SECTION 16155

MOTOR STARTERS AND 480 V MOTOR CONTROL CENTERS

PART 1 - GENERAL

1.1 DESCRIPTION OF WORK

A. The work shall consist of the engineering, design, manufacture, testing and
installation of indoor 480 V motor control centers and individually mounted
a-c motor starters. Requirements of this Section shall be incorporated in the
design, fabrication, and testing of the subject equipment.

B. The Contractor shall, as part of his full responsibility scope, check the ratings
and/or sizes of those components whose ratings or sizes are specified in the
Contract documents. When this check indicates that the specified ratings or
sizes are not adequate then the Contractor shall make the necessary changes at
no cost to the Royal Commission.

C. The supply of the motor control centers and accessories shall include the
following:

1. Manufacturing of major components of the equipment.

2. Manufacturing and/or supply of all associated accessories including


support structures and platforms.

3. Implementation of manufacturer's standards and otherwise specified


quality control, inspection and testing of products in accordance with
applicable standards.

4. Sizing and application calculations for systems and components and


verification of all specified sizes and quantities.

5. Preparation of specifications and design and shop drawings.

6. Preparation of system protection coordination studies.

7. Preparation of installation data and drawings.

8. Preparation of commissioning and start-up manuals.

9. Preparation of operation and maintenance manuals.

10. Testing and certification of specification compliance for all products and
test reports.

11. Delivery of all materials and equipment to the site including unloading and
installation in the respective buildings.

12. Special tools required for the installation, testing, inspection, maintenance
and operation.

13. Commissioning spare parts.

14. List of Recommended Operational Spare Parts.

D. The installation of the motor control centers and all related equipment and
components shall include as a minimum the following:

1. All work required for delivery, storage and installation of the motor control
center and related equipment.

2. Implementation of all manufacturers standards, quality control, inspection


and testing procedures.

3. Commissioning and energization of the motor control center and related


equipment.

4. Preparation of "As-Built" drawings.

E. Related Work: Refer to applicable sections of related specifications for specific


components, systems and installation requirement.

1.2 QUALITY ASSURANCE

A. Referenced Standards: The motor control centers including all components


shall be designed and manufactured in accordance with the applicable
provisions of the following latest standards except as otherwise herein specified.

1. National Electrical Manufacturer's Association (NEMA)

2. International Electrotechnical Commission (IEC)

3. American National Standards Institute (ANSI)

4. Royal Commission for Jubail and Yanbu:

a. Royal Commission Electrical Code (RCEC).

b. General Design Criteria and Technical Guidelines.

B. Any conflict between this specification and the referenced codes and standards
or other reference documents shall be brought to the attention of the Royal
Commission for written resolution.

1.3 SUBMITTALS

A. Test Reports: The motor control centers and motor starters shall have been
tested in accordance with applicable standards. Submit test reports for all
factory tests and submit certification of type tests or tests to qualify equipment
design. Test reports shall show compliance with applicable standards. Also
submit field test plans and field test reports.

B. Design Drawings and Shop Drawings: Submittal of drawings shall include the
following as a minimum:

1. One-line diagrams
2. Outline and arrangement dimensional drawings
3. Material lists
4. Layout and installation detail drawings
5. Schematic diagrams (control schemes)
6. Wiring and interconnection diagrams
7. Nameplate schedule

C. Calculations: Submittal of calculations shall include the following as a minimum:

1. Equipment sizing/application calculations

2. Fault current analysis and protective device coordination study

D. Product Data: Submit manufacturer's catalog material for all equipment


furnished.

E. Samples: Submit color samples for coating and painting finishes.

PART 2 - PRODUCTS

2.1 INDIVIDUAL MOTOR CONTROLS

A. General: Provide each motor which is not controlled from a motor control center
with a suitable controller and device that will perform the functions as specified
for the respective motors, unless the controller or devices are furnished under
other sections of these specifications. Unless otherwise shown on the drawings
or specified in other sections of these specifications, provide magnetic starters
for motors ½ hp and larger and manual starters for all motors smaller than ½ hp.
Provide each motor with thermal-overload protection in each undergrounded
conductor.

