Occupational Health and Safety Policy

ABC SDN. BHD. is commited to protect the health and safety of all its employees while they are at
work. ABC SDN. BHD. has developed a health and safety management system that is integrated
with all organizational activities. All employees and managers have a responsibility to work safely, to
take all reasonable care for their own health and safety, and to consider the health and safety of
other people who may be affected by their actions.

ABC SDN. BHD. will take all reasonable and practical steps to improve work safety conditions and
will strive to achieve a goal of zero harm. ABC SDN. BHD. is committed to:

 Complying with all applicable health and safety laws, regulations and standards. OSHA 514
and FMA 139

 Providing safe plant and equipment, for controlled work

 Encouraging active participation, consultation and cooperation of all employees, contractors


and visitors in promoting and developing measures to improve health and safety at work.

 Actively responding to and investigating all incidents, and accidents accordingly.

ABC SDN. BHD. will implement and maintain these systems, inclusive of standards, policies and
procedures. These standards will be monitored regularly to ensure their integrity and effectiveness.

1.0 Safety and Health Policy
1.0 Description

The rise and fall of a management and its system, depends on its leadership.
Committed leadership is most vital to the success of a safety management system. A
safety policy that sets clear and unambiguous objective, allocates resources, and
delegate’s responsibilities is most effective. This element is recognized as an integral
part of ABC SDN. BHD. and it signifies the management’s approach and commitment
to total safety.

2.0 Purpose

The purpose of generating a safety policy statement is 3 folds:

2.1 It projects the management’s philosophy of safety and its ultimate goal
in creating a safe and healthy working environment for its workforce,
2.2 It portrays the management’s desire and commitment in exceeding
local and mandatory requirements,
2.3 It pictures the management’s effort and resources allocated of safety
programmes and activities.

3.0 Scope

The scopes of our safety policy statement have to follow the substances below:

3.1 The importance of health and safety for the workforce in the working
environment;
3.2 The responsibilities of the occupier, staff, contractors, and workers in
the area of safety;
3.3 The commitment of the occupier to safety and the well being of
workforce;
3.4 The resources, namely personnel and budget set aside to achieve
safety goals and
3.5 The untiring effort in complying with the in-house rules, clients and
statutory requirements.

4.0 Procedures

4.1 Endorsement: The management to indicate the management’s


commitment should endorse the Safety Policy. The ideal person would
be the Project Director or the Project Manager.
4.2 Update: The policy will be reviewed periodically to refresh and reiterate
the management’s drive for safety.
4.3 Communication: The safety policy will be made known to all sites
through the following method:
 Through the safety meeting and other construction meeting,
 Through translation of the policy into workers’ languages.
5.0 Responsibilities

ABC SDN. BHD. strongly believes that safety is not only the sole responsibilities of
the management but that all personnel are responsible for their own safety as well as
the safety of their fellow workmen and to their working environment.

5.1 Managing Director / Project Director


5.1.1 Overall in-charge of the safety management in ABC SDN. BHD.
5.1.2 Implement all ABC SDN. BHD.’s safety programmes and
procedures.
5.1.3 Review and update the ABC SDN. BHD.’s safety policy and
other related duties as required by the relevant authorities and
clients.

5.2 Project Manager / Construction Manager / Site Manager


5.2.1 Lead and execute the overall safety programme.
5.2.2 Chair the safety committee and take follow-up action on safety
matter discussed.
5.2.3 Conduct regular inspections and audits on safety provisions.

5.3 System Engineers / Supervisors


5.3.1 Supervise and ensure contractors comply and adhere to site
rules and requirement
5.3.2 Check and advice contractors work on compliances with the
safety work practices.
5.3.3 Rectify unsafe conditions and correct unsafe act promptly on site.
5.3.4 All other safety works as directed and instructed by the Project
Manager.
5.3.5 Attend safety meeting to contribute to a safe working
environment.

5.4 Site Safety Supervisor


5.4.1 Conduct monthly inspection and act on unsafe acts and
conditions.
5.4.2 Train and monitor workers safe work practices.
5.4.3 Maintain and monitor safety records and checklist.
5.4.4 Act as assistant secretary of the site safety committee.

5.5 Sub-Contractors Manager, Engineer, Supervisor and Foreman


5.5.1 Responsible for the work safety activities under their control.
5.5.2 Train and monitor workers for safe work practices.
5.5.3 Attend safety meeting and inspection as required.

5.6 All staff, Workers, Vendors and Visitors


5.6.1 Observe all safety precautions and report any unsafe conditions
immediately
5.6.2 Wear the required personal protective equipment (PPE) on site.
5.6.3 Use the appropriate PPE as required by the nature of work.
5.6.4 Keep and maintain equipment and hand tools under their charge.
5.6.5 Report all injuries, near miss and accident to respective
Contractor Safety Supervisor.
5.6.6 Ask safety training and talk as required. Ask when in doubt.
2.0 Laws and Regulations
A. Safety Laws

All staff, sub-contractors and workers shall comply to the Safety Legislation and
Regulations listed below and others rules and regulation enacted by the local
authorities:-

 Occupational Safety and Health 1994


 Factories and Machinery Act 1967

B. In-House Safety Rules & Regulations

1.0 Description

This element is to provide all personnel with a common understanding of their


obligations and responsibilities with respect to safety at work. Followings are some
areas where in-house rules that will be included:

1.1 Safe operation of plant, machinery and equipment,


1.2 Maintenance of plant, machinery and equipment,
1.3 Supply and use of personal protective equipment,
1.4 Safe handling of materials,
1.5 Reporting of hazards,
1.6 Reporting of incidents and
1.7 Cleanliness of work place.

2.0 Purpose

The company has a set of general site safety rules and regulations for all personnel
at site whether they are from the clients, ABC SDN. BHD. or Contractors. This is to
establish a common understanding of their obligations and responsibilities to the
achievement of the site safety management system.

3.0 Scope

3.1 The in-house rules and regulations include the general safety rules for
all to comply, together with the dos and don’ts.

3.2 General Safety Rules and Regulations


3.2.1 Always enter or leave a building by the covered walkway.
3.2.2 Put on the required and appropriate personal protective
equipment on site.
3.2.3 Observe all warning signs and safety notices.
3.2.4 Follow the operating instructions when working with machine.

3.0 Working at Height Program

NOTE:
- All full body harness must be installed with double lanyard.
- Full time supervision by trade supervisor or safety supervisor on site.
- This process shall also be applied for roofing and structure works.

NOTE:
- Erection and dismantling process for scaffolding shall be under supervision of scaffold

- Scaffold working area should be barricaded.
- Safe using scaffold should have approved green tags and ownership tags.
