INTRODUCTION

National sports associations and governments around the world have devoted that

sums of money to professional sport in an effort to win medals at major international

competitions over the last few years. Making good ethical decisions about life is never easy,

whether it is about working as an educator or a sports scientist, becoming a coach, or playing

a good game. Sometimes, it's hard because our beliefs and values might conflict with the

party, the individual in charge or maybe we just don't know.

There is an ethical dilemma when you are placed in a situation where you are

challenged or questioned about what you believe and you are forced to act. One ethical

dilemma involves making values-based choices. Many lying sporting situations are really

quite acceptable or appear to be. From a moral standpoint, being fair or impartial is an

attempt to be free from prejudice, fraud or justice.

Mohd Al Jufferi Jamari was dissatisfied with the referee's decision for example the

national Silat athlete. Any athlete who has played a game in the last 20 years knows the

answers and the reason for them is not about fairness or fair play, it's about strategy and how

games are played. Competitive athletics' real world is based on how the wins are achieved.

Melaka International Century Ride cancelled without refund 5 days before event

Article Issue

Myskillmedia Sdn Bhd, the organisers of the Melaka International Century Ride (MICR) has
raises the furor of the cycling community by cancelling the ride just five days before event on
is due to take place on October 30th. Some 2000 cyclists from around Malaysia and other
countries have already made arrangements for flights and accommodation for that event.
Cancellation of MICR due to financial problems.

Discussion

The event manager told participants that a special counter would be set up where
participants would be able to collect their jersey and finish medals. The notice also said that
the counter would receive the participants who are unable to collect the items by emailing the
organizer with their full details. Since then a dissatisfied participant has voiced his anger
about the abrupt cancellation.

The cycling community has lashed back with hundreds of angry comments calling it a
scam, and some have started lodging police reports and seeking advice against the organizers
on class action suits. The organizers are trivial in managing sporting activities and defaming
the country, and act unprofessional. MICR Event Director supposedly responsible and
reimburses participants for the registration fee.

In this case, the Ministry of Youth and Sports Malaysia (KBS) is the government
agency responsible for resolving this issue immediately to ensure that the same issue does not
happen again. KBS should emphasize the guideline for improving the quality of event
management and hire the qualified officer at any sporting events among organizing
committees.

Klang City International Marathon 2017 (KCIM 2017) event have no license from
Sports Commissioner

Article Issue

An accident occurred during running event ‘Klang City International Marathon 2017’ (KCIM
2017) on 10 December 2017.

Discussion

In this case, more shocked when the Sports Commissioner stated that the marathon
did not have a license. The organisers of KCIM 2017 did not apply for approval. This
investigation has been reported to Attorney General’s Chamber (AGC) and Ministry of Youth
and Sports Malaysia (KBS) has been amendment the Sports Development Act 1997 (SDA
1997).

The accident occurred at about 4.30 am around Jalan Kapar Batu 2. The car was
travelling from Klang to Kapar when it rammed into the runners from behind. The victim was
identified as Amiruddin Hamid, 37, Evelyn Ang, 44, and Ahmad Hadafi Jus, 42.
Unfortunately, one of the three runners, Evelyn Ang, sustained critical injuries from the
accident. After more than two months of fighting for her life, marathon pacer Evelyn Ang
breath her last on 1 March 2018. In this case, the organizer failed in organizing event and
take it easy. This is crucial case and unpredicted occurred in this event. However, the
organizers should be responsible and ensure that issue is resolved properly.

Based on amendment of SDA 1997, the rules have been tightened and mandatory for
sports organization or companies to get approval from Sports Commissioner. The organisers
must get the approval of license with the complete guidelines (SOP) of sporting events from
KBS. In addition, qualified officer from KBS as a special appointed in the event especially
for international events. KBS should emphasize the guideline to improve the quality of event
management and hire the qualified officer among organizing committees in any sporting
events.

The Podium Programme Failed to Achieve the Objective

Article Issue

The Podium program was launched in 2016 with an allocation of RM175 million. The
objective of this program is to achieve Malaysia's first gold medal in the Tokyo Olympics
2020, apart from emerging among the top 10 team of countries in the Asian Games and
Commonwealth Games 2018. However, the program is considered as failed when Malaysia
does not reach the target to be top 10 teams in the Asian Games and Commonwealth Games
2018.

Discussion

Several sports in Podium Programme failed to meet their medal target during Asian
Games and Commonwealth Games 2018 which lead to Malaysia did not achieve target of
being top 10 in both games. Malaysia was ranked at 14th place in Asian Games 2018 and
12th place in Commonwealth Games 2018.

The implementation of the podium program is considered ineffective because the lack
of well-planned program, without detailed research. It needs to be long term observation and
research using specialist in sports science such as sport massage, sport nutrition, sport
physiology, physiotherapy and others which focused on each specific sport.

Each different sport has their own different level of intensity and duration. This
knowledge is very important to ensure that the podium program is always on the right track.
Since the allocation for this program is quite large, it should be making the most used of it.
Actually, this program is quite good because it is able to give a positive impact that give 10
athletes who are able to occupy at least the top 6 in the world but not to extent of excellent as
they need to enhance it with a further observation based on the athlete’s personnel and
training duration of period.

