4. RESPONSIBILITIES
4.1 The project manager shall ensure that all operations related to HDPE liner
works have been risk assessed and necessary control measures have been
implemented to carry out the task in a safely manner.
4.2 Contractor shall engage their own surveyor for all the related surveying works.
Contractor shall follow IFC drawings Coordinates and data for surveying,
which will be issued by the company. Contractor shall check and verify the
BM before execution of the works. Any changes and deviation found shall be
immediately notified to the company for resolution.
4.3 Contractor’s construction engineer shall review and confirm that all HDPE
liner works being implemented as per the activities stated in the method
statement and in compliance with the (SATORP) codes, standards and
project specifications.
4.4 Contactor’s supervisor shall supervise all HDPE liner activities as required by
the project drawings and specifications. He shall prepare all the necessary
permits in advance and get it approved from the company designated

to be covered by liner should be smooth, well compacted,
free of foreign and unwanted material.
A 50mm thick layer of clean approved sand shall be spread over the

Transportation, storage at site and handling of liner material shall be
done properly according to approved method statement and
5.1 PREPARATION WORKS PRIOR TO LINER INSTALLATION
5.1.1.4 Details of liner pipes (or other inlet / outlet facilities) interface, if
any.
5.2.3 Laying of the material on site. Sand bags are necessary for holding
down of the liners against heaved by the wind.
5.2.4 Sticking together both overlapping sheets at the joint by the so called
“Hot air tack Method” by using hot air flows.
5.2.5 Prior HDPE lining installation, tank pad must be dry and surface to be
lined shall be visually checked by QC inspector, in order to avoid any
sharp edges of stone, vegetation or other materials, which could
damage the lining materials during its placement.
5.2.6 HDPE lining roll shall be laid as per the layout plan and approved IFC
drawings/tank floor dimension. Each roll shall be unrolled and the to be
identified as panel membrane, with unique numbers to be marked on
each membrane.
5.2.7 The method used to unroll panels, should not cause scratches, cramps
or fold in membrane. To avoid lift up of panels by wind they will be
maintained in place by sand bags or any load without sharp edges.
Layout shall be optimum and shall try to minimize number and length of
field joints.
5.2.8 The overlap between panel membrane shall range within 50mm to
150mm for welding purpose.Depending on method 75mm

5.3 REPAIR OF HDPE LINER
Any portion of HDPE liner failing a non-destructive testing shall be repaired
by either fusion or extrusion welding.
5.3.1 Locate & mark the area of failure noticed during the non-destructive
testing.
5.3.2 Grind the marked area using angle grinder, extending at least 50mm
all around marked failure area.
5.3.3 Check visually that earlier deposited weld material is removed during
the grinding.
5.3.5 Get a piece of the liner of the same thick thickness as the liner, big
enough to cover the damaged area plus 150mm extending on either
side.
5.3.7 Patched shall be trimmed off to remove any sharp bends or angles.
All the bends must be smooth curves.
5.3.8 Place the patch over the damage such it extends at least 15mm each
side of the hole of the liner.
5.3.9 Place the hot air blower nozzle in between the two sheets and press
by hand pressure roller in order to fix the patch in position and to
avoid relative movement while grinding and welding.
The quality of the works shall be on line with the SATORP standards.
Required tests shall be performed on each stage of liner works and the report
shall be prepared and submitted to the company representative for prior
approval.
Contractor’s QA/QC Inspector shall closely monitor and assure all HDPE liner
activities are carried out as per (SATORP) QA/QC requirements and conduct
frequent inspections and maintain all records as required by project QA/QC
Program.
8. SAFETY EQUIPMENTS
Fire extinguishers
Hand-held sirens
The health and safety shall perform a splendid roll in all construction activities
to ensure that all the works are being carried out in a safe manner and
