Chapter – 3 Value Addition through IT in Airports Authority of

India

3.1 FUNCTIONS OF AIRPORTS AUTHORITY OF INDIA:

It is already discussed in first chapter that Airports Authority of


India, apart from other functions, performs mainly two functions;

1. Providing air side services to airlines operators and


2. Providing city side services to passengers.

Broadly segregating, services provided on airside come under


Member (ANS) and services provided on cityside come under Member
(Operations). However few functions of air side also come under
Member (Operations). Departments under Member (ANS) and under
Member (Operations) are the core function of Airports Authority of
India. As the name suggests department under Member (Planning) are
responsible for planning of future course of action achieving the mission
and vision of airports Authority of India. Department under Member
(Finance & Accounts) and under Member (HR) provide the support
functions for functioning of other departments. Detail functioning of the
working of Airports Authority of India is discussed in coming paragraphs.
However all the departments are not discussed in detail. Departments
functioning as core departments are discussed in details and others are
discussed in brief.

Departments are discussed from three aspects

1. Functions or services provided by that department,

2. Manuals/ documents followed by that department and
3. Present status of use of information technology in that
department
3.1.1 AIR TRAFFIC MANAGEMENT:

Air Traffic Management section provides following functions:

1. Provision of Air Traffic Services (ATS) to all arriving,


departing & enroute aircraft over flying Indian airspace.
2. Establishment of ATS routes, realignment of existing air
routes in consultation with user airlines and international
bodies such as IATA and ICAO.
3. Establishment of control zones and control areas and
changes to existing control zones and areas.
4. Establishment of Danger/Prohibited and Restricted areas
and changes to mentioned areas in coordination with
Military Authorities.
5. Providing Search and Rescue co-ordination for aircraft in
distress.
6. Providing Aeronautical Information Services (AIS) as
prescribed by ICAO to all domestic and international airlines
and AIS of other countries.
7. Survey of airports, publication of aeronautical maps and
charts.
8. Development of Instrument Approach to Land (IAL)
procedures & IAL charts.
9. Monitor and control of obstructions/constructions around
airport to ensure compliance with the SARPs of ICAO.

10. Co-ordination with International Civil Aviation Organization,
Regional office Bangkok and Headquarters Montreal,
Canada on matters relating to airspace management and
aviation rules and regulation.
11. Manpower planning, training and award of ratings to Air
Traffic Controllers in conformity with ICAO rules and
regulations as stated in Annex-I (Personnel Licensing).
12. Monitoring of standards and procedures in the provision of
Air Traffic Services.
13. Investigation of Air Traffic incidents in co-ordination with
DGCA and corrective actions thereupon.
14. Matters related to aviation security.
15. Monitoring of environmental hazards at airports.

The Air Traffic Management is governed by

1. ICAO being international regulating body


2. DGCA being regulatory authority in India

Following are the documents issued by ICAO for airport operations:

1. SARPSs : Adopted by the Council with 2/3rd majority.


2. PANs : Approved by the Council for world wide
application with 50% majority.
3. SUPPs : Approved by the Council for regional
application with 50% majority.

SARPs: International Standards and Recommended Practices


(SARPS) are adopted by the council and are designated as ANNEXES. In

the event of non-compliance with an International Standard, a State has
an obligation to notify the council of the differences.

PANs : Procedures for Air Navigation Services are approved by the


council for world wide application. They contain operating procedures in
detail. Any differences with PANS to be published by States in their
Aeronautical Information Publication (AIP).

1. RAC- Rules of the Air and Air Traffic Services – DOC 4444
2. OPS – Aircraft Operations – DOC 8168
3. ABC – ICAO Abbreviations and Codes – DOC 8400

SUPPs : Regional Supplementary Procedures have a status similar to that


of PANS but only for respective regions. The Regional Supplementary
Procedures of all the Regions have been consolidated in DOC 7030.

Apart from this Technical Manuals and Circulars are also produced
to supplement SARPs and PANs and to facilitate their
implementation.India being a signatory follows the rules of ICAO.Air
Traffic Management in India is governed by the following documents at
any airport:

