1.0 INTRODUCTION
Promenade Oil and Gas Company Limited has awarded Cakasa Engineering
Services Limited (CESL) a Work Order to carry out Detail Engineering Design
(DED) in conformance with design specifications and industry standards necessary
for the successful completion of the Proposed Petroleum Products Depot at Ijegun,
Lagos State.

The depot is expected to be designed for the following basic Facilities:

™ PMS TANKS (27mD X 19mH) – 3 Nos

™ AGO TANK (27mD X 19mH) – 1 No.

™ DPK TANK (27mD X 19mH) – 1 No.

™ ATK TANK (27mD X 19mH) – 1 No.

1.1 Definitions

The following definitions will be used:

Must/Shall - Indicates a mandatory requirement.

Should - Indicates a preferred course of action or strongly recommended to comply


with the requirements of this specification.

May – Indicates an acceptable course of action.

Company - The party who initiates the project and ultimately specifies the technical
requirements, which is PROMENADE OIL AND GAS COMPANY LIMITED.

Contractor - The party who carries out all or part of the engineering of a project,
which is CAKASA ENGINEERING SERVICES LIMITED.

Construction Contractor - The party responsible for the construction work.  

Piling Contractor - The party responsible for the piling work. 

1.2 Language and Units of Measurement


Unless otherwise agreed in writing, the language of written and spoken
communication between the parties to this scope of supply shall be English. The SI
system of units shall be used throughout for all documentation and drawings.

2.0 SPECIFICATIONS, CODES AND STANDARDS

The design shall comply fully with statutory and regulations requirement,
International Standards, & Codes of Practice and industry-published guidelines.

Unless the edition of any code, standard or document is specifically mentioned, the
latest editions shall apply and where conflict exists between requirements of these
documents, it shall be addressed to the COMPANY for clarification.

2.2 Laws and Regulations


This refers to the laws and regulation acceptable in Nigeria. These are:

• Department of Petroleum Resources (DPR)

• Environmental Guidelines and Standards for the petroleum Industry in Nigeria


(EGASPIN)

2.3 Applicable Codes and Standards


The listed documents shall not be considered as exhaustive. Any conflicts or
deficiencies that may arise shall be highlighted and approval obtained for an
alternative, which eliminates the conflict or deficiency.

In terms of use of information, the applicable National code takes precedence over
COMPANY’s specification UNLESS the COMPANY’s specification is more stringent
than the National code, in which case the specification shall be followed.

2.4 Order of Precedence


In case of conflict in the requirements of any of the documents referenced herein,
the following order of precedence shall be applied in decreasing order of priority:

• National and international codes and standards


• Local regulations governing health and safety
• COMPANY’s specifications
Any discrepancy between the documents shall be brought to COMPANY’s attention.
The construction contractor shall not proceed with any such aspect of the work until
necessary confirmation is provided, in writing, by the COMPANY.

3.0 PARTICULAR SPECIFICATION

3.1 General Requirements for Foundation Work


¾ Location
This project area is located at Ijegun, Lagos State.

¾ Tanks Foundation, Shelter Foundation and Equipment Support

All Tanks shall be founded on Pile foundations, while all shelters and equipment
shall be supported on adequately designed and constructed raft foundations.
Piping, Valves, Gauges, Meters and all other appurtenances shall also be
adequately supported.

The foundation type and depth shall be based on the results of the subsoil
investigation and outcome of design calculations for the equipment or structure to
be supported.

¾ Nature of the Works


Based on subsoil investigations and analysis of the imposed loads, soil-foundation
interactions and settlement studies, deep (piled) or shallow foundation in the form of
isolated pad or raft foundations shall be provided as appropriate for the tanks,
Shelters, equipment, buildings, piping and all other facilities.

¾ Working Area
The working area will be as defined by the COMPANY, which shall be within the
confines of Tomaro facility. Provision of access to the work site shall be the
responsibility of the construction contractor/piling contractor. All temporary
structures shall be removed on completion of the works, unless the COMPANY
advises otherwise.

