    Guidelines on the Direct Release, Use, Monitoring and Reporting of
    Maintenance and Other Operating Expenses Allocation of Schools, Including
    Other Funds Managed by Schools”, expenses for support to the operations of
    government agencies such as expenses of supplies and materials; transportation
    and travel; utilities (water, power, etc.) and the repairs etc. may be charged in the
    expenditure category of Maintenance and Other Operating Expenses (MOOE).

    2. Corollary to the above, the District Administrative and Finance Personnel were
    deployed in the different district offices in order to provide administrative and
    finance services to the different schools under their respective jurisdictions. As
    such, the district offices incur expenses in their day-to-day operations such as
    water and power.

    3. Anent this, utilities expenses such as water and power incurred by the district
    offices where the Administrative and Finance Personnel are assigned shall be
    charged in the Maintenance and Operating Expenses of the public schools they
