SECTION 01545

SAFETY

PART - 1 GENERAL

1.01 JOB SAFETY PROGRAMME


A. The formulation and enforcement of an adequate safety programme shall be an
obligation of the Contractor with respect to all work under this contract, whether
performed by the Contractor or his Sub-Contractors. The general conduct of the works
shall be based on the safety practices on construction work recommended in the latest
edition of the “Canadian Construction safety code”, issued by the Associate Committee
on the National Building Code, National Research Council of Canada, Ottawa or the
equivalent of such code, practices and regulations in Saudi Arabia. The Contractor has
assurance from the Client and the Engineer of their co-operation, where the
implementation of the safety programme requires such co-operation.
Within sixty (60) days of the Client’s Notice to Proceed the Contractor shall submit to
the Engineer a safety programme for review.
The programme shall include but not be limited to the following:
1. Method of Handling Emergencies.
2. Name of Doctor
3. Name of Hospital
4. Name of Contractor safety Representative on the Site.
5. Location of First Aid Stations.
6. Manning of First Aid Stations.
7. Lists of Equipment to be maintained at the First Aid Stations.
8. Safety helmet/shoe programme including areas to be designated “Safety
Helmet/Shoe Areas.

1.02 SAFETY HELMETS


A. The Contractor shall provide approved safety helmets for the sole use of the Engineer
and his staff. The Contractor shall also provide safety helmets for the Client and
authorised visitors to the site.

1.03 EARTHWORKS
A. Barricade open excavations made as a part of earthwork operations and post with
warning lights. Operate warning lights during hours from dusk to dawn each day and as
otherwise required.

1.04 PERSONAL PROTECTIVE EQUIPMENT


A. Employees working in areas of potential danger of head injury from impact or from
falling or flying objects, or from electrical shock and burns, shall be protected by
protective helmets.
B. Employee shall be provided with eye and face protective equipment when machines or
operation present potential eye or face injury from physical chemical, or radiation
agents.
C. Safety nets must be provided when work places are more then 7 meters above the

ground water, or other surfaces where the use of ladders, scaffolds, catch platforms,
temporary floors, safety lines or safety belts are impractical.

1.05 FIRE PROTECTION & PREVENTION


A. Only approved containers and potable tank shall be used for storage and handling of
flammable and combustible liquids. Approved metal safety cans shall be used for the
handling and use of flammable liquids in quantities greater than one gallon, except that
highly viscid liquids may be used and handled in original shipping containers. Original
containers or approved safety cans must be used for quantities of one gallons or less.
B. The contractor shall be responsible for the development of a fire protection program to
be followed throughout all phases of the construction or demolition work, and shall
provide for fire fighting equipment.
C. A fire extinguisher rated not less than 2A, shall be provided for each 300 square meter
of the protected building area, or major fraction thereof. Travel distance from any point
of this area to the nearest fire extinguisher shall not exceed 30 meters.
D. A fire extinguisher, rated not less than 10B, shall be provided with in 15 meter of
wherever more than 5 gallons of flammable or combustible liquid or 5 pounds of
flammable gas are on the job site.
E. Smoking shall be prohibited at or in the vicinity of operations which constitute a fire
hazard, and the area shall be conspicuously posted: “NO SMOKING OR OPEN
FLAME “

1.06 SCAFFOLDS:
A. A standard guardrails system consisting of guardrails, midrails and toeboards shall be
installed on all open sides and ends of tabular welded frame scaffolds more than 3
meters in height. Wire mesh screen must be installed between toeboards and guardrails
when people are required to work or pass under the scaffold.
B. An access ladder or equivalent means of safe access shall be provided.
C. Guardrails and toeboards shall be installed on all open sides and ends of platform more
than 3 meters above the ground or floor (exceptions: needle beam and float scaffolds)
Scaffolds 1.5-3 meters in height, having a minimum horizontal dimension in either
direction of less than 60 cm, shall have standard guardrails installed on all open sides
and ends.
D. A standard guardrail system and wire mesh shall be installed as required on all open
sides and ends of all manually propelled mobile more than 3 meters above the ground
of floor.
E. Platforms of manually propelled mobile scaffolds shall be tightly planked for the full
width of the scaffold, except for a necessary entrance opening. Platform shall be
secured in place.

1.07 FLOOR & WALL OPENINGS


A. Every open-sided floor or platform 2 meters or more above adjacent floor or ground
level shall be guarded by a standard railing or the equivalent, on all opens sides except
where there is an entrance to ramp stairway, or fixed ladder. A standard toeboard shall
be provided whenever, beneath the open sides person can pass or there is moving
machinery or there is equivalent with which falling material could create a hazard.
B. Floor openings shall be guarded by a standard railing and toeboards or cover. In general
the railings shall be provided on all exposed sides except at entrances to stairways.
C. Wall openings from which there is a drop in excess of 1.0 meter and the bottom of the

opening is less than 1 meter above the working surface shall be guarded by railings and
toeboards as appropriate.
D. During the performance of built-up roofing work on low pitched roofs with a ground to
have height of more than 5 meters, employees shall be protected from falling from all
protected sides and edges of the roof by:
1. A motion stopping safety system (MSS) ; or
2. A warning line system erected and maintained and supplemented for employees
working between the warning line and the roof edge by use of either an MSS
system or, where mechanical equipment is not being used or stored, by use of a
safety monitoring system: or
3. By use of a safety monitoring system on roofs 15 meters or less in length or width
where mechanical equipment is not being used or stored.
4. Runways shall be guarded by a standard railing or the equivalent on all open sides
10 feet or more above floor or ground level. Whenever roofs, machine parts or
materials are likely to be used on the runway a toeboard shall be provided on each
exposed side.

1.08 STAIRWAYS & LADDERS


A. Stairways having four or more risers or rising more than 75 cm, whichever is less, shall
be equipped with at least one handrail and one stair rail system along each unprotected
side or edge.
B. When portable ladders are used for access to an upper landing surface ladder side rails
shall extend at least 1 meter above the upper landing surface; or when such extension is
not deflect and a grasping device such as a grabrail must be provided. In no case shall
the extension be such that the ladder deflection under a load would by itself cause the
ladder to slip off its support.
C. A stairway or ladder shall be provided at all personnel points of access where there is a
break in elevation of 56 cm or more and no ramp runway sloped embankment or
personnel hoist is provided.
D. Except during stairway construction foot traffic on stairways with open pan steps is
prohibited unless the stairs are temporarily filled with solid material to the edge of each
pan. Temporary reads and landings must be replaced when worn below the level of the
top edge of the pan.
E. Portable ladder with structural ladders with structural defects shall be either
immediately marked in a way to readily identify them as defective or be tagged “Do
Not Use”, or similar language and they shall be withdrawn from service until repaired.

1.09 MATERIALS HANDLING, STORAGE, USE & DISPOSAL


A. Rigging equipment is to be inspected before each shift and as necessary during use to
ensure that it is safe. Defective rigging equipment shall be removed from service.
B. Aisles and passageways shall be kept clear for free and safe movement of material
handling equipment or employees. Such areas shall be kept in good repair.
C. Material stored inside building under construction shall not be placed within 2 meters
of any hoistway or inside floor openings nor within 3 meters of an exterior wall which
does not extend above the top of the stored material.
D. Wire rope shall not be used if in any length of 8 diameters, the total number of visible
broken wires exceeds 10% of the total number of wires, or if the rope shows other signs
of excessive wear, corrosion, or defect.
E. Welded alloy steel chain shall have permanently affixed durable identification stating

size, grade rated capacity and sling manufacturer.
