CHAPTER 1

THE PROBLEM AND ITS SETTING

INTRODUCTION:

Due to impacts of environmental pollution, people have been more

cautions on waste disposal.(Britannica,2019). Waste management

involves process of collection, transportation and disposal of wastes,

depending on the different types and nature of waste, their management

differs.

Waste management, it is the collecting, treating, and disposing of

solid material that is because it has purpose or no is longer useful.

Improper disposal of solid waste can create unsanitary conditions, it can

lead to pollution of the environment. Waste disposal refers to the range of

garbage arising from human activities that are discarded and useless,

waste can categorized based on material, such as plastic, paper, glass,

metal, and organic waste. Solid waste must be managed to ensure

environment best practices. As solid waste management is a critical

aspect of environment planning (Britannica, 2019).

The most important reason for proper waste disposal is to protect the

environment and for the health and safety of the population. Reduce the

volume of the solid waste reduction and recycling programs, its help to

prevent additional pollution which can improve public health. The


important waste disposal is to minimize all the effects of environment

damage in the population. Polluted air increases the risk of respiratory

illness. Waste that is properly disposed of has a lesser chance of getting

into water supply and causing illness.

Waste disposal is the administration of activities that provide the

collection source separation, storage, transportation, transfer, process,

treatment and disposal solid waste.(Hickman jr. , 2003).

In this study, talks about waste disposal and its effectivity may lead to

the pollution of the surface of the groundwater, this may cause significant

problems if the waste contains toxic substances, or if nearby water

sources are used for water supplies.

Waste can create significant health problems and very unpleasant

living environment, if not disposed safety and appropriately, if not correct

disposed the waste may provide breeding sites for insects, pest snakes

and rats that increase the like hood of disease transmission, it may also

pollute water source and the environment.

The effect of living in an unhygienic and untidy environment may lead

people to become demoralized and less motivated to improve conditions

around them. Waste attracts more and leads to less hygienic behavior in

general.

The main source of waste are the medical center, food stores, feeding

centers, slaughter areas warehouse, agency premises, markets and


domestic areas, improper waste disposal have a disgusting view but also

affects the over all economy of the country due to improper waste disposal

its possible to have climate change.

The reason why we choose the topic “ THE IMPLEMENTATION OF

WASTE DISPOSAL IN BARANGAY SOGOY AND IT’S EFFECTIVITY”

because we need to know the strategies on implementing the proper

waste disposal in Barangay Sogoy, so we can decrease the percentage of

pollution in other Barangay in Sogoy, not just Sogoy but also other

Barangay and to prevent them from dengue and other illness that causes

from polluted area, our purposes of choosing this topic because the

barangay Sogoy awarded as the cleanest Barangay.

STATEMENT OF THE PROBLEM

This study aims to determine the effectivity of implementation waste

disposal in barangay Sogoy

1.) What is the level of effectivity of implementation of waste disposal in

barangay Sogoy interms of

A. Garbage preparation

B. Proper waste disposal

C. Recycling

2.) What problems encountered during implementation of waste disposal

in barangay Sogoy.
3.) What suggestions/ recommendation should be done in order to

maintain the effectivity of waste disposal in barangay Sogoy.

OBJECTIVE OF THE STUDY

This study aims to explain the following

1.) This study aims to know the level of effectivity of implementation

of waste disposal in barangay Sogoy

2.) To know the problem encountered in this study

3.) To get suggestions/ recommendation from the barangay official

and garbage collector to improve the waste disposal in

barangay Sogoy.

SCOPE AND DELIMITATION

Thiis study will determine the effectivity of the implementation of

waste disposal in barangay Sogoy.

The study is delimited by confidentiality of data in Barangay Sogoy.

SIGNIFICANCE OF THE STUDY

Solid waste disposal is very important and interesting to discuss and

to know about. This study would help many people when it comes to

proper hygiene and how to avoid diseases that are caused by waste.

This study will be beneficial to the residents in Barangay Sogoy

especially following;
BARANGAY RESIDENTS – this study will help to identify the importance

of the waste disposal , the residents will have knowledge about the proper

disposal.