B. Magnetic Starters: Conform to NEMA Standard ICS and size as shown on the
drawings. If not shown, size in accordance with the requirements of NEMA
Standard ICS, and the Royal Commission Electric Code (RCEC), except that the
minimum size shall be No. 1. Across the line starters shall be provided for
motors with locked-rotor characteristics of 500 kVA or less. Reduced voltage
starters shall be utilized for motors having locked-rotor kVA greater than 500.
The reduced voltage starter shall be auto transformer, closed transition type with
taps to provide starting at 50, 65 or 80% of line voltage.

1. All starters must be equipped with thermal overloads in each


undegrounded conductor sized in accordance with nameplate rating of
motor supplied.

2. Each starter shall be provided with two (2) auxiliary single pole, double
throw, contacts in addition to the normally open holding circuit interlock
contact. Space also shall be provided for two (2) additional single pole,
double throw, contacts.

C. Manual Starters: Full voltage, quick-make, quick-break toggle switch type


conforming to the requirements of NEMA Standards ICS, with thermal overload
protection.

D. Combination Starters: Use circuit breaker type, except where otherwise shown
or specified. The circuit breakers and the magnetic starters are specified herein.
Provide the circuit breaker and starter with a common NEMA Type 1 enclosure
except where otherwise shown or specified with the circuit breaker operable by
an exterior handle indicating clearly the position of the breaker. Permit the
handle to lock in the OFF position by means of padlocks.

1. Circuit Breakers:

a. Type: Molded case with thermal magnetic trip.

b. Trip Setting: As shown on drawings: when not shown use


maximum setting permitted by RCEC.

c. Frame Size: Not less than 100 amperes.

d. Interrupting Capacity of 380 Volt Circuit Breaker: Not less than


22,000 amperes RMS symmetrical, unless a higher interrupting
rating is shown on the drawings or specified.

e. Interrupting Capacity of 480 Volt Circuit Breaker: Not less than


42,000 Amp.

E. Miscellaneous Control Devices: Use pushbuttons and selector switches of the


heavy duty, oiltight type, rated 600 volts a-c with double break contact, silver-
plated, and rated not less than 6 amperes continuous at 120 volts a-c. The
pilot lights are of the filament bulb type with green pilot lights used for “ON” or
“RUNNING” indication and red pilot lights used for “OFF” or any other
“ALARM” or abnormal indications. Use terminal blocks rated at 10 amperes
minimum with marker strips. Relays to be of type to perform required function
and rated in accordance with NEMA Standard ICS for Class B relays.

F. Enclosures: Provide NEMA Type 12 enclosures for all individual control


devices installed in non-hazardous areas located indoors, NEMA Type 4
enclosures if located outdoors and NEMA Type 4X in marine and or chemical
outdoor environments. Provide control devices located in hazardous area with
enclocures approved by the Royal Commission Electrical Code for the class,
group and division of hazard in which they are located.

G. All requirements for magnetic starters and combination starters shall also be
applicable to unit in the motor control centers.

2.2 MOTOR CONTROL CENTERS

A. The motor control centers shall be 600 V class suitable for operation on 480 V,
3 phase, 3 wire 60 Hz system. The motor control centers will be installed
indoors at an elevation less than 1000 meters above sea level in a seismic
zone classification defined in Royal Commission Building Code.

B. The site conditions under which the motor control centers and associated
equipment are required to operate, are as follows:

1. Room temperature, air conditioned (A/C) 32°C

2. Max. room temperature if A/C fails (8 hours) 55°C

C. For complete information about site conditions, see General Design Criteria and
Technical Guidelines.

D. Starters up to NEMA size 2 shall be of conventional electro-magnetic type, and


any size larger than 2 shall be of micro-processor based type.

2.3 ARRANGEMENT AND CONSTRUCTION

A. Each motor control center shall be a coordinated factory-assembled


unit,completely wired and ready for connection to power and control cables.

