This code is written in Chinese and English. The Chinese text shall be taken as the ruling one in

Notice on Promulgation of National Standard "Design Code for Fire Extinguisher Distribution of
Buildings"
Hence the new code "Design Code for Fire Extinguisher Distribution of Buildings" has been
approved as a national standard with a serial number of GB50140-2005, which shall come into
force upon October 1st, 2005. Herein, Clauses 4.1.3, 4.2.1, 4.2.2, 4.2.3, 4.2.4, 4.2.5, 5.1.1, 5.1.5,
5.2.1, 5.2.2, 6.1.1, 6.2.1, 6.2.2, 7.1.2, 7.1.3 are mandatory clauses, which must be forced strictly.
At the same time, the former "Design Code for Fire Extinguisher Distribution of Buildings" GBJ
140-90 is abolished.
This Code is published and issued by China Planning Publishing House under the
organization of the Institute of Norm and Ration of the Ministry of Construction of the People's
Republic of China.

Preface
This Code is compiled by Shanghai Fire Research Institute of Ministry of Public Security
together with units concerned through a complete revision of the former national standard "Design
Code of Fire Extinguisher Distribution of Buildings" GBJ 140-90 according to requirements in the
"Notice on Printing and Distributing National Standard Laying Down and Revision Plan for
Engineering Construction from Year 2000 to 2001, Document JB [2001] No. 087 of Ministry of
Construction.
During the period of compiling of this Code, the compiling group examined and approved
this Code finally on the basis of discussion again and again and revising carefully together with
units concerned referring to related similar code both home and abroad and after extensive
investigation and communication with scientific research, design and using units several times as
well as taking counsel widely, taking in design and application experience of fire extinguisher
distributions of buildings both at home and abroad in combination with current project practical
situation in China.
There are 7 chapters, 13 sections and 6 appendixes in this Code. The main contents for the
complete revision of this time shall be as follows:
(1) Added the chapter of" Terms and Symbols"; (2)Added "water-type extinguisher for fire
B", changed the status that water-type extinguisher is only used for fire A , not for fire B in the
past; (3) the height which fire extinguisher to the ground has been changed from 0.15m and above
to 0.08m; (4) the location of fire extinguisher with sight line obstacle shall be provided with
luminous signs indicating the location; (5)Basic principle of distribution of fire extinguisher
category A; (6) Basic principle of distribution of fire extinguisher category B; (7) Coefficient of
reduction and distribution of fire extinguisher; (8) Design and calculation procedure of fire
extinguisher distribution of buildings; (9) Changed " extinguishing effective degree of fire
extinguisher" to "extinguishing efficiency and common use of fire extinguisher" and use it as one
of factors of fire extinguisher selection; (10) When different kinds of fires existing in the same
place, shall select general fire extinguisher; (1 l)Deleted the clause on alkyl halide fire
extinguisher; (12) Added stipulations that location and numbers of fire extinguisher distribution
shall be determined according to maximum travel distance of fire extinguisher.
If this Code needs to be revised in part, information and clause on revision in part shall be
published in the magazine named "Engineering Construction Standardization".
Clauses in bold face letter in this Code shall be mandatory and be implemented strictly.
Ministry of Construction shall be responsible for management and interpretation of mandatory
clauses; Fire Administration of Ministry of Public Security shall be responsible for daily
management; Shanghai Fire Research Institute of Ministry of Public Security shall be responsible
for interpretation of details. During the implementation of this Code, each unit shall summarize
experience in combination with actual engineering situation and mail suggestion and comments to

1 General
1.0.1 In order to distribute reasonably fire extinguisher of buildings (hereafter abbreviated to fire
extinguisher), put out effectively incipient fire of industrial and civil buildings, reduce fire losses
and protect personal and property safety, we laid down this Code.
1.0.2 This Code applies to new, rebuilding and expanding industrial and civil buildings for
production, usage or storage of combustible.
This Code is not applicable for factory or warehouse for production and storage of explosive,
ammunition, blasting supply and fireworks & firecrackers.
1.0.3 Type, size, quantity and place of fire extinguisher to be distributed shall be contents of fire
engineering design and indicated in engineering drawings.
1.0.4 Distribution of fire extinguisher shall meet current relevant national code and standard
besides this Code.

2 Terms and Symbols


2.1 Terms
2.1.1 Distribution place of fire extinguisher
Place where fire extinguisher to be distributed for existing combustible gas, liquid and solid
matters.
2.1.2 Calculation unit
Calculation area for distribution of fire extinguisher
2.1.3 Travel distance
The straight walking distance from distribution point of fire extinguisher to most
disadvantaged point of distribution area of fire extinguisher.
2.1.4 Fire rating
Indicates the efficiency of fire extinguisher putting out various fires and composes figures
and letters showing extinguishing type.
For type, size and fire rating of distribution of fire extinguisher for buildings, please refer to
Appendix A of this Code.
2.2 Symbols
2.2.1 Calculation symbols for distribution design of fire extinguisher
Q— The required minimum fire rating (A or B) of calculation unit;
S—Protection area (m2) of calculation unit;
U— The maximum protection area (m2/A or m2/B) of unit fire rating in the scene of fire A or B;
K—Coefficient of correction
Qe—The required minimum fire rating (A or B) in the distribution place of each fire extinguisher
in calculation unit;
N—Numbers (point) of distribution place of fire extinguisher in calculation unit
2.2.2 For design legend for distribution of fire extinguisher, please refer to Appendix B of this
Code.

