GROUP WILL ACCEPT OFFERS BASED ON TERMS AND CONDITIONS OF THIS "REQUEST FOR QUOTATION
[RFQ] & TENDER DOCUMENT" ONLY. DEVIATION TO TERMS AND CONDITIONS OF "REQUEST FOR
QUOTATION [RFQ] & TENDER DOCUMENT" MAY LEAD TO REJECTION OF OFFER.

PRIOR TO DETAILED EVALUATION, PURSUANT TO "BID EVALUATION AND REJECTION CRITERIA", TRIDENT
GROUP WILL DETERMINE THE SUBSTANTIAL RESPONSIVENESS OF EACH BID TO THE "RFQ & TENDER
DOCUMENT". FOR THE PURPOSE OF THIS, A SUBSTANTIALLY RESPONSIVE BID IS ONE WHICH CONFORMS
TO ALL THE TERMS AND CONDITIONS OF THE BIDDING DOCUMENTS WITHOUT 'DEVIATIONS' OR
'RESERVATIONS / EXCEPTIONS'. TRIDENT GROUP'S DETERMINATION OF A BID'S RESPONSIVENESS IS

SCOPE OF WORK

1.0 General Information

1.1 The Scope of Work includes but not limited to Design & Engineering, Procurement & Supply of
Equipment and Materials, Testing at manufacturers works, Inspection, Packing and Forwarding, Supply,
Receipt, Unloading and storage at site, carrying out associated Civil works, Services, Permits, Licenses &
Statutory clearances, Installation and Incidentals, Insurance at all stages, Erection, Testing and
Commissioning of 10MW (Location-1:- Budhni Manufacturing Facility, Trident Limited, Hoshangabad
Road, Budhni District - Sehore, Madhya Pradesh - 466445) & 02MW (Location-2 :- Sanghera
Manufacturing Facility, Trident Limited, Sanghera Complex, Raikot Road, Barnala, Punjab – 148101) Grid
Interactive Solar PV Power Plant and performance demonstration with associated equipment and
materials along with associated Distribution system (By means of Cables using the existing route
wherever possible otherwise, similar cabling arrangement should be made in the missing portion of the
cable route).

The turnkey contract shall be in accordance with all applicable regulations and permits so that the solar
PV plant fulfils the feed in tariff requirement set by the government, guaranteed performance and the
technical specifications presented in various sections of this document. The design of the plant shall be
carried out meeting the regulatory norms of CERC.
The development of solar PV plant by the turnkey EPC contractor shall essentially include:
- Basic project planning including project sequencing and scheduling, basic and detailed designing,
project component selection preparing engineering and construction drawings, availing planning
permissions and all other requirements as required for commissioning.
- Supply, sourcing, procurement, transportation of all solar PV plant equipment’s, required insurance,
electrical components, structural components, civil engineering material, mechanical engineering
components and all other construction equipment ‘s as required for development, implementation,
construction, testing and commissioning of the plant up to the point of commercial metering.

The scope includes:


A. Design, develop, procure, construct and commission various grid connected Ground & tin-shed
mounted solar photovoltaic power plants, which includes, but is not limited to the following:
a) Mounting frames, structures, array foundation (grouting on terrace), earthing grid design, and
module inter-connection.
b) All System Junction boxes
c) Power Conditioning Units (PCU) with monitoring
d) MPPT – Max power point tracking built in the PCU
e) Appropriate AC power evacuation panels or inverters, according to Site requirements, with bus
bars (in-built or otherwise) and circuit breakers
f) Protection or isolation systems g. Power and Control Cables
g) Earthing system for PV Array, DC power system, lightning protection system
h) Data monitoring system with remote monitoring facilities
i) Transportation, unloading, and loading of all equipment at Site
j) Project Management including adherence to all requisite safety practices
k) Firefighting and fire detection systems
l) PLC system with back feed protection for DG synchronization.
m) Making arrangements for water in the plant area for module cleaning along with cleaning
mechanism
n) Control room or panel (which ever may be found appropriate) for the plant built in suitable
material, with proper ventilation for temperature control of the equipment and serviceability
within the building. Alternatively, the existing meter room can be utilized after proper designing
and approvals of the building owner.

B. Installation and Commissioning of various grid connected Ground & tin-shed mounted solar
photovoltaic power plants, that includes:
a. Design and construction of foundations or grouting for holding module mounting
structures without puncturing the tin-shed; maintaining proper drainage of rain water
over terrace through the installation area; cable routings through PVC pipes not
obstructing the movement on the terrace.
b. Before commencement of work, the Selected/Empaneled Bidder shall obtain approvals
for all related drawings from the relevant and concerned building authorities.
c. All drawings shall conform to relevant IS/ IEC standards.
d. Special care to be taken while designing all structures for modules to cater to heavy
rainfall, strong winds and earthquake that may be prevalent in the area.
e. Undertake Pre-commissioning and Commissioning of all supplied equipment.
f. Test running of the grid-connected solar facility including load trials at Site, prior to
handover and commencing energy export for metering.
g. Grid commissioning: the plant needs to be grid interactive. Interconnection points to be
checked and certified by the concerned distribution licensee for accuracy and safety.
h. Installation of Main Meter and Backup Meter, if any with submission of drawings for
grid interface for each individual power plant and get approved prior to commencement
of work on Site
i. Commissioning certificate from relevant authorities for the Facility.

C. The following Statutory Clearances shall be obtained by the Selected/Empaneled Bidder wherever
applicable:
a. Building and Architectural Drawings approvals from relevant authorities
b. Electrical System approval (Chief Electrical Inspector)
c. Fire System approval (CFO)
d. All equipment, accessories, materials, civil construction & erection works should comply
with statutory requirements, IS and required and highlighted IEC standards.
e. All statutory requirements for working at the Site like labor registration, workman
compensation policy, ESIC etc. to be complied with by the vendor before deployment of
resources at the Site.
- Arranging for power and water during construction, obtaining permits and approvals from all local
stake holders as per the Division of responsibilities, government statutory bodies, obtaining
permissions from electrical inspectorate, Liaoning with discom utility as required, providing
evacuation infrastructure up to the point of interconnection and relay testing as required for completion
and commission of plant.
- Providing construction infrastructure like site office, stores etc., assembly and construction of the entire
solar PV plant, all pre-construction tests, site management and supervision, labor provision, testing and
commissioning of all the equipment of the Ground & tin-shed mounted solar PV plant within the plant
premises. Overall scope of contractor for site construction activities is also presented of the main
contract.
- All the operations not expressly included, that are necessary for proper functioning of the solar PV plant
and fulfilment of the guaranteed performance, rules, regulation, and applicable codes, being the

meaning of necessarily all these things which are inherent to the Project and without which the solar
PV plant would be unable to start operating commercially.
- Commissioning of the Ground & tin-shed mounted solar PV plants and required evacuation system,
with provisional acceptance 30 days start-up performance test as per approved test Procedures as
required by the owners.
- Comprehensively warranting the solar PV plant against all defects through a defects liability period
(DLP) of two years, transfer all component warranties to the owner’s post completing the DLP.
- Work execution must be carried be carried out in safe environment following all safety standards on all
buildings. EPC contractor shall release safety policies & procedures to followed during work execution
with the prior approval of client/consultant.
- EPC contractor shall be liable to provide quality work to meet SECI/Client/Consultant authorities
requirements along with applicable standards of solar Ground & tin-shed mounted PV Plants. EPC
contractor shall release quality policies/plans & procedures for client/consultants’ approval which will
be followed during execution of work.
- It shall be bidder ‘s responsibility to check the feasibility of basic grid connection and power
evacuation termination points from electrical utility. Based on the feasibility, bidder shall obtain the
permission for termination from the electricity utility.
- It shall be bidder ‘s responsibility to obtain all applicable permits from MNRE and other Govt.
Authorities to ensure that all equipment’s supplied for the project receives all the benefits &
exemptions applicable to solar power projects under various incentives/guidelines/policies/notification
of the government of India.
- Expenses for any other works, supply of material, and providing services required for the successful
commissioning and operation of the plant, but not specifically mentioned in this document
- First-aid medical facilities at the Site during construction to be provided by the
Selected/Empaneled Bidder(s)
- All local labor, employment, and other issues shall be handled independently by the Selected/Empaneled
Bidder(s).
2 CONTRACTOR AND OWNER OBLIGATIONS
Bidders are expected to confirm and submit this along with their techno-commercial offers.

2.1. OWNER’S BASIC OBLIGATIONS


Unless specified or described elsewhere in other sections of this technical document, the owner shall be obliged to:
a) Availability of Ground & tin-shed mounted: TRIDENT shall endeavor to provide Ground & tin-shed
mounted for the Project. Free and clear of all Liens and encumbrances prior to the mobilization of the EPC
Contractor at site.
b) Permits and Approvals: Obtain all necessary basic permits for solar PV plant development under feed in tariff
policy and sign Power Purchase Agreement (PPA) with DISCOM. Bear all statutory fees and undertake
responsibility to obtain and maintain authorization for interconnecting the plant to utility.
TRIDENT GROUP shall assist the EPC Contractor in obtaining other applicable permits which are required to be
obtained and maintained by the EPC Contractor, including providing signatures or other documentation required
from TRIDENT GROUP.

c) Local Assistance: If requested by the EPC Contactor, TRIDENT GROUP shall assist the EPC Contractor in
ascertaining the nature and extent of applicable law and customary practice in India which may affect the EPC
Contractor in the performance of its obligations. However, the EPC Contractor shall bear the cost of
any documents, records, copies and similar materials obtained by TRIDENT GROUP in connection.
d) Others: Appoint representatives to communicate and cooperate regularly with contractor or its
representatives in any manner on reasonable request by the contractor. Appoint quality assurance
personnel to witness tests on the all necessary plant equipment ‘s prior to the supply / procurement as
mentioned in this agreement
Appoint owner ‘s engineer / independent technical consultant for reviewing project designs, detailed
engineering, drawings, equipment specifications and all project management documents provided by
contractor.
Maintain cash flow of the project and make payments to the contractor after satisfactory completion of
its obligations as specified in other sections of this technical document.

