ACTIVITY PROPOSAL
According to the Canadian Mental Health Association: “Workplace stress is the harmful
physical and emotional responses that can happen when there is a conflict between job
demands on the employee and the amount of control an employee has over meeting these
demands. In general, the combination of high demands in a job and a low amount of control
over the situation can lead to stress.
Stress in the workplace can have many origins or come from one single event. It can
impact on both employees and employers alike. It is generally believed that some stress is okay
sometimes referred to as “challenge” or “positive stress” but when stress occurs in amounts
that you cannot handle, both mental and physical changes may occur.
There is no doubt that staff of the Regional Rehabilitation Center for Youth (RRCY)
experiences inevitable stress as a direct consequence of their caring role. According to a study
conducted in Britain, “these experiences is a complex process and is related to gender, age,
health status, ethnic and cultural affiliation, lack of social support, coping style, in addition to
the stressors of the disorder itself. Carers appear to suffer from at least moderate levels of
psychological symptomatology. The behavioral problems associated with mental disorders
further increase the stress levels of carers”.
The success of rehabilitating children who end up in residential care depends immensely on the
quality of interventions provided by the residential staff like the Houseparents, Social Workers,
and other professionals who stays with the children all day long. Group cohesiveness is seen as
one important tool in addressing stress in the workplace. This gives the members of an
organization share and interact among themselves quite frequently and interpersonal
communication is found very effective.
As described in DSWD Administrative Order No. 20, series of 2018, or the Enhanced
Mechanism on Promoting Occupational Wellbeing and Employee Reinvigoration (EMPOWER),
EMPOWER is a rights-based, holistic and integrated framework of several existing and proposed
standards, programs, and initiatives that promotes the health, safety and wellbeing of DSWD
personnel towards the delivery of quality service. As a comprehensive employee welfare
program, it seeks to rationalize the needs of the DSWD personnel based on the intervening
factors in the workplace and the environment. It provides an array of programs that would
address concerns affecting work performance and employee productivity.
OBJECTIVES:
It is on the belief that through the different group dynamics in the Kumustahan the
following objectives shall be met
This is a one-day activity to be conducted outside the center in order to give more focus
and quality time for the staff to achieve the above-cited objectives. It shall be participated by all
staff except those who are on duty, on official travel, and those whose family members are in
emergency situations. The thirty-five (35) staff shall be grouped into six (6). Each group will be
assigned to facilitate the conduct of different Small Learning Exercises (SLEs) and workshops to
meet the objectives of the activity. Hereunder is the suggested program flow of the activity;

Two (2) snacks will be served. The center will also utilize the existing materials and other
resources in the center. The activity shall be conducted bi-monthly which shall be conducted on
the months of September and November 2020.
Further, a van shall be hired to ferry the staff to and fro the venue since there is scarcity
in the transportation of vehicle. This is also to prevent the exposure of the staff to other people
in public. It shall be assured that the venue shall be exclusive only for the staff.
Adopting to the New Normal due to the pandemic, the activity shall be conducted with
strict observance of all the health protocols.
BUDGETARY REQUIREMENTS:
Based on the forgoing, it is highly recommended that the amount of Forty Thousand
Pesos (Php 40,000.00) be approved to finance the said activity.
