3. Schedule of Fees
At Central Australian College, a study period is a period (Term) of 11 weeks (excluding term breaks and re-assessment weeks). For term breaks and re-
assessment weeks, please refer to your time table. The amount paid as prepaid tuition fee in initial deposit will be adjusted in the first instalment of tuition
fees which will become due on course start date.
Remaining balance of tuition fees can be organized through the payment plans. General payment plans are made for each term i.e. on quarterly basis for
offshore students and monthly for onshore students. Payment plans will be provided to you before course start date. Payment plans might be customized
upon your request.
All payment plans will be created based on the following principle:

5. General entry requirements


The entry requirements for studying at CAC varies according to courses, for entry requirements for each course please refer to course information booklet
alternatively you can also visit our website at www.cac.edu.au.

5.1.The general entry requirements for studying VET courses at CAC is outlined below:
a. Age requirements: You should be 18 years or older at the time of course commencement
b. Academic requirement: Satisfactorily completed equivalent of Australian year 12 or higher or have relevant and sufficient work experience
c. English language requirement:

For VET courses, IELTS 5.5 or higher, or completion of the appropriate ELICOS program.

5.2. Please ensure that you meet the following course-specific entry requirements:

5.4. If you are applying for a Concurrent CoE (Certificate of Enrolment), please ensure that you provide a statutory declaration that you are aware of the

6. Conditions of Enrolment
6.1. Once accepted, you will be enroled into the first academic term of study. Subject to the course being undertaken and progression to the next academic
term is determined through assessment of your academic achievements, assessment results, attendance, aptitude and attitude all of which must be deemed
satisfactory.

6.2. By enroling in this course, you agree to pay all tuition fees shown in this agreement. You understand that tuition fees may be altered without notice
prior to the student’s enrolment. Once you have completed the enrolment, tuition fees will not be subjected to change for the normal duration of the course.
If a course length is extended by the student, then any fee increases will be required to be paid for the extended component of the course. Central Australian
College reserves the right to change fees at their discretion.

6.3. Student tuition fees are safeguarded through the Tuition Protection Service (TPS) mandated by the Australian Government.

6.4. You understand and agree that you must meet all Student Visa Conditions outlined by the Department of Home Affairs (DoHA) including:

Maintaining a full-time enrolment with CAC.


Achieving satisfactory attendance and academic performance.
Maintaining Overseas Student Health Cover (OSHC) throughout the course duration.
Informing CAC of change in your address within seven days of the change.
You cannot work more than 40 hours per fortnight when your course is in session (other than work which has been registered as a part of the
course).
You must continue to satisfy the requirements for the grant of your student visa.

6.5. For ELICOS students you must have a minimum of 20 hours face to face scheduled course contact per week and any other scheduled contact hours
required by the course.

6.6. You may apply for credit(s) from previous studies (Recognition of Prior Learning – RPL or Credit Transfer - CT). The CAC Course Credit Policy and
Procedures detail the process for requesting RPL/CT and how it is assessed. Applications for CT/RPL must be submitted at least two weeks prior to the
commencement of your course. Applications for CT must be submitted within 20 days of the commencement of your course to receive fees credit. In case,
when the CT is applied after course commencement and subsequently leads to change in course duration, CoE variation fee shall apply. Applications are
usually processed within 2 weeks of submission, and there is no fee for CT. RPL process depends on students’ progress in submitting evidence; fee is levied.

6.7. Before a subject can be repeated the tuition fees in relation to the subject must be paid in full regardless of any fees that may have been paid in advance
for other subjects.

6.8. Only under exceptional circumstances within compassionate grounds, and at the discretion of Central Australian College, you may be permitted to defer
commencement of a course for up to two (2) weeks after the published course start date. If you arrive later than two (2) weeks after the course start date, you
will need to defer to the next available intake. This deferral must be formally granted by Central Australian College.

6.9. You understand that you may initiate a request to defer commencement of studies or suspend your studies on the grounds of compassionate or
compelling circumstances. If you wish to defer the commencement of studies or suspend the studies, you must apply to do so in writing to the College.