2.2. TURNKEY EPC CONTRACTOR’S BASIC OBLIGATIONS

In addition to obligations of contractors specified elsewhere in other sections and information by


TRIDENT GROUP, the turnkey EPC contractor shall be bound by the following basic obligations.
a. Adherence to scope of work, all the sections of this document along with all the appendices and
drawings is essentially a key obligation of the EPC contractor.
b. These specifications are applicable to all the Ground & tin-shed mounted Solar PV plants being
developed in MP.
c. The EPC Contractor shall perform the design and engineering of the solar PV plant and to conform to
the design criteria acceptable to TRIDENT GROUP safety and environmental standards.
d. The EPC contractors shall implement and execute the required evacuation arrangement from
the PV Plant
e. Interface management shall have the central importance to the delivery of the solar PV project. The
EPC contract shall strategize the interface management tasks complete until the successful
commissioning of plant.
f. Bidders shall independently conduct resource assessment and predict energy yields clearly specifying
losses and degradation over project lifecycle for each of the Ground & tin-shed mounted. TRIDENT
GROUP shall closely monitor these losses and degradation, and shall link with project performance.
Bidders are expected to complete the Project Characteristics presented in ANNEXURE 1 for all the
Ground & tin-shed mounts.
g. Wherever standard codes are provided in the document, stringent codes shall be followed by the
contractor; wherever codes are not mentioned latest relevant Indian, NEC and IEC codes shall be
followed.
h. The project being a turnkey contract, scope shall include everything as required for successful
implementation, commissioning and operating the plant for its lifecycle of twenty-five years.
i. Wherever required Port clearance, port handling, port charges, other local incidental costs equipment
delivery, commissioning spares, other required spare parts and any other related expenses shall be
borne by the EPC contractor.
j. Contractor shall perform works strictly adhering to technical documents and drawings approved by
the owner / owner ‘s independent engineer and requirements established by the relevant technical
regulations.

k. With no limitations, the EPC Contractor shall implement the project professionally, using high
quality engineering design standards and project management warranting the procedures in
accordance and consistent with prudent industry practices and all applicable Law.
l. In the event pursuant to inspection or re-inspection by TRIDENT GROUP the EPC Contractor shall
promptly, but in no case later than fifteen days from the date of such rejection, make good such
rejections either by remedying, rectifying, correcting and/or replacing such equipment as may be
necessary to the satisfaction of TRIDENT GROUP.
m. Contractors shall follow and perform all works in accordance to this technical document, as per PPA
(and all amendments) and evacuation utility project requirements.
n. EPC contractor shall provide and maintain at its own cost and expenses all required site power,
security guards, warning signs, surveillance system, when and where necessary or required by
TRIDENT GROUP.
o. The EPC Contractor shall be responsible for all equipment in its custody stored, loose, semi-
assembled and/or erected at the project site. The EPC Contractor shall make suitable security
arrangements, including employment of security personnel, to ensure the protection of all the
equipment ‘s, goods, supplies, the Contractor ‘s equipment and works from theft, fire, pilferage and
other damages and losses.
p. Contractors shall strictly follow the start-up and functional requirements of the project as presented in
this document. This shall essentially include all the material and construction equipment supply,
implementation, testing and commissioning of the relevant systems as required for successful
completion, commissioning and O&M for five years.
q. Contractor and its Subcontractor ‘s manpower shall be in compliance with appropriate labor and
other statutory act/rules/regulations/orders by Government of India.
r. In no case tin-shed to be damaged during execution. Contractor shall reinstate all areas which have
been disturbed during the Work with finishing, painting, plastering, cleaning, etc. in conformance to
the contractor ‘s best practices and in acceptance to the developer.

1 TECHNICAL SUBMISSIONS
All bidders are required to submit duly completed forms and confirmation on adherence for all the
appendices. Bids are likely to get rejected if any of the following submissions are found missing. The
appendices are:

In addition to above, bidders are also required to submit a typical conceptual design and drawings, with
their proposed project components. This shall essentially include but not be limited to:

- Mounting structure design concept.


- Typical conceptual overall plant layout.
- Typical Project implementation schedule.
- Typical Electrical schematics.

3. PROJECT START UP AND FUNCTIONAL REQUIREMENTS

The start-up and functional requirements shall essentially meet all the supply, installation, testing and
commissioning by contractors as required to complete the solar PV plant and the required evacuation
infrastructure within the solar PV plant premises. Any and all the functional requirements shall be non-
exhaustive and shall conform to latest Indian or International standards, wherever not applicable best
industry engineering practices shall be followed with prior approval from Owners Engineers.

2.1. SITE FACILITIES


Contractor shall provide all Site facilities, including all utilities for its use within and outside the project
site premises.
Storage and security for PV modules and material / inventory shall be in the contractor‘s scope.
Respective Supplier standards, recommendations and practices shall be followed for open storage and
covered storage for all he equipment.
Appropriate housekeeping and security shall be provided by the contractor to timely replenish the
material breakage / theft/ repair including transport without cost to the owners.

One no. of weather station per site shall be supplied & erected by EPC contractor.

2.3. FIRE FIGHTING AND DETECTION SYSTEM


The solar PV plant shall be equipped with suitable fire protection and fighting systems for entire PV
array area and near evacuation point as per the Indian fire safety standards and local fire authority
requirements. Firefighting of transformers and other electrical equipment ‘s as required shall be in
accordance to tariff advisory committee, CBIP, IS 10028, NFPA 70 and NFPA 15.
Fire Extinguishers: Portable type fire extinguishers conforming IS10658 shall be provided as means of
dealing effectively and immediately with fire caused from oils, solvents, gases, paints, varnishes,
electrical wiring and all flammable liquids and gases. System shall comply with required insurance
norms. Following type of portable fire extinguishers shall be provided.
- DCP type fire extinguisher 5kg capacity.
- CO2 operated hand portable extinguisher 5kg Capacity.
All the fire extinguisher shall be subjected to anticorrosive treatment and shall be painted and marked as
per requirement of relevant standards.
Fire buckets: Fire buckets shall be provided with fine sand near evacuation substation in case power is
evacuating at 11kV. These buckets shall be fixed on an angle iron frame as per requirement of local
authorities. Fire buckets shall be painted red with additional handle at the bottom. Adequate sand pit
locations to be provided by the contractor at strategic locations.

2.4. AUXILIARY POWER SUPPLY SYSTEM

Auxiliary power supply requirements shall be catered from the power evacuation supply source,
consequently the auxiliary energy consumption shall be deducted from the energy generated from the
plant. The consumption therefore will be charged at the feed in tariff rate. Increase in auxiliary
consumption would directly impact on the plant performance ratio; contractors are thus advised to take
this into account for energy yield computation.
The plant auxiliary power supply system can either be centralized, distributed or a combination. In any
case EPC contractors are required to maintain system redundancy with adequate standby transformers.

2.5. SITE RESTORATION


Contractor shall reinstate all areas which have been disturbed during the Work with finishing, painting,
plastering, cleaning, etc. in conformance to the contractor‘s best practices and in acceptance to the
developer.

3. RESOURCE ASSESSMENT AND ENERGY YIELD


EPC contractors shall be legally bound for the plant performance guarantee committed during the
submission of techno-commercial bids. Long term energy yield prediction for the period of 5 years
including the defects liability, warranty of five years and O&M period of five years shall essentially be a
key parameter in shortlisting of bidders.
In addition to first year energy yields, bidders shall submit long term prediction clearly indicating the PV

module initial and annual degradations.

3.1. BENCHMARKS FOR ENERGY YIELD COMPUTATION


Energy yield prediction essentially depends on simulations and loss assumptions. Bidders must use
PVSYST version 6.68 as the simulation tool for energy yield predictions. A lower version is not
acceptable however, a higher version, if available, would be preferred. Simulation must consider all
losses including AC losses up to the utility inter connection point. PVSYST simulation report (in .pdf
format &. PRJ) shall clearly indicate simulation parameters, near shading definition, horizon shading
definition, main results and main PV components used and the loss diagram.
Assumption of losses largely depends on past experience of bidders in similar locations and climatic
conditions; however, loss benchmarks presented in Table 1 may be maintained for computation.

Bidders are advised to evaluate the dust profile on site and define the O&M
Soiling strategy for maintaining the annual soiling loss. However, 2% can be
considered for initial calculation.
Modules are sold with a nominal peak power and a given tolerance within
Module quality
which the actual power is guaranteed to lie.
Although this loss depends on EPC contractor‘s capability to connect PV
modules of same current/voltage profiles in series. Since the PV modules
Module mismatch shall be free issue item to the contractor, the developer shall provide
manufacturer‘s confirmation on uniform current/voltage profiles for
delivered batch of modules.
Electrical resistance in the cable between the modules and terminals of the
DC cable inverter give rise to ohmic losses (I²R). Maximum benchmark for this
assumption shall be 1%.
Bidders shall take Euro efficiency or Californian efficiency for energy yield
Inverter performance
computations. Minimum benchmark for this efficiency.
AC losses shall occur in LV AC cabling, HV AC cabling up to metering.
Bidders are expected to provide detailed losses segregating said areas with
AC losses
appropriate justifications. Maximum benchmark for this assumption shall be
1%.
Plant availability Bidders are expected to offer maximum plant availability; owner assumes

100% plant availability for project economics but plant down time will be 3
days/year need to consider.
Bidder shall consider the energy consumption arising due to the auxiliary
equipment such as electrical equipment, security system, monitoring

equipment and lighting in the energy yield calculation. Maximum auxiliary
consumption shall be restricted to 0.2%.

3.2. MODULE DEGRADATION


Bidders shall specify the initial and annual degradation thereon for 25 years. The values shall be
supported by manufacturer ‘s confirmation based on past experience and track record on proposed
modules.

4. PV PLANT PERFORMANCE
4.1. GENERAL
Bidders shall independently carry out performance estimation based on the solar resource data provided
and proposed project components. The performance estimation shall be presented in the form of
percentage Performance Ratio (PR) as well as percentage Plant Load Factor (PLF). Annual PR and PLF
values for the first five year of plant operation must be provided.
PR guarantees for the plant should be at or above 78% PR guarantees should be quoted considering first
year degradation of PV modules.
Further in the document these values shall be referred to as guaranteed performance values / levels.
EPC contractors shall be legally bound for the plant performance estimation committed during the
submission of techno-commercial bids. In case of underperformance of the plant in accordance to the
agreed performance guarantees, owner shall claim monetary compensation from the contractor as per the
agreed commercial obligations or en-cash or withhold any performance guaranteed bank guarantees
submitted by the contractor. Any such binding shall be for a minimum period equivalent to defects
liability, warranty and O&M period.

4.2. TESTING OF PV PLANT


It will be the EPC contractor‘s responsibility for arranging all the consumables, instrumentation, material
and human resources as required for complete commissioning, start-up tests and performance ratio
calculation.
Owner‘s representatives shall witness all the tests, which shall be conducted prior and post
commissioning of the PV plant. Owner / Owner‘s / Lender‘s/ Procurer‘s representative shall
independently validate all the subsequent test results with the contractually agreed acceptance criteria
and shall be in compliance to the agreed acceptance criteria.
Key milestones and test procedures are as follows;

4.2.1. START-UP TESTS


The start-up tests shall be the first step for provisional acceptance of plant. These tests shall essentially
include:

- Establish peak power (Wp): Prior to conducting any tests, the EPC contractor must establish the total
installed peak power of the plant. Peak power measurement shall be carried out at string level for the
entire plant using an industry accepted PV analyzer. Peak power obtained during test conditions shall be
extrapolated to STC conditions to arrive at the plant installed capacity. Accepted deviation in
extrapolated peak power and module nameplate power should always be in the positive side. be in the
range of ±3%. The tolerance is allowed for measurement error and environmental conditions. For
negative deviations each module in the string shall be checked and any damaged module shall be
replaced.
- Open circuit voltage (Voc): This test verifies that strings are properly connected (module and string
polarity) and that all modules are producing the expected voltage according to the module data sheet.
The start-up test shall be carried out immediately after 7 days of physical completion of plant.

4.2.2. PROVISIONAL ACCEPTANCE TEST (PAT)


Provisional Acceptance Test shall commence immediately after all issues arising from the start-up test
have been rectified. Visual inspection shall be carried out for the entire plant to ensure all installations
are in-line with manufacturer recommendations and client‘s technical specifications. All PV module
installations, electrical connections and civil construction will be checked and if found satisfactory, a
physical completion certificate will be issued.

The Performance Test at Provisional Acceptance will determine the Actual Corrected Performance Ratio
of the Plant.
Temporary secondary standard Kipp and Zonnen CMP 11 pyranometers installed at the PV module tilt
shall be provided for each of the Ground & tin-shed mounted PV plant site for PAT. These must be
cleaned before the test commences and then visually inspected for cleanliness during the tests.