5. Aeronautical This is the document published by AAI at CHQ level
Information Publication and it is a national legal document. Copy of AIP is
(AIP) sent to all the contracting states of ICAO and also to
all the Aerodromes in India. Any differences with the
ICAO standards, finds its mention in this.
6. Aerodrome Manual This is the legal document published at Station level
for their own aerodrome and it lists all the functions
and responsibilities of ATM wing of the aerodrome.
7. Safety Management The Corporate Safety Management Manual (C-SMM)
Manual published by AAI CHQ is the guiding document on
this and S-SMM (Station- SMM) is the working
document at each station. S-SMM details the safety
responsibilities of the Aerodrome operator i.e. AAI
8. Civil Aviation CAR is the Indian version of Annex. CAR is published
Requirement (CAR) by DGCA and is applicable in India with some minor
changes in Annex.
9. Manual of Air Traffic Part I of this document is published at CHQ level and
Services (MATS) Part I gives general guidelines to be followed for air traffic
and II services. Guiding material for this is DOC4444. Part
II is published at station level and details the
procedures and practices adopted at specific airport
keeping in account the local conditions.
10. Aerodrome Emergency As the name suggests, the Aerodrome Emergency
Plan plan has detailed procedures to be adopted in
different kind of emergencies arising at Aerodrome.
The emergencies are normally related to aircraft
operations.
Building evacuation plan is a part of Aerodrome

Emergency Plan which deals with the evacuation of
passengers , visitors, personnel working at airport in
case of any emergency arising out of fire etc.
11. Bomb Threat Bomb threat plan details the procedures to be
Contingency Plan followed in case of a bomb threat in aircraft or at
any place in Airport.
12. Contingency Plan This plan deals with the contingency arising out of
Unlawful Interference of the aircraft. It lists the
constitution and functions of Aerodrome Committee
and procedures to be followed in case of aircraft
hijack.
13. Disabled Aircraft The agencies responsible and processes to be
Removal Plan followed in case of aircraft which becomes disabled
either on runway or operational area are listed in it.
14. SOPs of ATC wing Standard Operation Procedures specifically giving
details of the persons available in the wing and the
responsibilities entrusted to them are given in this.
The SOP ensures smooth operations in the given set
up of persons available in particular wing.
The work of Air Traffic Management department and
Communication, Navigation and Surveillance department is so
interleaved that it is difficult to discuss the present and potential use of
Information technology in one departmentin isolation to other
department. Hence status of Information Technology in both the
departments shall be discussed after description of functions of
Communication, Navigation and Surveillance department.
3.1.2 COMMUNICATION, NAVIGATION AND SURVEILLANCE:
Communication Navigation and Surveillance service provides the
following function:

1. Planning, procurement and commissioning of all


Communication, Navigation & Surveillance (CNS) facilities and
support systems for air navigation based on short term and
long term requirements to synchronize the organisations plan

with ICAO's approved plans is managed by CNS Planning
Department.
2. Preparation of qualitative requirements and system
specifications in coordination with all concerned agencies /
organizations, preparation of estimates, invitation of tenders,
tender evaluation of technical and commercial bids, placement
of orders factory inspection of equipment and its subsequent
installation and commissioning are the responsibilities
discharged by the CNS Planning Department.
3. Conducting site surveys for equipment location, from technical
and operational suitability point of view, coordination with
planning, civil and electrical engineering departments for
associated construction activities for installation and
commissioning, post installation performance checks and
organizing flight calibration before equipment commissioning
are the aspects intrinsically involved in the process.

Information Technology and electronics is the backbone of Air


Traffic Management (ATM) and Communication, Navigation and
Surveillance (CNS). There are various equipment and systems which are
installed and maintained by CNS and used by ATM, whereas there are
few systems which are installed maintained and used by CNS only. To
have the clear understanding, various systems are defined below:

HF Channel: Full form of acronym HF is high frequency. It is a long


distance radio communication system which normally covers beyond 60
nautical miles. It is normally used for communication over sea areas.

VHF Channel: Full form of VHF is very high frequency. This
communication system is used to cover the space around airport upto
60 nautical miles. However with the help of RCAG (Remote Control Air
Ground Communication) it can cover distances more than 60 nautical
miles.

DME: As the name suggest Distance Measuring Equipment


is used by an aircraft for measuring its own slant distance from an
airport. It is a two way communication device and works on secondary
RADAR principle.

DVOR: Doppler VHF Omnidirectional Range helps an aircraft


to know its angular position with respect to an airport. With the help of
DVOR and DME an aircraft can ascertain its own aeronautical fix
(position in the space).

Localizer: It is landing aid which gives the aircraft the position of


runway center line. In case an aircraft is not aligned to runway center
line a localizer helps it in aligning by giving direction to move.

Glide Path: It is also a landing aid, which helps an aircraft in


aligning to glide angle. Glide angle is the angle which an aircraft makes
with horizontal plane at the time of landing. Ideally gliding angle should
be 3 degree. If an air craft is above or below of glide path than this
equipment help it in correcting this error by suggesting ascending or
descending.

ASR: Airport Surveillance RADAR is a system used to
monitor any surface movement in airport area up to 60 nautical miles
including movement of aircraft in air.