Malaysia still has the opportunity to target the first gold medal at the Olympics Games
2020 with the latest and innovative technology and sport services from expertise that will
give the best booster as addition to the athlete’s sports performance in technical and tactical
ability in help to maximize the result in the future. Post-mortem on Malaysia's failure to
become the best top 10 in Asian Games and the Commonwealth Games 2018 should be
improve and change the well-planned plan should starts for now as soon as possible to

identify the strength, weaknesses, opportunity and treats in order to help cover up the
disadvantages and also the process of improvement of performance.

INTERNATIONAL

Khabib Nurmagomedov and Conor McGregor suspended for UFC

Article Issue

The Ultimate Fighting Championship (UFC) match between McGregor and Khabib
Nurmagomedov is a rather hot match. Khabib was won the match. However, the win was
slightly contaminated as soon as the match ended, Khabib Nurmagomedov acted out and
attacked the audience, Dillon Dannis, who was also McGregor teammate.

Discussion

Before match starting, McGregor made various provocations against Khabib and all
this while, he was silent. Provocation is made against his family and his religion. Khabib is a
Muslim and he does not like when something touches on these two things. But knowing
McGregor's attitude, he uses whatever issues to make his opponent angry before the game
begins.

Currently, Khabib is a fighter with 27 unbeaten win records and McGregor is his last
victim. But Khabib's actions are not supported by 100 percent by fans and friends involved in
the sport. Khabib Act has defamed the name of UFC. He can be a great winner but this
incident will cause his reputation to be scratched.

As a professional athlete Khabib needs to act professionally in the face of external

problems that interfere with his emotions. The defeat of the enemy has been determined
based on the prevailing regulations. UFC's action did not want to hand over the championship
belt to Khabib after what happened was a good decision and as a lesson for Khabib.

The organizer needs to tightened competition rules, it is because this competition

involves physical clash & emotions. The organizer must place a requirement that riot after the
competition will be subject to the most severe penalty and the possibility of their title as
winner will be immediately withdrawn. The security feature should be tightened from the
supporters to make extreme provocations that could trigger of angry.

Commonwealth Games: Ex-Mauritius official charged with sexual assault

Article Issue

Sexual harassment occurred during the Commonwealth Games 2018 that involving Mauritius

athletes allegedly harassed by Team Official.

Discussion

Trust is given to Team Official in managing their athletes but if the ethics and moral
values as an official has been entrusted with the trust does not apply, it is likely to result in
sexual arousal. This is because Team Official and athletes had spent many times together.
This is where we can see the importance’s of sports policy to be reminded from time to time
for every competition.

Sexual harassment is an immoral activity. It can happen when it involves an infinite

association of different genders. It should be eradicated because it involves dignity. The
importance’s of the sport policy to the sport association either formal and informal
tournament and competition need to be highlighted as a rules and guidelines to the
sportsperson, team officers, organizers and even to the athletes itself so that they know what
is their limits and their borderline of each specific duty.

Sport attire also being another factor to attribute to the cause of misconduct as a team
official because they’re also a human being and most of them are men. They do have feelings
and desire to opposite gender. So that, Team Official should be among the same gender. As
an athlete, it is a normal daily habit when wearing sport attire to every place as they go freely
but non-athlete will feel like it is extravagant to them. This can lead to stimulation of the level
of men’s sexual arousal.

The issue of sexual arousal between athletes and team officer during athletes' village
or competition should be eradicated. My suggestions are to identify the background of the
team officer before making an interview by reviewing all applications. Every team officer
must be applied with code of ethics and behaviour as a team officer. The most important is
the officer must have conscious of the limitation relationship with the athlete and try to
appoint the officer’s gender as same with the athlete.

Barcelona sue Neymar for breach of contract

Article Issue

Barcelona are suing Neymar for 8.5 million euros (7.79 million pounds) for breach of
contract as they want him to return the bonus he was paid when he signed a new five-year
deal just nine months before joining Paris St Germain, the Spanish club.

Discussion

In this case, PSG has been identified as the troublemaker of a breach of contract
between Neymar and Barcelona. PSG starting to purchase Neymar after Barcelona refuses to
negotiate for the purchase of one of their best players.

Neymar who joined PSG earlier this month after the French Club sparked a transfer
clause amounting to 222 million euros (RM1.18 billion). However, the end Neymar was
found guilty of breaking the contract. After a period of days signing a contract with PSG,
Barcelona refused to pay a £ 26 million (£ 191.96 million) loyalty instalment to Neymar who
was supposed to be accepted this summer after allegedly breaching the contract.

Neymar's camp claimed that after July 31, the second bonus was due, by which stage
he was already a Barcelona player and saw his contract for the first year. The club maintains
that the Brazilian is in violation of the deal, has departed and not only wants to keep the
amount but has also sued for the return of the first bonus payment as they claim that the
decision was made before the end of July, even though the agreement did not allow him to go
to France until 3 August.

Barcelona have taken this action in defence of its interests. That defence will be
carried out according to established procedure at the appropriate institutions, without at any
time entering into any dialectical battles with the player. Neymar was supposed to respect
Barcelona as his employer and notify any decision to Barcelona. This is because Neymar has
been agreed and signed a contract with Barcelona until 2021. Neymar is supposed to be
honest and not to back off Barcelona.