The data for the Performance Test report will be collected during a rolling fifteen (15) Days duration,
between sunrise and sunset. In the event the Plant is not fully available for some time during the test
period the respective daily dataset will be skipped and the test period will be extended in order to obtain
a full set of data for an equivalent 15 days period with 100% availability. The test should be repeated in
case more than 5 days have been skipped, except days that were skipped due to circumstances that are
beyond the Contractor ‘s control (e.g. weather or grid faults, etc.). All data collected during PAT shall be
shared with the Owner / Owner‘s representatives.
PAT will incorporate the following:
- Availability test: This test verifies the plant availability during operating hours. The test shall be
conducted for fifteen days during Provisional Acceptance. Plant availability will be checked by
comparing the energy exported to the grid with corresponding irradiation measured at a time-step of 15
minutes for the test duration. Plant availability shall not, for any given period fall below 99%.
- Performance ratio test: The performance ratio (PR) is a measure of the quality of the design and the
components of the PV Plant. It is the relationship between the actual energy produced Energy measured
at the Plant‘s energy meter and Energy theoretically produced by the PV modules. For PR calculation,
the plant auxiliary consumption shall be deducted from the energy measured.
The Performance Test Procedure shall determine:

- The Actual Corrected Performance Ratio of the Plant at the time of Provisional Acceptance, to be
compared to the Guaranteed Performance Ratio. This is referred to as the Provisional Acceptance Test
(PAT).
- The performance test shall be carried out to compare the guaranteed PR and measured PR.
Performance Ratio during the acceptance test shall be calculated using following formula.

It is defined as:

EProduced – Net exported energy recorded from ABT/MFM meter (plant end meter) in kWh in a test
period
GEAjusted - Irradiation energy on module plane in kWh/m2 in test period (as explained above)
PSTC - Summation of nameplate ratings for all installed modules in given power blocks during the
acceptance test in kW
GESTC - STC irradiance i.e. 1 kW/m2
Tc - the insolation-weighted average module temperature based on measurements over the period
Tmod_period_ref - the hourly reference module temperature taken from PVSYST for the same hour
Ptpv - Thermal losses factor for the photovoltaic generator
γ - Power Temperature Coefficient as given in the specification sheet of module (a negative
percentage value)

The PR test shall be conducted as specified below:

- The PR measured on-site shall be compared with the guaranteed performance levels provided by
EPC contractor for the specified time period.
- Measuring instruments to record on-site data shall include a calibrated pyranometer with an
accuracy of more than 98%, temperature sensor, data logging systems and operator approved grid
meters.
- Contractor shall be responsible to conduct the first PR test (as a part of PAT) only after achieving
physical completion, synchronizing the plant with the grid, commissioning of fully functional
SCADA system and by complying with all relevant requirements from utility, CEA and other
statutory agencies as per central and state regulations and policies. Following the acceptance of this
PR value, owner shall issue a certificate of the operational approval of the Solar PV plant.
- The PR values shall be computed based on actual energy exported to the grid after deducting the
auxiliary consumption of the plant.
- If the Contractor fails to achieve the guaranteed performance levels, contractor shall at its own cost
rectify all the defects identified during the test and take necessary steps/efforts to pass the PR test
within the stipulated time span. Subsequent to rectification the PR shall be re- tested.

4.2.3. ANNUAL PR MEASUREMENTS

The duration of the PR measurement shall be the 12-month period after the plant acceptance by the
owners.
The procedure for establishing PR will match the procedure described above but will be extended to cover
a full 12-month period; however, there will be no limitation to the irradiation and the irradiance levels.
Two numbers of Kipp and Zonnen SMP 11 pyranometers installed for each of the site shall become the
basis of PV measurement.

The Performance Test Procedure shall determine:

- The Actual Annual Performance Ratio of the Plant over the full 12 months period following the
date of Provisional Acceptance, to be compared to the Guaranteed Annual Performance Ratio.
- The performance test shall be carried out to compare the guaranteed PR and measured PR.
Performance Ratio during the acceptance test shall be calculated using above given formula.

4.2.4. ACCEPTANCE CRITERIA AND PROVISION OF REMEDIES

- Bidder has to commit an absolute PR value for each of the Ground & tin-shed mounted plant. No
deviation will be allowed to the absolute PR value committed.
- Bidder shall be liable to pay monetary compensation if the PR value is not achieved.
- Monetary compensation shall be computed as the difference between the guaranteed and measured
value multiplied by the then energy tariff.

5. PROJECT WARRANTIES

The solar PV project shall be implemented through a turnkey EPC contract including all the supplies,
installation, testing and commissioning of the PV the plant and till interconnection point and revenue
meter; the project warranties thus shall essentially include but will not be limited to:

5.1. DEFECTS WARRANTY

The EPC contractor shall provide five years comprehensive warranty for the entire solar PV plant right

from string cables to the point of interconnection and revenue metering. The contractor shall warrant the
project free from any and all defects including unseen and latent in all project components and
workmanship.
In case of any manufacturing defect or underperformance of any project component, the EPC contractor
shall guarantee supply, installation, testing and commissioning of defective project component/s at no
cost to the owner.

In case of defects due to improper handling of project components by contractor‘s O&M team, contractor
shall be responsible for repairing any / all defects. Owner may be liable to claim additional monetary
compensation for loss of energy generation caused due to plant unavailability. Expected plant availability
should be 100%, in case of non-maintaining of the plant availability, contractors may be liable for a
penalty of 5% of the O&M cost for every 0.25% of plant non-availability during the O&M period.

5.2. PROJECT COMPONENTS WARRANTY

Project components warranty can essentially be construed as guarantees / warranties provided by the
project component manufacturers beyond the defect’s liability period, performance warranty period and
extended warranties.

Warranties and condition thereof for key project components are separately specified in general technical
specification of key project components presented in this document.

Any and all such warranty for any of the project components shall be transferred to the owner after
completion of O&M period.

Owner shall reserve the right to call for extended warranties from the manufacturers; same shall be agreed
by the EPC contractor and product manufacturer.

5.3 PERFORMANCE RATIO (PR) WARRANTY

In addition to the PR value for project start-up performance tests, bidders are required to submit long term
performance ratio (PR) values along with the techno-commercial bid. Plant performance evaluation
during the defect’s liability and O&M period of five years shall be one of the key criteria for evaluation of
bidders.

Contractors shall be legally bound with appropriate bank guarantees for warranting PR value for the
defect’s liability and O&M period of five years. Guaranteed performance values provided by the
contractor shall comply with:

- Solar GIS software for solar resource data and PVSYST 6.68 or a higher version for simulation of
energy yields, as specified in Section 6. PVSYST simulation must be carried out using Perez model. PR
values as obtained shall include all AC losses up to the point of utility metering.

- The first performance test shall be conducted immediately after 7 days of physical acceptance of plant.
Subsequent PR comparisons will be made from the SCADA data obtained based on real time
measurement.

- Bidder has to commit an absolute PR value. No deviation will be allowed to the absolute PR value
committed.

- Bidder shall be liable to pay monetary compensation if the PR value is not achieved. Monetary
compensation shall be computed as the difference between the guaranteed and measured value multiplied
by the then energy tariff.

6. OPERATIONS AND MAINTENANCE

6.1. GENERAL

The scope of work stipulates bidders to provide comprehensive operations and maintenance (O&M) for
five years from project provisional acceptance. Bidders are required to submit separate price for
additional 5 years of O&M and applicable spares, the additional period shall start after completion of
defects liability period.

Bidder shall provide optional price for Wet or Dry-Cleaning method (Module Cleaning with or without
water). The developer shall provide a detailed write up on methodology. The bidder has to make sure
Dry-cleaning method proposed shall be approved from respective Module Manufacturer. Water shall be
arranged by the O&M contactor for module cleaning and TDS level of the water shall be acceptable as
per the benchmark set by the owner/owner‘s independent engineer/module manufacturer.
Scope under this shall include all project components including spares and consumable as required for
commissioning and successful operation of the plant up to and including point of interconnection and
metering, Bidders are required to provide a separate cost for plant comprehensive O&M. In addition to all
spares, consumable and manpower, Bidders shall include all the required insurance charges in the O&M
prices offered.

SCOPE OF WORK – OPERATION AND MAINTENANCE

• The operation & maintenance of the plant would include wear, tear, overhauling, machine
breakdown, insurance, replacement of defective modules, invertors, PCU‘s, spares, consumables &
other parts for a period of five years. This shall also include operation and maintenance of the
evacuation infrastructure, as well.

• The Selected/Empaneled Bidder shall be responsible for following activities:

• Regular operation and maintenance of the plant as well as the evacuation


infrastructure/infrastructure for interconnection with the electricity distribution system.

• Daily monitoring of plant performance and supply of all technical, production/operation data and
information through a monthly report. Daily Management Information System (MIS) reports with
generation and down time analysis data shall be made available to the primary beneficiary with a
copy of such report to Uttar Pradesh New and Renewable Energy Development Agency and
respective Primary Beneficiaries.

• Prepare and submit detailed report on the operation and maintenance requirement, if any to the
respective Primary Beneficiaries every six-monthly basis. A copy of such report shall also be
submitted to Uttar Pradesh New and Renewable Energy Development Agency.

• Undertake day to day checks and maintenance activities, on round the clock basis, required to be
carried out, as a recommended practice by the manufacturer of the equipment, on all the
components of the power plant to minimize breakdowns and to ensure smooth and trouble-free
operation of the plant and to get maximum output from the panels. The supplier shall be
responsible to carry out routine and preventive maintenance and replacement of each and every
component / equipment of the power plant and he shall provide all labor, material, consumables etc.
for routine and preventive maintenance at his own cost. Carry out maintenance activities as a result
of sudden failure/breakdown of any particular component or equipment. It shall be responsible to
carry out breakdown maintenance of each and every component of the power plant and shall
provide the required manpower, materials, consumables, components or equipment etc. for
breakdown maintenance at his own cost irrespective of the reasons of the breakdown/failure.

• Undertake major overhaul of any component or equipment of the plant necessary on account of
excessive wear & tear. Such maintenance of plant and all civil structures shall normally be planned
to be carried out on an annual basis. For this purpose, a joint inspection by the Bidder and
concerned department shall be carried out of all the major components of the power plant, about
two months in advance of the annual maintenance period, in order to ascertain as to which
components of the power plant require maintenance.

• Prepare and maintain records on daily basis towards maintenance of the plant, electricity
generation, electricity injected into the distribution system etc.

• Undertake inspection of meter towards faultiness regular intervals, report to the concerned
department and replace the meter with a meter of similar specification complying with the
requirements of Central Electricity Authority/Uttar Pradesh Electricity Regulatory
Commission/concerned Distribution Licensee at its own cost.

• The Bidder should not misuse the area and/or assign responsibility for the safety of machinery
within the premises.

Term

• The Bidder shall be responsible for undertaking the operation and maintenance of the plant for a
term of five (5) years from the date of entering into hand-over agreement of the plant to respective
Primary Beneficiaries.
• The term for operation and maintenance of the plant may be extended for another five years on
mutually agreed terms and conditions and charges as quoted by the Bidder.

Electricity Generation

• The Bidder shall be solely responsible for the performance of the plant(s) and shall make all
necessary efforts to maximize the electricity generation of the plant.
• The bidder shall be responsible for supply of all spare parts as required from time to time for
scheduled and preventive maintenance, major overhauling of the plant, replacement of defective
modules, inverters, PCU‘s etc. and maintaining log sheets for operation detail, deployment of staff
for continuous operations and qualified engineer for supervision of O&M work, complaint logging
& its attending.

Metering and associated facilities

The metering of electricity shall be carried out as per the regulations stipulated by Madhya Pradesh
Electricity Regulatory Commission and/or Central Electricity Authority. The Bidder shall have to
accordingly arrange for the specified meter and metering facilities. It shall also be responsible for the
requisite testing and inspection of meters, if required at authorized testing facility. It shall also be
responsible for required interactions with the distribution licensee and shall state progress to the
concerned department.