MSSR: Mono Pulse Secondary Surveillance RADAR is a two


way communication device. In addition to monitoring the position of an
aircraft it can receive certain signals from aircraft used for its
identification and various other data. It is worth to mention here that
ASR system can be used with or without the consent of aircraft but
MSSR will not work if an aircraft does not send back the requisite signals.

DATIS: Dual Airport Terminal Information Services is used to


transmit the weather report automatically. An aircraft can tune into a
certain frequency and listen to the weather report of a particular airport
along with the runway information etc. Message recorded in the DATIS
for transmission are updated at every half an hour.

DVTR: Digital Voice Tape Recorder is used to record all the


voice communication taking place at an airport. This communication is
inclusive HF, VHF, telephone lines, hotlines, intercoms etc.

AFTN: Aeronautical Fixed Telecommunication Network is a


message switching system which automatically transmit and receive the
text message from any airport of the world to any other airport of the
world.

The latest trend in the CNS facilities is control tower automation.


This system captures data from all other systems such as AMSS, RADAR
etc. and displays the same on an air traffic controller’s console. With the

help of this system a controller need not consult so many systems and
gets all the information on single screen.

Most prestigious project of CNS in India is GAGAN. The GPS Aided


Geo Augmented Navigation (GAGAN) system is a planned
implementation of a satellite based navigation system being developed
by Airports Authority of India and Indian Space Research Organization
(ISRO) to deploy and certify an operational SBAS for the Indian Flight
Information Region, with expansion capability to neighboring Flight
Information regions (FIRs). When commissioned for service, GAGAN will
provide civil aeronautical navigation signal consistent with International
Civil Aviation Organization (ICAO) standards and recommended practices
as established by Global Navigation Satellite System Panel. ICAO
endorsed global Navigation Satellite System as future air navigation
system for civil aviation.

The GAGAN project involves establishment of a full complement


of Satellite Based Augmentation System (SBAS) consisting of 15 Indian

Reference Stations (INRES), 3 Indian Navigation Land Uplink Stations
(INLUS), 3 Indian Mission Control Centers (INMCC), 3 geo-stationary
navigation payload in C and L bands with all the associated software and
communication links.

Station CNS Manual This manual provides airport/ station* specific


information regarding CNS facilities and the procedure being followed
for maintenance.

AIP Full form of AIP is Airport Information Publication. This document


is published worldwide by AAI headquarters and contains the details of
various facilities available at all Indian airports.

It is apparent from the above description that work of ATM and


CNS is totally dependent on Information Technology and Electronics. As
it can be seen that all the equipment used and maintained by ATM and
CNS are IT based. Apart from these highly specialized equipment
provided by their respective OEMs, following are the applications/
features provided by Information Technology section and used by ATM
and CNS sections:

* CNS facilities may be available at a place which is not an airport; such a place is called CNS
station.

IFPIMS: The full form of IFPIMS is integrated finance and Personal
Information Management System. This is a custom made software and
especially developed for Airports authority of India. As the name
suggests it provides the finance and personal management functions i.e.
it is used by finance and personal department but air traffic
management is also benefitted by itsimplementation as the employees
can access their financial and personal information automatically
through computer without personal interaction. However this software
is not implemented at all the airports yet.

GIS Tools: Geographic Information System Tools are various small


tools, which assist CNS and ATM planning department to calculate
longitudinal and latitudinal coordinates of various places, their mutual
direct distances, arc distances etc.

AIMS: Airport Information Management System is an integrated


network based software system, which can be implemented at any
airport and can be centrally monitored from headquarters. This software
has modules for all the departments and can be used as master
database of an airport. It can track events/ facilities, lodge complaints,
provides communication between various units, maintains logs etc. this
software is also not implemented at all the airports in India. It is also
noticed that people are not familiar with it because it is not fine-tuned
as per actual work process.

Website, Email with CMS: Airports Authority of India has hosted it’s
website with domain name ww.aai.aero and email service which can be
accessed from local area network and from World Wide Web. Website

hosted by AAI provides enormous information about aviation/ airports
which is useful for general public, passengers, clients and employees of
Airports Authority of India. Email provided by AAI to its employees has
two standards i.e. by personal name and by designation. Apart from
electronic communication this facility gives a sense of pride and honor.
Website hosted by AAI is coupled with content management Server
(CMS). CMS allows various users to alter the contents of website as per
their authentication. Users can log into content management server
through local area network and upload various webpages for area
authorized for. E.g. various unit can upload there tender notice to AAI
website by their own with no interference of IT section or a airport
director for a certain airport can upload/edit the section related with his
airport directly without any intervention of IT section.