BARANGAY OFFIICIAL – This research will help them to know the

different practice and scope of implementing solid waste disposal and

what actions should they do to avoid improper handling of waste in their

barangay.

GARBAGE COLLECTOR – This study help to have more knowledge

about waste disposal and collection of garbage.

BUSINESS ESTABLISHMENT – This study will help them to know the

different ways of proper waste disposal.

FUTURE RESEARCHER – This study would serve as a related study

which will provide data and information about solid waste disposal that

may be undertaken in the future.

DEFINITION OF TERM

For better understanding of the study, the following term were

conceptually and operationally defined.

WASTE – Any substance which is discarded after primary use, or is

worthless, defective and of no use, a by product by contrast is a joint

product of relatively minor economic value.


DISPOSAL - The action or process of throwing away or getting rid of

something .

IMPLEMENTATION – The process of putting decision or plan into effect.

EFFECTIVITY – Power to be effective; the quality of being able to bring

about an effect.

CHAPTER 2

REVIEW OF RELATED LITERATURE AND STUDIES

The chapter present the related literature and studies

which the researcher gathered from various source such as thesis and

the internet.

Theoretical framework and conceptual framework are also presented

with their paradigms. The terms were defined at the end for better

understanding of ideas conferred.

FOREIGN LITERATURE

In technical note, the term “ WASTE DISPOSAL “ is used to

included all non liquid waste generated by human activity and range of

a solid waste material resulting from the disaster, such as general

domestic garbage, such as food waste, and packaging materials;

human faces disposed of in garbage; emergency waste such as plastic


water bottles and packaging from other emergency supplies;rublle

resulting from the disaster, mud and slurry deposited by the natural

disaster; and trees and rocks obstructing transport and

communications, other specialist waste will also need to be dealt with

urgently, but they are not covered by this technical note ( world health

organization, 2011).

The Municipal Council enacted an ordinance establishing soli

waste management also known as “ Perkash Fashura Ordinance Na

Isadaga”. The ordinance prohibits dumping of garbage anywhere other

than those recognized and established garbage facilities; dumping of

unclean and unsegregated waste at the redemption center/facilities;

discharging of human feces along the creeks , rivers, public places

such as roads, sidewalks and establish; and burning of garbage

particularly non-biodegradable waste. It also requires residents to

practice segregation of waste at source, reusable solid wastes such as

bottles, plastics, cellophanes and papers, shall be brought to the

barangay material recovery facility duly segregated or directly to the

agent buyers. Non- recyclable materials and special solid wastes will

be brought to the material recovery facility while hazardous waste or

chemicals will be disposed in coordination with concern government

agencies according to prescribe methods period. The local government

is responsible for collecting re-usable, recyclable and non-

biodegradable waste materials from the material recovery facilities;


and transporting them to the recycling centers and or to the municipal

material recovery facility. Collection of segregated solid waste is

scheduled per barangay (Saley, 2012).

LOCAL LITERATURE

Solid waste disposal tend to be more complex and costly which

can aggravate the treat in the environment and health of the human

civilization globally, comprehensive assessment over the issue is

essential to attain sustainability in a more globalized society, thus. This

paper seeks to evaluate how efficient the Philippine Local Government

Units (LGUs) in it implementation of Republic Act no.9003 or

Ecological Solid Waste Disposal Act of 2000 using a two-stage

approach, first. The relative efficiency of each LGU in the

implementation of Solid Waste disposal is Estimated using Data

Envelopment Analysis (DEA), thereafter, Second stage utilized the fob

it Regression Analysis to further analyze the effect of the following

explanatory variables ( Land area, number of barangay poverty

incidence, environmental governance and dummy variable – the

ownership of disposal facility) on the estimates, first stage result show

that the inefficiency of the LGU’s in implementing solid waste disposal

can be attributed to the funds and inappropriate operational scale,

however, mismanagement and inappropriate operational scale may not

be entirely the basis of inefficiency because stage results show that all
the explanatory variables evaluate have significant relation to the

performance of the LGU’s .( Pagunnsan.et all., 2012).