B. Motor control center shall be NEMA 12 enclosure, Class II Type B wiring, 600 V
Class for indoor installation, generally described in these specifications.
(Outdoor MCCs, if used, shall be housed in a weather-protected enclosure with
climate control to maintain similar environment as other indoor installations).
The horizontal bus shall have a minimum rating of 600 A, the vertical bus shall
have a minimum rating of 300 A for front mounted units and 600 A for back-to-
back mounted units and shall be braced to withstand the maximum total
prospective short circuit current.

C. Each motor control center shall have totally enclosed dead-front construction,
arranged in a group consisting of vertical sections, each an independent
structural unit. The vertical sections shall be joined together side by side to
form a rigid, freestanding assembly. Each vertical section shall be a
freestanding structure fabricated of a rigid steel framework covered with sheet
steel and reinforced as necessary to provide rigidity and flat surfaces.
Structural details of each section shall be the same as those of all other
sections and shall be so arranged that additional sections may be added to
either end. Vertical sections shall be divided by sheet steel barriers into
individual compartments for each starter or feeder circuit.

D. Each vertical section shall be provided with a main three-phase insulated


horizontal bus at the top, and with a three-phase insulated vertical bus to
distribute power to the combination starters and feeder units in the vertical
section. The main bus and bus taps shall be copper. Bus joints shall have
silver-to-silver contact surfaces securely bolted to provide low-resistance
contact. Both vertical and horizontal buses shall be held rigidly within the
structure by bus supports fabricated from materials which maintain their
physical and dielectric properties indefinitely under the service conditions.

E. Each vertical section shall be provided with horizontal wireways at the top and
bottom which are isolated by steel barriers from the horizontal bus. These
shall line up with similar wireways in adjacent sections to form wireways at top
and bottom for the full length of the control center. A vertical wireway with

minimum of 225 square centimeters of cross-sectional area shall be provided
in each vertical section to permit power and control cable entrance to the
individual units. Vertical wireways shall be free of live parts and shall contain
steel rod cable supports and removable front covers or hinged doors.
Horizontal wireways shall have removable front covers to permit access when
installing cables.

F. Each vertical section shall be equipped with blank, steel, removable plates, top
and bottom, to permit drilling or punching of the plates for conduit entrance to
the wireways.

G. Internal bus connections, equipment, material, and wiring connections shall be


completely accessible from the front of the assembly, so that mounting of the
control center against a wall will be possible.

H. Shutters shall be provided in front of tapping points on the vertical busbars to


enable equipment to be rearranged while the MCC is live.

I. Each combination starter or feeder circuit compartment shall be completely


segregated from neighboring compartments and shall have its own door with
hinges arranged so that the door will open a minimum of 90 degrees. The door
shall remain in place when the circuit equipment is removed. Unoccupied
compartments which result from the manner in which the available space within
the enclosure is used shall be grouped, if possible, in one section, and
combined into one common space. This space shall be arranged into
compartments of such size or sizes as may be required for later subdivision.
The framework and fittings provided shall be suitable for later installation of
circuit equipment and doors of the sizes required.

J. Where future space is required, it shall be furnished complete with guide rails,
separator bars, and door, including operating-handle hardware ready to
receive a future starter.

K. Each motor control center shall have approximately 20-percent or a minimum of


two spare 100 A feeder circuit breakers; 20-percent or a minimum of two size
one non-reversing starters; 10-percent, or a minimum of two size one reversing
starter.

L. Each motor control center shall be approximately 230-cm high. Individual


compartments shall be not less than 30-cm high, except for the compartment
housing one 100 A feeder circuit breaker, which may be 15-cm high.

M. Each motor control center material section shall be provided with


thermostatically controlled space heaters located at the bottom of the section.
Indication shall be provided for the heaters status by ammeters and indicating
lights.

2.4 COMBINATION STARTER AND FEEDER UNITS

A. Circuit breakers shall be molded-case, manually operated, three pole air circuit
breakers, 100-A frame minimum.

B. The combination starter units and the feeder circuit breakers shall be selected to
safely interrupt the maximum total prospective short circuit current of the
system to which the motor control center is connected.