6.10. The College may decide to suspend or cancel a student’s enrolment on its own initiative as a response to misbehavior by the student. Deferral of
commencement and suspension or cancellation of enrolment has to be reported to DoHA by the College and this may affect the status of your student visa.

6.11. Central Australian College reserves the right to change or replace trainers, assessors, teachers or tutors at any time, in an exceptional circumstance

cancel a course or subject prior to commencement of each term and make changes to the syllabus or timetable at any time.

6.12. The College may at its discretion cancel, vary or postpone the commencement date of a course. In the event of cancellation or postponement, the
College agrees to refund within 10 working days, all fees paid by the student. However, the student agrees that there shall be no entitlement to damages.

6.13. You must have turned 18 years of age by the time of course commencement. If you are under the age of 18 at the time of this contract your parent or
guardian signing this Agreement must accept the liability for payment of all fees for the duration of the course or until you turn eighteen (18).

6.14. It is your responsibility to inform Central Australian College immediately of any changes to your address, email or telephone details. Failure to do this
may mean you may not receive important information which may affect your course, your enrolment or your visa. Central Australian College will not be
held responsible for communications not received due to your failure to update your contact details with Student Administration.

6.15. You are aware of the estimated cost of your stay in Australia and understand that the financial capacity to meet such costs is your responsibility. You
are also aware that the tuition fees do not include the living expenses, uniforms, equipment or textbooks.

6.16. You have a responsibility to do all assessment tasks and examinations honestly and should not engage in plagiarism, collusion or cheating. CAC will
initiate disciplinary action if found to have engaged in such conduct.

6.17. You will abide by the student code of conduct including not engaging in behaviour of bullying and harassment. CAC will initiate disciplinary action if
found to have breached the student code of conduct.

6.18. You must maintain adequate schooling arrangements for your school-age dependents who join you for more than 3 months as part of your student visa
application. You are aware that school-aged dependents accompanied by international students to Australia will be required to pay full fees if they are
enroled in either a Government or Non-Government school. Some Australian Government and University scholarships are exempt from payment. This
exemption may vary from state to state.

6.19. You acknowledge that prior to enrolment you have viewed, read and understood the course outline and are aware of the vocational outcomes
associated with this course.

6.20. You are aware that there shall be no requirement for Central Australian College to issue any qualification prior to the completion of the above course.

6.21. You acknowledge that you are entering into this agreement having relied upon your own inquiries and the information contained in the Central
Australian College course brochures/prospectus/website and have not relied on any other representations whatsoever.

6.22. You are responsible for keeping a copy of the written agreement as supplied by CAC, and receipts of any payments of tuition fees or non-tuition fees.

7. The Fees payment and refunds


It is important that you read and understand the College’s Fees and Refund policy before you sign this agreement.

7.1. Fees payment procedure


a. The Total Initial Tuition fee as stated in the offer letter must be paid in advance before the start of the course to confirm the place at the Central Australian
College.
b. Students are not required to pay more than the initial tuition fee amount as stated on their offer letter (or more 50% of the tuition fee) before the start of
the course. However, students have a choice to pay more than 50% of the fees or the full course fees up front if they wish to. Any amount of fees paid before
the start of the course will be reflected on the student’s Confirmation of Enrolment (COE).
c. Central Australian College will not require the student to pay any further remaining tuition fees earlier than until two (2) weeks before the start of the
student's second study period.
d. You must pay to the College, the course fee as detailed in the Student Agreement unless a payment arrangement is made with the College. You will be
required to pay the fee in full on or before the invoice date. Payments not made in accordance with the agreed Payment Plan or by the agreed due date will
incur a late fee of $50 per week. In addition, Central Australian College reserves the right to take any action it deems necessary if you fail to pay your fees
as agreed in the Student Agreement.
e. Tuition fees are payable to Central Australian College by a bank draft or telegraphic transfer (or other approved payment options) in Australian dollars
made payable to Central Australian College. All fees paid by credit card will incur an additional fee of 2.0%.
f. Students who do not pay their fees by the due date and fail to do so in a timely manner will not be issued with a timetable or will not be able to access
classes until fees are paid. The inability to attend classes may result in students having to repeat missed work and/units.
g. Continued unpaid fees will result in the automatic cancellation of a student’s enrolment at the end of any appeals process. International students are

