNOWN MALES RUNNING BACK TO THE VEHICLE SHE WAS IN, SO SHE CAME OUT TO WAIT FOR RENITA, THE
MALES THEN LEFT IN THE VEHICLE.
ON 05-27-19 AT 1153 HOURS, OFFICER HERRICHT READ RENITA HER RIGHTS, FOR WHICH IN
UNDERSTANDING SHE STATED "YEAH." RENITA THEN SAID SHE WILL NOT TALK TO OFFICER HERRICHT OF WHAT
HAVE OCCURRED AT THE ABOVE STORE AND ASKED FOR A LAWYER.
WHEN OFFICER HERRICHT ASKED RENITA FOR HER NAME AND HER BIRTHDAY, SHE PROVIDED HIM WITH
HER DAUGHTERS INFORMATION WHICH WAS LANITA SHANELL BISCOE BORN ON 1990. OFFICER HERRICHT
THEN ASKED HER TO PROVIDE HIM WITH HER TRUE LEGAL NAME AND RENITA FINLEY PROVIDED HER NAME. WHEN
OFFICER HERRICHT CHECKED RENITA'S RECORD, IT SHOWED HER HAVING WARRANTS FOR HER ARREST. RENITA
SHOWED TO HAVE WARRANTS FROM CITY OF PHOENIX, CITY OF EL MIRAGE AND DPS. AFTER THE WARRANTS
WERE VERIFIED BY R AND I, RENITA WAS TRANSPORTED TO MOUNTAIN VIEW PRECINCT AT 2075 EAST MARYLAND
AVENUE FOR BOOKING PROCEDURES. RENITA WAS NOT CHARGED WITH SHOPLIFTING.
AFTER BOOKING PROCEDURES WERE COMPLETE, OFFICER HERRICHT AND I TRANSPORTED RENITA TO 4TH
AVENUE JAIL WITHOUT ANY INCIDENTS.