Failure to rectify the problem

• If the Bidder fails to rectify the plant downtime within seven (7) days from the date of identification
of such defect, unless the extension in time is mutually discuss and agreed between the bidder and
the respective Primary Beneficiary.
• A penalty calculated on the basis of generation loss equivalent to four (4) units per day per kW and
a tariff of Rs 2.1/kWh shall also be imposed and recovered from the contract performance
guarantee.

Completion of Term of Operation and Maintenance Contract

On completion of the term of Operation and Maintenance the Bidder shall apply to the respective Primary
Beneficiary for the issue of power plant transfer certificate. All the formalities shall be completed within
one (1) month in all respects, after verifying from the documents & tests and satisfying himself that the
Operation & Maintenance has been completed in accordance with details set out in the control
documents & Prudent Utility Practices The respective Primary Beneficiaries and the Bidder shall, six (6)
months in before the date of expiry of the operation and maintenance contract shall negotiate to extend
the contract for another term of five (5) years.

6.2. SPARES

The operation and maintenance being comprehensive, contractors are required to provide all consumables
and spares as required for full functioning of plant. Bidders shall submit list of spares recommended by
respective project component suppliers. The list shall include spares required for five years of operation,

with justification on the recommended spares and consumable quantities.

List of spares provided by bidder shall be considered as inventory up to the end of warranty / defects
liability period. If the spares are consumed during this period, contractor shall maintain the inventory
spares as per the list till the end of warranty / DLP. No cost shall be paid to the contractor on this account.

In addition to these, bidders are required to submit separate list of spares required after project operation
for five and ten years.

A template form for list of spares and consumables is presented in ANNEXURE 2; bidders shall submit
this list along with its techno-commercial offers.

6.3. PV MODULE CLEANING

Cleaning of modules directly relates to soiling loss. Bidders shall present with cleaning schedules and
assumptions made for soiling loss in energy yield predictions. Bidders shall strictly follow the O&M
manual and instructions of PV modules for routine cleaning.
Cleaning of modules shall be done by sprinkling of pressurized water on the PV modules or by mopping
with non-pressurized water. If pressurized water to be used, pressure shall be in the range of 3 to 5 Bar or
as specified by manufacturer. GI/HDPE pipe may be used if cleaning to be done by pressurized water.
Module cleaning should be performed using de-ionized water or water quality specified by module
manufacturer.
Cleaning frequency of the PV Plant shall be a minimum of twice a month during the non- rainy days or
during dry spells.
Contractor shall make their own arrangement for water supply and storage on each of the Ground & tin-
shed mounted solar PV project.

7. SOLAR PV MODULES
72 Cells Polycrystalline solar PV modules have been selected for the plant. PV modules shall be
provided as a free issue supply to the closest port by the developer, however port clearance, local
logistics, unloading, storage, installation, testing, commissioning and maintenance will be under the
turnkey EPC contractor ‘s scope of work.
The ratings for the aforesaid solar PV modules may vary from 325Wp to 330Wp as per the
availability from the module manufacturer. This variation may result in corresponding variation in the
EPC contractor supplied balance of system (BOS); any and all such variations shall to be the EPC
contractor‘s account.
Installation of solar PV modules shall follow all the guidelines provided by module manufacturer. PV
modules shall be fixed in landscape orientation only and string shall comprise of 20 PV modules in
series.
Data sheet of the PV modules that shall be supplied by the developer as these are finalized.

8. STRING INVERTERS
In view of project size, operations and maintenance requirements, TRIDENT GROUP is essentially
looking for developing its 10 +2 MWp solar PV project portfolio with String inverters. It is essential for
the plant to have a cumulative inverter AC rating / capacity corresponding to the maximum Pnom ratio
of 1:1.
TRIDENT GROUP would like to invite offers based on track record benchmarks and performance
parameters presented in below sections. The minimum and maximum inverter capacity however shall be
50 kW to 250kW respectively.

8.2. GRID CODE COMPLIANCE & POWER QUALITY REQUIREMENTS


Compliance to power quality and grid codes for utility scale solar projects is essential for all proposed
systems. Although Indian grid codes are still under draft stage, however compliance to these is expected.

8.2.1. SUMMARY OF SPECIFIC POWER QUALITY REQUIREMENTS
The power quality requirements for utility scale grid connected solar power generation are under
development. However, following shall be non-exhaustive specific requirements:
- The total harmonic distortion limits on AC side should be less than 3%
- Data Acquisition System facility
- Operational frequency: 50 + 3Hz.
- Operational voltage variation: + 10%

8.3. DESIGN BASIS


EPC contractors are expected to independently understand and analyses the site conditions prior to
system configuration. Bidder may offer client with multiple options of system configurations based on
product availability and capacities subsequently it will be client ‘s call for selecting most optimum
system. However entire project shall have uniform capacities, makes and configurations.

8.4. EFFICIENCY BENCHMARKS

Minimum acceptable peak efficiency shall be 98% however preference may be given to inverters having
higher efficiency than desired.
European efficiency though an accepted European method of measuring inverter efficiency for Europe,
may also be significant for Indian climatic conditions. It thus should be >98% for proposed inverters.

8.5. WARRANTY BENCHMARKS

8.5.1. PRODUCT WARRANTY


EPC contractors shall be legally bound to provide a performance guarantee ensuring that entire plant
will be fully functional with desired output for 60 months from the date of commissioning.
Consequently, irrespective of manufacturer ‘s guarantee to EPC contractors the inverters will be
guaranteed for a minimum period of five. This warrantee will not be limited only for inverters but will
also include all associated accessories, instrumentation and control.

8.5.2. EXTENDED WARRANTY


It is essential that the product should give a consistent performance for 25 years life cycle of the project.
All the bidders should give an option of extended manufacturer ‘s comprehensive warranties with onsite
support beyond the guarantee period of 10 years up to 25 years.
EPC contractors are required to maintain adequate inventory spares on site during the product warranty
period and extended warranty period. It is expected manufacturers shall provide satisfactory training to
client‘s technical team at regular interval as decided by the client.

8.6. EXPERIENCE BENCHMARKS
 Manufacturers shall have a production track record for a minimum of 5 years with having
executed a single order of minimum 20MW.
 Inverters proposed by the manufacturer shall have a minimum operational track record of five
years preferably in the Indian like climatic conditions. Offers shall be supported by client
testimonial for technical performance.

8.7. SPECIFIC CONSTRUCTION REQUIREMENTS


In addition to the best construction requirements of respective manufacturers, following are the specific
requirements for all proposed string inverters:
 Inverters should be approved by the module manufacturer for the compatibility; such documentary
evidence is required to be submitted by the EPC contractor upon award of contract.
 String inverters shall be installed with proper protective canopy arrangement.
 Transformer-less inverters shall be preferred; restriction of DC components on AC side shall be
achieved by step up transformers.
 Maximum power point tracker (MPPT) - Inverter configurations should be equipped with multiple
independent MPP trackers resulting in enhanced system performance. Preference may be given for
modular designs with master-slave operations.
 Inverters shall be capable of operating at varying power factor preferably in between 0.9 lag to 0.9 lead
and shall be able to inject or absorb reactive power. Inverters shall also be suitable for power curtailment
as per grid requirements.
 Irrespective of installations, inverters shall operate at ambient temperature of 50°C without deration.
 Inverters shall be equipped and capable of low and high voltage ride through and frequency feature.
 DC and AC Isolation switchgear – All the inverters must be equipped with standard isolation switchgear
at the input and output.
 Inverters should be equipped with appropriately designed EMC filters at either ends and sine wave
filters at the AC end.
 Inverters shall be equipped with all required hardware for data collection and communication with
SCADA system. It shall have a facility of direct external/remote communication and control to client.
 Inverters shall be equipped with appropriately sized forced ventilation system.
 Inverters with outdoor duty installation shall have a minimum degree of protection of IP65.
 Inverters shall be equipped with a key switch for start and stop operations. For viewing various data
related to inverter, provision of display shall be made within the inverter. Inverter shall also display all
major error codes in case of any abnormality during the operation.
 Inverter shall be suitable for grounding of positive or negative pole if required. Protective earthing
arrangements shall also be provided.

termination arrangements, packing dimensions and weights.
- Technical literature giving complete specifications and information.
- Installation guide Independent test characteristics
- Inverter efficiency verses relative power.
- Inverter efficiency versus temperature.
- Annual efficiency verses sizing factor. Total efficiency verses Standardized MPP power.

10. MODULE MOUNTING STRUCTURES


TRIDENT GROUP is essentially looking for developing its 10MWp Ground & tin-shed mounted
solar PV project portfolio with C-Si Solar PV technology in their factory premises at Budhni &
Ludhiana .Bidders are required to offer prefabricated mounting structures with no onsite fabrication
work. Sections herein present the general specifications and requirements for the module mounting
structures.

10.2. GENERAL

In addition to the requirements laid in the original RFP document, mounting structures shall comply
with and following:
Uniformly designed FIXED Type mounting structures shall be provided for the project and shall be
designed for applicable wind and seismic loading at the project site following the Indian standard
specifications.
- Mounting structures shall use module manufacturer recommended installation accessories like
mounting clips, rails, racks etc. The design shall be approved by the module manufacturer prior to
fabrication in case applicable. Any such approval shall be submitted to the client.
1. No on site fabrication will be permitted; all the structure members shall be factory fabricated and
only assembled on site. The structure shall be designed to allow easy replacement of modules while
at the same time be in line with Project Site requirements.

- EPC contractor shall provide module mounting structure made of Hot rolled / cold formed sections
or mix of both with hot dip galvanization in compliance with relevant IS standard. Contractor will
provide drawings, design calculation STAAD output, shop drawing, building wise bill of Material
- The mounting structures should be checked for stability with minimum deflection and sagging.
Maximum permissible limit for sagging shall in compliance to the IS 800, IS 801 and / or
manufacturer ‘s installation guideline.
- Minimum clearance of 100mm shall be maintained from the ground level from the Ground & tin-
shed mounts.
- Irrespective of design requirements, the minimum thickness of cold form section shall be 2mm.
Material yield strength for these sheets shall be minimum 350MPa. All the
hot rolled structure members shall be hot dipped galvanized in accordance to IS2629. Minimum
thickness of galvanization should be 80 microns. Contractor shall provide site specific corrosion
study following the codes and standards.
- Cold form purlins / mounting rails shall be pre-galvanized with a minimum coating thickness of
550GSM. Ancillary structure members like cleats and plates shall have minimum material yield
strength of 350MPa. These shall be hot dipped galvanized for a minimum thickness of 85 microns.
- Hot dip galvanized MS mounting structures may be used for mounting the modules/ panels/arrays.
Each structure should have angle of inclination as per the site conditions to take maximum
insolation. However, to accommodate more capacity the angle inclination may be reduced until the
plant meets the specified performance ratio requirements.
- Minimum grade of concrete shall be M20 for the concrete work & minimum grade of steel shall be
415 for the reinforcement. Please note that puncturing of existing slab is not permitted and
contractor need to design foundations accordingly. Vendor may also use bonding chemicals to get
better bond strength from existing slab.
- PV module manufacturer approved fixing clamps shall be used for the project. Only Stainless- steel
fasteners shall be used for these clamps. Mounting structures shall be designed to facilitate easy
replacement of solar PV modules.
- The fasteners used should be made up of stainless steel SS304.The structures shall be designed to
allow easy replacement of any module. The array structure shall be so designed that it will occupy
minimum space without sacrificing the output from SPV.
- PV module mounting structure and foundation shall withstand with the existing structures without
any damage. All the loads of the PV module mounting structure coming on Ground & tin-shed
mounts shall be evaluated with permissible limits of the existing of the shed.
- The total load of the structure (when installed with PV modules) on the terrace should be less than
60 kg/m2.
- Contactor shall carry out proto inspection for complete structure assembly including fasteners &
modules etc. if we observed any correction to be done in proto type, supplier shall do all the
correction / modification of structure at their own cost.
- The design wind loads, earthquake, dead & live loads considered for the design of the mounting
structure shall be as per the relevant Indian standards.