C. Circuit breakers shall have a toggle-operated mechanism which shall provide


positive trip-free operation on overcurrent and shall provide quick-make and
quick-break contact movement under both manual and automatic operation.
Combination starter circuit breakers shall be equipped with an instantaneous
magnetic adjustable tripping element only. Feeder unit circuit breakers shall
be equipped with both thermal and instantaneous magnetic tripping elements.
Feeder circuit breakers for group of motors, transformers, or miscellaneous
loads shall be manually operated. Circuit breakers, fuses, and overload heater
elements shall be temperature compensated for the environment in which they
will be installed.

D. Motor starters shall be full-voltage combination magnetic type with molded case
circuit breakers. They shall have three manually reset ambient compensated
thermal overload devices and shall be wired for single-speed, nonreversing,
reversing, or multispeed motors, as required.

E. Magnetic contactors shall be single-throw, shall disconnect all leads to the


motor, shall be provided with magnetic blowouts and arc shields, and shall be
capable of interrupting 10 times the full-load current corresponding to the
maximum horsepower for which they are rated at the service voltage.

F. Each nonreversing starter shall be furnished with four extra auxiliary contacts in
addition to contacts used for control and indication circuits. Extra contacts
shall be supplied as two normally open and two normally closed and shall be
wired to terminal blocks.

G. The control transformer primary at each combination starter shall be connected


to the load side of the combination starter circuit breaker using phases 1 and 2
for all starters. The control transformer secondary shall have one side fused
and the other side grounded. Control voltage shall be 120 Vac.

H. Compartments shall be dead-front type with front mounting of the combination


motor starters of feeder units. Each combination starter or individual feeder
disconnect unit shall be individually baffled and shall have individual
accessories. Feeder unit compartments shall be arranged for a single molded-
case circuit breaker, 100-A frame minimum, with a disconnect operating handle
on the compartment door.

I. All combination starter units and feeder units shall be drawout type, and units of
the same size and rating shall be physically interchangeable. Each unit shall
be capable of being easily withdrawn from the structure after disconnecting
power and control leads. Draw-out provisions shall include a positive
guide rail system and stab shrouds to absolutely ensure
alignment of stabs with the vertical bus. Draw-out units shall
have a tin-plated stab assembly for connection to the vertical
bus. No wiring to these stabs shall extend into the bus
compartment. Interior of all units shall be painted white for
increased visibility. Units shall be equipped with side-mounted,
positive latch pull-apart type control terminal blocks rated 600-
volts. Knockouts shall be provided for the addition of future
terminal blocks. It shall not be necessary to unbolt or otherwise work on
live parts to withdraw a unit. Wiring and terminal block arrangements on each
combination starter or feeder unit shall be identical to other units of the same
size.

J. All drawout units shall be secured by a spring-loaded quarter turn


indicating type fastening device located at the top front of the
unit. Each unit compartment shall be provided with an individual
front door.

K. An operating mechanism shall be mounted on the primary


disconnect of each combination starter and feeder unit. It shall
be mechanically interlocked with the unit door to prevent
access unless the disconnect is in the OFF position. A defeater
shall be provided to bypass this interlock. With the door open,
an interlock shall be provided to prevent removal or re-insertion
of the unit while in the ON position. Padlocking facilities shall
be provided to positively lock the disconnect in the OFF position
with from one (1) to three (3) padlocks with the door open or
closed. In addition, means shall be provided to padlock the unit
in a partially withdrawn position with the stabs free of the
vertical bus. Facilities shall be provided so that authorized
personnel may open the door with the disconnect closed or
operate the disconnect when the door is open.

L. Each combination starter shall have door mounted indicating lights (red for run,
green for stop). The green indicating light shall be off to indicate operation of
the overload relay or loss of control power. Test facilities shall be provided to
enable testing of the starter in the test position.

M. A NEMA size 1 combination starter shall be the minimum size used for motor
control.

2.5 MICROPROCESSOR-BASED MOTOR CONTROL

A. Motor Starters

1. Provide motor starters of the electro-mechanical type with


the coil controlled by an application specific
microprocessor.

2. Provide one (1) current sensor accurate to 2% for each phase to provide
motor running overload protection that yields a time current curve
closely paralleling that of the respective motor heating damage
boundary. Running overload protection shall be DIP switch
selectable for the specific motor full load amperes.