ON 5/27/2019 AT 118 HOURS I RESPONDED TO THE AREA OF NORTH 32ND STREET AND MCDOWELL ROAD IN
REFERENCE TO A CALL OF A SHOPLIFTING AT THE DOLLAR STORE LOCATED AT 1630 NORTH 36TH STREET.
OFFICER WELCH #9374 WAS ON SCENE AND ADVISED RADIO DISPATCH THAT THE SUSPECT VEHICLE FLED FROM
HIM AND WAS WEST ON MCDOWELL ROAD. THE VEHICLE WAS DESCRIBED AS A RED HYUNDAI SANTA FE WITH AN
ARIZONA LICENSE PLATE CLT5172.
I RESPONDED TO THE LOCATION AND TOOK A POSITION ON NORTH 32ND STREET SOUTH OF MCDOWELL ROAD. AT
1122 HOURS I OBSERVED THE SUSPECT VEHICLE SOUTHBOUND ON 32ND STREET. AS THE VEHICLE PASSED ME, I
OBSERVED A BLACK MALE DRIVER, LATER IDENTIFIED AS DRAVON AMES AND A BLACK FEMALE, LATER IDENTIFIED
AS IESHA HARPER, IN THE BACK PASSENGER SIDE SEAT.
I FOLLOWED THE VEHICLE, WAITING FOR AN ADDITIONAL UNIT, SOUTHBOUND ON 32ND STREET AND EAST ON
ROOSEVELT STREET. THE VEHICLE ENTERED THE EAST DRIVEWAY TO THE APARTMENT COMPLEX LOCATED AT
3230 EAST ROOSEVELT STREET. THE DRIVER PULLED INTO A PARKING SPACE AND I MADE CONTACT ON THE
DRIVER SIDE OF THE VEHICLE, AS THE DRIVER'S DOOR OPENED. I GAVE LOUD VERBAL COMMANDS FOR THE
OCCUPANTS OF THE VEHICLE GET THEIR HANDS UP. DRAVON BEGAN TO YELL AT ME THAT HE DID NOT DO
ANYTHING WRONG AND BEGAN TO REACH TOWARDS THE CENTER OF THE VEHICLE BETWEEN THE FRONT SEATS. I
DREW MY HANDGUN TO CONTACT READY AND CONTINUED TO GIVE HIM VERY LOUD COMMANDS. DRAVON BEGAN
TO COMPLY AND PUT IS HANDS UP ABOVE THE STEERING WHEEL. I COULD SEE AT LEAST TWO PEOPLE IN THE
BACK SEAT. THEY WERE MOVING AROUND FRANTICALLY. I GAVE COMMANDS TO IESHA TO RAISE HER HANDS IN
THE AIR. SHE REFUSED TO GET HER HANDS UP AND STATED "I HAVE MY CHILD IN HERE, I AM NOT PUTTING MY
HANDS UP" SHE CONTINUED TO REFUSE TO PUT HER HANDS IN THE AIR AND CONTINUED TO KEEP THEM DOWN BY
THE SEAT. I FEARED THAT SHE WAS HIDING SOMETHING OR WAS REACHING FOR A WEAPON. ADDITIONAL
OFFICERS ARRIVED AND DRAVON WAS GIVEN COMMANDS TO GET OUT OF THE VEHICLE AND WALK TOWARDS ME.
HE COMPLIED BUT WAS VERBALLY LOUD STATING THAT HE HAD DOWN NOTHING WRONG. AS I WAS HANDCUFFING
HIM AND ESCORTING HIM TO THE PATROL TAHOE, HE BEGAN TO TENSE HIS ARMS AND TURN BACK TOWARDS ME. I
MADE HIM SPREAD HIS FEET AND DID A PAT DOWN SEARCH. HE WAS PLACED IN MY PATROL TAHOE BY ANOTHER
OFFICER.
IESHA WAS THEN REMOVED FROM THE VEHICLE. SHE WAS HOLD A SMALL CHILD ABOUT A YEAR OLD AND HOLDING
THE HAND OF A SECOND CHILD ABOUT FIVE YEARS OLD. I TOLD HER TO SET THE CHILD DOWN IN THE SHADED
AREA. SHE BECAME LOUD, VERBALLY ABUSIVE, AND REFUSED OUR COMMANDS. SHE REFUSED TO GO TO THE
SHADED AREA AND REFUSED TO PUT THE CHILD DOWN. THERE WERE SEVERAL PEOPLE COMING OUT OF THERE
APARTMENT WATCHING THE INCIDENT, IESHA CONTINUED TO BE LOUD, REFUSE COMMANDS, WALK AWAY, AND
NOT COMPLY WITH OUR ORDERS. TWO BLACK FEMALES CAME DOWN FROM THE SECOND LEVEL. IESHA WANTED
TO GIVE THE CHILDREN TO THEM. THE CHILDREN WERE HANDED TO THEM AND I PLACED IESHA IN CUSTODY BY
PUTTING HANDCUFFS ON HER, DOUBLE LOCKED BEHIND HER BACK, AND PLACED HER IN THE BACK OF A PATROL
TAHOE.
I LOCATED A BOX WITH A DOLL IN IT IN THE BACK SEAT OF THE VEHICLE THAT MATCHED THE DESCRIPTION OF THE
WHAT OFFICER WELCH HAD DESCRIBED TO ME. HE RESPONDED TO THE LOCATION AND TOOK DISPOSITION OF
THE ITEM.
AT 1142 HOURS I READ IESHA HER MIRANDA WARNING RIGHTS. SHE REPLIED "YES" TO UNDERSTANDING HER
RIGHTS. SHE STATED THAT THEY WENT TO THE FOOD CITY AND WHILE THEY WERE THERE, HER AUNT DECIDED TO
GO INTO THE DOLLAR STORE WITH IESHA'S DAUGHTER. IESHA STATED THAT SHE KNEW THEY DID NOT HAVE ANY
MONEY AND WHEN THE CHILD WALKED OUT OF THE THE STORE WITH THE DOLL, SHE KNEW THEY HAD TO HAVE
STOLEN IT. WHEN THEY GOT IN THE CAR AND STARTED TO DRIVE AWAY, SHE HEARD THE POLICE OFFICER TELL
DRAVON TO STOP, BUT HE DID NOT. IESHA STATED THAT SHE TOLD HIM SEVERAL TIMES TO STOP BUT HE DID NOT
AND HE WAS SCARED. SHE STATED THAT SHE WANTED TO GET OUT OF THE VEHICLE BUT SHE DIDN'T BECAUSE OF
THE CHILDREN. SHE STATED THAT WHEN I CONTACTED THEM, SHE WAS SCARED AND DID NOT KNOW WHAT TO DO.

SHE STATED THAT SHE IS VERY SORRY FOR HER BEHAVIOR AND IT WAS NOT APPROPRIATE.
AT 1151 HOURS I READ DRAVON HIS MIRANDA WARNING RIGHTS. HE REPLIED "YES SIR" TO UNDERSTANDING HIS
RIGHTS. HE STATED TO ME THAT HE WAS SCARED WHEN HE SAW THE POLICE OFFICER AND HE JUST WANTED TO
LEAVE. HE STATED THAT HE KNEW THAT THEY HAD SHOPLIFTED FROM THE STORE AND THAT HE THREW THE PAIR
OF UNDERWEAR OUT THE WINDOW BECAUSE HE KNEW IT WAS STOLEN. HE STATED THAT HE WAS SORRY AND
THAT HE WAS VERY SCARED. I ASKED HIM WHY HE DID NOT STOP WHEN OFFICER WELCH TOLD HIM TO, HE SAID "I
DIDN'T HEAR HIM". I TOLD HIM THAT IESHA HEARD HIM AND TOLD HIM TO STOP TO. HE REPLIED "YES, I WAS JUST
SCARED"
DRAVON ADMITTED TO HAVING A SUSPENDED LICENSE BECAUSE HE WAS ARRESTED FOR DUI AND HE WANTED TO
GIVE URINE, NOT GET BLOOD DRAWN, SO THE ARRESTING OFFICER GOT A SEARCH WARRANT AND DREW HIS
BLOOD.
DRAVON WAS ISSUED A CITATION FOR DRIVING ON A SUSPENDED LICENSE AND RELEASED AT THE SCENE.

