1.0 PURPOSE
This procedure establishes the minimum requirements when conducting welder training and upgrading
and the selection of the welding instructor.
2.0 SCOPE
2.1 This procedure is applicable to all projects under the administrative control of Bechtel Construction
Operations Incorporated (BCOI). This includes but is not limited to direct hire, construction
management, and construction management services projects that may include joint venture or
partnership arrangement contracts in all business lines and regions.
2.1.1 For guidance on determining whether a project is under the administrative control of BCOI, see
Bechtel Operating Instruction 4MP-T11-M105, Standard Work Process Procedures.

2.2 Requirements for (Sub)contractors performing activities as described in Section 1.0 of this procedure are
found in Standard Work Process Procedure 4MP-T81-04102, (Sub)contractor Requirements.

2.3 In accordance with BCOI Operating Instruction, 4MP-T11-M105, Standard Work Process Procedures,
any deviation from this procedure shall be documented and approved in advance by the responsible
Manager of Construction (MOC) and Manager of CE&T Welding and NDE Services.
2.4 This procedure is applicable to the training of direct hire welders and/or welders not directly employed by
Bechtel but under their direct supervision and control. This procedure is not intended for conducting
welder performance qualification testing. Welder performance qualification testing shall be in
accordance with the Standard Work Process Procedure 4MP-T81-3704, Welder Qualification.

3.0 DEFINITIONS
3.1 Weld Control Manual (WCM)
The WCM is the compilation of applicable welding, brazing, soldering, bonding, PWHT, and NDE
standards and specifications including the Field Welding and NDE Matrix. This manual may be either
hard copy or a compilation of electronic files.
3.2.1 The Bechtel Welder Training Manual provides a structured welder training format to assist
jobsite/project management and welding instructors/welding engineers in establishing a welder
training program for on and off site welder training. This manual can also be used to upgrade
current welders’ knowledge of techniques and procedures.
3.2.2 The Bechtel Welder Training Manual provides guidance for the uniform development of entry
and upgrading level skills for welders. Basic safety, welding and training skill information are
presented for welding processes that Bechtel commonly use on all construction sites (e.g.,

Shielded Manual Arc Welding (SMAW), Gas Tungsten Arc Welding (GTAW), Flux Cored Arc
Welding (FCAW) and Gas Metal Arc Welding (GMAW).
Examination methods and techniques used to compare the condition of a part, component, or weld to
pre-determined acceptance criteria without affecting its future application. Governing codes dictate
specific NDE requirements.
3.4 Welder
Personnel who have demonstrated the ability to perform manual or semi-automatic welding by passing a
qualification test in accordance with Standard Work Process Procedure 4MP-T81-3704 Welder
Qualification. T81F
Personnel with little or no welding skills enrolled in a formalized Welder Training Program as defined in
this procedure.
A specific formal training of personnel with little or no welding skills. Through a structured curriculum,
trainees are taught welding fundamentals and skills that enable them to pass the appropriate
qualification test and perform acceptable production welding in the field.
Specified training for currently qualified welders or individuals with prior knowledge, skill, or welding
experience, to improve or expand their skills and qualifications.
Personnel selected or approved by the Manager of CE&T Welding and NDE Services with the required
experience and practical skills to conduct welder training/Upgrade in accordance with this procedure.

5.0 RESPONSIBILITIES
5.1 Site Manager (SM)
5.1.1 The Site Manager is responsible for ensuring adequate facilities for welder training and
upgrading are available and that the requirements of this standard work process procedure are
properly implemented.

The PFE approves all Field Material Requisitions (FMRs) for welding related equipment, consumables,
and tools in accordance with site welding requirements. The PFE also ensures that the Site Welding
Training/Upgrading Program is implemented in accordance with this procedure.
5.3.1 Responsible for Welding Instructors engaged in Welder upgrading in accordance with this
procedure.
5.3.2 Onsite point of contact for Welder Instructors when safety is an issue.
5.3.3 Responsible for all welder upgrades in accordance with this procedure.
5.3.4 The LFWE shall contact CE&T Welding and NDE Services for Bechtel Visual Testing (VT) Level
II Certification of the Welding Instructor in accordance with NEPQ.
5.4.1 Responsible for Welder Training in accordance with the BCOI Welder Training Program and
Welder Upgrading in accordance with the Welder Training Manual and this procedure.
5.4.3 Monitoring and replenishment of material and consumables associated with welder training
5.5.1 Responsible for development of a site specific Welder Training Program as defined in this
procedure.
5.5.2 Responsible for implementation of the approved on/off site Welder Training Program.
5.5.3 With Labor Relations and Industrial Relations, responsible for identifying available existing
training facilities in the proximity of the project and/or nearby pools of available labor for the
project. Responsibilities include assessment of such facilities for suitability of training welders
for the project and develop recommendations for Site Manager’s review and approval.
5.5.4 With Labor Relations and Industrial Relations, negotiate cost effective arrangements with labor
unions, technical colleges, and private organizations for facilities, services, trainee candidates.
5.5.5 Performs Cost/Benefit analysis on all options. Submits analysis with recommendations to Site
Manager for review and approval. The analysis shall include a comparison of building a jobsite
facility vs. use of available off site facilities.
5.5.6 With Project Subcontracts organization, develops and issues subcontracts and/or services
agreements with outside training facilities when required.