- Approval from the consultant & developer shall be taken for the tilt angle, structure design and
fixing details of the solar Ground & tin-shed mounting structures.
- Structure shall have provision to connect the earth cable joining one structure to the other.
Connecting modules and structure to same ground cable.
- Structure design shall include a method of fastening the DC cables to the structure at every 500mm
without causing tearing or fluttering of cables.
- The module alignment & tilt angle shall be calculated to provide the maximum Annual energy
output and this shall be decided based on the location of array installation.
- The array structure shall be grounded properly using maintenance free earthing kit suitable for
mounting over building terrace.
- Mounting structure shall be grouted in PCC foundation columns made of 1:2:4 cement
concrete.

10.3.PRODUCT WARRANTY

Mounting structures shall be guaranteed for a minimum period of 10 years. The design basis for the
structure shall be for 25 years of product life.

12.4. QUALITY DEMONSTRATION


Upon short listing of fabricators / manufacturers by the EPC contractor, fabrication contractor shall
demonstrate the quality of supply and workmanship with a sample mounting structure duly
assembled with PV modules as per approved designs. This shall essentially include:
- Fixing of PV modules: Essential observation shall be accuracy of module alignment, examining
modules under stress and sagging effect along the length and width of mounting structure.
- Upon preliminary approval of the sample mounting structure, contractor shall demonstrate onsite
erection quality and ascertain the designs.

Conditions of Quality Demonstration


- Manufacturers / EPC contractors are expected to submit the quality plans and installation method
statements immediately after short listing.
- Time frame for supply and installation of mounting structures in all respect should be completed
within three weeks upon letter of intent.
- Quality evaluation will be carried out by an independent agency on the sample supplies and
installation.
- In case of unsatisfactory supply and workmanship, method of rectification shall be proposed by
the manufacturer.
- Developer shall reserve the right to accept rectification plans or out rightly reject the part of full
supply and installation. Developer also reserves the right to pay full or part amount following this.

For assured quality work, EPC contractor shall provide laboratory test certificates as Specified
below-

11. DC CABLES

The section herein describes general specifications for DC cable for solar PV applications.

11.1.QUALITY CERTIFICATION:

Cables shall be compliant to most recent standards (and latest amendments if any) developed by the
IEC and EN for UV resistant DC cables for solar PV applications.

11.2.SPECIFIC DESIGN REQUIREMENTS

In addition to the best manufacturing practices of manufacturers of cables, following are the specific
requirements for all DC cables unless anywhere specified:
- The cables shall be designed for a nominal DC voltage of 1.5kV with an operating temperature
range of 2°C to 90°C
- The maximum conductor temperature shall not exceed 90°C during continuous operation at full
rated current. The temperature after short circuit for 5 seconds shall not exceed 250°C with initial
conductor temperature of 90°C.
- Manufacturers shall indicate the overload capacities that the cable can carry and its duration,
when operating initially at a conductor temperature of 90°C, with peak conductor temperature of
120°C.

11.3.GENERAL

- Conductors shall be electrolytic grade high conductivity annealed tinned copper. Conductors
shall be multi-stranded, smooth, uniform in quality and free from scale and other defects.
- Cables up to 6mm2 shall be of solar grade and have Insulation, inner sheath and outer sheath
shall be of high-grade cross-linked compound.
- Cables up to 6mm2 shall be tied along the solar PV module mounting structures, these cables are
essentially required to be UV, ozone and high temperature resistant. Only UV resistant cable ties
shall be used in regular intervals.
- Cables connecting strings to inverters shall be encased in closed GI trucking / perforated trays
with cover. These trays shall be suitably supported and fixed to the flooring / walls. Trays shall
be placed at sufficient height above finish floor level to avoid the water blocking.
- Entire DC cabling shall be designed such that the minimum DC ohmic energy loss does not
exceed 1%.
- DC rated plug and socket connectors in case used for interconnecting harness to combiner boxes.
These connectors shall be hermetically sealed with IP 68 class protection and double insulated.
These connectors shall be crimp free ready to plug type for easy installation.
- Cable sizing shall consider Derating factors such as installation method, depth of
installation, cable group factor, temperature effect etc. for optimized designs.
- Cable rolls shall be of minimum 500m, cabling shall be in uniform lengths with no joints.
- All DC cabling shall be provided with appropriate alphanumeric ferrules for easy
identification of strings and further circuits.

- The Cables used for (+) ve and (–) ve shall have distinct color identification on outer sheath of
the cable preferably with identifiable line along the cable. Insulation of the cable shall have
natural color without any colour additive.

11.4.SUBMISSION

Contractors shall submit following documents for all the cables. Manufacturer / supplier shall
submit valid type test certificates issued by a National or International Testing Authority.
- Technical literature giving complete product specifications. This shall essentially include bending
radius and linear resistances at varying conductor temperatures of 50°C, 70°C, 80°C and 90°C.

- Following the award of contract, contractors shall supply non-exhaustive type test reports of each
of the cable types.

Preference shall be given to manufacturers with maximum quality certifications for example by
TUV, CE, UL etc.

12.2. GENERAL
 String Combiner boxes shall be equipped with appropriately sized fuses on the positive side.
 Maximum designed temperature shall be 95%. The internal temperature rise within
the enclosure shall not be more than 10C above the design ambient temperature rise.

12.3.CONSTRUCTION

 The combiner boxes accessories shall be assembled within a single enclosure with pedestal.
The enclosure shall be dust proof, non-conductive, impact resistant, UV resistant, flame
retardant and shall be made from fibre glass reinforced material suitable for outdoor
applications with IP65 protection rating. Minimum 3mm thickness to be provided for
enclosure.
 The box shall be provided with continuous gasket made of polyurethane seamless gasket for
providing water tightness and preventing ingress of dust. The gasket shall be held in position
in groove provided in the enclosure and shall be pressed all around uniformly by suitably
shaped projection of the door.
 The combiner box shall be provided with terminal shrouds and screens as a protection
against direct contact to terminals and live parts the terminals will be connected to copper
bus-bar arrangement of proper sizes TUV approved Cu conductor cable only as per TUV2-
PFG1169..
 Fuses shall be specifically designed for protecting photovoltaic strings with
 1000Volts DC and shall be capable of interrupting over/ short circuit currents. Fuses may be
provided only on the positive side within the Combiner box.
 Fuses shall be cylindrical type gave type mounted on appropriately sized non-exposed type
fuse block or fuse holders. The fuse holders / block may be DIN rail adapted with isolating
terminals on both positive and negative side. Fuse assembly shall be finger safe with
pivoting type fuse disconnect facility with spring cage type cable termination arrangement.
 Spring cage cable termination arrangement with disconnecting links to be provided at
negative side prior to busbar connection.
 The boxes will have suitable cable entry points fitted with cable glands of appropriate sizes
for both incoming and outgoing cables. Polyamide glands shall be provided at incoming
side of the combiner boxes. The glands shall be suitable for 6mm2 solar grade TUV
certified DC cables.
 The output cable gland shall be with IP68 rating to be provided. Suitable markings shall be
provided on the bus-bars for easy identification and cable ferrules will be fitted at the cable
termination points for identification.
 All the components to be mounted inside the junction box should be mounted on FRP or
Bakelite sheet with a minimum thickness of 5mm. Adequate clearance shall be maintained
within the various components within the combiner box.
 All boxes shall have an embossed aluminum plate describing string numbers, capacities, and
voltages and designated identification number.
 Operating temperature of the cable glands should be a minimum of 100°C. Minimum
protection level of all glands shall be IP68.

After securing the project, Contractor shall submit following documents from Manufacturer /

13.1. SPECIFIC DESIGN REQUIREMENTS


 Cables sizes shall be selected considering the power loss, current carrying capacity, voltage drop,
maximum short circuit duty and the period of short circuit to meet the anticipated currents.
 Cables shall be 1.1kV grade, single / multicore, extruded XLPE, FRLS insulated with extruded
PVC inner/outer sheath shall be of Type ST-2.
 The conductor shall be H2/H4 grade aluminum or high conductivity annealed copper and shall be
smooth, uniform in quality and free from scale and any defects. Cabling from Inverters to
Transformer cables shall be with high conductivity aluminum conductor.
 The maximum conductor temperature shall not exceed 90-degree C during continuous operation at
full rated current. The temperature after short circuit for 1.0 second shall not exceed 250-degree C
with initial conductor temperature of 90-degree C.
 Cables shall be armored with Galvanized steel wires or strips as required for underground and in
trench installations.
 Cables sizes shall be selected considering the power loss, current carrying capacity, voltage drop,
maximum short circuit duty and the period of short circuit to meet the anticipated currents.

 Conductor shall be insulated with cross-linked polyethylene (XLPE) insulation material conforming
to relevant IEC standard.
 Galvanized Steel strip armor shall be provided for the single core cables. Cables shall be
armored with Galvanized Steel strip armor as required for underground and in trench installations.
 Outer Sheath shall be of suitable grade PVC (ST-2). Compound applied by extrusion process.
Color of the outer sheath shall be black. Color of the outer sheath shall be black for negative pole
and red for positive pole.
 The maximum conductor temperature shall not exceed 90-degree C during continuous operation at
full rated current. The temperature after short circuit for 1.0 second shall not exceed 250-degree
C with initial conductor temperature of 90-degree C.

13.2. CABLING
- LV cables shall be laid underground, in trenches, on cable trays and through pipe sleeves
wherever required and necessary according to Indian standards IS:
1255 and good industry practice. All such trenches, trays, sleeves shall be built and provided by
contractors.
- For underground installation cables shall be laid at depth not less than 0.5m below ground
level. Prior to cable laying, bottom of the trench shall be well compacted
and bedded with fine sand. Subsequently second layer of fine sand shall be spread over the
cable and then covered by compacted soil.
- PVC warning tape of minimum 200mm (width) X 150 microns (thick) shall be laid along the
cable route at depth not less than 300mm. This tape shall be printed with warning in black
letters in English and local language.
- Wherever more than one cable is laid in the same trench, appropriate interspacing shall be
maintained in order to reduce mutual heating and shall also ensure safety of cables. While
laying power cables, interference with control and monitoring cables should be avoided.
After the laying and straightening of cables, it should be covered with a min 80 mm thick
layer of sand
- Cables shall be laid in Hume pipes at all road crossings.
- All the excavation and back fill required for the installation of the cables shall be carried out.
The contractor shall restore all surfaces, roadways, sidewalks, curb walls, landscaping or
other works cut for excavation to their original condition.
- Underground cables and cable joints shall be marked on the surface by markers generally
manufactured and tested to the requirements of relevant Indian standards. Suitable locations
for cable joints and end terminations should be selected as required.
- All cable terminations shall be mechanically and electrically sound and shall comply with
relevant standards and Indian electricity regulations.
- Cable samples shall be taken and tested from each lot for ascertaining the conformity of the lot
to the requirements of the specification.
- Cabling between the inverters and inverter transformer shall be rated for 1.9/3.3kV.

13.3. TESTS AND TESTING REQUIREMNETS TYPE TESTS:


All the type tests in accordance with IS: 7098 (Part 1) - 1988 (amended up to date) shall be
performed on cable samples drawn by purchaser.

ROUTINE TESTS:
All the Routine tests as per IS: 7098 (Part 1) - 1988 amended up to date shall be carried out on each and
every delivery length of cable. The result should be given in test report.

