TITLE: PERSONAL PROTECTIVE EQUIPMENT

1. Purpose : To define a procedure for the proper usage of personal protective equipment
(PPE).

To protect the worker/operator against possible injury and harm when exposed to
hazards when carrying out work in the company.

2. Scope : This procedure applies to all activities in the company.

3. Reference : Nil

4. Definition : Nil

5. Responsibility :

5.1 The Department Manager/ designated Person-in-charge (PIC), WSH personnel/ Supervisor shall
be responsible for ensuring that proper PPE is issued to all employees and used at the workplace.

6. Procedure :

6.1 Establishing Individual Needs for Personal Protective Equipment (PPE)

6.1.1 The Department Manager/ PIC and Supervisor shall consider the following when
establishing the PPEs needed by the employees: -

Nature of Work during Exposure

Nature of the hazards (gaseous, liquid, vapour etc.)


Severity of exposure – acute, chronic effects
Frequency and duration of exposure
Parts of the body exposed and the manner of exposure
Legal requirements in the Workplace Safety and Health Act (see Attachment 7.2) and the
relevant Codes of Practice / Standards guarding the work to be carried out

Nature of PPE

Degree and types of protection


Ease of use
Reliability and durability
Cost
Availability

TITLE: PERSONAL PROTECTIVE EQUIPMENT

Type of PPE

Head protection – safety helmets, bump caps.


Hearing protection – ear plugs , ear muffs
Eye protection – goggles, safety spectacles
Face protection – face shields, hoods
Respiratory System Protection – air purifying & air supplied respirators
Free-fall hazard protection – safety belts, life-lines
Body protection – clothing, apron and gloves
Feet and legs protection – boots, safety shoes

6.2 Issue of Personal Protective Equipment (PPE)

6.2.1 Based on the above criteria, the Department Manager/ PIC and Supervisor shall establish
the type of PPE that the employees needs and issue to them accordingly.

6.2.2 Records of PPE issued are to be maintained and kept at all times (Attachment 7.3).

6.3 Training

6.3.1 The Department Manager/ PIC and Supervisor shall ensure that all workers attend and
pass the appropriate Safety Orientation Course or Safety Induction Course at the Ministry
of Manpower approved training provider.

6.3.2 The WSH personnel/ Supervisor shall provide in-house training for all workers on the
proper usage of PPE.

6.3.3 The WSH personnel/ Supervisor shall continuously encourage the workers to use PPE
through toolbox meeting, safety talks, etc.

6.4 Monitoring & non-conformance

6.4.1 The WSH personnel/ Supervisor shall monitor and enforce usage of PPE at the
workplace.

6.4.2 In the event that anyone is found to be working without the appropriate PPE at the
workplace, the WSH personnel/ Supervisor shall remove the employee from his work and
report the misconduct to his immediate supervisor. The employee shall not be allowed to
return to his work until he is fully equipped with the necessary PPE.

6.4.3 In the case of recalcitrant misconduct/ non-conformance of safety rules, the WSH
personnel/ Supervisor shall inform the Department Manager/ PIC who may decide on
stiffer action against the employee.