INFORSAARTHEE: Inforsaarthee is an AAI Enterprise portal meant only


for AAI’s employees. This website is local website and cannot be
accessed from internet. This portal can be visited through any computer
connected to local area network of AAI. This portal mainly contains
orders, circular, instructions, manuals etc. meant for AAI’s employees.
This portal also encourages information sharing. Any user can upload
and share any document, presentation, information in his area. An AAI
employee can visit this site only after providing his credentials, hence his
all the activities are logged and tracked. It is a wiki site, where people
participate in building a site.

VCF and VoIP: VCF stands for video conferencing facility and VOIP
stands for voice over internet telephony. Video conferencing does not
need much explanation. People connected with videoconferencing can

see and talk to each other while at geographically separate locations.
This facility has been introduced at various airports and offices but not
at all places. VOIP is technology through which is it possible to make
voice calls between places connected by local/ wide area network with
help of a special type of telephone instrument.

ETAPS: E-tendering and procurement system is system which


enables CNS department to publish and get tender quotes online
through website. Procurement of various item is also done in the same
fashion. E-tendering enhances the transparency in the system and
improves public image of AAI.

FMS: FMS stands for Frequency Management System. This package is


used to allot and manage various frequency ranges allotted at various
airports for different services throughout India.

NOCAS: The full form of NOCAS is No Objection Certificate


Application System. Any building or structure in the vicinity of airport
upto 10 nautical miles has to obtain no objection certificate from AAI
before commencement of construction. AAI has certain procedure to
check whether proposed building or structure will interfere in the sir
traffic flow or will influence the functioning of any CNS equipment.
Based on these criteria height clearance for proposed building/ structure
is given by AAI. Now a party can submit his application for No Objection
Certificate, online through AAI’s website and can track the status of his
application. This is also a value addition in improving the public image of
AAI and smoothen the work process.

3.1.3 FLIGHT INSPECTION UNIT:

Flight inspection unit is responsible for inspection and calibration


of various CNS facilities and ground lighting facilities. This unit has its
own aircrafts fitted with calibration equipment. These aircrafts are
stationed at New Delhi and visit various airports on requirement basis.
These aircrafts fly over a particular airport and checks and calibrate
various radio navigation systems and ground lighting systems. Flight
crew and maintenance team is also employed by Airports Authority of
India for operation and maintenance of these aircrafts.

Fight Inspection Unit is also governed by relevant annexures/


DOCs of ICAO and other manuals issued by DGCA as elaborated in Air
Traffic Management heading.

Apart from normal IT facilities used by this section such as


website, email, VC, VOIP and Infosaarthee, this section also uses IFPIMS.
All of these terms/ system have already been explained in ATM section.

3.1.4 RADIO CONSTRUCTION AND DEVELOPMENT UNIT:

Following are the functions of RC & DU:

1. Site selection for installation of new navigational equipment,


VOR, DME, NDB & ILS.
2. Planning is carried out after finalizing the site. The list of works
related to civil and electrical works for execution by station in
order to construct the building and provision of electricity to
install these navigational equipment.

3. Executes the physical installation of equipment. A team from
RCDU is deputed to house the equipment in the building and
antennas. It also includes erection/dismantling of masts,
hoisting antennas with a good safety records
4. The equipment are tested at site for its proper functioning. Any
alignment, if required is carried out to keep the parameters
within the prescribed limits as per ICAO standards.
5. During the air check / calibration of the facility, all the
necessary adjustments are carried out as per the requirement
of flight inspection aircraft to meet the ICAO standards.
6. RC & DU has expertise in installation of masts / Radar scanners
etc. Such activities are also made use by other organizations
viz, Indian Air Force, Indian Navy for installation of their Radars,
Voice Communication Control System (VCCS) and status
indicators. They are designed and installed on demand from
various airports.

Following software/services are provided to RC&DU by IT


directorate:

c. Corporate email
d. Video conferencing
e. VOIP
f. Infosaarthee
g. IFPIMS
h. CMS

i. ETAPS
j. Online Project Monitoring System (OPMS)

Out of all the services listed above all of them have already
described except OPMS. Full form of OPMS is Online Project Monitoring
System. It is a network based client server application meant for project
monitoring. Site people can log into the system through WAN and feed
all the information/ status of a particular project, which will be stored in
central database at headquarters. Nay higher authority from
headquarters can track/ monitor the progress of project with the help of
this system and may issue instruction/ directives for site people.