13.4. SUBMISSION
EPC contractors shall submit manufacturers documents for all the cables. Manufacturer
/supplier shall submit type test certificates issued by a National or International Testing
Authority.
Following the award of contract, contractors shall supply type non-exhaustive test reports of
each of the cable types.

b) Bending test followed by partial discharge test
c) Impulse withstand test
d) High voltage test.

13.5. PACKING AND MARKING: Packing:


Nonstandard lengths: 5% (five percent) of the ordered quantity of respective size shall be
acceptable in non-standard length which shall not be less than 100 meters in length.

Marking: The following particulars shall be properly legible embossed on the cable sheath at the
intervals of not exceeding one meter throughout the length of the cable.

13.6. QU ALITY ASSURANCE PLAN:


A detailed list of bought out items which got into the manufacture of cables should be furnished
indicating the name of the firms from whom these items are procured. The bidder shall enclose
the quality assurance plan invariably along with offer followed by him in respect of the bought-
out items, items manufactured by him & raw materials in process as well as final inspection,
packing & marking.

14. LOW VOLTAGE SWITCHBOARD


The scope of work under this section includes design, manufacture, assembly, testing at
manufacturer's works, inspection, packing for transportation, delivery at site, installation,
connection, testing and commissioning of LT Switchboards. Switchboard shall include all the
specified Switchgears, Control Gears, Busbars, meters, earthing, interconnections etc. The
scope also includes any modification in the existing switch gear and protection system for
connection of Solar PV plant. Bidder has to consider any modification/change in the existing
evacuation and protection system required to connect Solar PV plant in his scope.

and literature for auxiliary equipment and accessories, characteristics curves for relays etc.
c. A comprehensive spare parts schedule.

14.3. DESIGN BASIS


System will be designed with following factors:
 System Voltage - 415 Volts
 System Frequency - 50 Hz.
 No. of Phases - 3 Phase, 4 Wire System
 Fault Level - To be considered at actual
 Max. Ambient Temp. - 50 deg.
 System of Neutral - Solid Earth
 Painting - RAL 7035
 Enclosure - If Polycarbonate Prefabricated then IP 65 otherwise IP 55 for
outdoor and IP - 42 for Indoor installations.
14.4. CONSTRUCTION

a. All the Low Voltage Switchboards along with Main Distribution Panel shall be suitable for
operation with 415 Volts, 50 Hz. And 4 wire system.
b. The General construction of the LV Switchboards shall be factory assembled. The switch
boards shall be dead front totally enclosed, cubicle (compartmentalized) type suitable for
floor/Wall mounted free standing / wall mounted indoor installations. The design shall be
totally dust – tight damp-proof and vermin proof offering degree of protection not Less than
IP-54 for indoor applications and IP-65 for outdoor application. The frame, of individual
vertical panel shall be fabricated using pressed and shaped cold rolled sheet steel of
adequate thickness or using suitable mild steel structure sections. The sheet steel used for
panel shall be of minimum (2mm) 14SWG CRCA except that the doors and covers may
be of 2.5mm CRCA. Wherever required stiffeners shall be provided to increase the stiffness
of large size doors and covers.
c. Danger board (Caution Plate) shall be fitted suitably on the door of Switchboard. Danger
board shall be of 100x100 mm size.
d. Separate segregated compartments shall be provided for circuit breakers, bus bars, cable box,
voltage transformers, wire ways, relays, and instrument and control devices. Switchboard
cubicles / modules shall be provided with hinged doors in front and back with facility for
padlocking doors.
e. All doors, panels, removable covers shall be provided with non-deteriorating (neoprene)
gaskets all around the perimeter.
f. Adequate size cable compartment should be provided for easy clamping of all the incoming
and outgoing cables irrespective of top or bottom entries.
g. Floor mounted panels shall be provided with a 75mm high channel base frame preferably
ISMC channel. The working height shall be limited within 300mm to 1900 mm. Total
height of panel shall not exceed 2400mm.
h. The switchgear cubicles shall be rigid and robust in design and construction fabricated out
of CRCA sheet steel. Cubicles shall be made from rigid welded structural frames made
of structural steel sections or of pressed / formed sheet steel of not less than 3mm
thickness.

i. The frames shall be enclosed by sheet steel of at least 2mm thickness, smoothly finished,
levelled and free from flaws. Stiffeners shall be provided wherever necessary.

j. The Switchboards shall be readily extensible type from either side with provision of
adding vertical sections after removing of the side end covers. The switchboard shall be
painted with shade RAL 7032 with epoxy-based powder coating paint having thickness 40-
60 micron. The sheet steel shall be treated with 7 tank process.
k. The switchboards then should be powder coated with approved shade. One Name plate
giving designation of the LV switchboard shall be affixed prominently on top of the
switch board describing the panel designation. These labels shall be of non- corrosive
material. All the feeders shall be labelled with similar name plate indicating feeder no,
name, rating (Amps / KW / HP etc.).
l. Unless otherwise noted, ACCB shall be double door type, with single front construction,
front wired and front connected, suitable for floor mounting.
m. The design shall be of fully compartmentalized execution with metal/insulating partitions.
Working height shall be limited to 250 mm to 1800 mm from the floor level or as per cable
turning radius.
n. All doors and covers shall be gasketed.
All hardware shall be corrosion resistant. All joints and connections of the panel members shall
be made by zinc passivated / cadmium plated high quality nuts and star washers.
o. All switches, lamps and indicating instruments shall be flush mounted on the respective
cubicle door whereas breakers and other auxiliary devices may be mounted on a separate
cubicle.
p. The complete Switchboard shall be of coordinated design so that shipping groups of the
board are easily assembled together at site into a continuous lineup. Necessary standard
connecting material shall be supplied.
q. Name plates of elegant and durable design and quality shall be fixed to the individual
compartments, feeder modules etc.
r. Cut outs shall be true in shape and free from sharp edges.
s. The panels shall be suitable for cable entry at bottom/top both. Undrilled, removable gland
plates shall be provided at the bottom/top for the switchboards to suit entry of the cables as
furnished in the schedules. Cable clamping arrangements shall be provided in the cable alley.
t. For ACCB a full height vertical cable chamber with cable supports shall be provided in
each section to facilitate unit wiring.

Busbars & Busbar Chamber


u. The bus bars shall be of high conductivity aluminum/copper, air insulated and housed in a
separate compartment segregated from all other compartments.
v. Busbars should have uniform cross sections with suitable capacity for carrying rated
current continuously and short circuit current for specific time duration without
overheating.
w. Selection of the busbars should be such that the current density in case of aluminum
should be a minimum of 1 Amp / mm2 for currents up to 2000 Amps and 0.8 Amp /
mm2 for currents above 2000 Amps.
x. The main, tap off buses and connections shall be of high conductivity aluminum. The size for
specified current ratings shall be such that maximum temp. rise at bus bar joints shall be
limited to 85 Deg. C (i.e. 35 Deg., C rise over 50 Deg. C ambient).
y. All bus connections shall be provided with anti-oxide grease. For all bus connections
adequate contact pressure shall be ensured by means of two bolt connection with plain and
spring washers and locknuts. The protruding bolts of different phases/ poles shall be
staggered and shall not see each other directly. Bimetallic connectors shall be furnished for
connections between dissimilar metals. Alternatively, the joints surfaces shall be silver
plated.

z. Surface of insulators shall be highly glazed and treated with silicon compounds to minimize
accumulation of dust, condensation and tracking.
aa.minimum clearance of 25mm is required between phases of horizontal and vertical busbars and 19
mm between phase and earth irrespective of sleeve/ shroud provided for bus bars.
bb.The connections between the busbars and the switchgear shall be through laminated busbars with
color coding, these heat resistant insulating sleeves shall have a minimum of 5 KV withstanding
capacity for a minimum of 5 minutes.
cc.The switch board shall be provided at the bottom throughout its entire length with
adequately sized copper earth bus to carry the fault current for the same duration as short
time rating of the circuit breaker.
dd.Earth bus shall have two earthing connection facility at its both ends of earthing conductor.
Adequate no. of holes for should be provided on the busbar terminating the cable, this
should be in such a way that only cable lug is bolted in a hole. The panel builder shall
provide with all the necessary hardware required for termination of the cables.
ee.The bus bar rating of ACCB will be rated for LV current of all auxiliary loads plus 20%
margin rounded off to the next higher rating.
ff. Bimetallic connectors shall be furnished for connections between dissimilar metals.
gg.Bus bars and connections shall be fully insulated for working voltage with adequate
phase / ground clearances. Insulating sleeves for busbars and shrouds for joints shall be
provided.
hh.Bus insulators shall be flame-retardant, track resistant type with high creepage surface.

14.5. LT SWITCHGEAR/AC DISTRIBUTION BOARDS


Feeders rated below 800 A shall be provided with MCCB for switching operations with
overload/short circuit/earth fault release. Whereas for feeders rated beyond 800A shall be
controlled through an Air Circuit Breakers (ACB). However, in case of ACB controlled feeders
a separate portable 220V battery and battery charger with 20% margin having standby
period of minimum 2 hours shall be envisaged for supplying power to control circuit, indicating
lamps & meters.
Following are the detail requirement:

 AC Combiner Box (ACCB) shall control the AC power from PCU/ inverter, and
should have necessary surge arrestors. Interconnection from ACCB to mains at LT
Bus bar while in grid tied mode.
 All switches and the circuit breakers, connectors should conform to IEC 60947, part
I, II and III/ IS60947 part I, II and III.
 All the Panel’s shall be metal clad, totally enclosed, rigid, floor/Wall mounted, air -
insulated, cubical type suitable for operation on three phase / single phase, 540 or 312
volts, 50 Hz
 All the 540 Volt AC or 312 volts devices / equipment like bus support insulators,
circuit breakers, VTs etc. mounted inside the switchgear shall be suitable for
continuous operation and satisfactory performance under the following supply
conditions:
Variation in supply voltage: +/-10%.
Variation in supply frequency: +/-3%
 The switchgear and components there of shall be capable of withstanding the
mechanical forces and thermal stresses of the short circuit current.

Control & Indication


- The circuit breaker shall be wired up for local & remote operation. Each breaker cubicle

shall be equipped with following:
1. Two (2) heavy duty, oil-tight, push buttons for TRIP & CLOSE.
2. Circuit breaker shall be indicated electrically. The following indication color shall be
used.
• Breaker open - GREEN
• Breaker closed- RED
• Breaker Auto Trip - AMBER
• R-Y-B phase indicator- RED, BLUE and YELLOW
• However, any other indication shall be provided as per requirement
3. Lamps shall be low watt, LED type with series resistor. Lamp and lens shall be
replaceable from the front.
4. For a l l M C C B s f e e d e r s , t r i p i n d i c a t i o n l a m p s h a l l b e p r o v i d e d o n f r o n t o f
t h e compartment.

Cable Termination

1. Switchgear shall be designed for cable entry from the bottom. Sufficient space shall be
provided for ease of termination and connection.
2. A terminal box or chamber with undrilled gland plate or entry panel of sufficient dimension to
determine the specified cables shall be provided.
3. All provisions and accessories shall be furnished for termination and connection of cables,
including removable gland plates, cable supports, crimp type tinned copper / aluminum lugs,
brass compression glands with tapered washer (power cables only) and terminal blocks.
4. Gland plates shall be minimum 3mm thick. The gland plate and supporting arrangement for
power cables shall be such as to prevent flow of eddy current.
5. Cable support shall be provided by the contractor to avoid undue strain on the cable
termination.
6. Cable terminal arrangement for LV power & control cables may be integrated provided that a
barrier separates the two.

Ground bus

1. A ground bus, rated to carry maximum fault current, shall extend full length of the
switchgear.
2. The ground bus shall be provided with two-bolt drilling with G.I. bolts and nuts at each end to
for connection to the grounding conductor / flat.
3. Each satisfactory unit shall be connected directly to the ground bus. The frame of each circuit
breaker shall be grounded through heavy multiple contacts at all times.

