Chhattisgarh in Form A along with documents for evaluating Prequalification on SOR of, Road & Bridge
works issued by -E-in-C PWD, Raipur in force from 01.01.2015/01.01.2015 and amended
up to date of 08.11.2017/08.11.2017 Respectively, from contractors, registered in B & Above
Class in new registration system “Unified Registration System-[e-Registration]” with
Chhattisgarh P.W.D. and get empanelled on https://eproc.cgstate.gov.in as per the Date
Details mentioned below. All other condition for submission of tenders and criteria for Pre-

https://eproc.cgstate.gov.in directly and shall be submitted online only after making the
payment of Bid submission fees online, and Earnest Money Deposit online. Affidavit should
be submitted physically in Envelope D as per the Date Details mentioned below.

The bids of the contractors have to be digitally signed by the Digital Certificate of the
Contractor before submitting the bids online.
1- In case the tenderer(s) is/are not registered in appropriate class of contractors in Chhattisgarh
Public Works Department and web site https://eproc.cgstate.gov.in. He/they shall not be
eligible to participate in the above tender.

2- It is mandatory to submit the following online:-

(A) Copy of Valid registration in CGPWD

(B) Valid Bank Solvency.
(C) Affidavit in prescribed format attached in annexure 13 of P.Q. Documents.
(D) P.Q. Documents
(E) Financial offer.
3- Conditional tenders are liable for rejection.
4- If any pre-qualified tenderer withdraws his offer before the validity period or
makes/propose any modifications in the terms and conditions of the tender, the said
earnest money shall stand forfeited.
5- Before the deadline for submission of tender, the E-In-C, PWD, Raipur modify the
tender document by issuing amendment.

6- Any amendment thus issued shall be part of the tender document and shall be
published on web site.

7- E-In-C, PWD, Raipur will open online envelope containing Envelope A & B received
online, and Envelope D received physically in the presence of the tender(s) /
representatives who choose to attend at the time, date and place specified in the Notice
inviting tender.

8- (a) The authorized committee will prepare minutes of the pre qualification opening
and Shortlist/approve the qualified tenderers.
(b) Financial Bids of only qualified Bidders will be opened.
9- Special Condition:
 (1) a) Cess @ 1% (One percent) shall be deducted at source, from every bill of the
contractor by the Executive Engineer under Building and other construction for
workers welfare, Cess Act 1996.
b) It is mandatory for the contractor(S) to get himself/themselves registered with C.G.
Building & Other Construction welfare Board' as soon as the work order is issued
to him / them for the work amounting to Rs. 10.00 (ten) lacs and above and submit
a copy of the same to the concern Executive Engineer. Otherwise no payment will
be made under the contract.

(2) Contractors are advised to go through the Notice Inviting tenders & the Tender /P.Q.
Document thoroughly. Certificates, annexures, enclosures as mentioned in the
document will have to be submitted by the tenderers strictly in the prescribed format, at
the time of submission of Technical/Financial Bid, failing which the contractor shall
disqualify for the work & his financial offer shall not be opened and no representation,
appeal or objection, what so ever in this regard shall be entertained, by the department.

(3) It is mandatory to submit online by the contractor the list of on - going Works / works
in hand. If any work is found delayed beyond one year from the Stipulated date of
completion due to Contractor’s fault, the contractor will be
disqualified for the reason Of poor performance.

(4) It is mandatory for contactor to submit an affidavit in prescribed format attached in

Annexure 13 of P.Q. Documents.

For probable amount of contract more than Rs. Five crore, the conditions of pre-qualification
document shall be followed

These special conditions will supersede anything contrary to it in the tender document.

11. The dates for opening of Envelope A, B, C and D shall be as under:

1- Opening of Envelope A & B online & Envelope D (Received by post)
02/12/2020 at 10:00 am.

2- Price bid shall be opened after technical evaluation.

All the contractors are required to submit Envelope D physically containing the
following Documents:

1. Affidavit in Original.
2. Envelope “D” should be submitted only through Registered Post/Speed Post so