3.1.5 CENTRAL RADIO STORES DEPOT

Following are the functions of CRSD:

1. The main function of the CRSD is delivery of spare parts of all


Communication, Navigation and Surveillance (CNS) equipment
to all the Aeronautical Communication Stations (ACS) for
proper operation and upkeep of theseequipment.
2. In view of a very large number of such equipment in use at the
airports and other supporting stations and in view of the
importance of uninterrupted operation of these equipments, a
huge inventory is maintained at CRSD. The present inventory
consists of nearly 10000 items and the total cost of this
inventory is more than Rs. 1000 million.
3. The inventory management at CRSD includes purchase of the
items after following all the prescribed codal procedures:
receipt of the stores , their quantity and quality checking

before bringing these on stock; proper storage of these items
by assigning a unique vocab number and independent location
to each item for easy retrieval, issue of the item to the
demanding station after getting approval of the competent
authority and dispatch of the approved items by an appropriate
means after proper insurance and packing.
4. At times, stores are received (including Capital equipments) on
the basis of purchase orders issued by the Headquarters and all
the above actions are performed for such stores. For imported
equipment and spares, this office also undertakes other related
activities like insurance and custom clearances for such
consignments.
5. The items which are no longer in use due to upgraded
technology or due to obsolescence are surveyed and disposed
of by e-auction through MSTC Ltd after getting approvals from
the competent authority.
6. The inventory management to a large extent is supported by
computerized data management using Inventory and
Maintenance Management Application Package (IMMAP)
software. Even remote stations with authorized user name and
password can view the availability of a desired item in this
office without any reference to this office.
7. Apart from the inventory management, this office also
facilitates the repair of the imported equipment and their
modules during the warranty period which involves liaising
with the supplier, necessary insurance and co-coordination
with the concerned bank for approvals for re-export for custom

purposes. Such items are re-exported with the help of a
designated Custom House Agent (CHA). After the item is
repaired by the foreign supplier, it is re-imported following all
the laid down procedures.
8. A Management Information System (MIS) is maintained for the
total inflow and outflow of the stores on monthly basis.

Software/ services used by CRSD include Local Area Network/


Wide Area Network, Internet, Corporate email, Video conferencing,
VOIP, Infosaarthee, IFPIMS, CMS, ETAPS, Inventory and Maintenance
Management Application Package (IAMMAP).

All the services listed above have been described in other


department except IAMMAP. Inventory and Maintenance Management
Application Package as the name suggests is meant for managing
inventory held by CRSD. It helps in maintaining most economical
inventory quantity by employing various proven inventory control
techniques such as ABC analysis and VED analysis. It also provides the
economic ordering quantity for various items so the cost incurred on
ordering and cost incurred on storing can be kept at minimum.

3.1.6 CIVILAVIATION TRAINING COLLEGE:

Civil aviation training college is situated at Allahabad and as the

controllers for operation and CNS officials for operating and maintaining
the CNS equipment. This is the only institute of its kind in India. It meets
training requirement in the field of ATM and CNS Maintenance &
Operations, as per ICAO standards.

All the courses being conducted at CATC are in the form of
Standardized Training Packages (STPs) or Standardized Training
Guidelines (STGs) with well-defined course objectives. The training
comprises classroom contacts, lab demonstration followed by trainees'
repetition, exercises on simulators and on the job training at field
stations.

Methodology is chosen by assessment of effectiveness of various


techniques such as lecture (with question), case study,
discussion/conference, films/video, programmed instruction,
individualized instruction, simulation, laboratory training and computer
assisted learning, keeping in view the human factor, training objective
and the subject matter involved in a particular case.

Visit to an active airport and OJT at field stations are also included
as relevant to various courses. Besides imparting job centered training in
the field of CNS/ATM, CATC has capability to also organise the Course
Development Workshop to train instructors in the art of development of
standardized training packages using TRAINAIR methodology and
Instructor Development Programme (IT-IDP) to train new instructors in
instructional techniques. Courses are also reviewed periodically to
ensure that their content is relevant and meet current standards.

has been created as an autonomous body under the aegis of NIAMAR

(DGCA) and Bureau of Civil Aviation Security (BCAS) under one roof.
Memorandum of Understanding (MoU) has been signed amongst AAI,
DGCA & BCAS to become centre for Global Excellence in areas of
education, training and research in Aviation in Asia Pacific Region. Its aim
is to become a Deemed University in due course.

It has provided world class training modern infrastructure,


training, hostel facilities and best in-house & visiting aviation experts
comparable with the renowned Civil Aviation Training Institutes around
the world.