3. Provide DIP switch selectable overload trip class of 10, 20


and 30.

4. Provide phase loss protection and phase unbalance


protection. If the phase unbalance on any of two phases is
greater than 30% of the DIP switch selected trip rating, a
phase loss/unbalance trip shall occur.

5. Provide ground fault protection set at 20% of maximum


continuous ampere rating with a start delay of 20 seconds,
and a run delay of 1 second to prevent nuisance tripping
on startup.

6. Provide each motor starter with a snap-in window which


allows clear visibility of overload DIP switch settings and
prevents unwanted tampering of DIP switch settings once
installed.

7. Provide an application specific microprocessor with the


following features:

a. Microprocessor shall measure control circuit voltage and prevent


closing of the coil on voltages below 78 volts AC and/or voltages
above 135 volts AC.

b. Microprocessor shall apply voltage to the coil such that a


guaranteed maximum of two (2) milliseconds of main contact
bounce occurs on contactor closure.

c. Microprocessor shall continuously measure coil circuit voltage and
current so as to maintain constant coil power at a level to maintain
main contact closure and minimize coil power consumption.

d. Provide electronic circuitry that isolates the coil and is isolated


from surges.

e. Microprocessor shall wait for three (3) half-cycles of control start


signal prior to activating a close to prevent starts resulting from
momentary voltage spikes, switching transients, fluttering contacts,
and shorted programmable logic control outputs. The phase angle
of the power in the control circuit is to be compared with the phase
angle of the input start signal to prevent starts resulting from
capacitively coupled or inductively coupled signals.

8. Motor starters shall have replaceable fixed and movable


contacts.

9. Accessories

a. Motor starter shall be designed to accommodate two (2) auxiliary


contact blocks, each capable of a combination of up to four (4)
normally closed or four (4) normally open auxiliary contacts.
Contacts to be color-coded; Contacts to be rated ten (10) amperes
continuous, 7200 VA make, 720 VA break for 120 through 600volts
AC, and 69 VA make and break for 125 through 300 volts DC.
Provide a minimum of one (1) spare NO contact and one(1) spare
NC contact in addition to any auxiliary contacts required.

b. Solid state reduced voltage starters shall be provided, when


required. The solid-state reduced voltage starter shall be UL listed
in the motor control center, and shall consist of an SCR based
power section, logic boards and paralleling bypass contactor
starter. The paralleling contactor shall be energized when the
motor reaches full speed.

c. Provide a mechanical interlock on reversing or multi-


speed contactors of the lever-type mechanism (with
electrical contacts included) to prevent closing of one
contactor when the other is closed.

d. Provide control modules to perform the indicated input/output


control functions. Module to incorporate faceplates having
membrane-type pushbuttons and LEDs. All pushbutton and LED
functions shall be furnished with clearly written identification.
Control modules shall be provided with 1.8 meter connection cord

and single plug-in wiring to accommodate jack provided in the
contactor. Provide as required, modules available to cover
applications ranging from full-voltage non-reversing, reversing,
multi-speed, and reduced voltage. Modules to be provided with the
ability to replace conventional "start", "stop", "hand", and "auto",
control functions, and when utilized in starter applications. Modules
to be provided with the ability to replace conventional indicating
light status of "run", "off", "overload alarm", and "overload trip"
when utilized in starter applications.

e. Provide a metering module capable of displaying control voltage


and status where utilized in starter applications, "cause of trip",
"current at time of trip" and "current in each phase" shall be
capable of being displayed.

f. Provide an addressable communication card capable of


transmitting all data, including trip data, over a compatible two-
wire, local area network to a central computer for storage and/or
printout. Provide data and time-stamping for all starter/contactor
operations. Reprogramming of the central monitoring unit (CMU)
shall not be required when adding a communication module. The
network shall also be capable of transmitting data in RS232C
format via a translator module:

1. On-Off reset control functions


2. Status (On, Off, Tripped, No Response)
3. Current in each phase
4. Percent phase unbalance
5. Control voltage
6. Overload protection settings
7. Cause of trip
8. Trip current magnitude.