required to demonstrate to the Australian Government sufficient funds to cover their studies in Australia. As such, financial hardship is not considered
grounds for appeal.
h. The Course Fees cover only tuition fees. All other charges such as textbooks, equipment and enrolment fees are an additional cost. You will need to
ensure that you have sufficient funds to cover the additional cost that will be charged.
i. The tuition fee charged to the student will remain the same provided the student remains enroled in the same course. If the student changes course a new
tuition fee will apply.
j. If the student’s visa status changes (e.g. becomes a temporary or permanent resident), the student will continue to pay full overseas student fees for the
duration of the enroled course unless withdrawn earlier.
k. The College does not accept liability for any fees paid to an agent or third party in relation to an application for enrolment.
l. The College reserves the right to engage any third party to recover any outstanding fees payable to the College. The cost to the College of engaging a third
party to recover such outstanding fees will be charged to the student.

7.2. Refunds Procedure


7.2.1. All refund requests are conditional on the following:
a. The College must have had received funds in order for any refunds to be made available (i.e. cheques are cleared, telegraphic transfers have been
received);
b. Any debts to the College must be paid in full or the outstanding amounts will be deducted from the refund.

7.2.2. The Australian Government refuses visa


If the student visa application or visa renewal is refused by the Australian Government, a full refund of the course fees less the administration fees will be
made. In order to receive the refund students will have to provide authenticated evidence of the student visa refusal to the College.
a. For offshore applicants:
If the student visa application or visa renewal is refused by the Australian Government, a full refund of the course fees less the administration fee will be
made.
b. For onshore applicants
If an international student, currently in Australia, has their student visa extension application refused by the Department of Home Affairs (DoHA) after the
commencement of their studies, refunds will be processed using the method as prescribed by Education Services for Overseas Students (Calculation of
Refund) specification 2014.

7.2.3. College default


a. In an unlikely event that the College is unable to start or continue to deliver the course after a period of commencement (known as College Default), the
Student can choose to accept either:
i. a refund of the course fees, which will be issued to the Student within 14 days; or
ii. to be placed in an alternative course with the College or another provider. If the Student chooses a placement in an alternative course, the Student must
sign a new written agreement to indicate the student has accepted the placement.
b. If the student chooses to receive a refund of the course fees after commencing the course, the College will calculate the unspent portion of the tuition fees
paid to date (i.e. tuition fees the student has paid for but has not been delivered by the College). The refund will be paid within 14 days on which the course
ceased to be provided.
c. If the College is unable to provide a refund or place student in an alternative course, the Tuition Protection Service (TPS) will provide the student with
options for suitable alternative courses (if any such courses are available) or if this is not possible, the student will be eligible for a refund as calculated by
the TPS Director.

7.2.4. Student defaults and withdrawal


a. When student defaults or where written notice of withdrawal is received by the College before the agreed start date of the course, the refunds will be
calculated only on the prepaid tuition fees.
b. Refund will not be applicable on the tuition fee paid which is due at the time of student default.
c. The college will refund the fees as per the table below:

d. If the refund application is approved, refunds will be made available within 28 days (20 working days) of the written notification being received by the
College.
e. If you withdraw from the course in the middle of the term, you will be liable to pay the full term fees.

7.2.5. Special circumstances


Where a student withdraws from the course and returns home because of exceptional and extenuating circumstances of a compassionate nature, such as a
death or severe illness in the immediate family, 100% of all the unspent fees paid less any administration fees will be refunded.