This Institute is one of the strongest pillars to shoulder the


responsibility towards Human Resources Development in various fields
of Airport Management such as Airport Operations, Airport Engineering -
Construction, Maintenance & Project Management, Cargo Management,

3.1.15 AERODROME OPERATIONS

This section looks after the operations at an airport. At


headquarter level this section approves and manages all the flight

operations at any airport. At airport level this section just monitors all
the services and any deficiency observed is brought into the notice of
concerned section and gets it rectified. This section ensures that
operation are smooth and as per the all mandatory norms such as DGCA,
BCAS, ICAO etc. Nature of job of operations section at station level is of
monitoring and coordination type it does not do directly anything by its
own but monitors the work and services provided by other sections. At
headquarter level this section controls the entire civil aviation operation
throughout country.

Software/ services used by Aerodrome Operation section include

described except FSAS. FSAS stands for Flight Slot Allocation System.
When an airline wants to operate a new flight from one airport to
another airport, it always want to operate in prime time i.e. morning or
evening. It is to be ensured that at source station there must not be
crowd in the terminal building due to other flight and facilities in at the
airport such as check-in counter, sitting arrangement, security checking
gadgets, parking bays for aircraft, parking stand for passenger cars etc all
are not full and the source station can accommodate the load of this
new flight. Similarly same has to be ensured at destination airport that
all the infrastructure available at destination airport is suitable to take
the load of this new flight and this infrastructure is not busy at sought
time due to other flight. Capacity of new aircraft is also a considerable

factor so that time required for its clearance can be decided. All the
information related with airport infrastructure and present traffic at that
airport is fed into the database of FSAS. The requirement of new flight,
when comes, is also entered into the system and software automatically
allocate the best possible time slot to operate the proposed flight.

3.1.16 AIRPORT SECURITY

Airport security section as the name suggests looks after the


security of an airport. Bureau of Civil Aviation Security (BCAS) is nodal
agency responsible for security of civil aviation in India and forms
various rules and regulation for it. Airport security section ensures that
those rules and regulations are followed in word as well as in spirit. Main
function of this section includes; implementation of various rules and
norms, conducting man power survey for security, deploying security
staff, dealing with contingencies, performing random security checks,
issuing entry passes for an airport, accessing and providing infra-
structure for security such as physical barriers/ structures, equipment,
etc. This section also ensure proper coordination:

I. With all departments in the Corporate Hqrs. regarding policy


matters related to airport security.
II. With Bureau of Civil Aviation Security and monitoring of
implementation of Bureau of Civil Aviation Security guidelines at
all airports.
III. With Central Industrial Security Force: induction of Central
Industrial Security and related issues at various airports.

described except TAEF. TAEF stand for Temporary Airport Entry Permit
Software. Entry passes required to enter into an airport are issued by
BCAS. BCAS offices are not available at every airport and it issues the
passes required for more than 30 days. Passes for daily use or less than
30 days are issued at an airport itself. TAEF takes the photograph of
aspirant and prepares the temporary entry pass to enter into an airport.
Pass so issued is valid only in particular area of airport which is clearly
mentioned on the pass. Details of all the passes issued and their
cancellation after expiry is maintain in this software being the legal
requirement. This software is also works in client-server architecture and
mater database is maintained at corporate headquarters.

3.1.17 AVIATIONSAFETY
1. Monitor the Aerodrome operations and detect the safety
hazards and point out to the ATM Directorate and the
other concerned Directorates.
2. Monitor the Air Navigation operations and detect the
safety hazards and point out to the ATM Directorate and
the other concerned Directorates.
3. Monitor the Aerodrome design activities of the Planning
and Engineering Directorates and detect the non-

11. Implement effective safety programs in all areas of
operations and passenger facilities with a view to provide
safe environment for aircraft operations and passengers at
all AAI airports.
12. Carry out annual audit of all AAI airports, civil enclaves and
other facilities with the objective of identifying operational
and system deficiencies, hazards and trends at ground
level.

navigational and landing aids, rescue and firefighting
services at AAI aerodromes are provided and maintained
inconformity with ICAO standards and recommended
practices and civil aviation requirements issued from time
to time.

15. Promote and develop activities that increase knowledge
and safety awareness amongst all department personnel of

3.1.18 FIRE AND SEARCH& RESCUE

As per international and national security norms a pre-defined


level of fire and search & rescue services has to be maintained at an
airport. This level is divided in categories. Each category is related with
the biggest size of aircraft operating on that particular airport. It is
already defined that for a particular type of aircraft of operate this
category is to be maintained and under this category so many number of
fire men, this much number of fire fighting vehicle, this much of water
storage, this much of foam, etc. are required. Apart from the firefighting

this section also performs the search and rescue services in case of an
accident. Fire crew is always kept in ready condition with all the vehicle
in start position for each lading and take off operation.