Working area shall include, as a minimum, the plant areas, the flare area, offset
areas for working space, construction/piling Contractor’s workshop and/or
prefabrication yard (if applicable). Areas outside the immediate site that might be
affected by the works should be surveyed and adequately protected. Such a survey
should include:

• Site boundaries and building lines

• Conditions of adjoining and neighbouring buildings and recording of defects

• Location and condition of utility services

¾ Sequence of the Works


The sequence of the Works shall be agreed with the main Contractor. This shall be
contained in the Work Method Statement to be submitted, reviewed and approved
by the COMPANY, prior to commencement of the works. As a minimum, the Work
Method Statement shall include statements on the following:

• Mobilisation

• Site Preparation

1. Drainage and Dewatering

2. Excavations

¾ Other Works proceeding at the same time
Site Clearance and Bulk Earthworks where required may be undertaken in
conjunction with foundation works.

¾ Submission of Information
Where appropriate, the submission of information as listed in Table 1.1 of the
Institution for Civil Engineers’ Specification for Piling and Embedded and Retaining
Walls’ 1996 shall be made to the COMPANY and at the time stated. The detailed
requirements are listed under the clause number indicated in the relevant portions
of the table.

3.2 Geotechnical Investigation


The results of the existing Geotechnical Site Investigation and any other additional
investigations made available to the construction contractor/piling contractor for
information shall form the basis of the site preparation work. It is the responsibility of
the construction contractor/piling contractor to verify the reports and take
responsibility for its interpretation.

3.3 Design Considerations


Choice of a suitable foundation are based on the following, amongst others

• Surveys and Site Investigations

• Geotechnical Investigation reports

• Preliminary analysis of loading from structure to be supported

• Vendor reports on equipment weight, footprint, amplitude and other


relevant data

• Physical and legal restrictions of the particular site

• Resource availability

• Bearing Capacity and Settlement Characteristics of the ground.

Structural designs are considered in relation to constructional methods/sequence.


Considerations are given to incorporation of part of the temporary works into the

permanent works. Details arising from any necessary constructional features such
as access, timbering, shoring, temporary drains, pump discharge lines,
compressed-air locks and other temporary obstructions should be bore in mind.

Foundations and substructure are design with adequate factor of safety under all
conditions that may occur during the construction of the entire work. The processes
of excavation, filling, pumping etc. should be arranged so as to avoid endangering
the strength or stability of the partially completed structure.

3.4 Construction Considerations

¾ Excavations
Sides and bottoms of excavations should be adequately supported and protected
against traffic, exposure to weather (rain and drying conditions) and the action of
water (floodwater or the removal of groundwater). Stability of the sides of
excavations should also take into consideration surcharge loads as a result of
proximity of mechanical plant, spoil and material dumps to the edge of excavations.

Excavations should be kept free of water during concreting except in special


circumstances when concrete should be placed by a suitable method such as by
tremie pipe.

¾ Shoring

Shoring drawings will be produced by the piling contractor and shall be approved by
the COMPANY.

All shoring works shall be approved by the COMPANY and subject to periodic
inspection. Shoring shall be positioned and taken to such depth that would
guarantee adequate support while allowing enough working space for demolition
and other building operations.

Shoring systems shall be structurally designed and may utilize steel sections,
tubular scaffolding, timber or a combination of these. Timber shores should be
regularly inspected for swell or shrink.

¾ Setting Out

The Site Datum will be as indicated on the Contract Drawings, and shall be
identified to the construction contractor/piling contractor on site by means of
coloured survey pillars. All levels will be quoted relative to Location Datum.

Final ground and finished levels shall be as indicated on the contract drawing and
would be such that effectively drains the plant. Method of drainage, including layout,
gradients etc shall be specified and agreed with the COMPANY. Final levels shall
also allow enough room (clearance) for piping, maintenance, operations and
possibly aeration.

