I have the pleasure to adress your office, following the declarations of the Colombian
citizen Ivan Cepeda, in which he stated "I also announce that I will take measures to revoke
the American visas of Mr. Uribe and Cadena", referring to the former President Alvaro Uribe
and his lawyer, against whom he is conducting criminal proceedings in Colombia.

In my position as attorneys of former President Alvaro Uribe, we reject these


statements, to the extent that it has not been the former president who has incurred in criminal
activities, but Ivan Cepeda himself. In fact, it was he who had meetings, in United States
prisons, with former paramilitaries, among them Juan Carlos Sierra Ramirez, aka "Tuso
Sierra," who in a communication to the Colombian Supreme Court of Justice stated that
"While being held in the Federal prison of Washington Correctional Treament Facility, I
received the official visit of Mr. IVAN CEPEDA (...) who asked me to make a statement
against Senator ALVARO URIBE VELEZ, because of his alleged links with illegal groups.
In exchange for my statement, they committed themselves to manage and obtain political
asylum for my family in Switzerland". (Emphasis added) (unofficial translation) (See Annex
1).

For this reason, we express our concern regarding the statements made by citizen Iván
Cepeda and categorically reject his intention to initiate attempts to have the visas of former
President Uribe and his lawyer revoked, knowing that it was he who incurred in criminal
activities in the United States by seeking to influence a person to give false testimony in a
judicial proceeding.

This situation, which, according to the media, has been repeated with other people
who were extradited to the United States of America and who, apparently, like Mr. Sierra
Ramirez, were contacted in U.S. detention centers with the sole purpose of having them
allegedly give false testimony to involve former President Uribe Velez, exposes what would
be a systematic pattern of alleged criminal behavior committed on U.S. territory
I take this opportunity to present to the honorable Ambassador the assurances of my
highest and most distinguished consideration,