7.2.6. Refund procedure


a. The Student must complete the Refund Application Form to apply for a refund and attach all evidences and supporting documents. Such documents may
include, but not limited to:
i. a completed course withdrawal forms provided by the College and
ii. a letter from DoHA advising of a rejection of the student visa application or a refusal to extend a student visa; or
iii. proof of extenuating circumstances of a compassionate nature; or
iv. an unconditional offer letter from another institution along with a DoHA approved the letter to transfer
b. For a College default on the agreement, refunds will be made within 14 days of the default date.
c. All other refunds will be made within 28 days (20 working days) of written notification from the student being received by the College.
d. The CEO or the delegate must approve student refunds.
e. Refunds will be paid to the student or to the person nominated by the student on the refund application in Australian dollars.
f. Details of refunds provided will be maintained in individual student files.

7.2.7. Payment of Refunds


a. Payment of refunds to the applicant will be made in Australian dollars by a bank draft or telegraphic or electronic transfer (or other approved payment
options).

7.2.8. Student’s Rights to Appeal


a. Any student who is refused a refund by the College may appeal within 14 days in writing to the Student Administration Officer.
b. The College’s appeal process does not circumscribe the student’s right to pursue other legal remedies.
c. This agreement and the availability of complaints and appeal processes does not remove the right of the student to take action under Australia’s consumer
protection laws.

8. Change of address
While in Australia and studying with the Central Australian College you must notify us of changes in your contact details including:

Current residential address, mobile number (if any) and email address (if any)
whom to contact in emergency situations
any changes to the details mentioned above within 7 days of the change

This is to ensure that any notifications sent to you of visa breaches are sent to your current address. Failure to update your contact details to Central
Australian College means you may not receive important information which may affect your course, your enrolment or your visa status.
Where Central Australian College has approved your welfare and accommodation arrangements, you will require both Central Australian College and your
parent’s approval for any changes to your welfare and accommodation arrangements.

9. Complaints and Appeals Procedure
In order to provide fair and equitable environments to the learners CAC has implemented Complaints and Appeals Policy and Procedure which outlines the
provisions and process for complaints and appeals to be heard and actioned where necessary. Complaints and appeals process is outlined briefly below:

9.1 Informal complaint process

Any student who has a complaint is encouraged to first raise the matter directly with the CAC staff involved or with student support officer, trainer
or training coordinator and attempt an informal resolution to the complaint.
Where possible all non-formal attempts shall be made to resolve the issue. This may include advice, discussions, and general mediation in relation
to the issue and the student’s grievance.
When a complaint or appeal cannot be resolved through informal discussion, the complainant is asked to complete a Complaints and Appeals Form.

9.2. Formal complaint process

A student wishing to submit a formal complaint or appeal can do so by completing the ‘Complaints and Appeals Form’ and state their case
providing as many details as possible. This application form can be gained by contacting the Student Administration at CAC.
Any student, potential student, or the third party may submit a formal complaint to CAC with the reasonable expectation that all complaints will be
treated with integrity and privacy. There is no cost for the complaints process unless it is referred to a third party.
Complainants are to include the following information in the Complaints and Appeals forms:
Submission date of the complaint
Name of complainant
Nature of complaint (Detail description of the complaint)
Date of the event which leads to the complaint
Attachments (if applicable)

All formal complaints or appeals are then submitted to the Student Administration Manager.

Student Administration Manager and the Training Manager shall assess the nature of the complaint and assign a priority based on the urgency of
the issue.
Where it is determined that the subject matter of the complaint falls outside the definition of a complaint, the Student Services Manager or nominee
will advise the student accordingly.
Students will be provided with details of external authorities they may approach if required.
Complaints are treated confidentially, and the identity of the complainant is kept confidential. If the complaint is about the internal staff such as
Trainer or Assessor, marketing or agent’s student identity will not be disclosed. All parties involved in the issue will be treated with respect and
will not be victimised or discriminated against during the process.