Nameplate

1. A nameplate with the switchgear designation shall be fixed at the top of the central panel.
2. A separate nameplate giving feeder details shall be provided for each compartment. A separate
name plate giving details of bus section shall also be provided for switch-gears having more than
one bus section.
3. Name plate shall be provided for each equipment (lamps, push buttons, switches, relays,
auxiliary contactors, etc.,) mounted on the switchboard. Special warning plates one each on
each front of a shipping section shall be provided on removable covers of doors giving access to

cable terminals and busbars.
The name plates for feeder compartments shall be in two parts. One part shall have necessary
details pertaining to the switchboard. The other parts shall be removable and shall contain all
details regarding the drives / equipment controlled by the particular module.

Space Heater

1. Each vertical section shall be provided with thermostat-controlled space heater 5A, 3 pin
socket plugs.
2. Cubicle heater and Plug socket circuit shall have individual switch fuse units.

A.C Power Supplies

1. Auxiliary bus bars each of adequate size shall be provided for following application. Exact
number of bus bars shall be depending on various controls, metering and auxiliary power
distribution requirement.
2. Panel space heater supply.
3. AC potential supply for energy meter, and voltage operated relays etc.
4. Tee-off connector shall be used for distributing auxiliary supply to each vertical panel. Rubber
grommets shall be used for all wire entries to make the entries dust and vermin proof. Isolating
links / fish plate shall be provided between two auxiliary bus sections.

Tropical Protection

All equipment, accessories and wiring shall have fungus protection, involving special treatment of
insulation and metal against fungus, insects & corrosions. Screens of corrosion resistant material shall
be furnished on all ventilating louvers to prevent entry of insects.

Painting

1. All sheet steel surfaces shall be chemically cleaned, degreased and pickled in acid to produce
a smooth, clean surface free of scale, grease and rust. After cleaning, the surface shall be
given a phosphate coating followed by a coat of high-quality primer and baking in the oven.
2. The paint shade shall be subject to owner’s approval.
3. Sufficient quantity of touch up paint shall be furnished for application at site.

Tests

1. During the fabrication switchgear shall be subject to inspection by Company or its authorized
representatives. Manufacturer shall furnish necessary information concerning the supply to
Company.
2. All routing and tests shall be carried out at manufacturer’s work under his care and expense.
3. Stage inspection after the pre-treatment and preparation of under surface and before final

painting shall be carried out by company.

15. Air Circuit Breakers (ACBs)

- The ACBs shall be suitable for Indian power conditions with supply system of 440 Volts, 50 Hz.
ACBs shall 3/4 poles single throw, air break type with stored energy, trip free mechanism, shunt
trip, modular construction with molded housing flush front and horizontal draw out type.
- It should be equipped with manually or electrically draw out mechanism and shall be
suitably provided with short circuit, overload, earth fault protections etc. through
numerical relays. The short circuit protection shall have adjustable time delay settings.
- This system should be suitable for sensing RMS values to ensure accurate measurements. The
ACBs should be rated for continuous operation and with standing short circuit capacities
as indicated on drawings.
- Mechanical endurance for 20000 operating cycles out of which 6000 cycles should be for
electrical endurance, cooling and extinction of arc.
- Inter phase barriers shall be provided to prevent spark over between phases.
- Arcing contacts shall be of hard-wearing material of copper tungsten or silver tungsten and
shall be readily replaceable. Main contacts shall be of silver alloy.
- The operating mechanism shall be of robust design, with a minimum number of linkages to
ensure maximum reliability.
- Manually operated circuit breakers shall be provided with spring operated closing
mechanism while electrically operated breakers shall have a motor wound spring charged
closing mechanism.
- Breaker operation shall be independent of the motor which shall be used solely for
charging the closing spring. The operating mechanism shall be such that the breaker is at all
times free to open immediately when the trip coil is energized. Mechanical operation
indicators shall be provided to show open and closed position of the breaker.
- Electrically operated breakers shall be additionally provided with mechanical Indications to
show charged and discharged conditions of the charging spring.
- Means shall be provided for slow closing and closing of the breaker for maintenance
purpose, and for manual charging and closing of electrically operated breakers during
emergencies.
- The breaker shall have following four distinct positions within the cassette as follows:
1. Service position with main and auxiliary contacts connected.
2. Test position with main contacts disconnected but any control contacts connected.
3. Isolated position with both power and control circuit contacts fully disconnected.
4. Maintenance position for access to breaker accessories fully outside the panel ready for
maintenance after the cubicle door is opened.
- It shall be possible to achieve any of the first three position mentioned with the cassette
door closed.

- Mechanical position indicators shall be provided for the three position of the breaker.
The moving portion of the circuit breaker shall be so interlocked that it shall not be
possible to isolate it from the connected position, or to plug it in from the isolated
position with the breaker closed.

- The circuit breaker can be closed only when it is in one of the three positions or when it
is fully out of the cassette.

- It shall not be possible to open the hinged door of the cassette unless the breaker is
drawn to the isolated position. Inadvertent withdrawal of the circuit breaker too far
beyond its supports is prevented by suitable stops.

- Moving portion of breakers of the same rating shall be interchangeable. Provision shall
be available for the padlocking of the circuit breaker access flaps in any of three
positions.

- Automatically operated safety shutters shall be provided to screen the fixed isolating
contacts when the breaker is drawn out from the cassette.

- The moving portion of the circuit breaker shall be provided with a heavy duty self-
aligning earth contact, which shall make before and break after the main isolating contacts
during insertion into and withdrawal from the service position of the breaker. Even in
the isolated position positive earthing contact should exist.

- Directly operated by the breaker operating mechanism and having 4 NO and 4 NC


contacts shall be provided on each breaker. The auxiliary switch contacts shall have a
minimum rated thermal current of 10 Amps.

- Sets of binary feedbacks shall be provided from ACB to DELREMO for monitoring
the operating conditions like breaker open/closed/trip etc.

Protections
- All protective relays shall be of numerical communicable technology type with master trip
(86), trip circuit supervision & self-monitoring features. Protective relays and timers shall be
flush mounted.
- The protective relays shall be draw-out type and shall be suitable for operation from CT and
VT secondary as required for protection circuit.
The following protection shall be provided in LT circuit breakers with numerical type
relays (as applicable):
 Short circuit protections on all phases.
 Back-up time delayed over current protection on all phases.
 Instantaneous earth fault protection.
Bidder has to review and analyses existing protection system and make sure that the protection
system proposed by bidder is in sync with existing system

Molded Case Circuit Breakers (MCCBs)

- The MCCB shall comply with IS13947-1993.

- The MCCB shall be provided with over current protection by means of thermal and magnetic
tripping element. All MCCB tripping mechanism shall be ambient temperature compensated.

- MCCB of frame sizes greater than 150 amps shall be equipped with continuously adjustable
magnetic pick up setting.

- MCCB ‘s used for incoming main feeders shall be provided with continuously adjustable rated
current settings additionally in the range of 40% to 100% of rated current in case of electronic
MCCBs & 80% to 100% of rated current in case of thermal-magnetic release MCCBs.

- MCCB ‘s shall have quick make and quick break mechanism independent of the operating speed.

- The tripping mechanism shall be mechanically ―trip free from the handle so that the handle
cannot be closed against fault conditions.

- MCCBs shall be provided with door interlock handles. All handles shall be large and robust to
carry out the switching operation with ease. The handle shall clearly indicate the ON, OFF and
TRIP positions. The handle shall be able to be locked in the ON or OFF positions. When locked in
the ON position it shall still be possible for the handle to indicate TRIP when the MCCB has
tripped. An interlock release mechanism shall be provided to enable the door to be opened when
the MCCB is locked in the ON position.

- Multi-pole MCCB shall have common-trip bar so that in fault condition on any one pole of the
MCCB, all poles shall trip simultaneously.

- The MCCB interrupting capacity shall be not less than that indicated on the drawings unless
alternative scheme using cascading protection or other schemes are utilized.

- MCCB ‘s of ratings 200A and above shall be of bus bar termination type adaptable for use with bolts
and cable lugs. MCCB ‘s of ratings 200A and above shall be of Micro-processor based.

- The motor mechanism shall utilize universal motor with electromagnetic clutch and shall be
equipped with full handles to allow manual operation of the MCCB. All automatic change over
MCCB ‘s shall have minimum mechanical life of 10,000 operations.

- Indicating lamps shall be of the panel mounting, LED type and shall have execution plates marked
with its function wherever necessary.

- The color of the lamp cover shall be red for ‗ON and green for ‗OFF indicating lamps shall be
provided with series resistor. All MCCBs shall have the accessories such as under voltage release,
shunt release, auxiliary and alarm switches, Front door operating mechanism with door interlock
defeat facility.

- MCCBs shall be provided with spring assisted quick make/break manually operated trip free
mechanism.

- MCCBs shall be provided with adjustable tripping device with inverse time characteristics for
overload protection and instantaneous characteristics for short circuit protection. As per requirement,

MCCBs shall also be provided with ground fault protection and 1NO contacts for tripping
indication / alarm for purchaser use.

- MCCBs shall be provided with minimum 2 NO + 2 NC spare auxiliary contacts.

- Above 200A, we have to use microprocessor based MCCB only.

- MCBs shall be used in all the AC control circuits.

- The MCBs shall be suitable for manual closing and opening and automatic tripping under overload
and short circuit conditions. They shall be provided with trip-free mechanism.

- All circuit breakers, MCB or MCCB has to be provided with service rating of fault current.

- The MCBs shall be suitable for housing in the lighting panels and for connection of standard
copper / aluminum wires at both the incoming and outgoing ends by copper lugs or bus bars
connection on the incoming end.

- The terminals of MCB and ON and OFF positions shall be clearly and indelibly marked.

The interrupting current and continuous current rating of the MCCBs shall be as mentioned in the
specification.

Miniature Circuit Breakers (MCBs)/ Earth Leakage Circuit Breaker (ELCBs):

- Supply of electricity to every electrical installation above 2 kW with Voltage exceeding


250V shall be controlled through ELCBs whose maximum earth leakage threshold for
tripping should not exceed 30 mA for domestic connections and 100 mA for all other
installations, so as to disconnect the supply instantly on the occurrence of earth fault or
leakage current. (As per Measures relating to Safety and Electric Supply, Amendment
Regulations, 2014, as required under sub-section (3) of section 177 of the electricity Act,
2003.

- MCBs shall comply with IS: 8828.

- They shall be of the current limiting type having sealed ambient temperature independent
thermal magnetic tripping mechanism providing overload and short circuit protection.

- All MCBs shall be of 35mm D/N symmetrical rail mounted type.

- The breaking capacity of MCBs shall be at least equal to the prospective fault level at the
point installation, unless back-up by current limiting upstream breaker of the same make.

- The MCB contacts shall be silver nickel and silver graphite alloy and tip coated with
silver.

- Proper arc chutes shall be provided to quench the arc immediately. MCBs shall be
provided with magnetic fluid plunger release for over current and short circuit protection.

- Each pole shall be provided with bi-metallic thermal element for overload protection and
magnetic element for short circuit protection.

- The individual operating mechanism of each pole of a multi-pole MCB shall be directly
linked within the MCB casing and not with the operating handles. It shall be possible to fit on
site auxiliaries like shunt-trip coil, under-voltage release, ON/OFF switch or alarm switch.

Contactors

- All contactors and bi-metal relays should conform to IS – 13947.

