Topic: The Threat of Weapon of Mass Destruction Terrorism

The Disarmament International council ,

Recalling The First Hague Peace Conference, 1899 that aimed to put a stop to the global arms
race to avoid war by coordinated international action ,

Further recalling The 1925 Geneva Protocol that prohibits the use of chemical and biological
Weapons in international armed conflicts ,

Reaffirming the principal role of the Creation of 3 key Global WMD Treaties with prime
responsibility for world peace ,

Recognizing the importance of denuclearization as a way of ensuring global safety,

Considering the current political sensitivity englobing the world ,

Acknowledges the need to further strengthen bilateral ties with nuclear weapon possessing
countries to ensure a unified denuclearization process via diplomatic relations,
Condemning any act of using Weapons of Mass Destruction (WMD) for the furtherance of
terrorism activities,

Striving to implement the International Cyber Crime Court under the International Criminal
Courts to regulate the usage of crypto currencies in the dark web to illegally obtain Weapons of
Mass Destruction (WMD);

I) DENUCLEARISATION PLEDGE
1. Endorses the Declaration of a long term Enforcement Programme of complete
Nuclear Disarmament to achieve an World standard where no member UN states are
to Possess a Weapon that derives its energy from the nuclear reactions of either
fission or fusion;

a) Current Nuclear Weaponed States(NWS) to move into efficient and effective


enforcement of the programme to immediately enforce the De-Weaponization of the above
defined weapons in its territory either Produced or Provided,
b) Ratification and entry into force of the Comprehensive Nuclear-Test-Ban Treaty;
c)Negotiations on a Fissile Material Cut-off Treaty To be enforced in Peaceful
Constructivism,

2. Designates All member states to Sign and Ratify the Treaty on the Nonproliferation of
Nuclear Weapons,Nonproliferation and Disarmament Initiative, Fissile Material Cut-off
Treaty;
3. Reaffirms Universalisation of the international Atomic Energy Agency (IAEA) Additional
Protocol IAEA to monitor the Long term denuclearisation project with regular Physical
Inspections, Transparency with All data related to the Nuclear weapons and Set up Tracking
facilities recovering clarity of movement and Provide accurate reasoning and information
about macroscopic to microscopic intricacies regarding the states Nuclear and Radiological
assets;

4. Proposes Incentives in the world forum For Nuclear Weaponed States (NSW) for
efficient, transparent enforcement of Denuclearisation assessing global free utilisation of
Nuclear assets for peaceful means under the regulations formulated by IAEA Safety
Standards, Inclusion of nations willing to de-nuclearise to enter into Trade protective pacts
prioritising their economic development under minimal import,export,excise duties, and
attracting FDI from member states in the international forum;

5. Establishes a special fund to aid and divert individual state military spending derived
from the UNSC and IMF to aid and supply the 9 Nuclear weaponized states (NSW) in the
process of a Non hazardous and disaster proof de-nuclearisation whose collateral damages
must not inflict upon innocent civilians or the natural fabrics;
a) Funds are meant to be monitored by the IMF and the UNSC on a short interval
periodic basis,
b) The nations falling under this special fund must provide an annual transcript on the
utilisation of their funds towards deweaponization of Nuclear or Radioactive weapons
whose clarity and legalities shall be observed by the IMF and the International
Tribunal;
6.Underlines strengthening of peace keeping instruments by universalisation of relevant
treaties and measures. National and international coordinated export controls, international
cooperation and diplomatic efforts should be made more stringent;

II) AWARENESS
7.Encourages all member states to increase
educational international broadcasts on WMD’S between all countries as well as
other neighbouring nations, including their citizens all over the world via
social platforms such as Instagram and Twitter;

8. To encourage the idea that there would be no threat of a WMD disaster if there’s
universal agreement to stop the production of WMDs in general;

III) SECURITY STRENGTHENING POLICIES

9. Proposes the establishment of investigative units for WMDs, strategically placed in cross sectoral
and inter regional linkages between country borders, seaports as well as airports;

10. Suggests DISEC WMD Monitoring platform corporations to conduct systematic WMD
surveillance by deploying close supervision to ports, airfield and border crossing perimeters to
deliberately transaction and smuggling activities of WMDs;

