    CREATING THE ENHANCED-COMPREHENSIVE LOCAL INTEGRATION PROGRAM


    (E-CLIP) COMMITTEE OF THE PROVINCE OF ILOCOS NORTE

    WHEREAS, Pursuant to Deparment of the Interior and Local Government (DILG) and
    Department of National Defense (DND) Joint Memorandum Circular No. 2018-01 dated July
    5, 2018, provides that the E-CLIP Committee shall be created at the Provincial level through
    the issuance of an Executive Order by the Provincial Governor;

    WHEREAS, during the joint meeting of Provincial Peace and Order Council (PPOC)
    and Provincial Anti-Drug Abuse Council (PADAC) on December 7, 2018 at the Sangguniang
    Panlalawigan Session Hall, Provincial Capitol, Laoag City, Ilocos Norte, it was discussed that
    there is a need to create the E-CLIP Committee of the Province of Ilocos Norte;

    NOW THEREFORE, I, IMEE R. MARCOS, Governor of the Province of Ilocos Norte,


    by virtue of the powers vested in me by law, hereby order that;

    Section 1. Organization and Composition. The Enhanced-Comprehensive Local


    Integration Program (E-CLIP) Committee, is hereby created with the following composition:

    Section 2. Duties and Functions of the E-CLIP Committee. The Enhanced-
    Comprehensive Local Integration Program (E-CLIP) Committee shall have the following
    functions:

    1. Ensure the convergent effort in the delivery of the identified services of the program;
    2. Ensure proper documentation and referral of the needs of the FRs to appropriate
    agencies and other partner institutions including getting the profile of the former
    rebels;
    3. Facilitate the profiling of the former rebels, through the Provincial Social Welfare and
    Development Officer (PSWDO);
    4. Assist the former rebels in completing the E-CLIP Enrolment Form
    5. Assist the former rebels in the preparation of his/ her Former Rebel Reintegration Plan
    (FRRP) and Business Plan, with the PSWDO as the lead agency to assist the former
    rebel;
    6. Resolve issues and concerns affecting the implementation of the E-CLIP;
    7. Provide updates to the PPOC during its meetings regarding the progress of the E-CLIP;
    and,
    8. Coordinate and monitor the E-CLIP implementation in the Province.

    Section 3. Effectivity. This Executive Order shall take effect immediately upon
    approval.

    IN WITNESS HEREOF, the Governor set her hand and has caused the seal of the Office
    of the Governor this ___ day of ____________ 2018 at Laoag City, Ilocos Norte, Philippines.
