OBJECTIVE
The objective of the survey was to know about the homeless children in Jaipur
and know about their daily schedule. The survey also focuses on their source of
education, food and livelihood.
Our team was given the location near Albert Hall , JLN Marg and Ganesh
Temple. We observed homeless children from different families. Most of them
didn't go to school and someone usually comes to teach them voluntarily. The
survey helps us in understanding the family background of these children and
about their identities. The survey also helps us in finding answers to basic
questions regarding these children and their family. A detailed
case study of each child is given below with the daily observation.

METHODOLOGY
We used the empirical method of research. The survey is based on a
Questionnaire form which was filled by the team members . Our team asked
around 25 questions to the children and their family members and on the basis
of the answers, we tried to fill the form.

INTRODUCTION

Law interns at PUCL, Jaipur, conducted a mapping cum survey of homeless


children living in Jaipur. The interns divided themselves into 5 teams to cover
maximum possible areas. The following report has been made by Team 1 that
took a survey near the Mansarovar Metro Station. While interacting with
children living there we talked about the condition of their house and problems
of their life. We visited their place during different hours of the day and
observed their day to day activities. We interacted with them about their
education, health, their daily lifestyle and the service satisfaction by the govt.
We also interacted with their parents and people living their neighbourhood to
get an insight in their life. The objective of this activity was to know about the
children to help them living a better life. We had a detail observation about their
life which is given below.
Dharm Kata ( Ravan Mandi)

While interacting with children, we met few of them who lived in such needy
conditions that they did not have basic amenities whereas the others had T.V
and better means to life. Some cases are:-

1) Nirmal

Father’s Name:- Hisha Maharaj

Mother’s Name:- Jamna Devi

Age:- 10 years
Caste:- Jogi

Nirmal basically belongs to the town of Jhalore who is born in his house
of Jaipur and is not vaccinated. He is a child of about 10 years who is
sincere, hardworking and helps his father in his work. This child does not
go to any educational institution and is not provided with any education
by anyone. He does not intake any drugs and is being living in these
conditions from last 30 years. They are provided with no help by the
government of India. He eats food twice a day which includes 2 chapatti
and vegetable in the entire day.

2) Sunita

Father’s Name:- Gangaram

Mother’s Name:- Gudiya Devi

Age:- 8 years

Caste:- Bhaswoti

Sunita is from Jhalore and is of about 8 years. Her family has been living
here from last 30 years and they live in poor condition as they live in tent.
Sunita is born in her house and is not vaccinated. She does not go to any
school and does not possess and I.D card like aadhar card. The child is
not addicted to any drugs and does not beg on the street. She eats food
twice a day which includes vegetable and chapatti.
3) Rani

Father’s Name:- Shankar

Mother’s Name:- Gamla Devi

Age:- 5 years

Caste:- Jogi

She is a cute little child of 5 years old who is from Jhalore. Rani is born
in a hospital but did not take in vaccination.She lives her life in miserable
conditions as they live in shabby house with no roof. They have been
living here from last 20 years. Rani was born in hospital and is not going
to any school.
She eats food thrice a day which includes chapatti, vegetable, tea and
toast.
4) Narendra
Father’s Name:- Puran Jogi

Mother’s Name:- Kamla Devi

Age:- 6 years

Caste:- Jogi

He is of 6 years old, resident of Jhalore. They live in a hut and he was


born in his hut and was not vacinatted.His family has been living in
Jaipur from last 50 years. They make frequent visits to their hometown.
Narendra goes to a private institution named Shree Sai School. His school
is about 1.5 km away, his father drops him to school every day. He also
possess all the I.Ds like Aadhar and identity proof. He is not addicted to
any drug. He eats food twice a day which includes chapatti and vegetable.

5) Annu
Father’s Name:- Gangaram

Mother’s Name:- Gudiya Devi

Age:- 6 years

Caste:- Bhawoti

She is of 6 years old and a resident of Jhalore. Annu was born in her
house and was not vacinatted.They have been living here from last 30
years. They live in a tent and she was born in the tent itself. She does not
go to school and does not have any I.D. She is not addicted to any drugs.
She takes food two times a day which includes chapatti and vegetable.

6) Sonia
Father’s Name:-Bablu

Mother’s Name:- Mamta

Age:- 12 years

Caste:- Jogi

She is from Jhalore district and have been living here from last 50 years. She
helps her mother is household chores. They live in a hut where they have t.v.
and other basic amities. She was born in her hut and was not vaccinated. Her
parents earn through making stuff out of bamboo. She eats three meals a day
which include chapatti, vegetable and meat on Sunday. She does not go to
any school but a teacher named Lalita comes to teach them. They do not
have any ID cards.

2) Near Mansarovar Metro Station


This is a new basti formed near the metro station. They all have tents made on
the footpath. They steal electricity from the metro station. Some children living
in this area are:-

Age-: 4 years

Caste -: siglikar(lohar)

She is from Banswada and have been living here from the past 10-12 years.
Kapita was born in her house and has not been vaccinated. Her house is made of
tarpaulin. She does not go to any school and is not addicted to any drug. She
begs on the street and gives that money to her family. She does not have any I.D
but her parents have Aadhar card. She only eats food at night which includes
chapatti, vegetable and rice.

2) Kamlesh
Father’s Name:- Ramesh

Mother’s Name:- Gothamani

Age:-7 years

Caste:- Siglikar

He is from Baswada and his family is living here


from last 20 years. Kamlesh was born in his house
and has not been vaccinated. His house is made from tarpaulin. He is addicted
to tobacco, he begs to fulfil his need of tobacco. He does not go to any school.
He only eats food at night which includes chapatti, vegetable and rice. He does
not have any I.D but his parents have aadhar and pan card.