3 Type of Fire and Hazard Rating in Distribution Place of Fire

Extinguisher
3.1 Type of Fire
3.1.1 Type of fire in distribution place of fire extinguisher shall be classified according to
materials and combustion characteristic in the place.
3.1.2 Type of fire in distribution place of fire extinguisher shall be classified to the following five
types:
1 Class A: Solid fire
2 Class B: Liquid fire or meltable solid fire
3 Class C: Liquid fire
4 Class D: Metal fire
5 Class E (electricity fire): fire caused by combust matters with electricity
3.2 Hazard Rating
3.2.1 Hazard rating in distribution place of fire extinguisher for industrial buildings shall be
divided into the following three grades according to fire risk of production, using and storing
goods, quantity of combustibles, fire spreading speed and difficulty of putting out:
1 Severe hazard rating: place with big fire hazard, plenty of combustibles and fast spreading
speed upon fire occurrence. It is difficult to put out occurred fire which will cause easily severe
property loss.
2 Medium hazard rating: place with big fire hazard, plenty of combustibles and fast spreading
speed upon fire occurrence. It is difficult to put out occurred fire.
3 Light hazard rating: place with minor fire hazard, less of combustibles and slow spreading
speed. It is easy to put out occurred fire.
For examples of hazard rating in distribution place of fire extinguisher for industrial
buildings, please refer to Appendix C of this Code.
3.2.2 Hazard rating in distribution place of fire extinguisher for civil buildings shall be divided
into the following three grades according to using characteristic, denseness of personnel,
electricity and fire utilization conditions, quantity of combustibles, fire spreading speed and
difficulty of putting out:
1 Severe hazard rating: place with important using characteristic, dense personnel, high
utilization rate of electricity and fire, more combustibles and fast spreading speed after fire
occurrence. It is difficult to put out the occurred fire that will cause severe property loss or
personal casualty in groups.
2 Medium hazard rating: place with less important, less dense personnel, high utilization rate
of electricity and fire, more combustibles and fast spreading speed after fire occurrence. It is
difficult to put out the occurred fire.
3 Light hazard rating: place with general using characteristic, non-dense personnel, high
utilization rate, less combustible and slow spreading speed after fire occurrence. It is easy to put
out the occurred fire.
For examples of hazard rating in distribution place of fire extinguisher for civil buildings,
please refer to Appendix D of this Code.

4 Selection of Fire Extinguisher
4.1 General
4.1.1 The following factors shall be considered in selecting fire extinguisher:
1 Type of fire in distribution place of fire extinguisher;
2 Hazard rating in distribution place of fire extinguisher;
3 Extinguishing efficiency and common use of fire extinguisher;
4 Degree of dirty and destroy of protection goods caused by extinguishing agent;
5 Ambient temperature of distribution place of fire extinguisher;
6 Physical performance of person who use fire extinguisher.
4.1.2 In the same distribution place of fire extinguisher, shall better to select fire extinguisher with
same type and operation method. When different fires exist in the same distribution place of fire
extinguisher, shall select general fire extinguisher.
4.1.3 When using two or more kinds of lire extinguisher in the same distribution place of fire
extinguisher, extinguishing agents of the two kinds of Tire extinguisher shall be compatible.
4.1.4 For examples of incompatible extinguishing agent, please refer to Appendix E of this Code.
4.2 Type Selection of Fire Extinguisher
4.2.1 Select water-type fire extinguisher, ammonium phosphate salt powder fire extinguisher,
foam fire extinguisher or alkyl halide fire extinguisher for place of fire A.
4.2.2 Select foam fire extinguisher, sodium bicarbonate powder fire extinguisher, ammonium
phosphate salt powder fire extinguisher, carbon dioxide fire extinguisher, water-type fire
extinguisher or alkyl halide fire extinguisher for place of fire B.
Select anti-solvent fire extinguisher for place of fire B with polar solvent
4.2.3 Select ammonium phosphate salt powder fire extinguisher, sodium bicarbonate powder
fire extinguisher, carbon dioxide fire extinguisher for place of fire C.
4.2.4 Select special fire extinguisher for place of fire D (metal fire).
4.2.5 Select ammonium phosphate salt powder fire extinguisher, sodium bicarbonate powder
fire extinguisher, alkyl halide fire extinguisher or carbon dioxide fire extinguisher for place
of fire E. Carbon dioxide fire extinguisher with metal trumpet shall be absolutely forbidden.
4.2.6 Unnecessary place shall not be provided with alkyl halide fire extinguisher. For examples
please refer to Appendix F of this Code. Necessary place can be provided with alkyl halide fire
extinguisher.