A detailed investigation was made regarding the methods of practices

associated with sources, quantity generated, collection, transportation,

storage, treatment and disposal of Municipal Solid waste in Mysore

City, the data concerning to SWM ( SOLID WASTE MANAGEMEN ) in

Mysore was authentic record of municipal corporation, photographic

evidences were also made about generation , storage, collection,

transportation, treatment and disposal of MSW ( Municipal Solid Waste

0. This study reveals that the present system of MSWM ( Municipal

Solid Waste ) in Mysore City is not satisfactory based o Municipal Solid

Waste Disposal and handling rules 2000 (chandra, et al., 2009)

Another case study across North America yard and food waste

make up over a quarter of all the ordinary garbage we throw away.

That 25% by weight, in the US, that 25% is almost equally divided

between yard waste (32.6 million tons. Or 12.8% of all MSW ) and food

scraps (31.7% million tons or 12.5 %).and then there’s all the organic

stuff that could be composed: all the clothing , towels, and bedding
made of organic fiber, plus wood, old furniture and sawdust. The

there’s paper, which at 83 millions tons accounts for another 30% of

municipal solid waste. As of 2006 , the latest year for which figures are

available, over 64% of yard waste throw away was recovered and

composed, as was 54.5% of the paper and cardboard, only 2.6% of

food waste reached a compost heap.( Whoilistic Environment

Consulting, 2007).

LOCAL STUDIES

The experience and practices of household waste disposal of people in

a barangay (village) in Manila, Philippines are documented. The data

were gathered through an interview with household members using

open-ended questions. Result showed that the households generated

an average of 3.2 kg of solid waste per day, or 0.50 kg/capital/day. The

types of waste commonly generated are food/kitchen waste, paper,

PET (Polyethylene terephthalate) bottles, metals and cans,

boxes/cartons, glass bottles, cellophane/ plastics and yard/garden

wastes. The respondents perform composting, it is worth nothing ,

however, that burning of waste is not done by the respondents. The

household rely on garbage collection by the government, collection is

done twice daily, except Sunday and household member bring their

garbage, when the garbage truck arrives, however, those who dump

their garbage is non- designed pick-up points , usually in a corner of


the street. The dumped garbage becomes a breeding ground of

disease causing organisms, some household respondent said that it is

possible that the dumping in certain areas caused the dengue fever

suffered by some of their family members, mothers and household

helpers are responsible for household waste disposal, scavengers

generally look for recyclable items in the dumped garbage, all of them

said that it is their only source of income, which is generally not

enough for their meals, most of the respondents said that garbage

collection and disposal is the responsibility of the government. The

result of the study showed that RA 9003, also known as the ecological

solid waste disposal Act of 2000, is not fully implemented in Metro

Manila (Bernardo, 2008)

This study highlights the results of the study that was conducted

to analyze the solid waste disposal practices of the waste generators,

and the extent of their compliance with the republic Act 9003,

otherwise known as the ecological Solid waste disposal act of 2000.

The study was conducted in Bacolod City, Philippines in 2007. The

findings of this study served as basis in developing a handbook on

solid waste disposal ( Ballades, 2010).

The motion town government in Samar has vowed to intensify the

implementation of its solid waste disposal program after barangay

chairman took here at one-day seminar workshop on the program. The

activity was held at the legislative building here last Wednesday,


august 29, Motiong Mayor Francisco M. Langi Sr. said all the barangay

chairman were educated on the provisions the waste disposal Act of

2003 so that they would be acquainted with and help implement the

law in their respective barangays and propagate environment

preservation, he said the town government will strictly implement the “

no segregation , no collection policy “ in all of mooting’s barangays and

urged the barangay officials to put up a Materials Recovery Facility

(MRE) where they can Segregate biodegradable and non-

biodegradable waste materials , such materials can be turned into a

livelihood as, according to langi, “ There is Money sunk “ ( Abrematea

2012)

SYNTHESIS OF THE STATE-OF-THE ART

The aim of this research is to compare the local and foreign related

literature and studies they the same idea about the importance of waste

disposal not only in one barangay but also in developing countries, after

the comparison of the studies, the conclusions and theories are all the

same, the studies that the waste coming from different units, foods waste

packing material , resident area and establishment are all hazardous form

the residents.