Certified equipment shall be used for setting out. These include automatic levels,
spirit levels, and laser beam levels, Theodolites, Global Positioning System (GPS),
amongst others. The COMPANY shall approve the setting out before profiling and
commencement of foundation construction.

3.5 Piling Works


The Piling Contractor shall design, produce, install and test piles having the
qualities and type of materials and which upon testing meet the requirements.

The Piling Contractors’ design shall comprise the calculation of individual pile
lengths based on the ground conditions revealed by the site investigation. The
design shall ensure that the piles have enough capacity to carry the Specified
Working Loads (SWL) within the specified limits for load-settlement behaviour. All
pile at built-up locations shall be Continuous Flight Auger (CFA) piles while at other
locations shall be Driven Cast in-situ Piles designed with appropriate factors of
safety in determining Pile Bearing Resistance.

Reinforcement shall comply with the provisions of EN 1992 for resisting stresses
due to lifting, stacking, and transport of the pile and any uplift or bending transmitted
from the superstructure. It should also be capable of resisting tensile forces due to
ground heave resulting from the installation of other piles close by or from
excavations carried out after the piles have been installed.

The Piling Contractor shall provide with his tender a schedule of sizes and lengths
of the working piles, including reinforcement and their corresponding allowable
capacities to meet the requirements of the specification.

¾ Performance Criteria for the Structures to be Supported on Piles


Piles shall be required to support equipment modules and weather protection
structures where the site conditions do not permit shallow foundations. Equipment
modules will be fully functional, self-contained process units each within a structural
envelope.The structure of each module will behave as a complete individual or
stand-alone building and constitute equipment, piping and cable supports,
transportation frames and supports for cladding, access platforms, ladders, stairs,
etc.

¾ Permissible Damage Criteria for Existing Critical Structures or Services


None

¾ Other Particular Requirements


The Contractor shall submit with his Tender all relevant details of the method of
piling, the plant and monitoring equipment he intends to adopt.

The Piling Contractor shall submit with his Tender a provisional programme for the
execution of the Works. He shall submit a detailed programme prior to
commencement of the Works.

Safety precautions shall comply with all current safety legislation and with
COMPANY’s safety policy.

The Piling Contractor shall provide and maintain on site sufficient, proper and
efficient lifesaving appliances. The appliances must be conspicuous and available
for use at all times. Site operatives shall be conversant with the use of the safety
equipment.

As part of pre-mobilization for piling, the Piling Contractor shall submit a Quality
Assurance plan for review and approval. For precast concrete, the mix design shall
comply with EN 1992, concrete grade shall be a minimum of C25/30 or C30/37 and
minimum concrete cover shall be 50mm for cased and 75mm. The following

information shall also be provided in the Quality Assurance plan, as a minimum for
pile production:

• 28-days cube compression test results

• mix design

• aggregate sizes and sources

• source of cement

• calibration certificates for cube crushing machine

A Work Method Statement, Piling & Test Procedures should also be made available
for the COMPANY’s review and approval.

The Piling Contractor shall probe the site for buried service and utility lines and
submit report to COMPANY for approval. The Piling Contractor shall obtain
necessary permit before excavation and make good any damaged lines. All works
are to be carried out with the utmost attention to HSE.

¾ Precast Reinforced Concrete Piles

All materials and work shall be in accordance with Sections 1, 2 and 20 of the
reference ICE Specification.

All fabricated steel components used in the manufacture of precast concrete piles
shall as a minimum comply with EN10025.

¾ Specified Working Loads

The specified working load for piles to be installed at the project site shall be based
on the results of detailed geotechnical site investigation.

¾ Grades of Concrete
The grade of concrete shall be C25/30.The minimum strength of concrete for the
piles shall be 30N/mm2 at 28 days for cube test and 25N/mm2 at 28 days for

cylinder test with minimum cement content of 340kg/m3 as specified in concrete
specification.

¾ Supervision
All the piling work shall be supervised by the COMPANY and shall not be
subcontracted to the piling Contractor. No pile shall be installed or tested without
witnessing by authorized supervision.