There is no specific software/ service provided by Information


technology section for Fire and Search & Rescue section. Normal

3.1.19 COMMERCIALDEPARTMENT

1. The main function of Commercial Department is to evolve policies


and guidelines for transparent and competitive selection of
bidders to operate commercial concessions at the airports which
are made available for passenger facilitation and to earn revenue
to AAI.
2. The purview of commercial functioning also includes allotment of
space in terminal buildings/hangars to user agencies at applicable
rentals, identifying new venues for commercial exploitation and
monitors the performance of concessionaires at airports.
3. Provision of mandatory facilities at airports through competitive
bidding such as ground handling services, car park management,
common user counters, F&B outlets and other licenses such as for
duty free shops, advertisement rights, car rentals, travelers
requisite shops etc. form part of Commercial Directorate
functioning.
4. Studying the latest methodology being adopted by various airport
operators worldwide, to enhance the non-aeronautical revenue.

5. The concept of evolving Master Concessionaires appointment of
consultant, introduction of e-tendering etc. are being considered
for implementation.

3.1.20 LAND MANAGEMENT DEPARTMENT

Functions of land Management department are:

1. To establish ownership documents of the land and keep a


record of all the documentation.
2. Wherever land records are not available, to liaise with the
authorities to create the land ownership documents.
3. Wherever land is required to be acquired by AAI to liaison
with the State Governments and take follow up action for
getting it registered in the name of AAI and taking over
possession of the said land.
4. Shall monitor the entire land which is vested with the
Airports Authority of India.
5. Shall assess the encroachment that exist historically on AAI
land.
6. Shall define the said areas and initiate a dialogue with the
State Governments for the removal / rehabilitation of the

necessary.
7. Shall take adequate steps to prevent any encroachments
that may take place on AAI land with the help of a suitable
protection force.
8. Shall take follow up action in consultation with the
Department of Law where ownership documents have been
disputed or land acquisition process has been challenged
and the parties have taken recourse to legal action.
9. Shall formulate and implement Land Lease Policy.
10. Shall prepare proposals for commercial utilization of land.
11. Shall take follow up actions for lease of land to various
parties in the operational area as well as the non-
operational area whether by direct allotment or by call of
tenders.
12. Shall monitor leases and take follow up action.
13. Shall take follow up action for recovery of dues wherever
necessary.

any, to State Government

described in various headings except GLAMS. Full form of GLAMS is GIS
based Land and Asset Management System. This web based application
is implemented at 18 airports. It contains the details of land record of
that particular airport and various structure and services on that
particular land such as buildings, runways, aprons, taxiways, overhead
lines, water lines, cables, pipes, roads, etc. this also a client-server
application and master database is maintained at corporate
headquarter. A user from field station can either upload field data or can
generate customized reports based on already available data.

3.1.21 PLANNING

The department of planning is responsible for plan, design and


development of airport infrastructure and preparation of corporate plan
and long term perspective plan. Main sections under planning department
are architecture, structure, engineering etc. It is apparent from the name
that architecture department develop the new schemes from architecture
point of view i.e. capacity, scope and over all look and feel of the scheme.
Structure wing design the structural details and engineering section
prepares detailed scheme, complete tendering process and then execute
the works. Aerodrome planning and CNS planning also comes under the
planning directorate. These section plan and execute various projects
related to their discipline. However infrastructure for all schemes is
provided by engineering section only.

irrespective of make and model. This data is used by planning directorate in
planning various schemes such as strength and length of runway/ taxiways,
capacity of building, flight scheduling, slot allocation etc.

3.1.22 ENGINEERING

Functions of engineering department include:

1. Main task of Engineering Directorate is to plan design and


implement development works with the sole purpose of
providing maximum passenger comfort. Engineering Wing
has been very successful in implementing airport projects of
big magnitude which include construction of new airport
capable of handling jet/wide bodied aircraft. Engineering
also maintains airport facilities at all airport especially the
highest elevated airport in the world such as Leh.

3.1.24 CORPORATEPLANNING AND MANAGEMENT SERVICES
Following are the functions of CPMS department:

1. Collection, Compilation, Analysis and publication of air


traffic data in respect of aircraft movements, passengers
and cargo handled at Indian Airports.
2. Preparing annual plan, 5 year prospective plan, corporate
plan, prospective plan and long term plans of AAI etc.
3. Scanning the environment (internal and external) to identify
the factors having impact on corporate policies of AAI as
well as civil aviation sector.
4. Continuously updating the planning approaches and their
characteristics.
5. Undertaking various system study such as Operational
Research studies economic planning exercise, statistical
surveys, customer statistical surveys, normative planning
surveys, airport benchmarking surveys, capacity assessment
studies at passenger as well as cargo terminals.
6. Providing all necessary inputs to the various working
groups, planning groups committees appointed for specific
purposes, national and international organizations related
to Aviation Sector.
7. Representing the organization in the national / international
seminars, conference in the fields of corporate Planning,
Economic Planning, Statistical Data information collection
and dissemination.

