INSTRUCTIONS TO TENDERERS
1.1 The Nigerian Petroleum Development Company Limited (NPDC) (a
subsidiary of Nigerian National Petroleum Corporation), a company
organized and existing under the Laws of the Federal Republic of Nigeria,
with its registered office at 62/64 Sapele Road, Benin City, (hereinafter
referred to as “Company”), has a requirement for the” for the
Construction of Egbema-West Dump Flood Candiadate well 20T
flowlines in OML 20

2.0 PREPARATION OF TENDER


2.1 The Tender shall be prepared and submitted in strict accordance with the
Invitation to Tender documentations as contain in:
i) The Instructions to Tenderers’
ii) Scope of Work - Appendix I
iii) Tender Return Slip – Appendix II
iv) Form of Acknowledgement Appendix III
v) Form of Commercial Tender – Appendix IV
vi) Commercial Template - Appendix V

2.2 The Commercial Tender shall be prepared and submitted in strict


compliance with the Tender Document. Partial or incomplete Tenders
received after the Tender submission date/time would be rejected.
2.3 Tenderer is required to provide the following information when submitting
its tender:
2.3.1 Commercial Tender: Form of Commercial Tender accompanied by full
and complete details of the Commercial bid as specified in the Template.
It is mandatory for Tenderer to quote for every line item. Quotation
submitted not in line with the attached commercial template will be
treated as a non compliant bid and will not be considered.
2.4 Tenderer shall note the following when submitting its tender:

2.4.1 Validity Period: Tenderer’s bid shall be valid for a minimum period of
One hundred and Eighty days (180) from the due date of submission
of the Commercial bid.

3.0 EXAMINATION OF TENDER DOCUMENT AND ACKNOWLEDGEMENT


3.1 Company may modify any part of the Tender Document at any time prior
to the tender submission due date. Modifications will be made in the form
of addenda to the Tender Document and will be transmitted
simultaneously to all Tenderers via mail.

3.2 Tenderer is responsible for examination of the Tender Document and


addenda and for satisfying itself in all respects as to the content and
nature of the documents and in general to have obtained for itself all
necessary information as to risks, contingencies and all other
circumstances that may, in any way, affect the performance of the Work.

3.3 Should the Tenderer find discrepancies in or omissions from any part or
has doubt as to the meaning or intent of any wording contained in the
Tender Documents that it considers will have an effect on the satisfactory
performance of the Work or should any other question arise, Tenderer
shall seek clarification in writing through the office of the Category
Manager, Upstream Services, SCMD, Nigerian Petroleum
Development Company (NPDC) Limited, and/or e-mailed:

adetunji.aladetimi@nnpcgroup.com; kawuwa.dawaki@nnpcgroup.com;
musbahu.abdullahi@nnpcgroup.com immediately on discovery of such
discrepancy or omission.
3.4 All such written communication must be specific to this Invitation to
tender only and must make clear reference to the allocated Tender
Number: AM/OML-20/TD/1219/0286B and the Tender Title, and must
reach him at least three (3) working days before the closing date of the
tender.

3.5 Where there are computation errors either in the rates in the tender sums,
sub-total or overall total, such errors shall be corrected and the tender
adjudged on the corrected tender sums. In the event of any conflict arising
from disparity between prices written in figures and words, the prices in
figures shall be applied.
4.0 SUBMISSION OF COMMERCIAL BID DOCUMENT
4.1 Completed COMMERCIAL BID documents should be submitted through
NIPEX portal on or before Friday, March 20, 2020 by 15:00 Hours to:

SCOPE OF WORK FOR THE CONSTRUCTION OF EGBEMA WEST


DUMPFLOOD CANDIDATE WELLS 20T FLOWLINES IN OML 20

The Scope of works and services for the Construction of Egbema-West


Dump Flood Candidate Well 20T Flowline in OML-20. Include all works
and services necessary for and incidental to but not limited to the following:

1. Mobilization of Equipment, Materials and Personnel to site.


2. Procurement, Supply, Construction & Installation of 550 Joints of API 5L
Grade B Poly Ethylene (PE) Coated 4.5” Sch. 40 Line pipes.
3. Supply, Fabrication, Installation of One (1) Nos. Wellhead Hook-up
assembly and tie-in, including all accessories.
4. Supply & Installation of flanges, bolts/nuts and other pipeline construction
accessories.
5. Procurement, Supply & Installation of 10 Joints of API 5L Grade B 4.5” Sch.
40 Bare Line pipes (Double Random Lengths) for Wellhead Approach and
Manifold Tie-ins.
6. Supply, Fabrication and Installation of One (1) Nos. Manifold Hook-up
assembly and Tie-in of Egbema West 20T to Egbema West Flowstation
Manifold (including provision for One (1) Nos 2” Class 600 Check Valve,
One (1) Nos 2” Class 600 Plug Valve and all associated flanges, gaskets,
elbows and supports as required).
7. Clearing of (5km x 5m) of Bushy Right of Way.
8. Trench excavation for Egbema West 20T (5km x 1.0m x 1.5m)
9. Stringing, Bevelling, and welding of 560 joints of 4.5” schedule 40 PE
Coated Line pipes.
10. Provision and installation of Two (2) Nos. 4.5” Sch. 40 45° elbow bends for
Egbema West 20T flowline.
11. Provision and installation of Two (2) Nos. 4.5” Class 600# RFWN Isolation
Ball valves and Flanges.
12. Provide for field joint coating of welded joints (Contractor expected to
provide all field joint coating materials).
13. Provide for the X-Radiography of all welded joints (including welded joints
on hook-up assemblies in accordance with API 1104).
14. Fill with water, Flush-to-Clean and Pressure Test the welded Flowline from
the well head location to Egbema West Flowstation to a set pressure (in
accordance with ASME B31.4).
15. Lowering of 550 welded joints into trench.
16. Backfilling of excavated areas including restoration.
17. Painting of Surface Flowlines and provide for identification marks and
painting of the constructed hook-up assemblies and the above ground
sections of the lines.
18. Provide for Two (2) Nos. 4.5” Sch. 40 Cathodic Protection Impressed
Current System Insulation Joints.

19. Provide for test posts to be spaced as approved by NPDC.
20. Provide for all necessary materials required for the termination of Egbema
West Flowstation Cathodic Protection Impressed Current System on
Egbema West Well 20T Flowline.
21. Provide for the installation of sacrificial anodes on Egbema West 20T
Flowline.
22. Provide for the crossing and complete re-instatement of One (1) No. Tarred
Road.
23. Provide for Five (5) nos. communication facilities as required by the site
engineers.
24. Provision of project report and production of As-built drawings for Egbema
West Well 20T Flowline (3 hard copies and electronic copies in CD-ROMs).
25. Provide for CASHES.
26. Demobilization and site clean-up.

(180) days from the date fixed for receiving the same and it shall remain
binding upon us and shall be accepted at any time before the expiration of
that period.

2. We agree that this Tender remains open for consideration unless and until
a formal Agreement between NPDC and us is executed, or the contrary is
expressly stated in any other document.

3. We agree that Nigerian Petroleum Development Company Limited is not


obliged to accept the lowest or any other Tender that is received.

incomplete, the NPDC shall have the right to disqualify this Tender.

completion certificate to be approved by the NPDC.