11. Recommends that Exporters and importers should negotiate bilateral safeguards as a
backup to international safeguards to assure that, in addition to a country's obligations under
the NPT, they have a bilateral agreement that any nuclear facilities, equipment, or material
that is exported will not be converted to weapons use. Such backup safeguards are already
mandated in some agreements for nuclear cooperation between supplier and receiver
countries;

13. Proposes An international agreement that countries will build new uranium enrichment
plants only if they have been first reviewed and approved under agreed criteria by the
International Atomic Energy Agency (IAEA);

14. Considers all member states should agree that the UNODA will carry out inspections on
WMD in their countries. The UNODA should be equipped with appropriate devices and
gadgets that will be funded by all countries to identify the production and usage of WMD.
UNODA WMD Monitoring platform cooperation can also conduct systematic surveillance by
deploying close supervision at all times;
IV) ALTERNATIVES
15. Encourages a Systematic Reduction of Nuclear Weapons Program. Having
circumscribed the role of nuclear weapons in this way, the United States should quickly,
substantially, and unilaterally reduce its nuclear arsenal in accordance with this guidance’
This concrete step to reduce deployed nuclear forces would re-establish momentum and US
leadership in reducing WMD dangers, and communicate the seriousness and resolve of the
United States while in no way reducing US security, This program also sets in place a
systematic process and structure that will allow all complying countries to reduce their usage
of nuclear weapons amicably;

16. Considers a Positive Usage of Nuclear Energy Initiative.


In regards to the major cost that will be incurred due to the removal of nuclear plants as well
as the destruction of nuclear weapons, it would be proactive to mitigate the usage of nuclear
plants to produce nuclear energy for our general usage of life, In a sense we could move
from fuel combustions and any other non-renewable energy to a more sustainable usage of
nuclear energy, For example, space exploration and powering communities by generating
electricity, The issue with letting down the use of nuclear energy is the high cost, In that
regard, those plants and facilities created for nuclear energy can be used positively for many
purposes, Thus, reducing the financial loss of countries as well as preserving the
environment due to nuclear energy being able to generate electricity that is carbon-free,
Apart from that, nuclear testing has resulted in the death of various coral life as well as fish
species;

V) CURBING THE PRODUCTION


17. Calls attention to Acknowledging the need to put in place Safeguard Mechanism in the
de-escalation process of Weapons of Mass Destruction (WMD) In a departure from current
policy, the United States should state that if deterrence fails, the United States will defend its
territory, allies, and vital interests from WMD attack by all available means, including
diplomacy, covert actions, cooperation with the police and intelligence of other countries, the
development and deployment of active and passive defences, and in certain circumstances
through the preemptive use of conventional military capabilities. This policy departure will
require significant changes in the plans and resource allocations of the Defense Department
and other agencies;Take advantage of advanced technology and research possible cures or
antidotes for biological weapons if not able to completely stop;

WMD to put a stop to producing new ones and exporting or importing them because they are
harmful; Thus, we shall move to a more sustainable way of living which would be using
nuclear energy for daily usage; For example, space exploration, Thus, the plants and
facilities created for nuclear energy can be used positively for many causes which will
reduce the financial loss of one country;

19. Invites FATF to take notice of countries funding WMDs and implement the grey and
black colour list For the Force Action Task Force to start implementing,focusing and
renewing their money laundering and terrorist funding goals by making sure countries under
the grey and black list complete all tasked goals by setting international standards that aim
to prevent these illegal activities and the harm they cause to society:

VII) MIDDLE EAST PEACE AND SECURITY

20. Proposes Implementing the Middle East Nuclear Free Zone proposal once again, which
was first introduced in 2019, Agreement was reached at these consultations by the
participating States to endorse the proposal to get rid of any WMDs, Participating States also
agreed to help neighbouring and political strong relations to endorse the mentioned proposal
With countries like Egypt and Sudan, who are hesitant to disarm their WMDs the said threats
are also agreed to be talked over and intend to meet conditions to ensure the compeltion of
the proposal:

21.Calls upon Member States Implementing a peace agreement between Egypt and Israel,
with support of the United States ensuring all security terms are met.