GAP BRIDGE BY THE STUDY

This researcher discusses waste disposal that implement at

Barangay Sogoy created a huge help to environment. What makes this a


difference from any other studies that in this research, the researcher will

be conducting interview of the barangay official. To know the proper ways

of waste disposal and if they yet some incentive . how it’s help the

community and environment, in this research we are also talking about the

possibilities that will be applied the proper ways of waste disposal to other

barangay.

THEORITICAL FRAMEWORK

This study is anchored on the following theories

The theory of waste disposal represent a more in-dept account of

domain contains conceptual analyses of waste, the activity upon waste and a

holistic view of the goals of waste disposal, Waste Disposal Theory is founded

on the expectation that waste disposal is to prevent waste causing harm to

human health and the environment. The proper definition of waste is crucial to

constructing a sustainable agenda of waste disposal. It is largely the case that

current legislation attends to existing waste. Definitions emerging from this

condition may, however. Conflict with goals of waste prevention, because

something already exists cannot be prevented from arising. When material is

assigned the label of “ waste “ , it will be treated as such; consequently,

despite it explicit wish of waste prevention, implicitly , legislation , essentially

amasses waste. The inherent philosophical implication of such definition is that

they are not able to facilitate a sustainable waste management system,

therefore, new dynamic definitions for waste and waste disposal must be

sought , which can explain why waste is created and can offer are an intrinsic
solution for the problem, A radically new approach, based on an object-

oriented modeling language, is presented to define the key concept of waste

disposal.

The research will focus on practices to mitigate its impact on

environment and socio-economic development, the perception of the

people about solid waste disposal and access the impact of solid focuses

waste disposal on the environment and sustainable development.

Furthermore, the study focuses on solid waste disposal not only as a

government responsibility. It should also be done by every individual ,

since the waste produced by households. It shows the development with

growing economy and populations generates the solid waste which

causes environmental pollution and degradation. Waste separation ,

recycling and composing can be used method for waste disposal with

legal structure , awareness rising , attitude change synergy between

authority and community to mitigate these impact on the environment.

As such, integrated sustainable waste disposal provides the

ground for the environment conservations , in this way , the development

process could improve socio-economic development , while the waste

disposal will keep the environment development lasting with sustainable

development in the end .

RESEARCH DESIGN AND METHODOLOGY

This chapter present the research design, respondents, research instruments,

data procedure and source of data.

RESEARCH DESIGN

This study was conducted for the assessment of the answer given

by the barangay official regarding in Implementation of Waste Disposal in

Barangay Sogoy and its Effectivity.

The researcher will gathered the necessary data, this research study

utilizes available methods of researcher and it involves formal interview.

As a formal interview type of study, it present the collected data using

interview guide question of the research study.

This study answer the Implementation of Waste Disposal in

Barangay Sogoy and it’s Effectivity through experience and knowledge.

RESPONDENTS DESCRIBE THE RESPONDENTS


The respondents will became from barangay official of Barangay

Sogoy, Only Barangay official that involves in waste disposal.

DATA GATHERING PROCEDURE

The researcher will be used an formal interview, that will be used as

guide questionnaire that gather a data from the respondents.

SOURCE OF DATA

The data that will be going to used in this study were primary and

secondary source data, the primary data will the formal interview , the

secondary data will come from the internet, blog books, and thesis.

INTRUMENTATION

The instrument used to gather information for this study is a formal

interview. This was made gather relevant that could give answer to the

problems identified, the research tool used to gather data from the

Barangay official of Sogoy.

VALIDATION OF INSTRUMENT

For better refinement of the instrument, the researcher – made formal

interview was utilized to gather primary data, the instrument was validated

by the set of professional composed of teacher from Senior High School

and Junior High School research advisers and other individuals/expert

who willingly shared their knowledge and profiency to help the researcher

validate the instrument for the study . the researcher were advised to
make few changes, revisions, addition or deletion on the items in the

instruments used in determining the Implementation of waste disposal in

Barangay Sogoy and it’s effectivity.
