1. INTRODUCTION:
A large number of personnel working in Indian Air Force, Indian Navy and Aviation
Wing of Army have been trained as pilots, navigators, maintenance
engineers/technicians, Air Traffic Controllers, etc. Such personnel have acquired
expertise in the relevant fields. These personnel retire from the defence
departments at a comparatively young age. However, their expertise and services
cannot be gainfully used in the civil aviation sector, as they do not meet the
requirements specified in the Aircraft Rules for grant of civil licences. Due to this,
the expertise acquired by them goes unutilized. With the liberalization of the civil
aviation sector, a number of new operators have started operations, which has
created demand for experienced pilots, maintenance engineers and other categories
of experienced aviation personnel.
This CAR lays down the procedure for training, examination and grant of licences to
the Defence personnel so that large number of serving Defence personnel can
acquire civil licences issued by DGCA while in service.
Indian Air Force, Indian Navy and Aviation Wing of Army may identify training
schools where training will be imparted to Defence personnel to acquire the AME
licences in different categories. These training schools should have necessary

2.2 Eligibility
The personnel nominated to undergo the training course should meet the
following criteria:
i) As laid down in the Aircraft Rules, 1937 and Civil Aviation Requirements,
the candidate should have completed 10 plus 2 standard examination
with physics, chemistry and mathematics and should have scored at least
50% marks in aggregate in the above subjects or should have passed
Diploma in Engineering allied to aircraft maintenance or any other
qualification acceptable to DGCA.
ii) Invigilation of the written examination shall be carried out by the DGCA
and the Defence authorities jointly.
iii) The subjects, duration and the pass marks for the examination papers
would be in accordance with CAR Section 2, Series ‘L’ Part II, as amended
from time to time or any other CAR on the subject.
iv) The evaluation of the papers shall be carried out by DGCA and the result
declared within seven days of conducting the examination.

ii) Defence personnel may undergo type training course at any of the DGCA
approved Defence School or DGCA approved course and appear in the
written examination conducted by DGCA immediately after completion of
the course. They may also appear in the regular Paper IV (specific Paper)
examination conducted by DGCA at scheduled sessions.
iii) After successful completion of the above training, candidates meeting the
experience requirement as specified in the Aircraft Rules, 1937 and the
relevant CARs may appear in oral-cum-practical examination on
Aircraft/Engine/Systems related to the training. The examination shall be
conducted by a DGCA Board, which may include a senior officer from the
concerned engineering wing of Defence services.
iv) Candidates meeting all the requirements including medical standards will
be issued with type rated licence. Details regarding issuance of licence,
such as application, medical certificate, fees etc. are given in CAR
Section 2, Series ‘L’ Part I.
ii) The procedure outlined with regard to training and written examinations
for AMEs can be followed in respect of pilots also. As a result, the
Defence personnel having undergone the requisite training from the
DGCA approved Defence institutes can appear in the written

iii) With regard to issuance of pilot’s licence, the flying experience acquired in
the Defence Services shall be counted towards the minimum qualifying
experience required for grant of civil licences.
iv) The Defence personnel can undergo the skill test with the DGCA
approved examiners from defence services on the aircraft type registered
in India and having a valid Certificate of Airworthiness from DGCA, India.
vi) With respect to the aircraft type endorsement, the syllabi for ground
training, simulator training and flying training shall be approved by the
Chief Flight Operations Inspector of DGCA. The written examination for
type training shall be on the lines of the written examinations conducted in
case of Aircraft Maintenance Engineers. The simulator training, flying
training and checks may be conducted by DGCA approved instructor/
examiner pilots of Defence Services.
vii) The Defence personnel shall acquire FRTO from the Wireless Advisor,
Ministry of Communications, in accordance with requirements stipulated
in the Aircraft Rules, 1937.
4. GENERAL :
ii) The Defence Institutes shall render all assistance and make arrangements
for access of DGCA officers to carry out required inspection of the training

institutes and to conduct examination and will facilitate DGCA officers in all
respects.