8. Developing capacity estimation norms for the future
capacity planning and to assess the capacities in existing
terminals through Normative Planning Surveys.
9. Conducting O-D, Customer Satisfaction Surveys, Opinion
Surveys and Operation Research studies.

forecast.

CPMS section uses Local Area Network/ Wide Area Network,


Internet, Corporate email, Video conferencing, VOIP, Infosaarthee,
IFPIMS, AIMS, CMS, ETAPS, SPSS, MS Office etc. SPSS is statistical
analysis software of IBM. SPSS is in market more than 30 years and is
tried and trusted software. CPMS department does not have its
branches at airports and exists only at headquarters.

3.2 INFORMATION TECHNOLOGY DEPARTMENT

Information technology department was formed in Airports


Authority of India in April 2000. The department was initially started

 IT Intranet is presently available at around 80 Locations


including CHQ, RHQ, Training Centers & all operational
airports.
 Internet access provided to Managers and above rank
executives and also as per work requirement basis.
 All the networking components part of intranet solutions are
remote manageable and SNMP Enabled
 Network components are being monitored on 24x7 basis with
the use of Network Fault & Performance Management Tool
under Enterprise Management System(EMS)

3.3.2 VPN CONNECTIVITY

 Intranet available at respective locations is connected through


MPLS VPN Cloud from BhartiAirtel Limited
 Different mode of last mile connectivity including OFC, Copper,
Radio & VSAT at different locations
 VPN Bandwidth ranging from 2 Mbps to 128 Kbps depending
on the size of the intranet

working at 75 airports. Front end automation of airport
terminal management. Handling complete Traffic & Non-Traffic
Billing at all airports. Major modules include Terminal
Management, ATC, CNS, Commercial, Revenue Management,
Security, Legal, Land Management etc.
 Inventory and Maintenance Management Application Package
(IaMMAP) implemented at Central Radio Stores Depot, MT
workshop and IT section. This package is Capable of handling
all types of inventory and maintenance requirements.
 Integrated Finance & Personnel Information Management
(IFPIMS) is implemented at AAI headquarters and at regional
accounting unit (RAU) Safdarjung airport, New Delhi. IFPIMS
provides complete automation for Personnel and Finance
aspects
 Employee Pension & PF Information System(EPIS) providing
management of Pension and PF Trust accounts with access to
pension & PF Accounts to individual employees

3.5 MODERNISATION OF CNS/ATM SERVICES

All major air-routes over Indian landmass are Radar covered (29
Radar installations at 11 locations) along with VOR/DVOR coverage (89
installations) co-located with Distance Measuring Equipment (90
installations). 52 runways provided with ILS installations with Night

Landing Facilities at most of these Airports and Automatic Message
Switching System at 15 Airports.

AAI's successful implementation of Automatic Dependence


Surveillance System (ADDS), using indigenous technology, at Calcutta
and Chennai Air Traffic Control Centers, gave India the distinction of
being the first country to use this advanced technology in the South East
Asian region enabling effective Air Traffic Control over oceanic areas
using satellite mode of communication. Use of remote controlled VHF
coverage, along with satellite communication links, has given added
strength to our ATMS. Linking of 80 locations by V-Sat installations shall
vastly enhance Air Traffic Management and in turn safety of aircraft
operations besides enabling administrative and operational control over
our extensive Airport network. Performance Based Navigation (PBN)
procedures have been implemented at Mumbai, Delhi and Ahmedabad
Airports. It is likely to be implemented at other Airports in phased
manner.

AAI has undertaken GAGAN project in technological collaboration


with Indian Space and Research Organization (ISRO). In GAGAN project,
navigation will be through satellite based system. Navigation signals
received from GPS will be augmented to achieve the navigational
requirement of aircrafts. 1st Phase of technology demonstration system
has already been successfully completed in February 2008. Development
team has been geared up to upgrade the system in operational phase.

AAI has also planned to provide Ground Based Augmentation


System (GBAS) at Delhi and Mumbai Airports. GBAS equipment will be

capable of providing Category-II (curved approach) landing signals to the
aircrafts. The proposed system will replace the existing instrument
landing system in the long run, which is required at each end of the
runway.

The Advanced Surface Movement Guidance and Control System


(ASMGCS), at Delhi, has been installed by AAI. It has upgraded operation
to runway 28 from CAT-IIIA level to CAT-IIIB level. CAT-IIIA system
permits landing of aircrafts up to visibility of 200mtrs. However, CAT-IIIB
will permit safe landing at the Airports when the visibility is below