5 Provision of Fire Extinguisher


5.1 General
5.1.1 Fire extinguisher shall be provided in obvious place and be available place, and must
not influence evacuation safely.
5.1.2 In the place with sight obstacle, fire extinguisher shall be provided with luminous signs
indicating location.
5.1.3 Fire extinguisher shall be placed firmly and its nameplates shall be towards outside.
Portable fire extinguisher shall better to be placed in fire extinguisher box or provided with hanger
and the height from its top to the ground shall not be more than 1.50m and not be less than 0.08m
from its bottom to the ground. Fire extinguisher box must not be locked.

5.1.4 Fire extinguisher shall better not be placed in moist or strong corrosive place. If required so,
shall take corresponding protective measures.5.1.5 Fire extinguisher must not be placed in
place with temperature exceeding application temperature.

5.2 Maximum Travel Distance of Fire Extinguisher


5.2.1 The maximum travel distance of fire extinguisher placed in place of fire A shall meet
stipulations in Table 5.2.1.

5.2.2 The maximum travel distance of fire extinguisher placed in place of fire B, C shall meet
stipulations in Table 5.2.2.

5.2.3 The maximum travel distance of fire extinguisher for fire D depends on actual conditions.
5.2.4 The maximum travel distance of fire extinguisher placed in place of fire E shall not be under
stipulations for fire A or B in the place.

6 Distribution of Fire Extinguisher


6.1 General
6.1.1 Numbers of fire extinguisher distributed in a calculation unit shall not be less than 2.
6.1.2 Numbers of fire extinguisher in each place shall better not be more than 5.
6.1.3 When the building area of public position of each floor of buildings exceeding 100m", place
one (I) portable fire extinguisher of I A; increase one more portable fire extinguisher for each
increased 100m2 area.

6.2 Minimum Distribution Basic Principle of Fire Extinguisher


6.2.1 The minimum distribution basic principle of fire extinguisher place in place of fire A
shall meet the stipulations in Table 6.2.1.

6.2.2 The minimum distribution basic principle of fire extinguisher place in place of tire B, C
shall meet stipulations in Table 6.2.2.

6.2.3 Minimum distribution standard of fire extinguisher in Class D fire place shall be determined
based on the metal type, physical state and nature.
6.2.4 Minimum distribution standard of fire extinguisher in Class E fire place shall not be less than
the requirement of fire rate A (or B) in this place.

7 Extinguisher Distribution Design and Calculation


7.1 General
7.1.1 Extinguisher distribution shall be designed and calculated according to calculation unit.
The calculated value of minimum fire rating and minimum quantity of extinguishers needed shall
be round-off numbers.
7.1.2 The actual lire rating and quantity of extinguishers shall not be less than that of the
calculated value of minimum fire rating and minimum quantity of extinguishers.
7.1.3 The location and quantity of extinguishers distributed shall be determined according to the
maximum travel distance of extinguisher, and ensure that the most unfavorable point is located
within the travel scope of one extinguisher at least.
7.2 Calculation unit
7.2.1 The calculation unit of extinguisher distribution shall be divided according to the following
requirements:
1 When the danger rating and fire type are the same among all locations within one floor or
horizontal fire prevention region, it can be used as one calculation unit.
2 When the danger rating and fire type are different among all locations within one floor or
horizontal fire prevention region, it shall be divided into different calculation units.
3 The same calculation unit shall not exceed fire prevention region or floor.
7.2.2 The protection area of calculation unit shall comply with the following requirements:
1 In case of building, it shall be determined according to its building area;
2 In case of open piling yard for flammable substance, storage tank area of fluid classes A,
B, C, or storage tank of flammable gas, it shall be determined according to the floor area of pile or
storage tank.
7.3 Distribution design calculation
7.3.1 The minimum fire rating needed by calculation unit shall be calculated according to the
following formula:

Where Q—Minimum fire rating needed by calculation unit (A or B);
S—Protection area (m) of calculation unit;
U—Maximum protection area of unit fire rating in fire place of class A or class B

(m2/A or m2/B).
K—Correction coefficient
7.3.2 The correction coefficient shall comply with Table 7.3.2

7.3.3 The minimum fire rating needed by calculation unit of dance and recreation place, internet
bar, shop, temple and underground place shall be calculated according to the following formula:

7.3.4 The minimum fire rating of each extinguisher distribution location in calculation unit shall
be calculated according to the following formula:
Qe=Q/N (7.3.4)
Where Qe— The minimum fire rating of each extinguisher distribution location in calculation
unit (A or B);
N— Quantity of extinguisher distribution locations in calculation unit.
7.3.5 The extinguisher distribution can be designed and calculated according to the following
procedure:
1 Determine the fire class and danger rating of the distribution place of each extinguisher;
2 Divide calculation unit, calculate the protection area of each calculation unit;
3 Calculate the minimum fire rating of each calculation unit;
4 Determine the locations and quantity of fire extinguisher distributed in each calculation unit;
5 Calculate the minimum fire rating of each fire extinguisher location;
6 Determine the type, specification and quantity of fire extinguisher at each distribution
location;
7 Determine the setting mode and requirement of each fire extinguisher
8 Indicate the model, quantity and distribution location of fire extinguisher by means of legend
and words on engineering drawing.