2.6 WIRING

A. Wiring shall be in accordance with NEMA Class II type B.

B. Control wiring shall consist of stranded copper conductor not less than No. 2.5
mm2. Wire insulation shall be type SIS switchboard wire, 600 V class,
thermosetting and moisture-, heat-, oil-, and flame- resistant.

C. All equipment shall be completely wired within the control center for control and
operation. All internal wiring shall be identified with slip on wire markers.
Wiring requiring external connections shall be brought to terminal blocks for
attachment of external leads. All external wiring shall be identified with
duplicate cable tags. One tag, with black lettering on white, shall be applied by
use of a heat shrinkable sleeve, fire retardant, resistant to industrial solvents,
contaminants and sunlight. The second tag shall be metallic, corrosion
resistant and shall be installed by use of cable ties resistant to industrial
solvents, contaminants and sunlight. The cable shall be identified per the
wiring drawings with the service number (i.e. motor no., panel etc.). The cable
identification shall also show the source equipment (MCC, switchgear No.
etc.). Wires shall be terminated with full-ring, insulated, compression
connectors.

D. The following starter wiring points shall be brought out to separate terminal block
points for external connections:

1. Both sides of the control transformer secondary.

2. Both sides of the seal-in contact.

3. Starter operating coil terminal normally connected to one side of the seal-
in contact.

4. Both terminals of auxiliary contacts.

E. Power cables shall be terminated using compression-type terminal connectors


furnished for all power cables. Power cables will be XLPE-insulated with PVC
jacket.

F. Control and feeder power cables will enter the motor control center assembly
either from the top and/or bottom. Suitable supports shall be provided within
the motor control center housing for power and control cables.

G. The motor space heater circuits shall be factory wired from the heater circuit
breaker in the distribution panelboard to the terminal board in each starter
compartment for remote connection. One phase of the motor space heater
circuit shall be wired through a normally closed (i.e., b) auxiliary contact for
automatic heater energizing when motor is stopped. One branch circuit
breaker shall be provided in the motor control center space heaters for manual
switching of heaters.

2.7 TERMINAL BLOCKS

A. Terminal Blocks shall be provided for all secondary and control wiring requiring
external connections.

2.8 GROUNDING

A. Each motor control center shall be provided with a main copper ground bus not
less than 50 x 6 mm in cross section, running the entire length of the control
center. The ground bus shall be furnished with a mechanical clamp-type
connector at each end for ground cable connections. All framework, metal
enclosures and barriers, and noncurrent-carrying parts of equipment shall be
securely grounded, and grounding connections shall be brought to the ground
bus. The metal framework of the assembly may form part of the internal
grounding circuit, provided a solid and uninterrupted path is thereby assured;
otherwise grounding connections shall be furnished.

2.9 FINISH

A. All enclosure parts shall be thoroughly cleaned and given a phosphatizing


treatment to inhibit rust and to prime the metal for the finish coating. A.2 mil
thick electrostatic powder paint coat shall be applied to all surfaces. The paint
type and process shall meet UL 1332 for electrical equipment steel enclosures.
All exterior enclosure covers and doors shall be painted ANSI 61 grey (Munsel
8.3/G.10/0.54). For improved interior visibility, the interior of the enclosure and
plug-in units shall be painted white.

2.10 NAMEPLATES

A. A nameplate shall be provided at the front upper part of each motor control
center for identification. Nameplates shall be provided on the front of each
compartment door for circuit identification. Nameplates shall be provided for
circuit devices mounted within the control center, such as relays and other
components. Circuit device nameplates shall show the functional number or
other designation of the device. External nameplates shall be engraved in both
English and Arabic. Internal nameplates shall be in English only.

B. Nameplates shall be of laminated plastic, engraved with black characters on a


white background.

2.11 ACCESSORIES AND SPECIAL TOOLS

A. All necessary accessories and special tools required for initial erection,
inspection, testing, operation and maintenance of each control center shall be
furnished by the Contractor.

1. One portable test set for testing solid-state overcurrent trip devices.

2.12 FACTORY TESTS

A. The Contractor shall guarantee that the motor control centers supplied under
this contract have been manufactured and tested in accordance with all
applicable standards, and that they will perform adequately at the site
conditions.

