TENDER SCHEDULE
1. The last date of online application and submission is 29/11/2023 upto 15.00 hrs.
2. The date & time of opening of online tender is 30/11/2023 after 10.30 hrs in the office of the
Superintending Engineer Circle III, (Roads), PWD, Altinho, Panaji, Goa.
The online application should accompany the following documents (Scan and Upload on the
e-Tender website("https://eprocure.goa.gov.in"):
a. Scanned Original copy of PAN Card.
b. Scanned Original copy of valid GST registration Certificate.
c. The Firms/consultants should get registred under GST and the copies of the original valid GSTIN
certificate and copies of the system generated email from the Commerccial Tax Department, of any
state/UT government showing the latest Application Reference Number (ARN) generated on GST
common portal www.gst.gov.in by the Taxpayer after filing the latest return which was due as per GST
Law, should be submitted along with tender applcation, failing which the tender application shall be
rejected. The GSTIN certificate and the ARN copy shall form part of the agreement. (For all the works).
However consulting firms has to mandatorily produce GST registration & recent filing Done in relevant
forms in other states.

d. Mode of payment towards Tender Document Fee (TDF), Tender Processing Fee (TPF) & Earnest
Money Deposit (EMD) to be paid online through e-Payment mode via:
i. National Electronic Fund Transfer (NEFT)/Real-Time Gross Settlement (RTGS).Tenderer requires
download pre-printed Challan towards credit of ITG available on e-tender website and make its payment
through any of their Bank.
ii. Net Banking:Payment can be made through the Internet Banking of Any Bank.
Note:- Any Payments made through NEFT/RTGS will take 24hours for its reconciliation. Hence, the payments
through NEFT/RTGS should be made at least TWO BANK WORKING DAYS in advance before any due date and
upload the scanned copy of challans in the e-tender website as a token of payment.

f. The applicant should submit a declaration for each work separately as per Annexure- A on plain paper giving
the names of works in hand. Format available for download on the e-Tender Website.
INSTRUCTIONS TO BIDDERS:
Special Instructions:
1)Prebid meeting will be held in the office of SE-III, Altinho, Panaji on 22/11/2023 at 15.30 hrs.
2)The bidder shall submit written querries by email or post on and before 20/11/2023 up to 15.00 hrs
3) Bidder shall fulfill the requirement of technical and financial experience as mentioned in eligibility
criteria herein.
4) Consultancy shall include preparation of detailed Project report (DPR) alongwith all required surveys,
estimates for remedial measures.
5)Eligibility Criteria:-a) The consultancy firm should have at least 5 years of experience in conducting
road safety audits, adhering to IRC SP088-2019. b) The firm should have a team of experts in road safety
engineering, traffic management, and transportation planning, with experience in conducting audits
adhering to IRC SP088-2019. c) The firm should have experience of working on similar projects in the
past, adhering to IRC SP088-2019 consultancy of Road safety audit for minimum of 1000kms during last
five years and the Average Annual turnover (Last 5 years) at least 30% of estimated cost.

6) The bid submission shall be of "Two Bid System" type (Technical and Financial bid) . The Technical bid
shall comprise of Documents/certificates in support of eligibility criteria as mentioned in Para 5 above.
Upon evaluation of technical bid, the bidders fulfilling eligibility criteria, shall be declared as qualified and
eligible for opening of financial bid. Financial bid of those bidders declared as qualified and eligible on
Portal shall only be opened.
1. The bidder shall quote percentage rate above/below for the scheduled Estimated Cost for the work
excluding GST and GST as applicable shall be paid extra on the total cost of work done. Please note that
the validity of tender shall be 365 days from the date of opening of tender.
2. The intending Tenderer must read the terms and conditions of CPWD-6 carefully. He should only submit his
bid if he considers himself eligible and he is in possession of all the documents required.
3. Information and Instructions for Tenderer posted on website shall form part of bid document.
4. The bid document consisting of plans, specifications, the schedule of quantity of various types of items to be
executed and the set of terms and conditions of the contract to be complied with and other necessary
documents can be seen and downloaded from website https://eprocure.goa.gov.in
5. Those Tenderer not registered on the website mentioned above, are required to get registered beforehand.
If needed they can be imparted training on online bidding process as per details available on the website
https://eprocure.goa.gov.in.
6. The intending Tenderer must have / obtain a valid Class-III digital signature to submit the bid.
7. On opening date, the contractor can login and see the bid opening process. After opening of bids he will
receive the competitor bid sheets.
8. It is the responsiblity of the Tenderer to ensure the credit of Tender Document Fees,Tender
Processing Fees and EMD into the respective receiving bank accounts of ITG via various mode of
payments mentioned above, on or before last due date and time of tender.
9. If any cell is left blank and no rate/percentage is quoted by the Tenderer, the tender will be treated as
incomplete tender & will be rejected outright.
10. The Tenderer is required to ensure browser compatibility of the computer well in advance to the last date
and time for receipt of tenders. The department shall not be responsible for non-accessiblity of the e-Tender
portal due to internet connectivity issues and technical glitches at the tenderer's end.
11. The tenderer shall be responsible for the correctness and genuiness of the documents uploaded during the
tender submission. Any discrepancies in the matter will be liable for rejection and suitable action. Break up
cost shall be uploaded on the portal along with the financial bid on or before last date of submission.

12. No hardcopies of the documents to be submitted in the tender box. However, the lowest Tenderer shall
submit the hardcopies of the documents scanned and uploaded and original copy of declaration on plain
paper, after opening of the tender.
Incomplete applications shall be summarily rejected and right to reject any or all the tenders including the
lowest without assigning any reason thereof is reserved.