SYNOPSIS
***********
ON MAY 27TH, 2019 AT APPROXIMATELY 1117, A SHOPLIFTING WAS DONE AT THE FAMILY DOLLAR LOCATED AT 1630
NORTH 36TH STREET. A REVIEW OF VIDEO SURVEILLANCE SHOWED A FOUR YEAR OLD GIRL WALKING OUT OF THE
STORE WITH A BABY DOLL, PASSING ALL OPEN AND OPERATING POINTS OF SALE, WITHOUT ANYONE ATTEMPTING
TO PAY FOR THE ITEM. THE VEHICLE CONTAINING THE GIRL AND HER HER PARENTS WAS LATER LOCATED AND
THE DOLL WAS RECOVERED. FOLLOWING THE REVIEW OF THE SURVEILLANCE, STORE EMPLOYEES ADVISED THEY
DID NOT DESIRE PROSECUTION. THE DOLL WAS RECOVERED AND RETURNED TO THE STORE.

ON MAY 27TH, 2019 AT APPROXIMATELY 1117 HOURS, I WAS AT THE FAMILY DOLLAR LOCATED AT 1630 NORTH 36TH
STREET, ON AN UNRELATED SHOPLIFTING MATTER, WHEN I WAS ADVISED BY EMPLOYEES AND CUSTOMERS THAT
ANOTHER SHOPLIFTING HAD JUST OCCURRED. THEY THEN DIRECTED ME TO A GROUP OF TWO BLACK FEMALES
AND TWO CHILDREN WHO WERE GETTING INTO A MAROON COLORED HYUNDAI SANTA FE. THE EMPLOYEE'S SAID
THEY HAD JUST TAKEN "A BUNCH" OF TOYS WITHOUT PAYING.
I BEGAN TO WALK TOWARD THE VEHICLE AS IT WAS STILL PARKED. THE VEHICLE BEGAN TO QUICKLY BACK OUT OF
THE PARKING SPOT, BEFORE DRIVING SOUTHBOUND IN THE PARKING LOT. THE VEHICLE DROVE OUT ONTO
MCDOWELL GOING WESTBOUND A SHORT DISTANCE BEFORE STOPPING. WHEN THE VEHICLE STOPPED A BLACK

FEMALE, LATER IDENTIFIED AS RENITA BISCOE, GOT OUT AND THE VEHICLE DROVE AWAY GOING WESTBOUND ON
MCDOWELL ROAD. I PLACED RENITA IN INVESTIGATIVE DETENTION AND A RECORDS CHECK REVEALED SHE HAD
MULTIPLE OUTSTANDING WARRANTS. RENITA SAID SHE HAD ASKED THE PEOPLE IN THE VEHICLE FOR A RIDE BUT
DID NOT WANT ANY TROUBLE WITH POLICE.
I RELAYED THE VEHICLE INFORMATION VIA MY PORTABLE RADIO AND IT WAS LATER SAID TO HAVE BEEN LOCATED
AT AN APARTMENT COMPLEX AT 32ND STREET AND EAST ROOSEVELT. OFFICERS ADVISED THEY WERE OUT WITH
THE VEHICLE AND THE OCCUPANTS.
I CONTACTED STORE EMPLOYEE BRANDON RICHKAS, WHO ASSISTED ME IN REVIEWING VIDEO SURVEILLANCE OF
THE THEFT. VIDEO SHOWED AN APPROXIMATE 4 YEAR OLD GIRL EXITING THE STORE HOLDING A BABY DOLL,
WITHOUT ANYONE SHE WAS WITH ATTEMPTING TO PAY. ALSO, THE VIDEO SHOWED RENITA BRISCOE HOLDING
SOME ITEMS IN HER HAND BY THE FRONT DOOR BUT SEEMINGLY PUT THEM DOWN UPON SEEING POLICE. AFTER
REVIEWING THE FOOTAGE BRANDON SAID HE COULD NOT VERIFY ANYTHING WAS TAKEN IN ADDITION TO THE
DOLL AND ADVISIED HE DID NOT DESIRE PROSECUTION.
I CONTACTED OFFICERS WHO WERE OUT WITH THE VEHICLE AND THEY ADVISED THEY RECOVERED THE DOLL
THAT HAD BEEN TAKEN. THEY ALSO ADVISED THE PARENTS OF THE CHILD, AISHA HARPER AND DRAVON AMES
WERE NOT AWARE THE CHILD HAD TAKEN THE DOLL AND SHE MUST HAVE DONE IN UNINTENTIONALLY. THE DOLL
WAS ULTIMATELY RETURNED TO FAMILY DOLLAR.

AT THIS TIME, THE STOLEN BABY DOLL HAS BEEN RECOVERED AND RETURNED TO THE STORE. THE STORE DOES
NOT DESIRE PROSECUTION.