1. The Royal Commission reserves the right to witness all tests. The
Contractor shall give eight weeks advance notice of the scheduled tests.

2. At least eight weeks prior to scheduled tests, the Contractor shall submit
to the Royal Commission an outline of the procedures used in
performance of the tests. This outline shall include a brief description of
the test equipment, connection diagrams, proposed test sheets,
calculations and minimum/maximum test and performance values which
will be used to determine conformance with the specification and
applicable standards.

3. Upon completion of all testing the Contractor shall submit five copies of a
certified report attesting that each test has been performed in accordance
with the approved test procedures. The report for each test shall include
the date of performance and name of the person in charge of the test.

B. Type Tests: Certification shall be provided to show that type tests were
successfully performed on motor control center assemblies identical to those
being provided under this contract.

2.13 MOTOR DISCONNECT

A. Motor Disconnecting Means: When required by the Royal Commission


Electrical Code, provide each motor with a suitable disconnecting means under
this section of the specification, though not indicated on the drawings.

PART 3 - EXECUTION

3.1 INSTALLATION OF 480V MOTOR CONTROL CENTERS

A. The motor control centers shall be installed as per approved design and shop
drawings. All work shall be performed by qualified field personnel.

B. The facilities available for lifting the heavy equipment shall be provided as
outlined elsewhere. The motor control centers bay units shall be mounted on
prefabricated subframes. Contractor shall be responsible for providing lifting
device or crane of adequate capacity required for lifting the equipment
components during installation and servicing or maintenance.

C. Contractor shall be responsible for the completeness of the erected equipment
and shall test and verify the operation of all components, assemblies, sub-
assemblies, control and auxiliary devices.

D. Install all equipment in accordance with manufacturer's recommended practices


and applicable standards.

E. Contractor shall be responsible for installation of all AC supplies and grounding


conductors for grounding all the equipment to the substation ground grid.

3.2 TESTING AFTER INSTALLATION

A. Site tests shall be carried out by the Contractor to ensure that the equipment
and materials comply with the specifications and operational requirements. All
tests are subject to witnessing by the Royal Commission representatives.

B. At least 8 weeks prior to scheduled tests, the Contractor shall submit to the
Royal Commission an outline of the plan and procedures to be used in
performing the site inspection and site tests. This outline shall include a brief
description of the test equipment, connection diagrams, proposed tests and
procedures, test sheets, calculations, reference drawings and minimum/
maximum test and performance values in conformance with applicable standards
which will be used to determine conformance with the specification and
acceptability of the equipment and installation.

C. Upon completion of installation and prior to final acceptance, each component of


each system shall be tested to the complete satisfaction of the Royal
Commission. The Contractor shall provide all test instrumentation, equipment
and accessories necessary for demonstration and putting into operation all
motor control center parts. Before commissioning, the Contractor shall submit
all necessary calculations of relay settings and co-ordination curves to the Royal
Commission for approval.

D. The test procedure shall contain but not be limited to the following:

1. Check for completeness.

2. Checking that all connections and identifications are made in accordance


with the relevant schemes. Check all connections for tightness.

3. Tests to verify the insulation resistance in the electrical main circuits.

4. Voltage tests on auxiliary circuits as specified in the applicable standards.

5. Verification of instrument transformer ratio and polarity by primary


injection.

6. Operation tests for the various components, including interlocking, local
and remote control, local and remote position indication, local and remote
alarm indication, local and remote measuring and metering, etc. Current
injection, as required, to verify proper operation of devices.

7. Functional tests on all control circuits.

8. Setting and testing of overload relays per the relay coordination study
data sheets. Test results shall be recorded and included in O&M
Manuals.

9. Verification of stipulated grounding resistance and compliance with


recommendations of IEEE 142.

10. Functional tests on communication network between local area and


central computer, including transmitting data in RS232C format via a
translator module.

E. Upon completion of all testing the Contractor shall submit five copies of a
certified report attesting that each test has been performed in accordance with
the approved test procedures. The report for each test shall include the date of
performance and include in O&M Manuals.

F. Incorporate all factory and field test reports in to the Operation and Maintenance
manuals.