- The contactors shall be suitable for operation in service temperature up to 50 deg. C.


without de-rating. The contactors and bimetal relays shall have been tested for type-2 co-
ordination at 50 KA, 415 V 50 Hz as per IS 13947. The main contacts shall be of silver or
silver alloy.

- Contactor coil rating shall be minimum pick up of 85% of rated voltage and minimum drop
out of 75% rated voltage.

- The design of the current carrying parts, contact system and the magnet system should be such
that it should increase reliability of electrical and mechanical endurance.

- Auxiliary contact should have double break parallel bridge contact mechanism. For operator
safety the contactors above 45 Amp should have arc-chamber.

- Each contactor shall be provided with 2 N/O and N/C aux. contacts. The exact requirement
of contacts shall be decided by the contractor considering the scheme requirements and
spares.

- The insulation class for the coil shall be class E or better.

- The construction of the arc chamber should be such that there is no emission of arc by-
products on the surrounding equipment. The contactor shall have funneled shaped cable
entries, cable end stops and predetermined insertion depths.

- Contactor below 63 Amp shall have captive screws preventing the screws from falling. Main
contacts should be of silver alloy to have long contact life; it should withstand to keep the

16. Energy Meters
- There would be installation of bi-directional meter depending on voltage of connectivity
with the distribution system of the licensee.

- The energy meter shall be of approved make of the off-taker and shall conform to the
requirements laid down by the CEA ‘s (Installation and Operation of Meters)
Regulation, 2013 and any amendments thereof. These shall be inspected, tested and
calibrated at the time of installation and also during operation lifetime of power plant.

the meter. Said manual switch shall have the capability of being locked out to isolate the facility if
an electrical outage occurs. The manual disconnect switch may also be used by the distribution
utility as a means of isolation during maintenance, testing, outage, and/or emergency activities.

in mechanical health indication. Complete solution shall have voltage protection level (Up) of
<= 1.5 KV to protect the sensitive electronics inside the Invertors, having follow current
extinguishing and limiting capability up to 25 KA rms (at 255V) without tripping of even small
rating 32 AGL/G fuse and approved from international independent test labs like KEMA or
VDE or UL as per latest IEC 61643-1 or equivalent EN 61643-11 standard. SPDs on the ACDB
shall be provided if the same haven’t been provided on the PCU.

as a minimum. The type test certificate shall not be more than 5 years old as on the time of
contract award. In case this criterion is not met, the type test shall be conducted before the
delivery of the equipment without any commercial / time schedule implication to the Purchaser.

17. EARTHING SYSTEM


The entire PV plant area shall be appropriately earthed with adequate number of earth stations.
Earthing system shall comply with the latest edition of IS 3043 describing code of practice
of earthing and IEEE80.
The earthing system shall have complete earthing network comprising of wires, copper
tapes, electrodes and earth bonding of all relevant necessary non-current carrying metal parts
of equipment‘s/ apparatus shall be connected as required.

17.1. SPECIFIC DESIGN REQUIREMENTS

- Earthing network within the PV plant may be of GI. All mounting structures, String

combiner boxes shall be connected to earth grid with appropriate size of earth conductor
(Suggested Size & Material can be 25x3 Sq. mm. GI Strip or 1Cx70 Sq. mm. stranded
copper Cable). Sufficient earth stations shall be planned to maintain earth resistance
well below 1.0 ohm ensuring hazard free operation of PV plant. Each equipment shall
be earthed through an additional protective conductor with equipotential bonding
conductor.

- In accordance with practices mentioned in IS: 3043. Dedicated earthing stations shall be
provided for lightning protection system. If required positive or negative pole of the DC
system shall be grounded at Inverter station.

- All the earth pits shall be appropriately connected to maintained overall resistance of
plant well below 1.0 ohm.

- All the earthing stations shall be provided with test links of phosphorus bronze and
located at 150mm above ground level in an easily accessible position for testing.

- All the earth stations shall be kept at minimum 3m away from the edge or civil
foundation of any building/equipment. Also, the distance between nearby earth pits shall
be minimum 3m.

- To ensure the continuity of the earth conductor all the joints between risers from the
equipment ‘s and main earth conductor shall be electric arc welded. Welded joints shall be
coated with bitumen paint. However, wherever there are welded joints above ground (i.e.
between two G.I. strips) then the joints shall be treated with zinc chromate primer and
coated with zinc rich paint.
- The material used for making connections shall be compatible with the earth rod and the
earthing conductor so that galvanic corrosion is minimized. In all cases, the connections
have to be mechanically strong.

- Protective conductors shall be suitably protected against mechanical and chemical


deterioration. Joints of protective conductors shall be accessible for inspection and
testing.

- Earthing installations shall be provided to all apparatus framework or other non- current
carrying metalwork associated with each system.

- All bimetallic connections shall be treated with suitable compound to prevent moisture
ingression.

- Earth conductors in trenches containing power cables should be placed at the top.

- Earthing conductor connections to equipment should be made onto vertical surfaces only. No
connection point should be less than 150 mm above ground level. The earth grid should be run at a
minimum depth of 50 cm below ground.

- If using artificial treatment, the possible corrosive effect of the salt on the driven rods
and connections should be considered.

- Earth strip shall be suitably routed from parapet wall / exteriors of building with the help of
insulators.

- The cable sheaths, screens armor shall be earthed at both ends for multi-core cables. For single
core cables the same shall be done at one end (switchgear end) only.

- Electrodes shall be made of copper bonded rod of internal diameter of minimum 40mm
diameter or higher as per design requirements the pipe electrode shall be as far as
practicable embedded below permanent moisture level. The length of the pipe
electrode shall not be less than 3 m.

- The electrode shall be made of one piece. Earth leads to the electrode shall be laid in
copper bonded and connected to the electrode with brass bolts, nuts and washers.
Electrode shall be terminated in a wire meshed funnel.

- The soil around the earthing electrode shall be treated to reduce the resistivity
of the soil by filling the complete depth of electrode with alternative layers of charcoal and
salt.

- The funnel shall be enclosed in a masonry chamber of 600mm x 600mm dimensions. The
chamber shall be provided with GI frame and CI inspection cover. The earth station
shall also be provided with a suitable permanent identifications label tag.

- For earthing of PV plant in the PV arrays area, contractor may provide maintenance free
earth stations.

- Contractor shall ensure that resistance of entire earthing system shall below 1 ohm. If the
resistance is observed to be not less than 1 ohm, the contractor shall derive additional
earth pits such that resistance is less than 1 ohm.

17.2. LIGHTENING PROTECTION

need to be provided. Apart from this PLC controller required to protect the back feed. Supplier should
ensure surplus energy shall not be fed to the grid and also shall ensure this by installing fool proof
system viz. fast response restriction of generation with respect to loads etc. Control cabling and PLC
to be considered for interacting with load manager installed.
c. Net metering is in bidder scope.
d. The scope is not limited to as mentioned above ;however any requirement for completion of scope as

THIS DEED WITHNESSETH AND IT IS HEREBY AGREED AND DECLARED BY AND BETWEEN
PARTIES HERETO AS FOLLOWS:
1. The Bank hereby irrevocably & unconditionally undertakes and guarantees to Purchaser that if the supplier
fails to supply the goods in conformity with the terms of the Agreement for any reason whatsoever, the Bank
shall merely on demand and without demur pay to Purchaser all and any sum up to a maximum of Rs.

the claim with in three working days of receipt of the demand for claim.
2. The Bank further agrees that the Purchaser shall be the sole judge as to whether the Supplier has failed to

whole or part of the payment made by the Purchaser. Any demand made on the Bank by the Purchaser shall
be conclusive and binding upon the Bank. The Bank shall pay forthwith the amount demanded by the
Purchaser not withstanding any dispute, if any, between the Purchaser and the Supplier.
3. The Bank undertakes to honor the demand for claim under this bank Guarantee at any of its branch in India.
4. The Bank undertakes to extend the period of this Guarantee merely on request by the Purchaser and with
intimation to the supplier.
5. This Guarantee shall not be affected by any change in constitution of the Supplier, the Purchaser or the Bank
nor shall it be affected by any change in constitution or by any amalgamation or absorption or reconstruction
thereof.

6. The Bank further agrees, that the Purchaser shall have the fullest liberty without affecting in any way
obligation of the Bank hereunder, with or without the consent or knowledge of the Bank, to vary any of the
terms and conditions of the said Agreement or to extend the time of delivery from time to time or postpone
for any time or from time to time any of the powers exercisable by the Purchaser against the Supplier and
either of forbear or enforce any of the terms and conditions relating to the said Agreement and the Bank shall
not be relieved from its liability by reason of any such variation or any indulge or forbearance shown or any
act or omission on the part of the Purchaser or by any such matter or thing whatsoever under the law relating
to sureties would but for this provision have the effect of so relieving the Bank.
7. It shall not be necessary for Purchaser to proceed against the Supplier before proceeding against the Bank
and the Guarantee herein contained shall be enforceable against the Bank, not withstanding any security
which Purchaser may have obtained or obtain from the Supplier at any time or when proceeding taken
against the Bank, hereunder, be outstanding or realised.
8. The Bank further agrees that this Guarantee shall not be revoked by the Bank at any time during its currency
without previous consent in writing signed by Managing Director of the Purchaser.
9. The Bank further agrees that any legal action or proceedings arising out of this Guarantee shall be brought in
the courts or tribunals at Barnala in India and irrevocably submit themselves to the jurisdiction of such courts
and tribunals.
10. Notwithstanding anything contained herein before, the liability of the Bank under this guarantee is restricted
to Rs. ……………(Rupees ………………………only) and shall remain in force up to DDMMYYYY unless
a claim under the Guarantee is filed against the Bank on or before DDMMYYYY (60 days beyond the
expiry date of the Guarantee)[Thus if the Guarantee is valid up 1 st April, the claim lodging period shall be up

to comply with the terms of the agreement including performing to the satisfaction of the Purchaser, which
shall be final and conclusive of the factum of non-performance, the Bank shall indemnify and keep the
Purchaser indemnified to the extent of Rs. …………(Rupees …………………………………) against any
loss or damage that may be caused to or suffered by the Purchaser consequent to non-performance of the
contracted equipment supplied by the Supplier, without any reference to the supplier and without
questioning the claim with in three working days of receipt of the demand for claim.

certification by the Purchaser of successful installation and commissioning of the equipment contracted.

to time any of the powers exercisable by it against the Supplier, either to enforce or forbear the clause
governing guarantee in the terms and conditions of the said Agreement and Bank shall not be released from
its liabilities under the guarantee by any matter referred to or by reason of time being given to the Supplier
or any other forbearance, act or omission on the part of the Purchaser or any material or things whatsoever
which under the law relating to sureties shall, but for the provisions hereof, have the effect of so releasing
the Bank from its liabilities.
6. The Bank further agrees, that the Purchaser shall have the fullest liberty without affecting in any way the
Banks obligations hereunder, with or without consent or knowledge of the Bank, to vary any of the terms
and conditions of the Agreement or to extend the time of delivery from time to time.
7. The Bank undertakes to extend the period of this Guarantee merely on request by the Purchaser and with
intimation to the supplier.
8. The Bank undertakes to honor the demand for claim under this bank Guarantee at any of its branch in India.
9. The Bank further agrees, that in order to give full effect to the guarantee herein contained, the Bank shall
be entitled to act as if the Bank is the principal debtor of the Purchaser in respect of claim against the
Supplier hereby guaranteed by the Bank as aforesaid, and the Bank hereby expressly waive its rights of
suretyship and other rights, if any, which are in any way inconsistent with the above or any other provision
of this Guarantee.
10. The Bank further agrees that any legal action or proceedings arising out of this Guarantee shall be brought
in the courts or tribunals at Barnala in India and irrevocably submit themselves to the jurisdiction of such
courts and tribunals.