9.3 Appealing a decision:


All students have the right to appeal decisions made by CAC where reasonable grounds can be established. The areas in which a student may appeal a
decision made by CAC may include:

Assessments conducted
Deferral, suspension, or cancellation decisions made in relation to the student’s enrolment
Or any other conclusion/decision that is made after a complaint has been dealt with by CAC in the first instance.

To activate the appeals, process the student is to complete a ‘Complaints and Appeals Form’ which is to include a summary of the grounds the appeal is
based upon. The reason the student feels the decision is unfair is to be clearly explained. Help and support with this process can be gained from Student
Administration Department

9.4. External Appeals


If a student is still dissatisfied with the decision of CAC, a student may wish to refer the matter to an external independent / third party mediator.

If an overseas student is not satisfied with the internal appeals process, they will be advised to request mediation through Overseas Student
Ombudsman (OSO). Students will have 10 working days to lodge an appeal to the Ombudsman.
A fee may be involved as per the Overseas Student Ombudsman guidelines

10. Privacy
Information is collected on this form and during your enrolment in order to meet our obligations under the ESOS Act and the National Code 2018 to ensure
student compliance with the conditions of their visas and their obligations under Australian immigration laws generally. The authority to collect this
information is contained in the ESOS Act 2000, the ESOS Regulation 2019 and the National Code 2018. Information collected about you on this form and
during your enrolment can be provided, in certain circumstances, to the Australian Government and designated authorities and, if relevant, the Tuition
Assurance Scheme and the ESOS Assurance Fund Manager.
In other instances, information collected on this form or during your enrolment can be disclosed without your consent where authorised or required by
law. Under the Data Provision Requirements 2012, CAC is required to collect personal information about you and to disclose that personal information to
the National Centre for Vocational Education Research Ltd (NCVER). Your personal information (including the personal information contained on this
enrolment form and your training activity data) may be used or disclosed by CAC for statistical, regulatory and research purposes. CAC may disclose your
personal information for these purposes to third parties, including:

School – if you are a secondary student undertaking VET, including a school-based apprenticeship or traineeship;
Employer – if you are enrolled in training paid by your employer;
Commonwealth and State or Territory government departments and authorised agencies;
NCVER;
Organisations conducting student surveys; and
Researchers.

Personal information disclosed to NCVER may be used or disclosed for the following purposes:

Issuing a VET Statement of Attainment or VET Qualification, and populating Authenticated VET Transcripts;
facilitating statistics and research relating to education, including surveys;
understanding how the VET market operates, for policy, workforce planning and consumer information; and
administering VET, including program administration, regulation, monitoring, and evaluation.

You may receive an NCVER student survey which may be administered by an NCVER employee, agent or third party contractor. You may opt out of the
survey at the time of being contacted. NCVER will collect, hold, use and disclose your personal information in accordance with the Privacy Act 1988 (Cth),
the VET Data Policy and all NCVER policies and protocols (including those published on NCVER’s website at www.ncver.edu.au). For more information
in relation to how student information may be used or disclosed please refer to CAC Privacy Policy and Procedure available from CAC website at www.cac.

11. Student Declaration


a. I confirm that I have read and understood the Student Agreement which details information about course duration, the fees payment and refund policy and
conditions of enrolment which I agree to abide by as a student at Central Australian College.
b. I understand that I am obliged to notify the College of any change of address while I am enroled in the course.
c. I declare that all information provided by me for the enrolment into the Central Australian College course is complete and correct. I understand that
failure to provide correct information or documentation in relation to this application may result in cancellation of my enrolment
d. I understand that this agreement, and the availability of complaints and appeals processes, does not remove my right to take action under Australia’s
consumer protection laws.

This agreement will be governed by the laws of Australia and of the State of Victoria. This agreement and the availability of complaints and appeals
processes do not remove the right of the student to take action under Australia's consumer protection laws. The College's dispute resolution procedures do
not circumscribe the student's right to other legal remedies, but any settlement agreed to is binding.
This agreement may be varied if required by any Australian Government laws or regulations. Personal information provided to the College may be given to
Commonwealth and State agencies if required by laws or regulations.