3) Vishiyaar

Father’s Name:- Ishwar

Mother’s Name:- Sakina

Age:-10 years

Caste:- Siglikar

He is from Baswada, Bhartapur. His family has been living here from last 50
years and he was born in his house which is made of tarpaulin. He works at
night to make the knife sharp which his father sells. He eats three times a day
which includes chapatti, vegetable. He does not go to school and is not
addicted to any drug. They take bath around 2 pm and also wash their
clothes at this time. He does not possess any ID but his parents have aadhar
card. He has got 2 vaccination done.

4) Pinkesh
Father’s Name:- Mukesh

Mother’s Name:- Lobami

Age:-6 years

Caste:- Luhar

He is from Baswada, Dungarpur. His family has been living here since 10 years.
He was born in his house which is made of tarpaulin. He begs on the street and
then their family manages to eat. He only eats at night which includes chapatti
and vegetable. He does not go to any school. He is addicted to tobacco which he
picks from the street. Neither does he nor does his parents have any ID. He has
not been vaccinated.
OBSERVATION

We observed homeless children at different times of the day. During the early
morning hours, the younger ones were mostly sleeping and few of them were
awake especially the girls who were busy doing the household chores. The
mother and father get up early around 4:00-4:30 am.They eat tea and toast for
breakfast where some boys and girls were sitting near the fireplace and getting
the warmth. During the afternoon around 2:00 pm to 4:00 pm the kids of one
basti eat their lunch which is chapatti, vegetable and meat on sundays. They
take bath, wash clothes and clean their household. The children of other basti
were playing around and most of them were inside their hut as they had T.V.
and were engrossed in it. During the night hours as it is the winter season they
mostly sit around the fireplace. The mothers and daughter were busy making the
food and the boys of both basti help their fathers in their work. The younger
children usually are stuffed in their beds and watching T.V. They all eat their
dinner by 8:30 pm and the children sleep.

Introduction

We visited the basti in VT road and kaveri Path, Mansarovar, Jaipur. The people
in this area are mainly rackpickers, shoe polishers and balloon sellers. The
children are not attending any kind of formal schooling and are being taught by
a private teacher who come irregularly at VT road.

When we surveyed, we found that some of the parents are willing to send their
kids to government school but are scared of fraudulent activities.

The areas we visited, some of the children got vaccination and had aadhar cards
or some form of identity cards but not all of them.

But one thing was uniform in these areas was that no kid was without a family
and was not involved in consuming any kind of drugs.

Their needs comprises family areas in rehenbasera, regular medicine supply and
information about such regularity and food supply as some of them can only
afford one meal per day.

bread by the means of selling scarp (kabaddi wale). They live on footpath in a tented house
(tripal). Kajal and her siblings do not go to a school for formal education but are being taught
by a private tuition teacher who comes near their house to teach them. She was born in a
hospital and got all the vaccinations timely. Her parents have got their Identity cards but the
children has none. The family eats 2 times a day which includes aloo sabji, dal roti.

Tanya and her family has been living in Jaipur from past 25 years. The family earns
their bread by the means of selling garbage (kachra wale). They live on footpath in a tented
house (tripal). Tanya and her siblings do not go to a school for formal education but are being
taught by a private tuition teacher who comes near their house to teach them. Tanya’s father
does not live with her. Tanya She was born in a government hospital in Sanganer, Jaipur. Her
mother has her Identity card but not tanya. The family eats food 1 time a day which includes
aloo sabji, dal roti.

then go back to their village. They live on footpath in a tented house (tripal) in Jaipur.
Shantilal does not go to a school for formal education in jaipurand is being taught by a
private tuition teacher who comes near their house to teach them but attends government
school back at kakroli. All family members have their Identity cards. The family eats food 2
times a day which includes aloo sabji, dal roti.

teacher who comes near their house to teach them but attends government school back at
kakroli. All family members have their Identity cards but not Devli. The family eats food 2
times a day which includes aloo sabji, dal roti.

Observation

When our team visited their we observed there that around 50 homeless child were
there, some were with their families and we found some of them were living with their
relatives or half parents. They are not even provided with basic necessities and there we
analysed that how crucial it is leave those children in that condition and how our
country's future is in critical condition and how it is going to affect our society at large.
We couldn't imagine how those small kids are even not aware of what are thier basic
needs and deprived of their rights. Many of them who have not even crossed their 14's
are now indulged in different types of intoxication and don't even know what they are
heading towards. Some of them didn't knew what are their actual names and even their
families also didn't have their birth certificate or any valid legal documents of their
existence.

When we visited there at night, we found that a boy named, Suraj, used to sell alcohol in
night in black when shops get close by this we can analyse that how critical are they and
how hazardous it is if an 12 year old boy expose to sell alcohol in black at night.

complex for taking bath and all. Then for the whole day she helps her family in collecting and
segregating the scrap. She doesn't study and also keeps consuming tobacco in spite of getting
scolded by her mother, she gets tobacco from roadside. In the evening around 8pm she was
having her dinner, and the dinner was given to them by somebody. Thereafter around 9 or 10
pm she goes to sleep.

morning and has his breakfast (tea).Around 9pm he eats his dinner and goes to sleep.
Throughout the day he doesn't do anything.

Poonam doesn't go to school and after waking up goes to play with her friend. Abhishek Sir
comes and teaches the children of the area. She also helps her brother Rahul who is specially
disabled and helps her mother in making food. Her day ends by having her dinner around
8:30-9pm and then she goes to sleep.

Conclusion
The survey clearly shows that the condition of these children and their family is pathetic.
Most of these children are smart and surely can do wonders in their life if provided a helping
hand. The families of these children were ready to send their children to schools prior that
the safety of their children is maintained.
The survey clearly helped us in understanding that there is an urgent need to help these
children and their family.