5.5.7 Issues Weekly Progress Reports for each training class to appropriate distribution as determined
by the Site Manager and BCOI management.
5.5.8 Issues Performance Assessment Report upon completion of each class that provides an
assessment of each trainee's performance, and recommendations relative to additional
upgrading at the jobsite.
5.5.9 Prepares and issues final Cost/Benefit analysis that addresses and explains any differences in
actual cost/benefits from those anticipated in original analysis
5.5.10 Responsible for Welding Instructors engaged in Welder Training as defined by this procedure.
5.5.11 For offsite welder training in remote locations, the Manager of Welder Resources & Training
(WR&T) shall contact CE&T Welding and NDE Services for NDE Level II certification for Welder
Training Instructors.
6.0 REQUIREMENTS
6.1 General
6.1.1 The Welding Instructor candidate shall be selected by the Manager of Welder Resources &
Training (WR&T) or LFWE and shall be approved by the Manager of CE&T Welding and NDE
Services.
6.1.2 The standard work process for selecting the Welder Instructor candidates and welder trainees
for the Welder Training program are shown in Attachment “A.” The work process for selecting
Welder Instructors for welder upgrading is shown in Attachment “B.”
6.2.1 The Welding Instructor candidate shall be selected in accordance with the Bechtel Welder
Training program.
6.2.2 The Welding Instructor shall provide the welder candidate’s classroom training and practical
shop demonstrations of the welding processes in accordance with the Bechtel Welder Training
program.
6.2.3 The Welding Instructor shall terminate the welders training if: the trainee is non-compliant to the
safety program or a lack of aptitude, skill or progress is shown, the Welding Instructor must
contact the Manager of WR&T as to the candidates’ status for direction and resolution.
6.2.4 The Welding Instructor shall maintain a clean and safe welder training/test facility and shall
ensure that all equipment is kept in an operable condition.

6.2.5 The Welding Instructor shall prepare and submit Field Material Requisitions (FMRs) to support
the training program, such as filler metals, plate & pipe coupons, consumable gas, and other
consumables in accordance with the Welder Training program for approval and process.
6.2.6 When a welder trainee has completed the Welder Training Program and has demonstrated the
ability to perform sound weldments, the Welding Instructor shall refer the trainee to the LFWE for
a qualification test in accordance with Standard Work Process Procedure 4MP-T81-3704 Welder
Qualification. T81F
6.3.1 The recommended candidate shall be reviewed for welder upgrading by the LFWE.
6.3.2 Welder upgrading shall be performed in accordance with the Bechtel Welder Training Manual.
6.3.3 The Welding Instructor shall prepare and submit Field Material Requisitions (FMRs) to support
the Welder Upgrading, such as filler metals, plate & pipe coupons, consumable gas, and other
consumables. The (FMRs) shall be submitted to LFWE for review, approval and further
processing.
6.3.4 The Welding Instructor shall terminate the welders upgrading at any time if: the trainee is non-
compliant to the safety program or a lack of aptitude, skill or progress is shown. The Welding
Instructor shall contact the LFWE as to the candidates’ status for evaluation and reassignment.
6.3.5 When a welder upgrade candidate has demonstrated the ability to perform sound weldments,
the candidate shall be administered the applicable qualification test in accordance with Standard
Work Process Procedure 4MP-T81-3704 Welder Qualification.

6.3.6 If a new hire has previous experience as a welder and has been properly screened, the welder
may be sent directly to the LFWE for evaluation and subsequent qualification as stated in
Section 6.3.5. If the new hire fails the qualification, the LFWE shall make an evaluation whether
to release, retest or recommend more upgrading for the new hire.
6.4 Records
The LFWE shall forward to project document control all welder qualification records and monthly
maintenance records for retention in accordance with Standard Work Process Procedure 4MP-T81-
1306, Retention of Construction Records. T81F
